In future when any member of the force is performing partial duty only, in consequence of sickness, he will be entered on the Weekly State showing in Column "Remarks" extent of duty performed.
Notice Boards
The Chief Constable having observed that Placards and Notices posted up on the above are not neatly kept, directs that more care be taken in this matter. When any order or notice posted thereon is revoked the same should at once be removed from the board.

Water Pipes
The Chief Constable with the view of reducing their liability to burst, directs that where possible during the present severe frost all water should be drawn from pipes, except those connected with the heating apparatus which should, in winter always be kept in thorough working order at police stations and that closets and drains be flushed after use and every day by pouring water down same.

Stamps for Pay Lists
The Government Auditor having intimated that Cost of above is not a proper charge against the County, the Chief Constable recently requested the Clerk of the Peace to communicate with the Local Government Board, with a view of obtaining, if possible, authority for the expenditure being met as before, but the Board have decided that the same cannot be charged against the rates, consequently all stamps used hereafter for this purpose, will have to be paid for by the members of the force. The Chief Constable will however bring this matter forward when submitting an increased scale of pay for the force to the Sub Committee, appointed on his recommendation by the Standing Joint Committee to consider the question.
On the recommendation of the Chief Constable to the Standing Joint Committee, the under mentioned Constables have been granted Superannuation allowances as follows and will be discharged from the force on the 31st January 1891.
Acting Sergeant 48 J. Martin, Stockport Division on an annual pension of £50.0s.0d.

Deductions for Sickness
The Chief Constable directs that in future one half of the regulated stoppages according to General Order 176/1889 will be made from the pay of such Constables as for a time perform partial duty only, inconsequence of sickness, and such deductions will continue until the resumption of full duty.

The Chief Constable directs that when permission is granted to a Constable to marry females residing on or in the neighbourhood of their beats, Superintendents will forward to Headquarters a report of the degree of relationship existing between the woman and any person in the district and at the same time state whether in their (the Superintendents) opinion it is advisable for the Constable to remain stationed at such place, as that the Chief Constable may decide and give any instructions. It must be understood that if a Constable under such circumstances take a cottage he does so entirely at his own risk.

Damage to Insulators
The Chief Constable having received complaints from the General Manager, National Telephone Company, 38 Faulkner Street, Manchester of the very serious interruption of the Company's Main Line from Manchester and Liverpool to London, caused by the continual breaking of the Insulators at different points directs that all Constables will use their best endeavours to prevent the damage and if possible detect the persons committing same, in which case a report of the circumstances, and the name and address of the offender will be forwarded by the Constable through his Sergeant, to the Superintendent of the Division, who will communicate the facts to the General Manager at the above address to enable him on behalf of the Company to take proceedings.

Reports of Sudden Death to Coroner
Until further orders all reports of Sudden Death occurring I the district of the late F. Johnson Esq, will be made to the Coroner of the adjoining District, vice H.C. Yates Esq, Macclesfield.

Burglary by Ladders
Referring to Memo dated 2nd October 1889 and the General Order referred therein the Chief Constable directs that on Special Duty Scale will at once be made out for the Constables in each Division, to meet the above class of robbery and Superintendents will report to him by the 20th instant that such has been done.
Special attention must be paid by all ranks to the various General Orders referred to as a robbery of this nature took place last night at the residence of Sir Richard Brooke, Norton Priory, Runcorn evidently committed by professional thieves who had taken the precaution to place wire about the lawn and gates to prevent as much as possible their pursuit.

The Chief Constable directs that each Sergeant in the force will at once be supplied with copies of the printed notices re robbery at Norton Priory, Runcorn Division and that they will see that their Constables are alert with reference to the Ladder Robberies.
Station Master and others should be requested to give immediate information to the police in the event of any suspicious strangers being seen.

