Standing General Order 314/91 is hereby cancelled.
The above which have contained Caps will be returned to the Contractor, without delay, by goods train as "Empties" and, the cost of carriage of same to be obtained from the Contractor.
The packages canvass, etc. containing clothing will be retained at Divisional Head Quarters for the purpose of returning to the Contractors. The garments requiring alteration, and when such is done Superintendents will not pay carriage.

Clothing and Caps
Immediately on receipt of the above Superintendents will forward to this Office the Contractor's Invoices with number of Chevrons and Badges, added thereto, and a report stating whether the articles mentioned therein have been received.
The Clothing and Caps must be kept in the Divisional Store Room, or in some other dry place where they will not become injured or damaged.
Clothing and Caps received for Constables who have been transferred since the Force was measured will at once be sent to the Superintendent of the Division in which such men are now serving, and those for Constables who have left to Headquarters.

Northern Police Convalescent Home Provincial Police Orphanage
For the information of the Constabulary the Chief Constable wishes to make known that in Wednesday 12th January 1898, the representatives appointed by Divisions met at the Chief Constables Office and after considering the proposal contained in General Order 345/97 it was decided;-
1st. That a donation be given towards the purchase at Harrogate, consisting of £38 from Jubilee Convalescent Fund, augmented by such an amount of members of the Constabulary feel disposed to give such latter sum with list of donors, to be sent to the Chief Constable on 8th February 1898.
2nd. That in consequence of the difference of opinion by representatives as expressed by representatives a fixed sum should not be subscribed annually towards the maintenance of the Home and Orphanage, but that such amounts as members of the Constabulary thought to give would be collected by Superintendents and forwarded with list of subscribers to the Chief Constable on 29th September each year for transmission to the proper quarter.
3rd. That in future the whole of the deductions from rewards sanctioned by the Chief Constable be credited to the Defence Fund and divided between that and the Jubilee Convalescent Fund at the end of each year.
4th.That the amount of the subscriptions to the Jubilee Convalescent Fund as detailed in General Order 168/97 remain unaltered.
5th.That the actual Railway Fare and 5/- per week be allowed, at the discretion of the Chief Constable as may go to places other than Convalescent Homes, on the recommendation of the Doctor.

Court Rooms
That part of Standing General Order 51/95 directing the charge 5/- to be made for Coroners Room made to Coroners for the use of Court Rooms for inquests when fire and light are provided is hereby cancelled.
In accordance with the resolution of the Standing Joint Committee passed on the 22nd inst. the future charge for the use of Court Rooms by Coroners will be 2/- 6d. no matter whether fire or light is provided or not.

Pension
On the recommendation of the Chief Constable, a pension of £15 per annum was granted at a meeting of the Standing Joint Committee, held on 22nd January 1898, under Section 2 (1) of the Police Act 1890 to Mrs Sophia Williamson, in consequence of her husband having died in the Force from the effects of an injury received in the execution of his duty, without his own default, after a service of 19 years and 266 days. The pension to take effect from 11th November 1897

Licensing Act Perjury
The Chief Constable having observed that at hearing of Summonses against Licenses for offences against the above Act of Parliament, much conflict of testimony often takes place between witnesses for the defence and those for the prosecution not only as to the condition of the persons alleged by the Police to have been drunk (which must always remain a matter of opinion) but on questions of fact; directs that Superintendents will narrowly watch such like prosecutions and whenever it is ascertained that a witness unlawfully swears falsely on any questions of fact which are material to issue, and evidence to prove a case of perjury can be obtained, the circumstances will be full reported to him, as he desires, if possible, to proceed against persons who on oath state that which they know to be absolutely false.

County Council Elections 5th March 1898
The Chief Constable has sanctioned an application for members of the Force to post Notices concerning this Election and those receiving such will be held responsible that they are posted within the district in which they are intended.
In large urban or popular districts the services of a local bill poster may be obtained to do the work at a reasonable charge.
Accounts or expenses incurred by Constables in posting these Notices will be forwarded through Superintendents, to the Chief Constable on 12th March 1898 together with bill -posting accounts.
Wherever public meetings are held in connection with the forthcoming Elections, Superintendents will see that sufficient Constables are in the vicinity of the place of meeting to preserve order if the local feeling renders such a course necessary.
Constables will as far as possible prevent the tearing down of Notices containing Election addresses, Date of Election etc. and if any person is detected doing such damage, his name will be taken and must be reported by the Constable to his Superintendent, who will forward same to his Superintendent who will forward same to the proper quarter with a view to proceedings being taken.
In such Electoral Divisions as contests may be necessary the Election will take place on Saturday 5th March 1898 and the poll will be taken between the hours of 8a.m. and 8 p.m.
The last day for Nomination Papers is 25th February 1898 and as soon as possible thereafter the Chief Constable will inform Superintendents in what Electoral Divisions will take place, the Township in which the Polling District will be situated and the number of Electors in each Polling District.
The last day for withdrawal of such Nominations Papers is 25th February 1898 d as soon as possible thereafter the Chief Constable will inform Superintendents in what Divisions Elections will take place, the Townships in which the Polling Stations will be situated, and the number of Electors in each Polling District.
On receipt of this information Superintendents will arrange for the attendance at Polling Stations within their Police Divisions at 7.45 am of such Constables as they consider necessary having regard to the class of inhabitants, number of voters, degree of public feeling etc. for the preservation of order, preventing overcrowding or obstruction at entrances, regulating entry of voters, and generally to maintain order outside so that voters may be ready access thereto, but if Constables are requested by the Presiding Officers to enter the Polling Stations to restore order therein, eject unauthorised persons therefrom, receive persons into custody for personation etc. they will at once comply with the request, and after having performed such duty they will forthwith return to their posts outside: Constables detailed for this duty will be especially warned as to the instructions relating to their duties. The Declaration of Secrecy need not be made.
At Polling Stations where Superintendents do not think it is necessary to detail a Constable for duty, they will direct the Constable of the district to patrol in the vicinity of same to act as required.
It will be borne in mind that there is more likely to be excitement at the declaration of the Poll than at any other time, and Superintendents in whose Police Divisions such takes place, will accordingly arrange for the attendance of Constables.
Superintendents will as far as possible visit the several Polling Stations within their Divisions during the day of the Election to see that Constables are properly performing their duty outside same, and should any Constable be found inside, for any other purpose than that of police duty the case will be reported.
A report will be sent so as to reach the Chief Constable on 7th March 1898 stating places visited by Superintendents, conditions of districts, if Constables were acting in accordance with orders, result of election etc.
Sergeants in whose Sections there are Polling Stations will occasionally visit the Constables on duty to see that all is right.
The Senior Police Officer in charge of any district where disorder is anticipated will immediately he becomes aware of it, telephone or telegraph to the Superintendent of the
Division and will forthwith visit the threatened place, taking with him such Constables as can be speedily assembled, and if there is reason to believe that a serious breach of the peace may take place, he will telephone or wire to the Chief Constable's (who will be at Chester) and state what number of Constables are on duty at the place and what further number are likely to be required.
Ordinary Police Duty, especially the night tour, must not be altogether neglected on the day of the Election.
Should any Presiding Officer request a Constable to accompany him with the voting papers to the place where such are to be counted he will do so, and immediately the Boxes are safely delivered the Constable will return to his district, except he has been ordered by his
Superintendent to remain until after the Declaration of the Poll, should such take place same night.
If application is made permission may be given for Ballot Boxes to be kept in one of the cells at Police Stations during the night.
Attention is drawn to General Order 335/94 re Police Disabilities Removal Acts 1887 and 1893, and such Constables as desire to record their votes at the place to which they may be sent on duty (being outside their own Polling districts) will apply to the Chief Constable for the necessary Certificate to enable them so to do.
Constables should vote as soon as Polling Stations are open so to be prepared for duty at any time during the day, and they will bear in mind how many very undesirable it is for them to take part in the Election) or show any feeling one way or the other.
Constables on duty at places where votes are counted should be stationed on the outside of the entrance or doors to such and not inside.
A Return on the following Form will be forwarded so as to reach the Chief Constable on 2nd March 1898:

