The detail for Police Special Duty will, after parading as above be directed to obtain a meal at their own expense, at a place or places to be arranged by the Superintendent of the Altrincham Division and after partaking will again parade at Altrincham Police Station at 1.30pm, for duty under the orders of Superintendent Lees.
Suitable arrangements will also be made as regards tea to those Constables who are required for late duty ( if any are required ) must be selected by the Superintendent; having due regard to their being able to return to their stations, etc.

Duty Scales
The Chief Constable directs that from 1st July 1927, duty scale "C" will be worked by all divisions.
In the event of Superintendents considering it necessary to alter duty scale in consequences of any local occurrence they will do so and report cause to the Chief Constable.

Prisoners Arrested for being Drunk,
in charge of Motor Vehicles
With reference to Superintendent's SGO 34 of 9th February 1927, the Chief Constable desires to point out that this order explicitly says that a Doctor is to be "called in" to examine a person detained prior to a, charge of being drunk in charge of a motor vehicle.
It is not contemplated that a person should be taken from a Police Station to the Doctor for the purpose of the examination. If the attendance of a medical man, cannot be obtained after every endeavour has been made within a reasonable period, the Police must take such, action as may be seen desirable without the assistance of a Medical opinion.

Female Prisoners in cells and females otherwise in detention at Police Stations
Referring to Superintendent General Order female prisoners 65/26 and in consequence of certain remarks made by the Government Inspector at the annual Inspection, the Chief Constable, directs that if on the occasion of the visits of the Constable on night duty to cells, he should notice on two consecutive visits that a female prisoner is not resting, he will inform the wife of the occupant, or the female in charge of the prisoner, in order to ensure that the prisoner is visited by person of her own sex.
SGO No 65 with this amending Order will be read at two consecutive Divisional Parades, and the Superintendent will make a note in his Confidential Journal that this has been done.

Licensing (Consolidation) Act 1910
The Chief Constable, directs that in the event of Justices Clerks, considering it necessary for the attendance of any members of the Constabulary to give evidence at the Principal meeting of the County Licencing Committee to be held at;-
The Crewe Arms Hotel at 11.15am. on Thursday 30th June 1927
Superintendents will arrange for them to be present at the meeting. Ordnance maps with licensed houses marked thereon will be taken to the meeting.
Forms No 10 containing names of members of the Constabulary attending the meeting will be sent to this office on 28th June 1927.
Ordinary dress; white gloves to be worn.
Attention is drawn to memo to Superintendents dated 22nd September 1906, as to payment of expenses of members of the Constabulary attending the meeting.

Journey of Their Majesties The King and Queen from London to Edinburgh 9th July 1927
On Saturday 9th July 1927. Their Majesties the King and Queen will leave Euston Railway Station, London at 10.15am and pass through Cheshire by the London Midland and Scottish Railway entering the County Of Chester, at the boundary between Cheshire and Staffordshire at the south side of Crewe Railway Station at around 12.50pm, arriving at Crewe at 1.13pm (where the train will stop a few minutes) travelling via Hartford, Acton Bridge and Warrington.
The Chief Constable directs that special precautions such as to watching bridges will be taken and the Constables will be at their posts at:-
12.30, pm on Saturday 9th July 1927 and will remain until the Royal train has passed.
The portion of the live, the Railway arches and bridges etc. to be travelled over will receive careful attention at irregular intervals during the previous 24 hours. Superintendents of the Divisions concerned to acknowledge receipt.

Journey of Their Majesties, The King and Queen from Bootle to London
17th July 1927
On Tuesday, 19th July 1927, Their Majesties The King and Queen will leave Bootle Station (Oriel Road) Station at 4..20 pm, by special train from London and will pass through Cheshire by the London, Midland and Scottish Railway entering the County of Chester at the boundary between Cheshire and Lancashire near Warrington Station about 5pm, travelling via Acton Bridge and Hartford to Crewe, where they will arrive at 5.27 pm. The Royal train will pass through Crewe Station and on to Euston where it is due at 8.20 pm.

Temporary Transfer
No 404 Constable George Arnold Bradbury, single, Northwich Division, will be temporarily stationed at Upton in the Wirral Division from 18th July 1927 to assist in the detection of crime. The Constable will continue to be paid in the Northwich Division. No 207 Constable Walter Cartwright now doing duty at Upton in plain clothes, will do duty at Merton in uniform.

