Annual Police Returns
In consequence of the "Police Returns Act 1892" which came into operation on the 1st instant directing that the Annual Statement of Crime required by Section 14 of the Counties and Borough Police Acts 1856, shall be made for each Calendar year (instead of from October to September) the Chief Constable directs that charges, Summonses, Occurrences, Robberies, Fires, Numbering of routes will be numbered consecutively from the 1st January to 31st December in each year.

Explosives Substances
Should any explosive or substance believed to be explosive be found or come in the possession of the police, the same will, should time and circumstances permit be forthwith taken with all possible speed to the Superintendent of the Division.

Fowl Stealing
As Poachers are now preventing by the severe frost from following their ordinary vocation the Chief Constable directs that all ranks will be cautioned to pay special attention to such persons as are likely to commit the above class of offence, which, if the present hard weather continues may become prevalent.

Charge and Summons Sheet.
From the 1st January 1893 the following instructions relative to the above will be strictly observed.
In all cases of arrest by Warrant the letters "BW" will be entered in the Column "Offence" in Charge Books and Sheets thus "BW" stealing a jacket value 5/-, and where such Warrant is for disobedience of Summons, that fact will also be entered thus "BW" Disobedience of Summons Number........ Drunk and Disorderly.
Whenever a person arrested or Summoned for an Indictable Offence is discharged it will always be stated in Column "Decision of Magistrates" in charge or Summons Books and Sheets, whether such persons was discharged and in all of such discharged cases where the Justices have assumed power, under the Summary Jurisdiction Act to deal Summarily, the words "Summarily dealt with" will also be entered thus Example (1) when the Justices have not assumed power to deal Summarily "Discharged for want of prosecution" or "Discharged for want of evidence". Example (2) when the Justices have assumed power to deal Summarily "Summarily dealt with" "Discharged for want of prosecution" or "Summarily dealt with" "Discharged for want of evidence"
A narrow Column headed "Did defendant appear" will be neatly ruled in the Petty Session Sheets and Summons Books and Sheets, in the Column "Decision of Magistrates " in which it must always be stated whether the defendant appeared or not, at the hearing of the Summons, thus "yes" or "no" as the case may be.
The words "if under sixteen years" in Column "Defendant in Petty Sessions Sheet, and in Column "Age" in Summons Sheet, will be struck out, and the word "Apparent" added so as to read "Apparent Age" and in all cases entered in the sad sheets the apparent age of every defendant will be stated, to the of the ability of the police.
The "Apparent Age" will therefore always be entered in the "Summons Books" under the name of the defendant, and not the words "Under sixteen years" or "Over sixteen years directed in General Order 242/1890 which is hereby cancelled.
In the Column "Age" in Charge Books and Sheets the actual age of all prisoners, if known from their own statement, or otherwise, will be shown.
Character of Persons Apprehended or Summonsed.
The following letter will henceforth apply to the character of persons proceeded against, and will be entered in Column for that purpose in Charge and Summons Books and Sheets.
"HT" which term will include all persons known to the police as habitual thieves.
"HR" which term will include all persons known to the police as habitual receivers of stolen goods.
"HO" which term will include all persons known to the police to otherwise habitually engaged in crime, e.g. Any act of felony and any misdemeanour in the nature of coining, false pretences, conspiracy to defraud, or possession of house breaking implements.
"Ps" All known Prostitutes.
"VT" Vagrants and Tramps.
"BC" persons with previous convictions of dishonesty (but habitual criminals). It will also include persons frequently guilty of assault and other acts of violence or disorder, prostitutes, bullies, habitual poachers, keepers of brothels. Or gaming and betting houses and such like.
"HD" Habitual Drunkards.
"PG" Persons of previous good character.
"UC" which term will include all persons whose character is unknown.

On the recommendation of the Chief Constable the following Pension were granted at the meeting of the Standing Joint Committee held on the 21st instant, in accordance with the provisions of the Police Act 890 to take effect on the 31st instant.
Under Section 1(A) Sergeant 168 McMichael, Broxton Division on a pension of £64.17s.9d per annum.

