P7hana_Constableon probationis posted to a Division on paeeing out
of my Pol ce School he wi11 each month thereaftercommencingwith the
month succeedingthat on which he left the school copy out the month'e
examinationquestionsand model answers and also the month's issue of ,
my InstructionalMemoranda.
During tha pariod he ie on probationthe Constable,whether specially
emplayedor not, wi11 write these matters in his own handwritingand in
ink in an exercisebook kept for the purposa. This book wi11 be examined
and signedby InspectingOfficereat the aame time aa the rest of the
man'e books and documenteare examined.
As the work can be spread over the whole of the month compliancewith
thie General Order is secured if the Monthly Memorandaand ldodelAnswers
are written out by the last day of the month of issue.
This wi11 mean that an occasionalhalf hour throughoutthe month will
enab1e the young Constableson probationto carry out thie form o£ home
study.
I am satiefiedthey now spend a reasonablaamount o£ time in study.
"y intantion,therefore,is not to increasethe amount of their off-duty
time spent in study but to systematieesuch home study.
This form of etudy wi11 be beneficialto the young men ae I cannot pass
any man out of probationunleae he has reached a satisfactorystandardof
efficiency. "
I have decidedto insist on the work being done in the man'a awn
handwritingeo aa to give thosa whose handwritingis not sufficientlyneat
and legible the necessaryamount of practiceto securean improvement.
The systemwi11 also do much to cure any weaknesein spelling,and writing
out these instructionalpapers is an excellentway to memorisetheir contènte.
9lthough this Ganeral Order wi11 cease to apply to a Constablefrom the
date on which he ie passed out of probationI have no doubt that many of
the young men wi11 decida to continuethis system of study in their own
intereets.
Thie General Order will come into effact on 1st. January 1939• It wi11
apply to a11 Constableson probationon and after that date.
Applicationshouldbe made to the Chief C1erk for a supply o£ the
necessaryexercisebooke.
