General Order No. 24 23rd January 1897 Gratuity On the recommendation of the Chief Constable, The Standing Joint Committee at a meeting held on the 30th Instant, granted a gratuity of £1 to PC 259 e. Tracey and 10s/- to PC 344 W. Pettinger for courageous conduct on the night of 13th November 1896 in rescuing the Caretaker of the Union Club, Crewe, which had suddenly collapsed. In the case of large urban or populous districts the service of a responsible bill poster may be engaged, but before doing so, arrangements must be made as to the cost, so as to prevent anu exorbitant charges, the bills being sent to the Chief Constable. Form F/19 and the signatures obtained as heretofore. Before paying the allowance Superintendents will examine each Sergeant's and Constable's rent book and see that there are no arrears and not more than fourteen days rent due. General Order No. 38 12th February 1897 Transfer The following transfer will take effect on the 20th Instant; PC 253 Recruit Robert Johnson from Head Quarters to Middlewich Division, to be stationed at Winsford, vice Davies. General Order No. 39 13th February 1897 The Indian Famine The Lord Lieutenant of the County, the Duke of Westminster K.G. having convened a County Meeting for the purpose of opening a Subscription to relieve the natives in certain parts of Her Majesty's dominations in the East Indies from the horrors and suffering from Famine, the Chief Constable thinks that such an appeal should not go un-noticed by the members of the Cheshire Constabulary to give such amounts as they may able, to this worthy cause. Superintendents will place this appeal before the members of their Divisions and remit the amounts subscribed to the Chief Constable by Tuesday 23rd Instant, who will then forward the total sum received from Divisions to the Treasurer of the Fund as a donation from the Cheshire Constabulary. Clothing which requires will be returned to the Contractors. After all the garments requiring alteration have been received back from the Contractors, Superintendents, a report will be sent to Head Quarters stating whether the ordered alterations have been properly executed and if they have not, such articles will be again returned to the Contractors. General Order No. 56 5th March 1897 Borough of Crewe Bye Laws re Betting & Vehicles carrying Lamps The Town Council of the Borough of Crew have made Bye Laws under the Municipal Corporation Act. 1. Requiring Vehicles in the said Borough to carry a lamp or lamps during the period between one hour after sunset and one hour before sunrise. 2. Prohibiting betting in the streets within the Borough. The Chief Constable directs that the Police at Crewe will carry out the Provisions of each of the said Bye Laws and report persons infringing the same in the usual way. With reference to the Bye Law as to Vehicles carrying lights, it would be well for the Police, until a sufficient time has lapsed for the requirements to become known, to caution offending drivers of their liability. The Chief Constable directs that lockup keepers will be held responsible that whenever prisoners complain of illness, or appear to be suffering they will, if there are reasonable and proper grounds, call in the Police Doctor, as per G.O. 39/90 and report the circumstances through Superintendents to the Chief Constable, and at the same time forward the Doctor's bill for his approval or otherwise. Attention is drawn to G. O. 85/85 on this subject and also to the following words printed on page 14 of the Instructions Book dated 1857. General Order No. 68 17th March 1897 Great Coats and Capes In Town Great Coats will invariably be worn by Sergeants and Constables on patrol duty from 1st December to 31st March in each year, and Capes in addition thereto in very wet and inclement weather. In rural beats the wearing of Great Coats and Capes by Sergeants and Constables on patrol duty must be left to individual discretion, but the Chief Constable expects they will be made use of, so as at all times to protect Constables from wet and cold weather. Constables keeping the Course (except those on duty in the field next to the Road, and those at Bookmakers ground) will forthwith after the close of each race assemble across the Course opposite the Judge's Box, and stand in two's, back to back, at three paces interval facing that part of the course from which they have come. General Order No. 108 17th April 1897 Silent Boots In consequence of the high charge which has been paid for the above, the Chief Constable has for some time past, had the matter under his consideration, with a view to finding a more economical method of providing suitable silent boots, and after inspecting various samples which he has obtained, is of the opinion that what is known as the "Adjustable Rubber Grips" which can be fixed to any boot, rendering the same quiet noiseless, would meet all requirements. These grips have by direction of the Chief Constable been tested by a Sergeant on a "Town Beat" who has reported "they are comfortable to walk upon" "perfectly noiseless and do not cause the feet to be become overheated". Under the circumstances the Chief Constable has no objection to Constables, as occasion requires, providing themselves a set of "Grips" named, instead of the Silent Boots as supplied by the Leather and Rubber Boot Co. The set cost 2s/- and 6d or if taken 24 sets in one order will be supplied at 2s/- 2d per set carriage paid by; Stanway & Co. 31 Foregate Street Chester General Order No. 109 19th April 1897 Regualtions made by the Secretary of State under the