Gambling
On examining the Return of Crime for 1897, the Chief Constable observed that there was a large increase over 1896 for the above offence, and although he regrets such is the case, he is glad to see that the Constabulary are giving their close attention to this growing evil, which he hopes will thereby be checked.
The Chief Constable will be glad to know, from those Division where an increase of this offence has occurred, in what class of life and circumstances the persons are that have been proceeded against and amongst what class this offence is most promoted.

Borough of Hyde Bye Law re Vehicles carrying lamps
The Town Council of the Borough have made a By-Law under the Municipal of Hyde Corporation Act 1882 requiring vehicles in the said Borough to carry a lamp or lamps of during the period between one hour after sunset and one hour before sunrise.
The Chief Constable directs that Police at Hyde will carry out the provisions of the said Bye-Law and report persons infringing the same in the usual way; but being aware that it must take a little while for the public to become acquainted with the Bye-Law, directs prosecutions for offences against the same will be taken for fourteen days from the date hereof, except there are reasons why an opposite course should be pursued, in which case the circumstances will be reported to him, so that he may give such instructions as seem to him desirable.

In the absence of the Chief Constable or the Deputy Chief Constable, Superintendents, will be held responsible that all misfits are pointed out to the Contractors representatives, that he garments requiring alteration are properly marked with chalk and the necessary particulars are fully entered in the Returns before-mentioned.
Instructions will be forwarded hereafter as to whether the garments requiring alteration are being to be sent for that purpose to the Contractors, or whether such will be executed by local tailors.
After all the garments requiring alteration have been received back from the Contractors, Superintendents will again, at once fit the same and report if the garments fit, if they do not, they will again be returned to the Contractors.
Caps will also be fitted on, and a Return sent to this Office of those which do not fit, stating therein the size of cap required which information will also be forwarded to the Contractors

Keeping dogs without having licenses
The Chief Constable directs that Constables will take steps to ascertain whether such persons as keep dogs within their respective districts are in possession of the necessary license authorising them to do so, and enquiries should be made from the Inland Revenue and Postal Authorities in the vicinity.
Persons found keeping dogs without having a license will be warned that such must be taken out, and if, after the expiration of fourteen days from the date of warning, the license is not taken out, Constables will report the case to their Superintendents with a view to proceedings being taken.

Petroleum Acts 18 1879 and 1881
The attention of the Chief Constable is drawn to the above Acts of a Parliament, particularly to the more important sections, which are set forth below for the information of all ranks.
Section 3 1871 Act. Definition of Petroleum
"For the purpose of this Act the
"term" Petroleum" includes any rock oil, Rangoon
"oil. Burman oil, oil made from petroleum, coal,
"schist, shale, peat or other bituminous sub
"stance, and any products of Petroleum, or any
"of the above mentioned oils" which when tested give off an inflammatory vapour at a temperature of less than 73 degrees of Fahrenheit temperature
(Section 2 of 1879)
Note. The Police have not anything to do with the testing.
The ordinary paraffin oil as consumed in lamps for household purposes does not come within the above definition of Petroleum.
Section 7 1871 Act: Storage.
"Save as hereinafter mentioned
"after the passing of this Act, Petroleum to
"which this Act applies shall not be kept
"except in pursuance of a license given by
"such Local Authority as is in this Act mentioned".
"This Section shall not apply to
"any Petroleum kept either for private use or
"for sale, provided the following conditions
"are complied with :
(1) That it is kept in a separate glass,
"earthenware, or metal vessels, each of which
"contains not more than a pint, and is securely
"stopped:
(2) That the aggregate amount kept,
"supposing whole contents of the vessel to
"be in bulk, does not exceed three gallons".
Section 1 1881 Act Hawking.
"Any person who is licensed in
"pursuance of the Petroleum Act 1971 to keep
"Petroleum to which that Act applies, may sub
"ject to the enactments for the time being in
"force with respect to hawkers and pedlars,
"hawk such Petroleum by himself or by his
"scroats".
Section 2 1881 Act Regulations for Hawking Petroleum
"(1) "with respect to the hawking of
"Petroleum to which the Petroleum Act 1871 applies
"the following Regulations shall be observed
"at one time in any one carriage shall not
"exceed twenty gallons".
"(2) The Petroleum shall be conveyed in
" a closed vessel so constructed as to be free
"from leakage"
"(3) The carriage in which the vessels
"containing the Petroleum are conveyed shall
"be so ventilated as to prevent any evaporation
"from the petroleum mixing with the air in
"or about the carriage in such proportions
"as to produce or be liable to produce an
"explosive mixture".
"(4) Any fire or light or any Articles
"of any explosive or highly inflammable
"nature shall not be brought into or danger
"ously near to the carriage in which
"vessels containing the Petroleum are
"conveyed".
"(5The carriage in which the vessels
"containing the Petroleum are conveyed
"shall be so constructed or fitted that the
"Petroleum cannot escape therefrom in the
"form of liquid, whether ignited or other
"wise
"(6) Proper care shall be taken to
"prevent any Petroleum escaping into any
"part of a house, or building, or the
"cartilage thereof or into a drain or sewer"
(7) The Petroleum shall be stored
"away in some premises licensed for keep
"ing of Petroleum, and in accordance with the
"license for such premises both every night
"and also when the Petroleum is not in the
"course of being hawked".
(8)All due precautions shall be
" taken for the prevention of accidents
"by fire or explosion, and for preventing
"unauthorised persons having access to the
"vessels containing the Petroleum, and, every
"person concerning in hawking the Petroleum
"shall abstain from every act whatever
"which tends to cause fire or explosion, and
"is not reasonably necessary for the purpose
"of such hawking".
"(9) No artificial or substance of an
"explosion or inflammable character
"other than Petroleum, nor any article
"liable to cause or communicate fire, or
"explosion, shall be in the carriage while
"such carriage is being used for the
"purpose of hawking Petroleum".
"In the event of any contravention
"of this section with reference to any Petroleum, together with the vessels containing
"and the carriage conveying the same, shall be
"liable to be forfeited, and in addition therets
"the license by whom or by whose servants the
"Petroleum was being hawked shall be liable
"on Summary Convention to a penalty not exceed
"ing twenty pounds".
"Provided that:-
"(1) where some servants of the licensee or other
"person has in fact committed the offence
"such servant or other person shall be liable
"to the same penalty as if he were the licensee
"(2) where the licensee is charged with a
"contravention of this Section, he shall be
"entitled upon information duly laid by
"him to have any other person whom he charges
"as the actual offender, brought before the
"Court at the time appointed for hearing
" the charge, and if the licensee proves to
"the satisfaction of the Court that he had
"used due diligence to enforce the execution
"of this Section, and that the said other
"person had committed the offence in question
"without his knowledge, consent, or Connivance
"the said other person shall be summarily
"convicted of such offence, and the licensee
"shall be exempt from any penalty"
"Any Petroleum other than that
"to which the Petroleum Act 1871 applies, while in any
"carriage used for the hawking of Petroleum
"for the purpose of this Section be deemed to
"be Petroleum to which the Petroleum Act (1871) applies".
The Local Authority under the Acts ( The Urban or Rural District Councils) are responsible for granting, the necessary Licenses etc. and persons applying to the Police for such, or information respecting same should be referred to the Clerk to the Local Authority, or to the Inspector if one has been specially appointed by that Authority.
The Constabulary will give this matter their careful attention and should there be good reason to think that the provisions of the Acts are being infringed, the Constable will report the particulars to the Superintendent of the Division, who will communicate same to the Clerk of the Local Authority with a view to proceedings being taken, and send the Constable's report to the Chief Constable with the Superintendent's remarks on the case.