In future Sergeants and Constables in Rural Districts will invariably enter in their duty books the names of all Railway Stations and Gentlemen's residences visited during their tour of duty thus:-"Visited Mickle Trafford Railway Station at 7.50pm saw the arrival of the train from Manchester". "Visited Trafford Hall at 8.15pm and found all secure (or otherwise).
Coroner
Referring to General Order 24/1891 Mr. Francis Newton of 9 Warren Street, Stockport having been appointed Coroner for the Stockport District, vice Mr. Johnson deceased, and all reports of Sudden Deaths occurring in same will be reported to him.

Special Duty
The Chief Constable directs that when it is absolutely necessary for Constables to be absent from their Districts 6 hours or over (which should seldom be the case) attending Divisional Parades, Petty Sessions etc. Special Duty according to Scale should be allowed in addition to the actual railway fare.
No charge for hire of carts etc. should be entered in the Contingent Accounts, except the same has been specifically sanctioned by the Chief Constable, as "Mileage" should be allowed when railway is not available.
Column "Number of Miles by Road" in Special Duty Sheets, should always be carefully and accurately filled in, when travelling otherwise than by rail, as it is this column that actually governs the amount of mileage due.
Deduction for Sickness

General Order 19/1891 is hereby cancelled.
The Merit Badge and Pay of 2d per day is awarded to the under mentioned Acting Sergeants from the 22nd instant.

Conveyance of Prisoners in Cabs
The Chief Constable directs that in future all prisoners when being escorted through the Streets of Chester will invariably be conveyed in Cabs.

Single Constables Lodging at Police Stations
From the 1st April 1891 the deductions for rent from Constables occupying quarters at police stations, will be made as follows,

On last Pay Sheet in second month of quarter 4/4d
On last Pay Sheet in third month of quarter 5/5d
Total for quarter 14/1d which is 1/1d per week as per General Order 34/1884.

Northenden on Sundays
On and after the1st March 1891, two Constables will be detailed from Hyde Division for duty at Northenden each Sunday until further orders to report themselves at the Police Station there at 11am and return to their respective Districts the same night as soon as their services can be dispensed with.
Robberies by Ladders
Referring to recent robbery at Norton Priory on the 12th instant, which was evidentially done by expert professional thieves of a gang who confine themselves as a rule to this class of theft and are crafty clever men, by different means obtaining information where available jewels are to be got, then carefully plan their attack on the house previous inspection of the premises and those from which they can obtain ladders for their purpose keeping the while as unobserved as possible then with great rapidity, swooping down on the marked house, quickly completing their designs and afterwards as rapidly quitting the neighbourhood. It behoves all ranks to consider from time to time how such thieves, who are often dangerous characters can be successfully dealt with and captured.
Visits to Pawnbrokers, Second hand dealers and other ordinary steps taken after report of robberies are perfectly useless in three cases as the thieves extract the jewels and melt down the precious metal castings within a few hours of getting them, the jewels being sold wholesale to some dealer probably foreign, thus the difficulty in identification is greatly increased if not almost impossible. It is therefore all the more necessary that the police should be as equally rapid and active in their movements as the thieves, so that they may be followed up at once, if not actually taken in the offence and it is with this view that the Chief Constable directs that Superintendents will continually impress on all ranks of their respective Divisions the following. Should a Robbery of this class be reported to any member of the force, he will at once circulate the information by telegraph, if such be open and available, to all Constables within 20 miles of his station, if postal telegram be not available, then the nearest Railway Station Master should be requested to telegraph to all stations within 20 miles requesting that the information may at once be sent to the nearest police station and that all strangers arriving and departing may be observed and their destination noted. Constables receiving such information will at once watch the arrival and departure of trains if possible examining same in conjunction with the railway officials and as far as possible in the meantime watch any roads leading from the direction where the robbery has been committed as the thieves may, finding the railways watched endeavour to move by ordinary roads.
Should no telegraph be available the Constable receiving the information will by special messenger in trap or horseback circulate the information as before described, but it must be distinctly understood that unless such information is at once circulated it will probably be useless as such men as commit these robberies take the most rapid means of retreat.
The Chief Constable considers that if this General Order and all previous Orders on the subject are carefully looked up and thought over by all ranks the probability of prevention or capture will be increased. Constant attention is absolutely necessary as has often pointed out by the Chief Constable.