Penal Servitude Act 1891 Section 8 for measuring and phographing prisoners The following is a copy of the Regulations above referred to, dated 20th June 1896; An untried criminal prisoner shall not be photographed or measured while on prison save by Order of the Secretary of State, or upon an application in writing, signed by an Officer of Police, of not lower rank than Superintendent and approved by a Justice of the Peace, or in the Metropolitan Police District of the Commissioner or Assistant Commissioner of the Police, and all such applications shall set forth that from the character of the offence with which the prisoner is charged, or for other reasons, there are grounds for suspecting that he has been previously convicted, or has been engaged in crime, or that for any other cause his photograph and measurements are required for the purpose of Justice. When an untried prisoner who has not been previously convicted of crime shall have been photographed and measured under the preceding regulation, if he be discharged by the Magistrate or acquitted upon his trial, all photographs (both negatives and copies) finger print impressions and records of measurement so taken , shall be destroyed, or handed over to the prisoner. The Chief Constable directs that the requirements therein will be strictly complied with, and whenever Superintendents consider it desirable in the interest of Justice, that an untried prisoner should be photographed, by the Prison Authorities they will address a request to that effect, written on foolscap signed by the Superintendent, and approved by a Justice of the Peace, to the Governor of the prison, in which the prisoner is detailed, and set forth in such communication the reasons for making the application. When asking the Magistrate to sign the letter of request to the Governor, as approving of same, the Superintendent will explain that such a course is rendered necessary by the Home Office Regulations. With reference to the last paragraph in the Home Office Regulations directing in the event of the prisoner's discharge by the Magistrate, or acquittal at trial, that all photographs (both negatives and copies) etc. to be destroyed or handed over to the prisoner, the Chief Constable directs that the former alternative will be pursued. General Order No 128 4th May 1897 Diamond Jubilee Year Leave of Absence The Chief Constable has much pleasure in intimating to the Constabulary that upon his recommendation to the Standing Joint Committee on Saturday last 1st Instant unanimously resolved that two extra days leave of absence be granted to each member of the Force during the Year 1897, in commemoration of Her Majesty's Diamond Jubilee. The Chief Constable trusts that all ranks will fully appreciate the granting of this privilege and be stimulated to continue to perform their duty with diligence and fidelity. Superintendents will be careful to so arrange that too many Constables do not apply for leave at the same time, and bear in mind that when a Constable is absent his district should, as far as practicable, be covered by the Constables on the adjoining beats. General Order No 129 4th May 1897 Government Inspection The Chief Constable notifies to the Constabulary with great pride and satisfaction his high appreciation of the generally smart appearance on parade of the Constabulary at the above, also the manner in which the Divisional, Sectional and Constables books were kept, and he feels sure that by every man continuing to do his best in the performance of his duties, the high State of efficiency of the Force will be maintained. There is however one point which the Chief Constable desires to call attention to, and, that is the manner in which corrections should be made as laid down in General Order 133/96 which was forgotten by some members of the Force. General Order No 143 24th May 1897 Licensed Houses Service of children of 13 years & under with intoxicating liquors In forwarding circulars re above to Superintendent, the Chief Constable directs that one of these circulars will be served personally on every "licensee" under the intoxication liquor within the County, by the Sergeants of Sections in town beats, and by Constables in rural beats, and will forward to Superintendents a list of the Houses at which such have been served and on whom, such lists will be retained at Divisional Head Quarters, and Superintendents will report by the 1st June to the Chief Constable that each licensee in his Division has been personally served, or if not the reason why any have been omitted. The Chief Constable also directs that on any change of licensee, the circular note is at once served personally on the new Licensee taking charge. It will be the duty of all ranks to observe and make accurate notes of any cases coming to their notice, where children of 13 years and under are served with intoxicating liquor, noting time, circumstances etc. so that at the annual Brewster Sessions Sergeants, Constables and indeed all ranks will be in a position to give information to the Justices whether this practice exists in any houses in their districts, sections, or beats and, it would be well for Constables, by accurate observation and enquiry to be able to give Justices correct information as to whether these children, if served, receive it for the purpose of taking it home to parents, or to houses for purely drunker purposes or for the ordinary mid-day or other meals, in fact, there must be discrimination as to the circumstances under which they may have observed the serving of children In making the annual