New Clothing, Caps and Leggings
Such members of the force, whose clothing or any portion of same, has been noted as "misfits", and such also as did not attend the recent parades for fitting on New Clothing, will parade as follows, so that the Contractors representative may see and mark the necessary alterations after which the garments may be returned to the Contractors for alteration, and when the same are received back, a report to that effect will be sent by the Superintendent to the Chief Constable.

Caps and Leggings will also be fitted on such Constables as attend the above parades and with respect to those Constables who did not attend, Superintendents will take early opportunity of fitting on these articles at the Section Head Quarters and will report to the Chief Constable on the 7th February 1893 that such has been done and at the same time forward a Return of those which do not fit, stating therein the size of the Cap or Leggings required which information will also be forwarded to the respective Contractor Messrs Christie and Company, 35 Gracechurch Street, London. For Leggings Messrs Shuttleworth and Sons, 30 Bridge Street, Chester together with the articles which do not fit and cannot be exchanged. When the same have received back, a report to that effect will be forwarded to Head Quarters. The receipt of this order will be acknowledged.

In consequence of the continued sickness of Constable 198 L. Bates, Eddisbury Division the Standing Joint Committee has approved of his being granted six months leave of absence from the 21st instant, subject to sick stoppage from his pay. This Constable will from the 1st February 1893 be borne on the strength of Head Quarters and receive his pay accordingly.

Keeping Dogs without Having Licences
The Chief Constable directs that Constables will take steps to ascertain whether such persons as keep dogs within their respective districts are in possession of the necessary Licence authorising them to do so. Persons who have not got Licenses will be proceeded against in the usual way. Special attention will be paid to this matter by those Constables who's beats adjoin or are the line of the Manchester Ship Canal.

Clothing of 1893 will be worn, Helmets, white gloves, Greatcoats in straps for use if required.
A good dinner will be provided at the "Nags Head" Cocoa House at 1/- each and the Inspector in charge will collect the amount from each Constable and hand amount to the Chief Clerk the same day.
The usual extra precautions will be observed in watching roads and Railway Stations from the Saturday previous to the Races until the following Saturday.
Superintendents will not withdraw men stationed within the vicinity of Chester, or on the main road thorough fares leading thereto for duty at the Races.
Two Constable's from the Wirral Division and three from Hyde Division, the same as last year, if without inconvenience to the public service will be stationed at Head Quarters for duty, in the outskirts of the city must parade at the Chief Constable's Office as follows:
Two Constable's from Wirral Division at 4.30pm on the 8th inst.
Two Constable's from Hyde Division at 11.am on the 9th inst.
Superintendents of Broxton and Wirral Divisions will make out the necessary Special Duty Scales for these extra Constables and, Constables of beats in the vicinity of Chester.
After performing day duty on Friday morning in the vicinity of Chester, the extra Constables will return to their respective Stations.
Superintendents will acknowledge receipt of this order by next post.

The general instructions laid down in General Order 82/83 will be observed.
The Inspection Return (to follow ) which will be carefully preserved, as no other can be supplied, will be filled in and preserved as no other can be supplied, will be made out as directed in G.O. 82/83 and the Return of persons apprehended, summoned etc. to be made out for the years ended 31st December 1891 and 1892.
The Return under the Prevention of Crimes Act will give the number of persons in the Division on date of Inspection.
Books etc. will not be placed in front of the men on parade, but will be kept inside the Police Station, ready for inspection.
Leggings will not be worn but will be produced at the Inspection and placed with Great Coats in Straps.

The Chief Constable directs that active intelligent working Constables of smart appearance only will be selected for this duty, and a nominal roll of the names of the Constables will be sent to this Office on the 12th Instant, and opposite each man's name will be entered whether or not it is possible for him to arrive at Chester at 8.0'clock or not each evening as the Chief Constable desires to find out for what number of men lodging accommodation etc. will be required.