Wild Birds Protection Acts 1880, 1894, 1896
The posters forwarded to Superintendents this day containing copy of an Order for the protection of wild birds etc. made by The Right Honourable Secretary of State for the Home Department will be posted upon all Police Notice Boards and all other suitable places such as Sale yards, Railway Stations, inside school rooms, etc. wherever permission can be obtained, so that the terms of the Order may be easily perused by the Public. Posters that may be damaged by storm etc. must at once be replaced by fresh ones.
In large Urban or populous places the services of the local bay be engaged, provided bill poster may be engaged provided his charges, the amount of which should be ascertained beforehand, together with an account of the expenses incurred by Members of the Force(if any ) will be forwarded to the Chief Constable on 20th instant.
The Chief Constable directs that the Constabulary generally, and particularly those stationed in rural districts will make themselves thoroughly acquainted with the Order, and energetically enforce its provisions within their respective districts, as by so doing they will not only carry out the object of the Acts and Order, (viz: the protection of wild birds and their eggs) but also keep to stop trespassing and annoyance to farmers and others, and prevent damage to fences, crops etc.
It would probably do good if Schoolmasters and others having the care of children explain the Order to children under their control and advise them accordingly, and with this object those in charge of Sections will call upon Schoolmasters within their districts and ask them to be good enough to use their influence in this matter.
A copy of the Poster has been sent by the Clerk of the County Council direct to each Schoolmaster in the County.
For the information of the Constabulary a brief summary of the Acts of Parliament and Secretary of States Order on the subject is given below.
The taking or killing of all wild birds is prohibited within the whole of this County between 1st March and 12th August in each year.
The taking or killing of the Kingfisher, Great Crested Grebe, Heron, Goldfinch and Owl is prohibited within the whole of the County all year round.
The taking or destroying of the eggs of the Owl, Bittern, Kingfisher, Kestrel, Sheldrake, Dunlin, the Black headed Gull, Common Tern, and Oyster catcher is prohibited within the County all year round.
The taking is prohibited within the area (which area is wholly within the North Wirral Police Division) described in the Secretary of States Order all the year round.
The taking and killing of the Gull and the Tern within the twenty seven parishes named in the Order (including therein so much of the Estuaries of the Rivers Dee and Mersey as lies within the administrative County of Chester) is prohibited all year round.

Superintendents will as far as practicable without interfering with public duty, detail the same Constables as previous years, names to be reported to the Chief Constable on 8th instant:
The whole of the above details for duty on the Course will be under the Orders of Superintendent Mc Donald who will proceed to Tarporley on the evening prior to the Races so as to be ready for duty the following morning.
Constables receiving information of Robberies, Losses etc. on the Course will at once refer the Complaint to the Sergeant in charge of the Police Tent, on the ground, who will enter full particulars in a book provided for the purpose, which book must be handed by the Sergeant to the Superintendent of the Eddisbury Division at Tarporley Police Station at the conclusion of the races, by whom it will be forwarded to the Chief Constable, after the requisite information for Divisional purposes has been obtained.
Constables keeping the Course (except those on duty in the field next to the Road, and those at Bookmakers ground) will forthwith after the close of each race assemble across the Course opposite the Judge's Box, and stand in two's, back to back, at three paces interval facing that part of the course from which they have come.
On the "saddling" bell being sounded in the paddock, the Constables will move in separate lines clearing the course as they advance and, dropping into positions previously assigned them.
No betting will be allowed excepting in the enclosures, and if any bookmakers attempt to create a "place" or " stand" etc. for betting elsewhere they will be warned , and if they persist they will be taken to the Police Tent for removal from the Course.
On no condition whatever will any betting, be allowed through the paddock or railings, or on the Grand Stand, and nothing in the way of bookmaker's show cards etc. will be allowed to be hung on the railings.
No stall of any description to be allowed on the ground. Constables on duty will see that such are not erected.
The Superintendent of the Eddisbury Division will detail three Constables of the Eddisbury Division to be at the Entrance of the Race Course at 6.am.to keep out the field people with horses and carts, who have no business there.
As soon as the detachments from Nantwich and Dukinfield Divisions arrive at 9a.m. these Constable's will be relieved and they will be detailed for duty on the Roads as may be directed by the Superintendent of the Eddisbury Division.
Inspector Pearson and Sergeant Christian will meet at Tarporley Police Station at65p.m. on the day prior to the Races, for plain clothes duty in Tarporley and neighbourhood that night
The Constable performing plain clothes duty at Crewe Railway Station will pay particular attention to Crewe Railway Station on the afternoon and evening of the day before the Races, and if anything of importance is noticed necessitating Police action at Beeston or Tarporley he will forthwith telegraph particulars to Inspector Pearson, who will be at Tarporley Police Station.
The Superintendent of the Nantwich Division will direct two of the Constables of the Crewe Section detailed for duty at the Races to take the Police Stretcher (not wheels) and medicine chest from Crewe Division to the Police Tent on the race ground, and the same two Constables will be responsible for removing the stretcher re back to Police Station upon their return.
The Superintendents of Broxton, Eddisbury, Nantwich and Middlewich Divisions will make special arrangements for policing the main roads within their respective Divisions leading to Tarporley and the vicinity of Railway Stations at which there is likely to be much traffic during the day of the Races, but particularly the morning and evening when people are going to and returning from Tarporley.
Reports as to arrangements made to be sent to the Chief Constable on 8th instant:
The Sergeant of the Tarporley Section will secure suitable lodgings at Tarporley for the detail from Hyde Division, which will parade at Tarporley Police Station at 6p.m. the day prior to the Races, and be placed at the disposal of Superintendent of Eddisbury Division for patrolling the town of Tarporley etc. from 7.30 to 11.30 pm. thus rendering un-necessary the withdrawal of local Constables for this purpose from their ordinary patrol duty, who should be even more vigilant and energetic on this night, when it is known that so many suspicious persons may be moving about their districts.