report to the Chief Constable previous to Brewster Sessions, Superintendents will specially report on this matter, naming any houses where the practice may continue to exist. General Order No 209 2nd August 1897 Rights of Cyclists A case has been recently decided in the Court of the Queen's Bench that a Constable has no right to stop a Cyclist when found riding a cycle without a light during the time between one hour after sunset and one hour before sunrise, and in so doing is acting illegally, the Chief Constable directs that Constables in the Cheshire Constabulary must act in accordance with the decision, until the in respect to same is altered. General Order No 246 22nd September 1897 Bye Laws for the good rule and Government Of the County of Chester The following are the heads of Bye Laws made by the County Council on the 5th day of August 1897, and which are now in force throughout the County of Chester, (excepting the Boroughs of Birkenhead, Chester, Congleton, Crewe, Hyde, Macclesfield, Stalybridge, Stockport, wholly or partly situate therein). 1. Prohibiting the annoyance of persons attending Places of worship. 2. Prohibiting the use of profane, obscene or indecent language, gestures or conduct in any street of public place. 3. Vehicles to have lamps attached after sunset. 4. Prohibiting betting in streets and public places. All members of the Constabulary will take steps to make the Bye Laws as widely known as possible so that, in the event of prosecutions for breaches of the same, ignorance thereof cannot be pleaded. The Bye Laws will be advertised in this week's County Newspapers and the Notices containing details of same forwarded to Superintendents on this day will be posted upon all Police Notices Boards and Cattle Disease Notice Boards and other conspicuous places where permission can be obtained, throughout the County. In large Urban or populous districts bill posters may be engaged to post the Notices, provided their charges are reasonable, and bills for their work will be sent to the Chief Constable on the 20th Instant, or, in the event of no expenses having been incurred for posting these Notices a "Memo" to that effect will suffice. The Chief Constable has sent a supply of posters containing a copy of the Bye Law as to vehicles being required to have lamps attached after Sunset, to Chief Constables of adjoining Counties with a request that they will kindly cause the same to be posted at such places in their respective Division, adjacent to the Cheshire Borders where the Notices are most likely to be of use in warning drivers of vehicles coming into the County of the requirements of the Bye Law. Slips containing copies of the Bye Laws will be sent hereafter, for use in the Divisional and Sectional Police Offices, and a copy will also be given to every member of the Constabulary who will keep same in his duty book for ready reference, copies may also be handed to persons applying for the same. The Chief Constable being aware that it must take a little while for the public to become acquainted with the above Bye Laws, directs that no prosecutions for offences against the same will be taken for fourteen days from the date hereof, except there are reasons why an opposite course should be pursued, in which circumstances will be reported to him so that he may give such instructions as seem to him desirable. General Order No 267 19th October 1897 Typhoid Fever in Maidstone Kent The Chief Constable has received a communication from the Chief Constable of Maidstone, Kent, in which place the terrible scourge of Typhoid Fever has brought such calamitous results and suffering to the inhabitants. Owners of horses grazing in fields or kept in outlying places should be requested at once report to Police if such are found missing, so that at no time be lost to get on track if animals be stolen. Constables must understand that every animal reported "missing" must be considered stolen until otherwise satisfactorily accounted for; and make full investigation accordingly without delay after receiving report of robbery. General Order No 314 26th November 1897 Cruelty to Animals The Chief Constable having observed that in some Divisions cases of cruelty to Animals are reported by Constables to the Inspectors of the Royal Society for the prevention of Cruelty to Animals, with such a view to the latter taking proceedings, wishes it to be understood that he entirely disapproves of such a course, and draws attention to General Orders 121/85 and 48/87 which must be strictly complied with. Whenever it is necessary to report cases to Inspectors of the Society before mentioned the communications must be made by Superintendents themselves. General Order No 315 26th November 1897 Oil for Constables Lamps Referring to General Order 258/97 the Chief Constable directs that Superintendents will be particular in seeing that the Bottles in which samples of the above are absolutely clean and dry before being used, as it has to been found that a single drop of water, which may left in the bottle after being rinsed has the effect of turning the oil cloudy. After Superintendents have filled in and signed the Form M/14 they will direct the Constables who first reported the matter, to serve the Form upon the Licensee so that in the event of Justices at Brewster Sessions desiring information the same Constable would be able to state the facts as to the sale and service of the Notice (M/14) as well. General Order No 317 1st December 1897 Cutting and Stealing Evergreens Superintendents will see that the instructions contained