Unlawful possession of Game Eggs
The Chief Constable directs that Constables on rural beats will keep a sharp look out for trespassers whom they may consider likely to steal or be in possession of Game Eggs, as at this time of the year Partridge and Pheasant Eggs are often unlawfully taken.

Town Beats Noiseless Boots
The Chief Constable directs that on and after 1st October 1893 all members of the Force working Town Beats will perform night duty in Noiseless Boots, or some other invention of rubber or Gutta - Percha, attached to the boots, which will enable the wearer to move about quietly.

Special Services
The Standing Joint Committee at a meeting held on the 29th April 1893 decided that one half of all sums received for the occasional services of Constables after deducting allowance therefrom the authorised Special Duty Allowance, Travelling Expenses and Mileage paid to such Constables, in respect of such services, to be paid to the Pension Fund.
From 1st July 1893 the following instructions will therefore be observed.
One half of the profits on Special Services will be credited to the Police Rate instead of the whole of such profits being credited to the Pension Fund as at present.
For instance, should 6s/- (5d/-as per scale and 1/- Travelling Expenses) be received for the "Special Services" of a Constable for one day, the same will be disposed of as follows:

The Chief Constable directs that Superintendents will be prepared at the forthcoming and all Brewster's Sessions to give information to the Licensing Justices on the following points respecting houses of which the renewal of Licenses is to be considered.
1. As to back and side entrances or structural defects.
2. As to insanitary condition.
3. To report to the Justices any structural alterations to Licensing Houses made during the year and in cases where plans have been submitted to the Bench whether they have been carried out faithfully.
4. To report whether such engagements as were come to the previous year regarding to structural alterations etc. been strictly complied with, by the same owner or licensee of house.
Superintendents will report to the Chief Constable before the Brewster's Sessions, any matter which they may have to bring to the notice of the Justices under the above heads respectively.

With reference to the objections which the Chief Constable has instructed Superintendents to make at the forthcoming Brewster Sessions against the renewal of certain licenses, he directs that Superintendents will themselves be prepared to furnish the Licensing Justices with correct information on the following points (and any others that might be raised) or else, have present at the Court the Sergeant of the District, in which the house in respect of which the License is to be objected to, is situate, so that he may give such evidence thereon.
1. Number and Class of Licensed Houses in the immediate vicinity of house to be objected to.
2. Distances of two or three of the nearest Licensed Houses.
3. Population of distance (local) and proportion of same to each Licensed House.
4. Whether the h6use objected to, is simply used for drinking purposes only, or whether it affords bona fide accommodation for lodgers etc.
5. Class of persons who frequent the house to be objected to.
6. Manner in which the house is generally conducted.

Colliers Strike
Superintendents will report to the Chief Constable by next post at what places their respective Divisions, if any Colliers and how many are out on strike, and also whether any disturbance is expected if so where?
Superintendents whose districts border on Collier's should also have a sharp look out kept in their Divisions to see that Colliers therefrom , do not in any way disturb the quietness of any part of the Division by begging or lawless actions.
Should such come to their knowledge they will at once report to the Chief Constable stating if it is would be advisable to strengthen Police of disturbed districts etc.
Superintendents will report every Saturday to the Chief Constable of the state of the districts affected by the Strike, and should there be any likelihood of a disturbance, full particulars will be forthwith telephoned or telegraphed to Head Quarters.

Constables stopping Cyclists
The Chief Constable directs that very great care to be taken by Constables when stopping persons riding Bicycles etc. so that such persons may not be thrown from their machines.
Offending cyclists should, if possible be hailed to stop about 15 or 20 yards from the Constable, and if they do not, the Constable should endeavour to stop the rider, but on no account should any obstruction be placed in front of the machine, as such might cause the individual riding same to be thrown, and seriously injured.