Superintendents NOT to pay carriage. The following prices per articles have been offered by the Contractor and will be charged to members of the Force who have applied to purchase their old clothing as returns rendered.

Superintendents will collect the amount and remit same to Head Quarters on 25th July 1927. As soon as the old clothing has been dispatched: Superintendents will forward to Head Quarters a statement showing the number of each garment forwarded to Contractors, and sold to members of Force respectively, as below and the figures entered therein must agree with the returns already rendered to Head Quarters.

Accidents
Referring to General Orders 299/1910 and 284/1913 the Chief Constable directs that the entry in the Divisional Occurrence Book, of the exact therefrom forwarded to this office in, connection with an accident will, contain sufficient information to, clearly indicate the spot where such, accident occurred (a reference to the Ordnance map, can if necessary, be made) and the direction in which each vehicle involved was proceeding.
In the case of a fatal accident, the Constable reporting same will give the following information in his report.
1. 1. The Registration number, make and other particulars (such as horse- power etc.) of the vehicles involved.
2. 2. The weather conditions and state of the highway ( wet, dry, etc.) at the time of the accidents;
The Constables reporting, or the Superintendent when submitting, will also give particulars of any accidents which have occurred in the immediate vicinity within recent years, i.e. the date of the accident, description of the vehicles involved, number of persons injured or killed.
A cutting from a local newspaper, giving an account of the Inquest, proceedings will be sent to Head Quarters, as early as possible after the Inquest has been held.

Treasury Notes Change in Heading
Referring to Superintendents General Orders 46/1923 The Chief Constable has received a communication from the Home Office, dated 30th July 1927.
No 2558 74/24 forwarding a copy of a notice issued by the Treasury to the Press regarding, a change in the wording at the head of Currency Hotels, which notice reads, as follows:-
Following on the passing into Law of the Royal and Parliamentary Titles Act 1927 the wording a the head of Currency notes is being altered by the substation of "United Kingdom of Great Britain and Northern Ireland " for United Kingdom of Great Britain and Ireland.
Notes embodying the alteration will begin to be issued about the last week in July. In other respects, the new Currency notes will be identical with the present notes.
Notes in circulation bearing the old wording are not being withdrawn and their characters as legal tender is in no way affected.
The above change will be brought to the notice of all members of the Constabulary in order to prevent the possibility of persons tendering the "new" notes being taken into custody on the grounds of notes being forgeries.

GENERAL ORDER 181
THE POLICE (APPEALS) ACT 1927.
The Chief Constable forwards herewith for each Superintendent a copy of the following :-
1. The Police (Appeals) Act 1927, which received the Royal Assent on 29th July 1927, and came into operation forthwith-
2. Statutory Rules & Orders 1927. No 680 containing the Police (Appeals) Rules 1927, made by The Secretary of State under the above Act:-
And he directs that the same will be carefully perused by Superintendents so the provisions may be compiled with in case of necessary.
All members of the Force will be informed of the passing of the Act and that any member is hereafter dismissed or required to resign as an alternative to dismissal will be entitled to appeal to the Secretary of State. It will be noted that there is no right against any less punishment.
Should a member of the Force decide to avail himself of the privileges of the Act he will report accordingly at once to his Superintendent, who will forward the report to the Chief Constable and bring the Secretary of State's Rules and following instructions to the notice of the appellant.
(a) Notice of appeal must be sent by registered post to the Secretary of State, addressed to The Under Secretary of State, Home Office, London S.W.1 within 10 days of the date when the appellant was informed of the order which he desires to appeal.
The notice of Appeal must set out the particulars indicated in the skeleton notice set out in the Schedule of the Rules in the order and, as nearly as possible, in the manner indicted in the Schedule. No special form is being printed.
(b) The appellant must within the same period send to the respondent (i.e. the chief Constable) through his Superintendent, a copy of the Notice of Appeal which he sends to the Secretary of State.
(c) If the Secretary of State decides to remit the case to an Inquiry under Section 2 of the Act, the appellant will be required to attend the Inquiry and give evidence on oath in support of his appeal.
(d) If such an Inquiry is held, the appellant has the right to appear at the Inquiry by a serving member of the Constabulary, or subject to the consent of the person holding the Inquiry (or the Chairman if more than one person is appointed) by Counsel or a Solicitor.
This General Order is to be read and if necessary explained by the
Superintendent at all Sectional or Divisional Parades during the month of September and a note will be made in the Confidential Journal of each Superintendent at the end of the month.