Handcuffing Prisoners
General Order 34/1891 is hereby cancelled. When prisoners are being escorted by the police they will not be handcuffed except when there are fair grounds for supposing that either violence may be expected on an escape attempted. Such prisoners as it is necessary to handcuff will be conveyed through the streets in cabs.

Referring to Standing General Order 37/1891, the Chief Constable with the object of enabling local Constables to rapidly spread information concerning serious robberies etc. (such as recently occurred at Norton Priory) has communicated with the Managers of the different Railway Companies having lines in Cheshire, requesting permission for the police to be allowed to make use of their telegraph wires in very important and urgent cases coming to the knowledge of the police after the close of postal telegraph offices.
This permission has been granted by the under mentioned companies, whose wires may be made of use, but it must be directly understood that this is a privilege and should only be used only in cases as above and not during the hours telegraph offices are open, Manchester Sheffield and Lincolnshire, Cheshire Line Committee, Manchester South Junction and Altrincham, Seacombe Hoylake and Deeside. In any case when this privilege is made use of a report will be made of circumstances to the Chief Constable.

Deductions for Sickness.
General Order 176/1889 is hereby cancelled. During sickness caused otherwise than by injury on duty the following scale of deductions will be made from the pay of all ranks, the same having been adapted by the Standing Joint Committee.
First Month (4 complete weeks) Nil.
Second Month (four complete weeks) 8d per day.
Third and Subsequent Months 1/- per day.
When sickness is caused by injuries on duty no deductions will be made but a special report of such injuries must be sent to the Chief Constable in accordance with General Order 156/1884 and 37/1886. Constables upon becoming unfit for duty will at once report same to the Sergeant of the Section for transmission to their Superintendents.
A Doctors Certificate must accompany the Weekly State in all cases where Constables are off duty sick beyond three days.
During the time Constables are off duty sick, they must be visited daily by Sergeants of Sections.
Transfer.
The following transfer will take place on the 25th April. Recruit Constable 207 H. Skilbeck from Headquarters to Wirral Division to be stationed at Egremont, vice Price.

Cost of Removal of Married Constables
The Standing Joint Committee having resolved upon the recommendation of the Chief Constable that the expenses incurred by married members of the force in removing from one station to another be allowed the following instructions will in future be observed. Paragraph 1 of General Order dated 1th June 1879 is hereby cancelled. Superintendents will see that all Bills for above are made out clearly and in detail and after being checked will attach to Form F/14 (Removal for benefit of Service upon which the particulars should be entered) and forwarded to the Chief Constable. The Certificate at the foot of the Form F/14 will be altered so as to read as follows "I hereby certify that the sums entered above are fair and reasonable and the number of miles is correctly stated".
Cost of Removal of Single Constables
The actual necessary expenses will be allowed as before See General Order 35/1890.
Leave of Absence
The Chief Constable is pleased to make known to the force that the Standing Joint Committee, upon his recommendation, have resolved that the future annual leave of absence shall be as follows:-
Superintendents 21 days.
Inspectors 14 days.
Sergeants and Constables 10 days.
And applications may be sent in accordingly. It must be understood that too many Constables cannot be granted this privilege at the same time and Superintendents before submitting applications will be particularly careful in seeing that at all times a sufficient number of Constables are on their respective districts and for the proper policing of same. Monthly and fortnightly leave of absence is granted as before.

Government Inspection 1891
The general instruction laid down in General Order 82/1883 will be observed.
The Inspection Return (herewith sent) which will be carefully preserved as no other can be supplied, will be made out as directed in General Order 82/1883 and the return of persons apprehended and summoned will be made out for the year ended 30th April 1891.
The Return under the Prevention of Crimes Act will give the number of persons in the Division on the date of the inspection.
Parade States and Division Form S/3 9hereiwth sent) to be handed to the Chief Constable.
The Journal and Instruction Book of each Constable will be placed inside the straps of the Great Coats and the Great Coats will be placed one pace in front of the Constables.
The Lamps will be placed on the right of the Great Coats.