If at any time Constables from other Divisions call at Police Stations where there is a telephone, to give information re robberies, or other important occurrences, the Chief Constable directs that they will make use of the Telephone for the purpose of spreading the description of persons wanted, etc.as rapidly as possible, and the Chief Constable further directs that on receipt of such information steps will at once be taken to block roads, search lodging houses, look up pawnbrokers etc. and to forthwith take such other steps as the case demands.
The Chief Constable desires to point out the great advantage given to the Police by the proper use of the telephone in getting information spread rapidly throughout the County and thus having information rapidly circulated in front of the thief.
Night bells are fixed at all Stations which are connected by telephone and use of the same should be made.

Colliers Strike
The attention of Superintendents is drawn to the various disturbances that have recently taken place in adjoining Counties and they will at once take special steps to have the movement of all Colliers residing or coming into, their Divisions narrowly and quickly watched, with a view of ascertaining at the earliest possible moment when there is any likelihood of disorder and of the slightest sign of such coming to the knowledge of Superintendents, all available Constables will be dispatched to the place, if such is within their Divisions and particularly will be forthwith telephoned or telegraphed to Head Quarters, and at the same time it must be stated how many men of the Division have been sent to the threatened District and what further strength it is thought may be required.
All Constables will be warned to hold themselves in readiness to proceed to any particular place immediately on receipt of Orders.
If Constables are ordered to get to threatened Districts, Superintendents will see that serviceable cutlasses are sent in charge of a Sergeant, who must carefully pack them and keep them out of sight.
Should details be ordered to proceed to a disturbed district the following dress will be worn.

Colliers Strike West Riding
Demanding Money with Menaces, Leggings etc
The attention of the Constabulary is especially drawn to a case which occurred on 15th Instant in the Nantwich Division where four men representing themselves to be out of employment and going to Staffordshire, went to a house situated in a rural district at 9pm and presented to the occupier a threatening letter in which they demanded a sum of money and Superintendents will instruct all members of the Constabulary to be especially alert to prevent this class of offence, which if not promptly checked may become more prevalent during the continuance of the present distress etc. in different parts of the County consequent upon the Strike of Colliers.
Should gangs of strangers be observed, local Constables must endeavour to keep them in view and satisfy themselves as to their business etc
Constables should also ask persons residing in their districts to give immediate information of anything of the above nature coming to their knowledge.
The Constabulary must bear in mind that robberies may become very numerous if the present strike continues and it behoves every individual member to do his utmost to prevent same.

Female Drunkenness
The Chief Constable having observed the increase in female drunkenness continues in the County generally, directs that Superintendents will narrowly watch this matter with the view of ascertaining the class of females amongst which this occurs, and any apparent reason for such increase, they will consider what means they think might be devised to check this increasing disposition on the part of females to drunkenness.
No reports are required at present but Superintendents will keep the matter in view so as to give the result of their observations on the question generally whatever such is called for.

Foul and Provision Robberies
The Chief Constable draws the attention of the Force of Superintendents to the above class of robberies, as on account of the Collier's Strike etc. the prevailing distress arising therefrom such may become very prevalent throughout the County, and he directs that all ranks will be quietly warned to be on alert and all fowl keepers un their Districts will be quietly to make their places secure at nights and, to give immediate information to the Police should anything unusual be noticed or a robbery has been committed, as often valuable time is lost in consequence of delay in giving information on such problems.

Overcrowding of Passenger Steamers
In accordance with instructions from the Home Office the Chief Constable draws the attention of the Constabulary to Sections 319, 518, and 520 of the above Act, and he directs that Constables will be made acquainted with same, and also with the number of persons any Steamer plying within their respective districts is allowed by its certificate to carry, and see that on no account is such number exceeded, as the overcrowding of passenger Steamers appears to be a matter of ever greater importance and requiring more vigilant action on the part of the Police, than the overcrowding of Stage Carriages on land, inasmuch as a greater danger if life is involved.
Superintendents will report on the 15th November 1893 that these instructions have been carried out, and state in such report the names of any Steamers plying in their Division and the number of persons each is allowed to carry.