The foregoing will report them-selves to Inspector Pearson at Beeston Castle Railway Station at 10a.m.
Should it be necessary such prisoners cannot be properly accommodated in the cells in at Tarporley Police Station on the day of the Races will be sent to Crewe for the night and will be escorted there by the Police on special on special duty from the Crewe Section of the Nantwich Division, and be brought back to a place of case being heard by an escort of Police of Crewe Section.
The duties so far as the prisoners are concerned, of the Crewe Section will cease when handed over at Tarporley the next morning, from which time the Superintendents of the Eddisbury Division will make sufficient and proper arrangements for the removal of prisoners to their respectively destinations.
Special duty sheets duly filled in will be forwarded to the Chief Constable on the 18th April 1898. Superintendents will acknowledge receipt of this Order.

The general instructions laid down in General Order 83/1882 will be observed.
The Inspection Return (sent herewith) which will be carefully filled in and preserved, as no other can be supplied, will be filled in and preserved as no other can be supplied, will be made out as directed in G.O. 82/83 and the Return of persons apprehended, summoned etc. to be made out for the years ended 31st December 1898 and 1899.
The Return under the Prevention of Crimes Act will give the number of persons in the Division on date of Inspection.
Books etc. will not be placed in front of the men on parade, but will be kept inside the Police Station, ready for inspection.
Leggings will not be worn, but be produced with Great Coats and Capes in straps, and be placed two paces in front of each man. Attention is specially drawn to Standing General Order 164/99.
All recruits who have joined Divisions since the date of last Inspection will "fall in" in single rank on the left of the Division, at two paces distant.

Refreshments to Constables on Special Service Duty
General Order 70/88 and 137/96 are hereby cancelled.
The Chief Constable directs that in future money for refreshments will not be received under any circumstances from persons employing in special service duty.
The Chief Constable does not however, object to Constables performing this duty provided with food in kind. by the persons engaging their service, provided such is given voluntarily, but he will not allow any charge to be made against such individuals for refreshments.
It will be understood that this order does not in any way relieve Superintendents from the responsibility of arranging for sufficient refreshment being supplied to Constables, for which they must pay out of Special Service Duty Allowance which is granted for that purpose unless voluntarily given as above.

Prisoners Naval & Military
In accordance with instructions received from the Right Honourable of Secretary State, Home Department, the Chief Constable directs that prisoners in custody of the Police, wearing the uniform of Her Majesty's Navy or Army, will not, under any circumstances, be marched through the streets, but, will be conveyed in cabs or covered carriages.
The cost of same will be entered on the Pink Form and charged in Contingent Account in the usual way.
In the case of deserters the amount for Cab hire, prior to committal will be included in the Police Costs, a list of which is furnished to Justice's Clerks, so as to form part of the sum due from the Government (Naval and Military) as costs, and Superintendents will be particular in checking that the correct amount for Cab hire, maintenance, telegrams etc. is subsequently credited by the Justices' Clerk to the Police Rate.
If committed to gaol to await escort the Cab- hire etc. if any, after committal will be shown on Div. Form F/11/a but if committed to Lock Up to await escort then such expenses will be obtained from the escort, and credited in the usual way.
In cases other than Deserters a special report of the circumstances and the amount expended in cab hire prior to committal will be forwarded to the Chief Constable.
Expenses after committal will be entered on Div. Form F/11/a.

These Constables will mount at Messrs Goodall's Stables. Altrincham at 10.a.m. and proceed by road to Knutsford, where they will bait at the George Hotel Stables, and afterwards parade for duty as ordered by Superintendent Mc Donald.
After finishing their duty these Constables will ride back to Altrincham and afterwards return to their respective Stations.
Sergeant Farnworth will take with him from Head Quarters Constabulary bridles and breast plates complete, and riding trousers for each man, and bring the same back to Chester the same night.

Clothing 1897 issue will be worn, Helmets, white gloves, Great Coats in straps for use if required.
A good dinner will be provided at the Nag's Head Cocoa House at 1s/-each, and the Inspector in charge will collect that sum from each Constable and hand amount to the Deputy Chief Constable same day.
The usual extra precautions will be observed in watching roads and Railway Stations from the Saturday previous to the Races until the following Saturday, and during race week Constables will be drawn more on the main roads leading towards Chester and will work according to special scale to be made by Superintendents.
Superintendents will not withdraw men stationed in the vicinity of Chester, or on the main thoroughfares leading thereto for duty at the Races.
Three Constables from Macclesfield Division and two from Stockport Division will parade at the Chief Constable's Office at 4.30p.m on Monday 2nd May 1898, and be stationed at Mollington, Eccleston, Broughton and Upton as in past years for duty in the outskirts of the City. No. 317 Sergeant Warburton will also attend and will visit the extra Constables stationed at the three latter places.
Superintendents of Broxton Division and South Wirral Division will make out the necessary Special Duty Scales for these extra Constables and Constables of beats in the vicinity of Chester and forward a copy of each of this Office on 30th instant, and will at the same time report where lodgings have been secured for these four extra Constables.
After performing day duty on Friday morning in the vicinity of Chester the extra Constables will return to their respective Stations.
Two Constables from Nantwich Division, will parade at the Chief Constables Office at 9.15a.m on Tuesday 5th May 1903 for special services duty on the county portion of Chester General Railway Station, and will lodge at Hoole on the nights of 3rd and 4th of May 1898.
Names of the places where lodgings have been obtained to be reported to the Chief Constable by Sergeant Farnworth, who will take charge of and visit these two Constables.
Special Duty Sheets duly filled in will be forwarded to the Chief Constable on 8th May 1898.
Superintendents will acknowledge this Order by next post.

General Character of Persons sent to Prison for the first time.
Referring to General Order 113/97 directing Superintendents to fill in and send to Governors of Prison Form L.P/D210 whenever persons are sent to prison for the first time, the Chief Constable publishes the following extract of a letter from the Governor of Knutsford Prison and he directs that Superintendents will act in accordance therewith.

Foreign Enlistment Act 1870
In view of the outbreak between Spain and the United States of America, the Chief Constable has been requested by the Home Secretary to call the attention of the Constabulary to the requirements of the Act passed in1870, to regulate the conduct of her Majesty's subjects during the existence of hostilities between foreign States with which Her Majesty is at peace (Foreign Enlistment Act 1870) and, in doing so he directs that any circumstances coming to the knowledge of the Police indicating an intention to violate the provisions of that Act by the enrolment of volunteers, the equipment of ships, or in other ways, the same will be forthwith reported to this Office, so that the Chief Constable may take such steps as may seem to him necessary.