Clothing of 1890 issue will be worn, Helmets, White Gloves, Great Coats in straps, for use if required.
A good dinner will be provided at the Nags Head Cocoa House at 1/- each and the Inspector in charge will collect the amount from each Constable and hand same to the Chief Clerk the same day.
The usual extra precautions will be observed in watching roads and Railway Stations from the Saturday previous to the Races until the following Friday.
Superintendents will not withdraw men stationed in the vicinity of Chester or on the main thoroughfare leading thereto for this duty.
Two Constables from Hyde Division and three from Wirral Division the same as last year if without inconvenience to the Public Service will be stationed at Headquarters for duty to protect property in the outskirts of the City and must parade at the Chief Constables Office as follows. Those from Wirral Division at 4.30pm on the 4th and those from Hyde Division at 11am on the 5th.
Superintendents from Broxton and Wirral Divisions will make out the necessary duty scales for those extra Constables who will return to their stations on Friday not later than 11am.
Superintendents will acknowledge receipt of this Order by next post.

Special Duty Allowances
General Orders 274/1890 and 277/1890 are hereby Cancelled.
From 1st May 1891 the authorized scale of Special Duty Allowance will apply to all Special Duties performed by the police, including conveyance of prisoners, and it must be understood that no sums will be granted to Constables except strictly in accordance with the scale referred to.
Interpretation of Terms
The Terms "10th Clause" and "17th Clause" will no longer be used "Pension Fund" and "Police Rate" being substituted respectively and where possible the headings in all Books and Forms will be altered accordingly.
Police Special Duty means special duty performed by direction of a Senior Officer, when the services are not applied for on Form F/1, or in connection with Coroners Inquests.
Special Services means when services of police are paid for by the Coroners or other individuals on Special Application.
For "Special Services" of whatever nature including football matches performed by Constables lent by the Police Authority the following charges as entered on Form F/1 will be made. Superintendents 7/6d per day. 5/- per night. Inspectors 6/- per day 5/- per night and Sergeants and Constables 5/- per day and 5/- per night this is addition to the actual railway fare and other travelling expenses.
John Henry Atkinson, Henry Whiteley and Edward Dickin having on the 25th April 1891 been sworn I by two Justices are appointed Constables.

Bye Laws Regulating the Sale of Coal.
Upon receipt of Notices and Posters relative to the above, from the office of the Clerk of the Peace, Superintendents will cause the former to be handed out to Dealers of Coal and other persons interested in their respective Divisions, and the latter to be posted on all Police Boards throughout the County. Constables serving the Notices will make an entry of such in their Duty Books stating to whom the same have been given and date.

The Standing Joint Committee at a meeting held on the 18th April 1891 having passed the following resolution "That all sums received for the occasional services of Constables (including services rendered in connection with holding of Coroners Inquests) after deducting therefrom the authorised mileage and Special Duty Allowance to Constable in respect of services be paid to the Pension Fund. The following instructions will in future be observed".
Special Duty Allowance, Mileage as per authorised scale granted to Constables will be entered on form F/17 (Special Duty Sheet) marked in Red Ink at the right hand top corner "Special Services" and charged in Contingent Account as before.
The amount received for "Special Services" will be entered on the back of the Form F/1 under the respective headings and at the foot of same under "Disposal of Amount Received" will be shown the sum paid to the Constable (as per Special Duty Sheet) and the balance or profit credited to pension Fund. These totals will be transferred to Form F/21 (Credits to Pension Fund and Police Rate) and in Column "Credited to Police Rate will be entered the amount paid to the Constable, and in Column "Credited to Pension Fund" the remainder, which when added to the former should agree with the amount entered in Column "Total Receipts".
When Constables are directed to attend any place outside their own Divisions for "Special Service Duty" their respective Superintendents will invariably inform the Superintendent of the Division in which the duty has been performed, the amount paid to such Constables, so that the correct credits to "Pension Fund and Police Rate" may be made.
Inquests. From the 1st May 1891 the total amount received by Constables, from Coroners for Services rendered in connection with holding of Inquests, use of Court Rooms etc. will be paid to Superintendents who will credit same as herein after directed.
Revised Form M23 will invariably be filled in and signed by each Constable receiving monies from Coroners and be transmitted, together with the total amount received, to the Superintendent who will sign the Form as having received the sum entered thereon.
The authorised Special Duty Allowance, Mileage etc. and the sum for cleaning Court Room, will be paid by Superintendents to the Constables entitled to same and entered on Form F17 (Special Duty Sheet) as "Special Services" and charged in Contingent Account.
The total amount received will be entered in Column for that purpose on revised Form F/20 and credited thereon as follows.
To Police Rate, The actual amount paid as per Special Duty Sheet.
To Pension Fund, The remainder of amount received.
Totals on Form F20 will be carried to Form 21 (Credit to Pension Fund and Police Rate) and be entered as follows.
Total Amount Received, to be shown in Columns "Amount of Fees and Total Receipts".
Credited to Police Rate, in Column for that purpose.
Credited to Pension Fund in Column for that purpose.
Forms F/20 and F/21 to be sent to Headquarters monthly as before.
Revised Forms above referred will be sent in as soon as possible.