Police Act 1893
At a meeting of the Standing Joint Committee of this County held on the 21st October 1893, it was resolved that whenever a Constable found it absolutely necessary to assist in the extinguishing of fire, and in protecting life or property from fire he should be deemed, for the purpose of the Police Act, to be in the execution of his duty, consequently, if injuries should be sustained whilst so employed, the provisions of the Police Act 1890 as to pension etc. will apply.
It must, however, be borne in mind that the duty of the Police when at a fire, after the arrival of the brigade is to keep back the crowd and protect property brought from burning premises (see G.O. 266/90) but if they see that by prompt action the lives of people or property may be saved then they must act accordingly.

Ladder Robberies
The following instructions re above, are issued for the information of the Constabulary, and the Chief Constable calls upon individual members thereof to diligently carry out the orders laid down, so that this class of very serious crime may be prevented or, if committed, the offender may be brought to justice, it is as much to be regretted that generally speaking, these daring thieves are seldom, if ever arrested and when it is remembered that many thousands of pounds worth of valuable property has, from time to time, been stolen, it behoves every single member of the Force to do his utmost by constant alertness and anticipation to endeavour to prevent the commission of these robberies.
Constables must make themselves thoroughly acquainted with the exact hours of arrival and departure of all trains at each Railway Station within their respective beats, which should be noted in their Memo Books, from time to time, and they must frequently visit the Station during the early hours of evening and morning and keep "in touch" with the Station Masters, Porters etc and ask them to give immediate information of the arrival or departure of any suspicious strangers.
Constables on country beats will forthwith make such arrangements as will enable them by day and night, to procure the use of a horse and cart in case of necessity, and report to their Superintendent, through Sergeants of Sections, the names and addresses of persons from whom such assistance can at any time be promptly obtained.
Inspectors or Sergeants in charge of Sections will also do the same.
Constables will ask bar proprietors and others who own vehicles let them out on hire, to be good enough to inform the Police whenever a vehicle is engaged by persons of suspicion etc.
All persons in rural districts who have ladders on their premises, will be requested to keep the same under lock and key when not in use, particularly when darkness sets in and Constables when making their request will quietly explain the importance of same and reasons for such request.
Constables should be constantly on the alert and carefully observe all suspicious strangers cautiously patrol around residences standing in their own grounds 7.30 pm and frequently get in conversation with all persons who are likely and frequently to observe strangers, or who may be aware of strangers temporarily residing in the district.
Constables on usual beats will from this date to 1st April perform day duty from 5pm (during the performance of which Lamps will be taken) at least three times each week for the purpose of enabling them to more effectively carry out the above. Duty Scales to be prepared accordingly.
All ranks should carefully note the dates of large Race Meetings or other gatherings, to which thieves are likely to be drawn at large centres of population and other places, in the neighbouring Counties, and at such times especially they should be on the alert for suspicious strangers.
It is believed that Ladder Burglars, working Cheshire would probably make their Head Quarters at Liverpool, Manchester, or some other neighbouring large town, from which they could easily get into and return from Cheshire.
Superintendents will cause the Illustration Circulars to be examined, and the photographs of such men as are described therein as "Ladder Thieves" will be frequently shown to Constables, to each of whom a description of these men should be also given.
It must be remembered that this class of Crime is invariably committed by expert professional men, and who, by various means, obtain a knowledge of the houses where valuables are kept, then carefully plan their attack on the premises after previous inspection of same, and of places from which ladders can be procured, and with great rapidity swoop down on the "marked" house, quickly complete their design and as quickly quit the district. I t will therefore be seen how absolutely necessary it is that the Police should be equally rapid of action in their endeavour to follow up the thieves, if not taken in the act of committing the offence, and with this in view the Chief Constable directs that, in the event of a robbery of this nature, the following steps will be taken:-
The Constable receiving the report will forthwith circulate the information by telegraph, if such be available, to the Chief Constable, the Superintendent of the Division, the Police at Liverpool, Manchester, Birmingham, London, and if possible to all Constables within twenty miles of the place where the robbery has been committed, if postal telegraph is not available then the nearest Railway Station Master should be requested to telegraph to all stations within twenty miles and ask that the information , may be at once sent to the nearest Constable, and also that all strangers arriving or departing may be carefully observed, and their destination noted.
Constables receiving such information will at once watch the arrival and departure of trains, examining same if possible, in conjunction with the Railway Officials, and will also as far as possible in the meantime, watch roads leading from the direction of the place where the robbery has been committed, as the thieves may, finding the Railways watched, endeavour to move by the ordinary roads.
Should no telegraph be available the Constable receiving the report of the robbery, will immediately circulate the information to places within twenty miles by special messengers in conveyances or on horse- back, and it must be distinctly understood that unless the same is forthwith sent out, it will probably be useless, as the thieves have left the County, as finding the Police alert they might possibly lurk in some local town for a while, under the exertions of the Police have relaxed and thus left their line of retreat clear.
Often in cases of serious crime a great many more Constables are collected at the place of robbery than is necessary, thereby considerably weakening the net- work of Constables that should be on alert to frustrate the successful retreat of the thieves from the County, only sufficient men, probably the Superintendent, one Constable and the local Constable will be enough to make enquiries at the place at first, if more are required the Superintendent can easily send a messenger for any man especially required, every man in the Division in which the Robbery has occurred, and adjoining Divisions should immediately be on the alert, watching Railway Stations, Roads etc.as previously directed.