The Inspector in charge will report to the Chief Constable on the arrival of the men and each Wednesday and Saturday evening afterwards unless any Constable is injured or clothing damaged when a detailed report of the occurrence will be sent to Head Quarters without delay.
When the Constables return to their Stations, Special Service Duty Sheets duly filled in (See G.O. 122/92) will be sent in for approval and Clothing and appointments inspected and reported on.

County Byelaws Lights on Vehicles
The Chief Constable directs that in cases where vehicles are being used in harvest operations, a liberal interpretation will be given to the above Bye-Law, as, generally speaking it would be absurd to expect a lighted lamp being affixed to a cart which is laden with loose hay etc.

Lunacy Act
For the information of the Constabulary Section 20 of the above Act is given below:
"If a Constable, Reliving Officer or
"overseer is satisfied that it is necessary for
"the public safety or the welfare of an alleged
"lunatic with regard to whom it is his duty to take
"any proceeding under this Act, that the
"alleged lunatic should, before any such
"proceedings can be taken or, be placed under care and
"control, the Constable, Relieving Officer or
"Overseer may remove the alleged lunatic to the
"Workhouse of the Union in which the alleged
"lunatic is, and the Master of the Workhouse
"shall unless there is no proper
"accommodation in the Workhouse for the alleged lunatic
"receive and relieve and detain the alleged
"lunatic therein, but no person shall be so
"detained for more than three days, and
"before the expiration of that time the
"Constable, Relieving Officer or Overseer
"shall take such proceedings with regard
"to the alleged lunatic as are required
"by this Act.
Whenever Superintendents, Inspectors, or Sergeants are of opinion that it is desirable to exercise the Authority given by the above Section and send a person who may be in custody as a wondering lunatic to the Workhouse, they will do so and at the same time fill in one of the Forms sent herewith, and send same by Constable escorting the alleged lunatic to the workhouse.

Irish Labourers
At the annual influx of Irish labourers to the County has now commenced, the Chief Constable directs that Superintendents will give special instructions to the Constabulary of their Divisions to observe any appearances of rowdyism on the part of the above, and report at once to Divisional Head Quarters if any breach of the peace is anticipated and, on receipt of such information Superintendents will forthwith take steps to prevent same, which should be arranged so as to be immediate and efficient.
Special care should be taken in this matter on Saturday and Sunday evenings the neighbourhood of public houses frequented by Irish labourers.
The Chief Constable further directs that Constables will observe where the Irish labourers congregate for the purpose of drinking etc. and report same to their Superintendents who will take the necessary steps to support the Local Police at any time a breach of the peace may be apprehended with a view to prevent disorderly behaviour.

Obstructions on the Highways
The Chief Constable directs that, on the occasions of Village Fetes, Club Anniversaries, Shows, Sports, etc. Constables will be particular in seeing that the public roads and highways are not obstructed by the erection thereon of Shooting galleries, nut stalls, swings etc. as such obstructions not only interrupt the free and proper use of the highway, but are likely to cause danger to the vehicular traffic using highways.

Police Information communicated to the Press
The Chief Constable has lately observed that certain information, which formed the subject of recent General Orders to the Constabulary, as appeared in the Public Press, and as such has undoubtedly been communicated by some member of the Force, he wishes all ranks to understand he entirely disapproves of any information connected with the duties of the Cheshire Constabulary being given to representatives of the Press, and directs that Superintendents will read this General Order to the Constables of their Division at the Divisional Parade for July 1898, and at the same time explain that if the Chief Constable finds that, after this warning, any Constable acts contrary to the Instructions herein, he will be reported and dealt with for disobedience of Orders.

Betting at Athletic Sports, Fetes etc
In the event of Constables on duty at such gatherings as the above, discovering that Betting is being carried on they will report same to the senior Officer in charge of the detail, who will forthwith mention the fact to a responsible member of the Committee having the management of the Fete, etc. and ask for the authority of the Committee to expel from the grounds such persons as insist on betting, and upon receiving such authority Constables will act accordingly, and if the circumstances admit summons the person for betting.
A detailed report will be sent to the Chief Constable by the Police Officer in charge.

Gipsies
In moving about the County the Chief Constable has observed places where gipsies have recently encamped on highways and directs that the attention of all ranks to General Order 42/82 which must be strictly complied with.
Constables should be particularly alert in this matter at such times as fairs, horse sales etc. take place in Police Divisions.

Stack Fires
Several of the above have recently taken place in the Nantwich area during night time, some of which if not all are strongly believed to have been wilfully set on fire, the Chief Constable draws the special attention of the Constabulary to this matter and directs that Constables on rural beats when on night patrol will look out for strangers, search out buildings, and carefully watch for persons that may be likely to do such Acts.
They will also quietly ask the farmers residing in their district to give immediate information of suspicious of any suspicious circumstances or if anybody be found on their premises during the night and detain the individual and send for Police.

Lunacy Act 1890
Whenever the Police take an alleged wandering lunatic to the work house under Section 20 of the Poor Law (see General Order 155/98) and the Poor Law Authorities decline to receive such person on account of there not being proper accommodation provided at the workhouse, the Police will take immediate steps to bring the lunatic before a Magistrate to be dealt with under the Lunacy Act, as it is important that Lunatics should not be detained at Police Stations, except for a very brief period, the same being totally unsuitable for such cause.
During the time a lunatic is detained at a Police Station every precaution will be taken to prevent him-self or others.
Such cases where it has been found necessary to detain wandering lunatics at Police Stations will be reported to the Chief Constable stating hours detained etc.

The attention of all ranks is drawn to the Remarks printed at the back of the Duty Scale Form D/29 particularly to the latter part which reads:-
"Every Constable, is expected to take it
"for granted that persons wanted and

"and satisfied himself that neither
"is on his beat"
Several cases have recently come to the notice of the Chief Constable where he has had reason to find fault with some Constables for not complying with the above: he directs that careful attention will be paid to the same, and trusts in future not to have any cause to draw attention of Constables to this important point in their duty.

The attention of Superintendents is drawn to General Order 148/88.
In cases under the Poaching Prevention Act whenever the Court directs that the nets etc. to be destroyed, the same must be burned or otherwise destroyed: where forfeiture only is ordered, the nets will be kept at Divisional Head Quarters, properly labelled as to how they came into the possession of the Police.

Printed Cheque Receipt Books
A printed Check Receipt Book has this day been forwarded to each Superintendent and the same will be taken, into use on 30th September 1898.
The year of issue will always be entered under the number on the Receipt and Counterfoil, thus 1/98.
Whenever Superintendents receive any miscellaneous credits on account of Police Rate or Pension Fund, a printed receipt will invariably be given.
A narrow column will be neatly ruled in red ink on the credit side of the Cash Book (immediately before Pension Fund) and will be headed "No of receipt".
A similar column will be ruled in black ink on Form F/21 after "Number of Charge". In these columns will be entered a number of the counterfoil (not the year) thus 1.
It will be understood that printed receipts will be given for all amounts entered in the Police Cash Book, except for the monthly cheque for pay re two and a half per cent and other deductions from pay.