Additional Constables
The Standing Joint Committee at a meeting held on the 18th April 1891 resolved that in all cases where a Constable is in regular private employment the sum to be charged for his services be at the rate £75.0s.0d per annum and that the Chief Constable pay 2 1/2 % of this sum to the Pension Fund as a contribution in lieu of the Government Grant which will cease in respect of these Constables after the expiration of the present year, the following instructions will be observed. The Superintendents of those Divisions in which Additional Constables are employed will from the 1st May 1891 charge accordingly and each quarter they will credit to the Pension Fund 2 1/2 % (less fractions of a penny) of the amount received, for the service of such Constables entering same at the foot of Form F/12 (Summary of Pay Sheets) under the heading "Additional Constables" as follows 2 1/2 % on £18. 15s. 0d received on Account of PC A14, to Pension Fund 9/4d, the remainder credited to Police Rate as before.

Return re Licensed Houses
The above Return required on Forms sent this day, will be carefully and correctly made out and sent to Headquarters on the 3rd June 1891.
A specimen Form filled in is forwarded for guidance of Superintendents.
Column 14, As to extent of suitable accommodation for travellers and persons requiring refreshments, other than drink will be understood to mean "accommodation for persons requiring Board and Lodgings" and Superintendents will satisfy themselves from their own knowledge and observations that the information given is under this head is strictly accurate and not simply take for granted the statement of the Licensee. Column 16, Distance of two nearest Licensed Houses will be understood to mean the nearest in this County but if there should be any nearer in an adjoining County, a note to that effect will be made in Column "Remarks" stating class of such House, distance and County in which it is situated.
Sufficient space must be taken wherein to write plainly and fully the information required and a blank line left between each house (or more if necessary).
Superintendents will enter in the Forms the whole of the Licensed Houses within their respective Divisions.
Each Licensing District must be kept on separate sheets, should more than one sheet be required for Return of Houses in a Licensing District, such sheets as required will be used separately and numbered in the right hand top corner.
Each Township to be entered alphabetically and if there are no Licensed Houses in same the word "nil" to be written opposite it.
In Column of "Remarks" (see example sheet) it should be stated opposite Houses that are specially used by any portion of public for the purpose of refreshments other than obtaining drink, at Fairs, Market or Auction days, and at any other time.
Superintendents will personally see careful preparation of this Return.

In future the apparent age of all persons less than 16 years dealt with by the Justices, on Summons will be entered in Summons Books, after name of Defendant thus "under 16 years" and the information will be carried to the Summons Sheets and so entered in Column "Age". In Column "Age" in Charge Sheets will be entered "Under 16 years" opposite the names of Prisoners under that age (Column to be ruled in Charge Sheets same as in Summons Sheets. Extradition of Criminals
Attention is drawn to General Order 126/1883 and the Circular Letter from the Secretary of State, Home Department, sent herewith with respect to the procedure in Extradition Cases.
Whenever Superintendents are of the opinion that enquiries should be made in foreign Countries with reference to persons wanted they will invariably report the circumstances of the case to the Chief Constable who will, if found necessary communicate with the proper authority.