Inefficient Silencing of Motor Cars

Referring to Special General Order 179/1926, The Chief Constable has received a further communication from the Home Office on the subject of inefficient silencing of motor cars and cycles and he, directs that Superintendents will give instructions to the members of their Divisions that this matter must receive every attention with the view to a more strict enforcement of the law on this subject.

Road Fund Licences Commercial Vehicles
used for the conveyance of non-fare paying passengers
Referring to General Orders 38/27 the Chief Constable has been informed that the Ministry Of Transport have not intimated that they are of opinion that mechanically Propelled Road Vehicles, constructed and used for the conveyance 0f goods and licensed as such, can only be used for the purpose of carrying non-fare paying passengers, provided that goods or burden in course of trade or otherwise are at the same time being conveyed.

And he directs that Superintendents will carefully peruse same in,
Order to, comply with the requirements thereof when occasions
require.
It will be observed that the Rules provide that a copy of the statement lodged with the Clerk of The Court to which application to which application for a certificate is to be made is required to be served personally or by registered post not less than two weeks before the date fixed for the hearing of the application, on the Superintendent of the Police of the district, and that the applicant must at the same time in inform the Superintendent in writing. The date fixed for the hearing of the application.
The Chief Constable directs immediately Superintendents receive their statement they will cause enquiries to be made to verify the particulars given in such statement and also whether objections can be taken on any of grounds set out in Section 2 (6) of the Moneylenders Act 1927, and the facts reported to this Office for the information and instructions of the Chief Constable.
In the event of a Certificate being refused and the Applicant subsequently appealing against the decision, Superintendents will at once report to the Chief Constable at the same time any notices served upon them.

On the recommendation of the Chief Constable, the Standard Joint Committee at a meeting held on 23th July 1927 ordered subject to the appointment of the Right Honourable The Secretary Of State, Home Department, that the Establishment of the Force be increased By three Constables in the Wirral Division, and the Home Secretary by letter dated 16th June 1927 No 588020/28 having approved of same, the strength of the Constabulary will be increased by three Constables from that date.

Journey of Their Majesties King and Queen return from
Scotland to London 5th October 1927.
On Wednesday 5th October 1927 Their Majesties The King and Queen will leave Ballater Station for Euston London, and will pass through Cheshire by the London, Midland and Scottish Railway entering the County of Chester at the boundary between Cheshire and Lancashire at the south side of Warrington Railway Station at about 4am, 6th October 1927, travelling via Preston Brook, Acton Bridge, Hartford and Crewe (train makes a short stoppage at Crewe at 4.39am) leaving the County of Chester at the south side of Crewe Railway Station, at 5.00am.
The Chief Constable directs that Special precautions, as to watching bridges, etc. will be taken and all Constables and Watchers will be at their posts at 3.30am on Thursday 6TH October 1927.
The portions of the live, the Railway Arches, bridges, etc. to be travelled over, will receive careful attention at regular intervals, during the previous 24 hours.

The Chief Constable directs that all property in possession of the Police under the above heading up to the 3rd December 1927, will be sold to the best advantage, and the amount realised, together with all cash in hands of Superintendents under the same heading up to date, will be forwarded to Head Quarters on 26th October 1927, accompanied by a return on Form M.25. Showing the amount realised for each article and particulars of any, cash in Superintendent's hands.
The articles will be entered in the same order as shown on the returns of Unclaimed Property for Quarter ended 29th September 1927.
If any claim is made by finders for the return of any of the articles Special application will be sent to the Chief Constable for his consideration.
This does not refer to articles surrendered under the Aliens Act or Firearms Arms Act.

Road Fund Licenses
The Chief Constable herewith copy of a circular letter dated 20th July 1927, issued by the Ministry of Transport with reference to the abuse of the 14 days grace allowed to motorists in which to renew their vehicle licenses, he directs that Superintendents will, carefully peruse the document and explain same to members of the Divisions, who will be instructed to note in their Official Note Books and Journals each day for the first fourteen days of each quarter, viz;- up to and including 14th January, 9th April, 14TH, July and 14th October each year, the motor vehicles which are being used with an expired license. i.e. a license which has expired at the end of the previous quarter and, a list of the previous quarter and a list of all such vehicles will be forwarded to this Office on the accompanying form on 16th January, 9th April, ( previous quarter ends 24th March) 16th July and 16th October each year.
It is not intended that Constables should stop and examine the licenses
Of vehicles but that they should note vehicles which are not carrying current licenses which, can be distinguished by the colour of same, viz:- for the year 1927, the licenses are printed on white in vermillion for the December quarter 1927, yellow back ground printed in red.