The Chief Constable having observed by weekly Return issued to the Board of Agriculture as to the state of the different Diseases during the week ended 1st October 1898, that compulsory muzzling of dogs is still in operation in the following districts adjoining or in the vicinity to Cheshire. viz:

Sergeant Farnworth will procure good lodgings at Hoole for the above number of men for Sunday and Monday nights.
The detail, after having breakfast at their lodgings on Monday morning to parade at the entrance to the show on the Race Ground, in the City of Chester at 7a.m. for duty, on the show grounds and premises.
The Inspector in charge will report himself to the City Police on duty.
The detail after being dismissed on Monday evening will return to their lodgings and remain there on Monday night.
After having had breakfast at their lodgings on Tuesday morning, 11th instant the detail will leave Chester by the 6.50 am train arriving in Crewe at 7.32am and will proceed direct to the Showground for similar duty at Crewe, after the completion which such as are able will return to their Stations on Tuesday evening, the remainder will be lodged at Crewe, Inspector Nield being held responsible for good lodgings being obtained.
The Constables will be prepared to turn out clean shaven and smart each morning. Great Coats and Capes will be taken in straps.

Attention is drawn to General Order 242/97 and to the General Orders mentioned therein relative to Constables attending lectures re First Aid to the injured, and the Chief Constable directs that Superintendents will arrange for such men of their Divisions who have not passed the third or final examination to again attend classes during the coming Winter.
Special attention is drawn to General Order 350/95 re attendance at classes formed the auspices of the Technical County Council.

Macclesfield Police Station and County Room October 1898
At a meeting of the Standing Joint Committee held on 22nd October 1898 an application from the Watch Committee of the Borough of Macclesfield for the temporary use of three cells in the County Police Station Macclesfield and also for the use of the Court Room at the same place at 11a.m, on Mondays, Wednesdays and Fridays in each week was considered and it was resolved to accede to the request.
The Superintendent of the Macclesfield Division will arrange accordingly, and set apart for the use of three cells the keys of which will be handed to the responsible Officials.
The Superintendent will be responsible for the heating and cleaning of the Court Room and Cells.
The Borough Prisoners will be attended and fed by the Borough Police.
During the time the Borough Authorities have the use of the cells and the Court Room the following extra allowance for cleaning may be charged in the contingent Accounts.
Court Room: 8s/- per month.
Cells: 10s/- per month.

Subsistence of Prisoners
At a meeting of the Standing Joint Committee held on 22nd instant, it was resolved:-
That the Chief Constable be instructed
"Not to charge against either complainant's

From this date the above will be strictly complied with and in no case whatever will more than 1s/- be charged against, either complainants or defendants for the service of a summon, or 1s/-6d for the execution of a warrant, no matter what expsnses may have been incurred in connection therewith.
The subsistence of prisoners after committal will continue to be entered on Form F/11/a, and sent to this office quarterly, for transmission to the Prison Commissioner.

By the Local Government Board's Provisional Orders confirmation (No11) Act 1898, 61 and 62 Vict, C. 83, the Borough of Ashton -under - Lyne and the Township of Dukinfield (and Consequently between the Counties of Chester and Lancaster) has been altered.
The effect of the alteration is that from and after the 9th November 1898 that portion of Dukinfield North of the River Tame will be within the Borough of Ashton, under Lyne, Lancashire, and that portion of the Borough of Ashton under Lyne South of the River Tame will be within the Township of Dukinfield, Cheshire.

Vagrant Act 1898
For the information of the Constabulary above Act, which is now in operation is set out below, and the Chief Constable directs that Superintendents will carefully explain the provisions of same to the members of their respective Divisions on such occasions as s Sectional Parades for pay etc. and see that the Act is strictly enforced.
Section 1 (1) Every male person who
(a) knowingly lives wholly or in part on the earnings of prostitution: or
(b) in any public place persistently solicits or importunes for immoral purposes
Shall be deemed a rogue and vagabond within the meaning of the Vagrancy Act 1824, and may be dealt with accordingly.
(2) If it is made to appear to a court of summary jurisdiction by information on oath that there is reason to suspect that any house or any part of the house is used for the purpose of prostitution, and that any male person residing in or frequenting the house is living wholly or in part of the earnings of the prostitute, the court may issue a warrant authorising any Constable to enter and search the house, and to arrest that male person.
(3)where a male person is proved to live with or to be habitually in the company of a prostitute and has no visible means of subsistence, he shall unless he can satisfy the court to the contrary be deemed to be knowingly living on the earnings of prostitution.
A copy of the Act forwarded herewith will be placed in the Guard Book for that purpose.

Vagrancy Farm Fires etc
Attention is drawn to General Order 155/95.
The Chief Constable directs that Sergeant's and Constables when, on night duty will continue to carefully search as many farms, outbuildings, stacks etc. as is possible, consistent with other duties, particularly those Farms etc. that join or are adjacent to highways and public footpaths, which are more likely to be frequented by tramps and others, that premises situated in isolated positions.
There is no doubt that some of the may serious farm fires that have recently occurred in this County have been caused by persons sleeping out, and it is of the utmost importance that the Police should rigidly enforce that part of the Vagrant Act relating to this offence.
The visits to farms etc. will always be entered in duty books thus:

All reports against Licensees for breaches of Licensing Laws, together with statements of evidence, will be forwarded to the Chief Constable for his instructions as to whether proceedings are to be taken and until such instructions are received by Superintendents summons will not be taken out.
The statements of evidence when received back by Superintendents with the Chief Constable's instructions may be retained in Divisions until after the hearing of the case, when they will be returned to Head Quarters at the same time as the report of the decision of the Magistrates.
This will save the necessity of a second copy of the evidence being made for the use of Superintendents in court.
Superintendents will bear in mind that before transmitting these reports it is their duty to personally enquire into each case, and report fully to the Chief Constable, not only whether there are proper grounds for a prosecution but also all the facts or information bearing on the case, which Superintendents should have no difficulty in ascertaining, being on the spot and able to question the proposed witnesses etc.
It is important that the Chief Constable when considering each report should be made acquainted with all the circumstances connected with the case.
Superintendents will themselves always lay the information after receiving the Chief Constable's instructions, but the practice of laying two informations for what is practically one offence is undesirable.
In important cases where Superintendents consider the services of a Solicitor should be engaged to assist the prosecution, they will, when reporting particulars apply for the Chief Constables authority, and name of Solicitor recommended.
If it is afterwards found that the Solicitor approved by the Chief Constable, cannot so act , another name will be submitted.
Superintendents will be held responsible that Solicitors appearing for the Police are properly instructed and furnished with the statements of evidence (the same as submitted to the Chief Constable) of the witness it is proposed to call.
It should not be necessary, except perhaps in very special cases, for Constables to attend at Solicitor's Offices as a few minutes interview before the opening of the Court (see S.G.O. 186/89) should be sufficient for the Solicitor to obtain any further information that may be required.
In the event of a conviction the Superintendent will request the Solicitor to apply to the Justices for his fee to be included in the costs payable by defendant, and such, or any portion thereof is allowed, Superintendents will, when checking the Charge and Summons Sheets at the office of the Justice's Clerk, see that the amount credited to the Police Rate: and enter same under the heading "Other Credits by Magistrates" Clerks on Form F/21.
After each case has been disposed of, the Solicitor's bill will be obtained and forwarded to the Chief Constable, but Superintendents will not write on same.
These bills should show the number of hours engaged at Court and be made out to:
"The Chief Constable of Cheshire"
The result of the hearing of all cases against Licensees will be reported by Superintendents who will at the same time, or as soon after as possible, forward to the Chief Constable a cutting from a local newspaper containing the fullest report of the proceedings before the magistrates.
The name of the paper and date will be given at the top of the cutting.
The Superintendent's report should contain the names of the Magistrates who adjudicated, and state whether any comment was made from the bench and whether the Solicitors fee (naming the amount) has been allowed in the costs.
In dismissed cases Superintendents will state what in their opinion, was the cause of the dismissal.