Printed Notice re Ladder Robberies
The above forwarded to Divisions this day, will at once be quietly delivered to Inspectors or Sergeants in charge of Sections to the occupiers or other responsible persons in charge of County Houses or suburban villas standing within their own grounds or other residents where jewellery or valuables are likely to be kept on the premises.
In carrying out the above Inspectors and Sergeants will be careful not to create any alarm, but simply inform those whom the Notices are given that the same are sent by the Chief Constable in order that all precautions may be taken by them to assist the Police in frustrating the design of these men who are clever and expert thieves.
Lists of the names and addresses of individuals to whom the Notices are delivered and the date of same will be made and forwarded to the Chief Constable on the 20th November 1893.

Town Beats
The Chief Constable directs that where there are three or more Sergeants (including Acting Sergeants) stationed in one Section, each one will perform eight hours patrol duty out of every twenty four hours, and, will during his tour, be held responsible for the proper working of the Section, parading Constables on and off duty, visiting, receiving reports and dealing with dealing with them.
It will be understood that on no account must a Sergeant parade off duty until he has handed over the charge of the Section and all necessary reports etc. to the Sergeant who relieves him and should it ever happen that no Sergeant parades for duty, at the proper hour of relief, the matter must be brought to the Notice of the Superintendents or Inspector, who will make the necessary arrangements for working the Section.
This also applied to a Sergeant coming on duty, who will report to his senior Officer, should the Sergeant being relieved, not parade at the usual hour to hand over the Section.
Where Sergeants perform eight hours patrol duty continuous one half hour will be allowed "off" for obtaining food etc. at such times as the Sergeant is off duty, proper arrangements will be made for the office Sergeant or Constable on Office beat at night, to be at the Office to receive reports etc.
When the Sergeant on duty is not actually on his district visiting he must be in the office to receive and deal with reports.
Sergeants going on duty will parade at the office half an hour before the actual hour they have to go on patrol so as to receive all reports and instructions from seniors and from the Sergeant they relieve.
The Chief Constable takes the opportunity of intimating to Inspectors and Sergeants in Town Beats that he disapproves of their performing actual patrol duty in company with Constables, except on occasions when it is considered necessary, as he is of the opinion that it is better for them to move about from place to place and visit Constables at uncertain times on their beats as well as at fixed conference points, to see that they are energetically performing their duty.