in General Order 129/85 are carried out. General Order No 318 1st December 1897 Infant Life Protection Act 1897 60 of 61 Vict: Chap 57 By the above Act of Parliament which comes into operation on 1st January 1898, the Infant Life Protection Act of 1872 is repealed, consequently General Orders 8/85 and 195/96 and Memo To Superintendents dated 19th January 1885 are hereby cancelled. A copy of the New Act is forwarded to Superintendents and will be kept in the Guard Boom for Acts of Parliament, for ready reference as occasions may require. Sections 2, 5, and 8 are the most important, as far as the Police are concerned, and for their information the same are set out below:- Section 2 Reads: (1) "any person retaining or receiving for "hire or reward in that behalf more than " one infant under the age of five years "for the purpose of nursing or maintain "ing such infants apart from their "parents for a longer period than "forty eight give notice, shall within the "said forty eight hours, give notice "thereof to the local Authority" (3) "If any such infant is removed from "the care of the person who has received "the infant for the purpose aforesaid "such person shall forthwith give to "the local authority notice of the "removal, and of the name and address "of the person to whose care the infant "has been transferred" 4. If any such person who has retained or "received, any infant aforesaid omits to give "the said notices, or any of them "or knowingly or wilfully makes or "causes or procured any other person "to make any false statement in any "such notice he shall be guilty of an "offence against this Act" Section 5 "any person retaining or receiving "an infant under the age of two years "not exceeding twenty pounds paid "and without any agreement for further "payment or value for the care and "bringing up of the said infant until "it is reclaimed or of an age to provide "for intself, shall within forty eight "hours of the time receiving such "infant give notice of the fact to the "Local Authority" Section 8 "In case of the death of any infant "respecting whom notice is required "under this Act, the person having the "care of such infant shall, within "twenty four hours of such death cause "notice thereof to be given to the Coroner "of the district within which the body " of such infant lies, and the Coroner "shall hold an inquest thereon, unless "a certificate under the hand of a "registered Medical Practitioner shall "be produced to him, certifying that "such registered Medical Practitioner "has personally attended or examined "such infants, and specifying the cause "of its death, and the Coroner shall "be satisfied by such certificate "that there is no ground for hold- "ing such inquest. If the person " having the care of such infant "shall neglect to give the notice "in this Section mentioned he shall be "guilty of an offence against this Act" The Constabulary will continue to give the subject of protecting children who are transferred by their parents to the care of other persons, and preventing what is known as "baby -farming" their serious attention. Local Newspapers should be thoroughly searched for any notices or advertisements relating to establishments for taking in infants and if any such notice etc. is observed the Constables will at once report the matter to his Superintendent, and if the establishment referred to within his district proceed to make careful and quiet enquiries. If the place in which the advertisement is not in Cheshire a copy of the newspaper containing the advertisement will be sent by the Superintendent of the Division to this Office, and to the Superintendent of the district in which the place is situated. Every care should be taken to find out where children are taken in to nurse etc. with a view to ascertaining whether the provisions of the Act are in any way infringed. Should any Constable have suspicion that infants are being kept at any particular house contrary to Section 2 or 8 he will report circumstances to his Superintendent who will make the necessary inquiries from the Clerk Of the Board of Guardians as to whether the required notice has been given etc. and if not, further enquiries must be made with a view to prosecution, should circumstances justify such a course being taken. By Section 3 the local authority charged with the execution of the Act is the Board of Guardian within their respective Poor Law Unions, but it will be understood that this in no way relieves the Police from the duty of seeing that the provisions are not infringed, and the Constabulary generally will act at all times render every assistance to the Inspectors or other persons as may be appointed by the Guardian for the purpose of inspecting the infants referred to in any notice given, under this Act and for otherwise enforcing its provisions. General Order No 319 1st December 1897 Highways and Locomotives (Amendment Act 1878 417/42 Vic: Cap 77 Section 28 Sub Section 4 of the above Act, which reads as follows:- " The driving wheels of a "locomotive shall be cylindrical " and smooth cylindrical and smooth - soled, or shod with less "diagonal cross bars of not less than three inches " in thickness extending the full "breadth of the tire and the space "intervening between each such "crossbar shall not exceed three inches" has, in pursuance of the powers given by Section 9 of the Locomotives on Highways Act 1896 been varied by Order of the Local Government Board, as set forth below:- "a locomotive may be used "the driving wheels of " which instead "of being smooth soled, are shod with wooden "blocks, subject to the following conditions:- "1"No block shall be less than five " inches in width measured along the " circumference of the wheel. "2."the block shall not be more than "two inches apart similarly measured. "(3) the blocks shall be arranged in "two or more rows and so that a straight "line drawn through the middle "of each block shall pass through the "middle of the interval between the blocks of "the next row. "(4) The width of each block measured "across the circumference of the wheel "shall be such that the sum of the "widths of the blocks shall not be "not be less than the width "prescribed by the Act for the tire:- provided that no "block shall be less than five inches "in width measured as last mentioned. "(5) " the blocks shall work on efficient "springs or " other elastic material, so as "to yield with "the pressure of the weight "of the locomotive but not so that the "surface of the wood block shall be at "any time level with, or depressed "below the tire of the wheel" "(6) No such wheel shall be used "any block of which is so worn that any "metal rim surrounding the block "protrudes beyond the surface of the block". The Constabulary will note that under the order above mentioned Locomotives may now be used, the driving wheels of which instead of being smooth - soled or shod with cross -bars are shod with wooden blocks as laid down in the conditions of the said order. Levy was discharged from prison on 11th ult. Lee was weekly List of Discharged Convicts dated 10th November 1897, Office number 13,338. Allen and Stevens will no doubt shortly be liberated. As these men repeat this class of offence, the Chief Constable draws the special attention of the Force to General Order No 344 dated 6th November 1893, and all other orders on the subject, and that Superintendents will impress on all ranks the absolute necessity of exercising the utmost vigilance to prevent a repetition of these offences. Children's Dangerous Performance Act 1879 and 1897 Section 3 of 1879 and 1897 "From and after the commencement "of this act, any person who shall cause "any child under the age of fourteen years (extended by 1897 Act to males under the age of sixteen years and females under the age of 18 years) "to take part in any public exhibition "or performance whereby, in the opinion of "a Court of Summary Jurisdiction, the life or "limbs of such child shall be endangered, "and the parent and guardian, or any person "having the custody, of such child, who shall "aid or abet the same, shall severally be "guilty of an offence against this Act, and "shall on Summary Conviction be liable for "each offence to a penalty not exceeding ten "pounds" Section 2 of 1879 Act reads: (1) "Except where an accident causing "actual bodily harm occurs to any child or "young person, no prosecution or other "proceeding shall be instituted for an for an "offence against the Children's Dangerous "Performances Act 1879, as amended by this "Act, without the consent in writing of the "Chief Officer of Police of the Police Area "in which the offence is committed". All offences against these two Acts coning to the knowledge of the Police will be reported to the Chief Constable for his instructions as to proceedings being taken. Police (Property) Act 1897 Section 1 provides that: "where any property comes into "possession of the Police in connection "with any criminal charge, or under xxx "xxx Section 103 Larceny Act 1872, Section 34 "Pawnbrokers Act 1872, a Court of Summary "Jurisdiction may on application by Police "or by a claimant of the property, make an "order for the delivery of the property to "the person appearing to the Magistrate "or Court, to be the owner thereof, if, "the owner cannot be ascertained, make "such order with respect to the property "as to the Magistrate or Court may seem meet" Should Superintendents at any time be in the possession of property coming under the above, they will report circumstances to the Chief Constable and ask for his instructions as to making application to a Count of Summary Jurisdiction with respect to the disposal of such property. Chaff Cutting Machines (Accidents) Act 1897 This Act comes into operation on 1st August 1898. Section 1 requires: The feeding mouth or box of every chaff cutting machine which is worked by any motive power other than manual labour shall, so far as is reasonably "practicable and consistent with the due "and efficient working of the machine "be of such construction or fitted with "such apparatus or contrivance as to "prevent the hand or arm of the person "feeding the machine from being drawn "between the rollers to the knives". Section 2 reads: "The fly-wheel and knives "every chaff cutting machine which is "worked by any motive power other than "manual power other than "reasonably practicable and consistent "with the due and efficient power working of "the machine, be kept sufficiently "and securely fenced at all times "during the working thereof". Penalty on conviction not exceeding £5. Section 6 provides that: "any Constable acting upon the "instruction of an Officer of Police not below "the grade of Inspector may at any time "enter on any premises on which he has "reasonable cause to believe that a chaff - "cutting machine which does not comply with "the requirements of this Act, is being worked "for the purpose of inspecting such machine. Should any Constable have reasonable cause to believe that the provisions of this Act are being infringed he will take steps to so inform his Superintendent or Inspector, who should if possible, accompany the Constable