Ladder Robberies
As it is now about the time of the year when this class of offence has, in previous years been committed in Cheshire, the Chief Constable again draws attention of Superintendents to all previous Orders on this subject, especially General Order 344/93, and directs that they will be most earnest in impressing upon all ranks the absolute necessity of such orders being strictly carried out, together with any other arrangements which local knowledge may dictate, and it is only by constant perseverance and vigilance that any hope may be entertained of coping with this class of depredators.
It will also be remembered that this class of robberies are often committed about the time large race meetings are held in the neighbouring Counties and as such, and coursing meetings take place at Liverpool, Manchester etc. during the months of February and March, a sharp lookout will be kept for the arrival of any strangers and their movements minutely watched etc.

Section 8 for the measuring and photographing of prisoners
General Order 109/97 is hereby cancelled. Referring to Circulars dated "Home Office" 15th March 1897 and 10th August 1897, both numbered A46508 c/13 printed at pages 41 and 46 of "Home Office Circulars addressed
"to Police Authorities
"to Superintendents on 27th April 1895 (See Memo to Superintendents on 27th April 1898) the Chief Constable directs that when a person is arrested on a charge of having committed a serious offence, such as burglary, housebreaking, larceny from the person, cattle stealing, sacrilege obtaining money or goods by false pretences, coining, or the like and e, he is un known to the Police an application will be made by the Police to the Magistrates before whom the prisoner is first brought to remand him to prison for 8 days to enable the Police to make enquiries regarding him, and when there are grounds for suspecting him that he has been previously convicted, or has been engaged in crime, or that from any other cause his photograph and measurements are required for the purpose of Justice, Form DD/5a (new Form) will be filled in, signed by the Superintendent and submitted for approval, to the Magistrate at the time he remands the prisoner, or if this cannot be done the signature of any Magistrate is sufficient.
The Form DD/5a will then be sent under cover, by the Constable escorting the prisoner to prison or by early post to the Governor of the Prison in which the prisoner is to be detained during the time he is remanded.
Adequate discretion must, however, be exercised by Superintendents in making application to Governors of Prisons for photographs and measurements, etc.
When a Prison Governor receives an application Form DD/5a duly approved by a Magistrate, it will be his duty to the required photo and measurement forthwith, and forward them to the Registrar of Habitual Criminals, New Scotland Yard.
The Registrar will thereupon make the necessary search to ascertain whether the prisoner in question is already on his register, and will communicate the result in three or four days to the Superintendent who signed the Form.
After the conclusion of the case Superintendents will be most particular in returning to the Registrar any papers which have been forwarded to him relating to the prisoner, and they will at the same time inform the Registrar of the result of the case.
In the event of a prisoner's discharge by the Magistrate, or by acquittal at trial the photograph (negatives and copy) that have been taken under the Regulation of the Secretary of State herein referred to will be sent to Head Quarters. In no case will the photographs be handed to the prisoner.
It will be observed that application is made on Form DD/5a for thirteen photographs of the prisoner to be sent to the Superintendent.
Superintendents will bear in mind that it is their duty to report to the Chief Constable whenever application is made on Form DD/5a, and further that he should be kept informed of the progress and results of enquiries into the antecedents of prisoners.

Weekly lists of convicts discharged from Prison
General Orders 18 & 38/96 are hereby cancelled, as also is Form DD/5a and those forms now in possession will be returned to this Office on 30th instant.
Referring to G.O. 283/98, the Chief Constable wishes it to be distinctly understood that the course therein directed to be pursued with a view of ascertaining the identity and antecedents of prisoners in no way relieves Superintendents and other members of the Constabulary from their duty in endeavouring to find out the required information by a careful perusal of the above Lists, and by the other usual methods, such as routing a minute description of the persons in custody to other Police Forces etc.as the procedure mentioned in the General Order above referred to is in addition to the steps hitherto taken by the Police with this view.
On receipt of the weekly lists of Convicts (which it will be remembered contains valuable information with respect to persons who have been frequently convicted) they should be thoroughly looked through by Superintendents and others, especially those Constables employed as Detectives, and in the event of any person therein having notified his intention of residing in Cheshire, or in any of the Borough, therein, or close on the Cheshire Borders, full particulars, including a description of the person, and the class of offence etc. of which he has been previously convicted will be furnished by the Superintendent to the local Police, so that they may be on the alert.

The Right Honourable the Secretary of State for the Home Department having sanctioned the following Table of Fees in pursuance of Section 23 of the Police Act 1890 the same is operative throughout the County.
For execution of warrants other than warrants of Commitment:-, each 1s/- each.
For service of Summonses, Orders of Courts of Summary Jurisdiction and Notices each 1s/- each.
2. Warrants or Summonses sent to other Forces:
In all cases where it is possible or where there is no reason to the contrary, Warrants for Execution and Summons for Service in other districts outside this County will be sent to the Police of such districts and the total sum paid to them for execution of Warrants and backing, or service of Summons, and declaration, Telegrams, Subsistence etc. will be charged in one item under heading "Miscellaneous" in Contingent Account thus:-

The receipt should bear the name of the Force to which the recipient belongs, also the number of the charge or summons in red ink at the right hand top corner thus:-

The amount paid to other Forces for Execution of Warrants or Backing, or Service of Summons, or Declaration, but not cost of Telegrams, Subsistence, or Travelling Expenses will be endorsed on the back of each Warrant or Summons before the same are returned to the Justices Clerk (which must always be done) and be included in the costs payable by complainant or Defendants, and when recovered should be credited by the Justice's Clerk to the Police Rate.
Telegrams, Subsistence and Travelling Expenses will not be charged against complainants or Defendants.
Warrants for Execution or Summonses for Service by other Forcer will not be forwarded thereto by any rank below that of Superintendent, except in urgent cases, when date of hearing etc. will not permit of the ordinary course being pursued, when the Inspector or Sergeant so doing will invariably report to His Superintendent.
3. Warrants or Summons received from other Forcers:
Warrants received from other Forces for Execution of in Cheshire must be backed before the same is executed.
Whenever a Warrant is executed or Summons served for another Force the total amount of expenses incurred in connection therewith (including the fee for Execution, Backing Warrant, Service, Declaration, Telegrams, Subsistence and Travelling Expenses etc.) will be charged to the Force for which the service is rendered.
At the time Constables pay the Fee for Backing Warrants or Declaration they will obtain a receipt which will be handed or sent to the Superintendent of the Division who will refund amount to the Constable.
This receipt and one from the Superintendent and one from the Superintendent on the printed form out of the Cheque Receipt Book for the fee for Execution or Service and any other Police Expenses will be forwarded to the other Force, after the amount due has been received therefrom.
Thus in ordinary cases where the sum due from another Force is:

The Superintendents receipt will be for the fee for the Execution or Service, and the Justice's Clerk for the fee for backing of Warrant or Declaration both receipts being sent to the other Force.
The Superintendent will always credit to Police Rate on Form F/21 the total amount for which he himself gives a receipt and the amount entered on the said Form F/21 must agree with the sum shown on the counterfoil in the "Cheque Receipt Book".
4. Warrants or Summons sent by one Superintendent to another, both within this County for Execution or Service:
No Police Expenses or Allowance must be charged to Complainants or Defendants when Warrants are executed or Summons served by members of the Cheshire Constabulary whether in or out of their districts.
It must be born in mind that "Police Expenses or Allowances" include Special Duty Allowance, Travelling Expenses, Mileage, cost of Telegrams and such like, but do not include Fees for Execution of Warrants or Service of Summonses or for Backing Warrants or Declaration, which are "Costs".
Whenever one Superintendent's forwards to another (both within this county) a Summons for Service will be, at the same time sent stamps for 1s/- to cover the cost of Declaration Fee. The receipt for same time signed by the Justice's Clerk or other person taking the Declaration will be forwarded together with copy of summons and declaration to the sending Superintendent who will enter the number of the summons in red ink at the top right hand corner thus "S14/98" and attach same to the Vouchers for the Contingent Account of his Division in which the amount will be charged under heading "Miscellaneous".
In these cases the 1s/- for Service and 1s/- for Declaration will be included in the costs payable by the Complainant or Defendant and should be credited by the Justices" Clerk to the Police Rate.
If one Division temporarily detains a prisoner for another Division (both within this County) the cost of Telegrams, Subsistence etc. will be charged in the Accounts of the Division in which the temporary detention takes place. This will obviate the necessity of Superintendents remitting to each other small sums for Subsistence etc.
5. Checking Credits:
Superintendents are held responsible for checking the amounts entered in the Charge and Summons sheets agree with the sums to be credited by the Justice's Clerks to the Pension Fund and Police Rate respectively, and for this purpose the Chief Constable made arrangements some time since for Superintendents to compare the Charge and Summons Sheets with the accounts at the offices of several Justice's Clerks monthly.
This will continue to be done and Superintendents will be as careful as possible when comparing the figures so that both when comparing the figures so that both the Police and the Justice's Clerk's Accounts may always agree.
"Arrears" (i.e. the moities of penalties etc. for previous months) to be credited by Magistrate's Clerk's will continue to be entered in the charge and Summons Sheets in red ink below totals for the month in which the sums appear, and the original number of charges or summons, name of defendant and amount credited will always be entered.
It will be understood that the moieties of penalties etc. will be received by Justice's Clerks will be continue to be credited by them direct to the County Treasurer.
6. Subsistence of Prisoners:
The cost of subsistence of prisoners during their detention time in lock- ups, whether in or out of the County, will not be charged against Complainants or Defendants.
The subsistence of prisoners after committal (i.e. after having been taken before a Magistrate) will continue to be entered on Div. Form F/11/a and sent to this office quarterly for transmission to the Prison Commissioners.
The subsistence of "Deserters" will continue to be charged against the Military Authorities, as heretofore.
7. Book of Receipts:
One of the above will be hereafter forwarded to each Division and the Chief Constable directs that the forms of receipt out of same will be obtained from the Justice's Clerk in all cases where Superintendents have paid them fees for Backing Warrant, Declaration etc. or where sums are sent to other Forces and other cases where Superintendents pay money and require a receipt for same.
8. The Chief Constable:
The Chief Constable takes this opportunity of again impressing on Superintendents that Special Duty Allowance, Travelling Expenses etc. as laid down in S.G.O. 271/90 are not to be charged against Complaints of Defendants as Police Costs under any circumstances.

Convalescence Home -Doctors Certificates
The Chief Constable directs that when Constables apply for permission to go to a Convalescent or other such Home, they will submit with their application a Certificate from the Police Doctor (See G.O. 39/90) which Certificate should state the nature of the disease the Constable is recovering from, and whether in the Doctor's opinion a short stay at a Convalescent Home would be beneficial to the Constable.

Clothing Caps and Leggings
Immediately on receipt of above Superintendents will forward to this Office, the Contractors invoices and a report stating whether the articles mentioned therein have been received.
The clothing caps and leggings must be kept where they will not become injured or damaged.
Clothing, caps and leggings received for Constables who have been transferred since the Force was measured, will at once be sent to the Superintendents of the Divisions in which such men are serving; and those for Constables who have left to Head Quarters.

All old forms F/14 and D/22 will be returned to Head Quarters on 1st January 1899.

Removal of Married Constables
General Orders 35/90 93/91 298/92 61/95 and 415/95 are hereby cancelled.
A married Constable upon receiving orders for removal from one station to another will thereupon obtain two estimates for the conveyance of his furniture, and, submit same to his Superintendent, together with a report showing the distance to his new station and the route by which it is intended his goods will be taken.
In cases where it is considered more convenient the Superintendent will obtain the estimates, as it may frequently happen that such a course would save a Constable having to go long distances to get there.
Upon receipt of the estimates and report the Superintendent will carefully check same and see that the amounts are fair and reasonable, and that the number of miles is correct, and then submit them to the Chief Constable fastened together in the following order:-
1. The estimate that is recommended,
2. The second estimate.
3. The Constable's report.
And write upon which he recommends for acceptance (which should always be the lowest except there is any special reason to the contrary).

The Chief Constable will cause the estimates which he accepts to be returned to the Superintendent who will inform the Constable so that he may arrange with the Contractor as to hour of starting etc.
The accepted estimate will be sent at the same time as the clothing Return Form D/3 to the Superintendent of the new Division who will as soon as possible after the arrival of the Constable, obtain from him the details of expenses necessarily incurred in the transfer, and have the particulars entered on Form F/14 to which must be attached the accepted estimate and the receipted bill.
These three documents will then be sent to the Chief Constable for hid authority to pay.
In the event of two Constables being ordered to exchange stations, arrangements will if possible be made by the Superintendents concerned for the estimates for the estimates to be for the double move.
Attention is called to G. O. 94/93 re Constables their wives and families being entitled to travel under the provisions of the Cheap Trains Act when they are being conveyed at the public expense.
Removal of Married Constables
An unmarried Constable upon arrival at his new Station will report to the Superintendent in detail the actual expenses necessarily incurred in moving, and the latter after checking excess or exorbitant charges will enter particulars on Form F/14 and submit it to the Chief Constable for his authority to pay.

The Chief Constable directs that the contents of the boxes at each Divisional Head Quarters will be sent by Superintendents direct to Miss Gurney.