Rag and Bone Merchants
The Chief Constable draws the attention of Superintendents to Section 73 of the Public Health Act, 1925 whereby it is enacted that it is unlawful for any, collector or dealer in rag or bones or similar articles to sell or distribute any article of food, or any balloons or other toys.
It has been brought to the notice of the Chief Constable that certain rag merchants have been distributing leaflets to children attending schools, requesting them to bring rags, etc. to be exchanged for toys, and the Chief Constable has advised a letter to the Director of Education that in the event of School Masters or Teachers observing leaflets on this subject, being distributed to children, that information should be given to the local Police who will at once make enquiries with a view to proceedings being taken under the Act and Section, above referred to.

Accidents. Motor Vehicles
In consequences of the increasing number of accidents which take place, in with motor vehicles, the Chief Constables considers it desirable to warn all members of the Constabulary :-
(1.) That the driving of a motor vehicle or riding a motor cycle, by ranks below that of Superintendent is not permitted when on duty, except with distinct, consent of a senior officer, who will report to the Chief Constable that he has given such consent and the reason for it.
(2.) That the riding and driving of a motor vehicle by any member of the Force when not on duty takes place at his own risk, and that the Police Authority may decline to accept any responsibility for the result of an accident which arises from a member of the Force when off duty riding or driving a motor vehicle.
(3. ) That a member of the Force who rides , or drives a motor vehicle must insure himself against accident when riding or driving, when off duty and also against 3rd party risks.
(5.) That a member of the Force who rides or drives a motor vehicle at an excessive speed, or who rides on a pillion or takes up a passenger on the pillion of a motor cycle, does so, at his own risk to limb and life, and that any accident which results therefore is at his own default for which the Police Authority cannot be expected to accept responsibility.
(6.) That a member of the Force who rides a pedal bicycle after dark, must, if a lighted rear lamp is not provided, provide a red reflector at the rear of the machine.
The above Superintendent Special Order, will be explained to all members of the Divisions at Sectional Parades during the month of November and a report made in their Confidential Journal for that month that such has been done, giving dates and places when the Order was read.

The Chief Constable directs that in the event of any member of the Constabulary receiving, a complaint either against himself or any member of the Cheshire Constabulary he will at once report the facts to his Superintendent giving full particulars.
The Superintendent will at once enquire into the matter and will deal with the same in accordance with instructions laid down in para. 2b of the Regulations made by the Secretary of State for the Police in England and Wales.

Agriculture Wages
Referring to General Order 224/26 forwarding to Divisions a supply of small posters, to be kept posted on Police and Cattle Disease Notice Boards in the County until 31ST October 1927, the Chief Constable has today received a request from the Ministry of Agriculture that similar posters might be displayed on Police Notice Boards until, 31st October 1928, and a further supply of posters has this day been sent to Divisions to enable this to be done. It will be understood that upon a poster becoming obliterated by weather or other cause, the same must be renewed, as above directed.

The Chief Constable intimates for the information of the Constabulary that His Majesty's Government has received notification that Monsieur Emile Montag has been appointed Honorary Consul for Switzerland at Liverpool, with jurisdiction comprising the Maritime Districts of Cheshire and Lancashire, the Counties of Cornwall, Cumberland, Devon, Dorset, Gloucester, Hereford, Monmouth, Shropshire, Somerset, Stafford, Warwick, Westmorland, Wiltshire, and Worcestershire, the Principality of Wales and the Isle Of Man.
The Executor en powering Monsieur Montag to act in his Consular capacity has received his Majesty's signature.

Mentioned therein relative to Constables attending lectures re First Aid to the Injured, and the Chief Constable directs that Superintendents will arrange for such men of their respective Divisions who have not passed the third or final examination, to again attend classes during the coming winter.
Special attention is drawn to General Order 350/1895, re attendance at classes formed under the auspices of the Technical Instruction of the County Council.
Superintendents will report to the Chief Constable on the 10th November 1927, where, classes are likely to be formed and Constables recommended for attendance.