to the premises for the purpose of inspecting the machine but, in the event of such being impossible, the Constable should be provided with a written instruction to enter the premises in the following terms, Viz: I being a Superintendent (or Inspector) of the Cheshire Constabulary, hereby authorise and instruct Police Constable ..........................................to enter the premises of..........................for the purpose of inspecting a chaff-cutting machine, under the provisions of the Chaff Cutting Machine Act1897. This also refers to Commitments already in the hands of the Police. General Order No 345 31st December 1897 Northern Police Orphanage and Police Convalescent Home For some time past a need has been felt for the establishment of an Institution of the above nature within easy for the Police Forces North of England. A most suitable building for the purpose situated at Harrogate, in a fine healthy position, not far from the wells, baths etc. has been secured for £10, 000. It is proposed to divide the home, using part for convalescents (police men only) and the remainder for police orphans of the Northern and Midland Police Forces (County City, and Borough). There would be accommodation for about forty children and thirty adults and when it is found necessary the building is capable of being enlarged. The promoters who are the following:- Patrons: The Marquis and Marchioness of Zetland. Vice Presidents: The Honourable C.G. Legge Captain F. J. Parry. H.M. Inspectors of Constabulary Col. Sir Edward C. Bradford, H.C.B: H C.S.J. The Chief Constables and Head Constable of nearly all the County, City and Borough Police Forces in England and Wales. Hon Secretary: Miss Catherine Gurney. Earnestly desire to raise the purchase money at an early date, and are appealing for donations towards that object and for subscriptions in aid of the maintenance of the Convalescent Home. The Chief Constable has much pleasure in bringing this matter before the Constabulary, as he is convinced that an Institution of this kind, situated at such a well- known health resort as Harrogate must be of great benefit in years to come to Policemen who may unfortunately of all grades and thee overtaken with illness, and find it necessary when recovering to have a change of air etc. so as to make their restoration to health, as complete as possible, but not only in this respect will the Institution be found beneficial but also providing a good home for the children of Constables who may be killed, or die whilst serving, and the Chief Constable feels assured that the appeal for funds will not be made to the Cheshire Constabulary in vain, as no object can be more worthy of their support than that of assisting to provide homes for the fatherless children of departed comrades. As is well known a fund was started in the Constabulary in July 1807 for the purpose of paying the expenses etc. of the members who are medically advised to go to Convalescence Homes, and, it was decided at a meeting of the representatives appointed by Divisions that support should be given to such fund by the following annual contributions:- Superintendents: 2s- / 6d per annum Inspectors: 2s/- 0d per annum Sergeants 1s/- 6d per annum Constables 1s/- per annum It has occurred to the Chief Constable whether the above scale (which is under a farthing per week) so as not only to provide sufficient to meet the requirements of our own "Jubilee Convalescence Fund" but also to permit the sending of a sum to be decided upon, to the new Convalescence Home and Orphanage towards the purchase money and also the maintenance of the Institution. At the present time there is a credit Balance of £88.9 .9 and the Chief Constable thinks it worth considering whether a portion of this say, £55.0.0 might not be given as a donation from the Constabulary towards the purchase of the Home at Harrogate. If members of the Force would be willing to contribute accordingly to the following scale sufficient money would be forthcoming to allow a handsome annual subscription to the new Home, and provide amply for the requirements of our own Convalescent Fund. The Chief Constable desires that Superintendents will place this matter before the members So that they may give it their careful consideration and he will be glad if each Division will appoint one representative to meet him (names to be reported on 8th January 1898) for the purpose of discussing this question, in the hope that convenient means may be found to secure a sufficient annual sum for the objects named without being unduly felt by individual subscribers. It will be understood that when representatives attend the conference they should be in possession of the views of their comrades, and come prepared to explain same for the benefit of others so that the best possible plan may be adopted. Whatever is decided upon by the majority of representatives would, the Chief Constable feels assured be cheerfully acquiesced in the by the Constabulary generally, but at the same time it must be distinctly understood by all ranks that the matter of contributing is quite a voluntary one and must be entirely by the men's own free will. The suggestions contained herein are not in any way to be taken as definite or mentioned as such so that opinions may be obtained. Of course it necessarily follows that only those members of the Force who subscribe can expect, should occasion arise, to receive the benefit of the newly established Institution. A copy of the printed Circular forwarded herewith will be sent by Superintendents to each Section.