Superintendents will, correct the enclosed list, as far as, relates to each Division, both as regards "Petty Sessions", "Annual and "Adjourned Licensing Meetings" and "Occasion at Courts" and return same to this Office, as soon, as possible.
Notice re Dogs
The notices issued by the National Canine Defence League, will, when received, be posted on Police Notice Boards, throughout the County, as far as they will go.
Motor Cycles and Motor Cars
During the first weeks in January 1928, licenses for Motor Cars and Motor Cycles will be obtained at Post Offices situated within the County Police jurisdiction and sent to this office on 7th January 1928, for authority to charge the cost of same in the Police Accounts.
Sheep Worrying by Dogs
Several cases of sheep worrying by dogs in different parts of the County having been reported, special attention is drawn to the order of the Local Authority with reference to Dogs, being kept up during the night time. Constables on night patrol will be particular in seeing that the requirements of the Order are observed and warn dog owners accordingly.

Booking in Sergeants and Constables Journals
The attention of all ranks of the Force is directed to General Order 117 dated 17th October 1888, of which Order the following extract, with regards to booking visits in Sergeants and Constables Journals, is re-published for information.
1. That the time and place to be booked will be given to the Constable at the time of the visit.
2. That Sergeants, will on all occasions of such visits enquire from the Constable whether all is quiet on his beat, or otherwise.
The Chief Constable wishes it to be understood, with regard to the above, that, although a Sergeant should note in his duty book the numbers of the Constables when he parades "On" or "Off" duty, the parading of a Constable "On" and "Off" duty is not to be booked, as a "visit" to that Constable on Beat or Patrol.

The following transfers and appointments will take place on 1st January 1928;-
Transfers
No. 351 Constable Frank Foley, married, Wirral Division, from Bromborough to Ellesmere Port, vice Wood.
No. 268 Constable Newland Wood, married, Wirral Division, from Ellesmere Post to Bromborough, vice Foley.
No. 397 Constable Harry Wynn, married, Wirral Division, from Little Sutton to Ellesmere Port, vice Hilton.
No. 498 Constable Ernest Hilton, married, Wirral Division, from Ellesmere Port to Little Sutton, vice Wynn.
No. 274 Constable William Maxfield, married, Wirral Division from Morton to Ellesmere Port and will occupy furnished apartments.
No. 106 Constable George Ernest Bradbury, single, Wirral Division from Hoylake to Neston.
Appointment
No. 268 Constable Newland Wood, Wirral Division to be Acting- Sergeant (unpaid) from the date of his taking up residence in Bromborough.

Duty Scales
The Chief Inspector directs that from 1ST January 1928, duty scale "C" will be worked by all Divisions. In the event of Superintendents considering it necessary to alter the duty scale in consequence of any local occurrence they will do so and report cause to the Chief Officer.

Pension
Referring to General Order 214/27, the date of retirement of the under mentioned member of the Force will be as follows:-
No. 82 Constable Arthur White Middlewich Division 31 December 1927 at Midnight, PC White will be paid up to and including the 31st instance.

Transfers
The following transfer will take place on 4th January 1928, the Constable being paid in his new Division from 1st Proviso:-
No 56 Constable William Webster, married from Crewe Division to Middlewich Division to be stationed at Buglawton, vice White and will occupy the cottage to be vacated by that Constable.

No. 45 Constable Colin Worth, married, from Northwich Division to Crewe Division to be stationed at Crewe, vice Burgess.
No. 221 Constable Arthur Reeves, married, from Macclesfield, to Northwich Division, to be stationed at Lach Dennis, vice Worth.
No. 457 Constable Arthur Sumner, married, from Stockport Division to Macclesfield to be stationed at Hurdsfield, vice Reeves and will occupy the cottage to be vacated by that Constable.
No. 446 Constable William Blythe, married, Dukinfield Division, from Mottram to Dukinfield, vice Voas.
No. 324 Constable William Voas, married, Dukinfield Division from Dukinfield to Mottram, vice Blythe.

Road Fund Licenses
Referring to General Order 205/1927, the Chief Constable has been informed by the Clerk to the County Council that a supply of forms on which to which the motor vehicles seen in use, during the first 14 days of 1928 proper road fund license, attached has been forwarded to Superintends, and he directs that these forms will be filled up and forwarded to this Office, as directed in the above General Order.
The colour of licenses are as follows:-
Yearly, 1928. Salmon body with broad, scarlet mask down centre.
1st Quarter of 1928, Dark Blue.