Return re Licensed Premises.
Superintendents will at once peruse the print of above forwarded herewith and state thereon in pencil whether the original information re name etc. of owner, as printed therein in Column 10 or the alterations made in red ink by the Clerk of the Peace is correct. This can be easily be done by writing in pencil the words "Original Correct" or "Alterations Correct" opposite name of house. Column 14 re "Accommodation etc." should contain the number of persons the public portion of the Licensed premises will seat or accommodate at the same time, as in most cases the extent of the accommodation for travellers has evidently been arrived at by simply doubling the number of beds; Column 14 to be altered accordingly. Those prints which contain information respecting more than one Police Division, will be sent by the Superintendents first receiving same by train or other rapid means to the Superintendents of the other Divisions concerned. These prints to be returned to Headquarters by Friday nights post.
Licensed Houses
Superintendents will forward to this office by Friday nights post a Return showing separately the number of Grocers, Refreshment Houses, and other Licenses in each Licensing District with their respective Divisions. The above information is required to prepare a Supplementary Return of all Licenses granted by the Magistrates showing nature of same not included in the detailed return already furnished.

Certificate of Character
A Case having been brought to the notice of the Chief Constable, where a Constable of this Force in his official capacity as such gave a "good" character to a certain individual whom it was afterwards ascertained only bore an "indifferent" character. The Chief Constable notifies to all ranks that no member of the Force as such has any right whatever to give characters without references in the first instance to the Chief Constable.
Visiting Constables during the absence of Sergeants of Sections
When Sergeants of Sections are from any cause absent from their duties the Senior Constables in such sections will invariably act as Sergeants and visit other Constables. Unless there be any kind of special reason to the contrary, in which case the particulars will be reported to the Chief Constable.

All Receipts marked by an "X" of the recipient must invariably bear the signature of some person witnessing payment thus "Witness "Charles Jones.

Increase of Pay
The Chief Constable has much pleasure in announcing to the Constabulary that upon his recommendation the Standing Joint Committee at a meeting held on the 18th April 1891 resolved that the following should be the future scale of pay to the Force, and the same having received the approval of the Right Honourable The Secretary of State, Home Department in a letter A50144/36 dated Whitehall 22nd June 1891 will take effect on the 1st July 1891.

The Right Honourable Secretary of State Home Department has further approved that £10 annually in addition to the foregoing rates be granted to the Superintendents of the Northwich, Wirral and Hyde Police Divisions respectively and that such be personal to the officers to whom the same is now granted and not to be continued to their successors. The foregoing pay in the case of Sergeants and Constables to be inclusive of the extra sums allowed to the holders of the Merit Badge.

Constables and Special Duty Allowances
A case having come to the notice of the Chief Constable where a Constable has evidently endeavoured to obtain "Mileage" and "Extra Special Duty Allowance" by unnecessarily frittering away and wasting his time when apprehending a prisoner he wishes it to be distinctly understood that such conduct is highly reprehensible and warns all Constables against same. All ranks should understand that Special Duty Allowance is granted to cover necessary expenses for food etc. incurred by them when absent from their stations and not as additional remuneration.

Telephones
It must be understood that no Trunk Line Calls will be allowed through the Police Accounts, except for messages sent by the Police and for Police purposes.
Charges and Summons Sheets
In future Superintendents will enter in Column "Remarks" in above Sheets, but not in the "Books", opposite all cases where the prisoner or Defendant is under 16 years of age the condition and circumstances of the Parents of such juveniles.
Conveyance of Prisoners Form F11/A
Only the actual amount of Special Duty Allowance granted to Constables for escorting prisoners, will be entered on above Form as a charge against the Government.

The Chief Constable regrets to notify to the Constabulary the sudden death of Superintendent Joseph Hollingworth, Stockport Division which took place on the 28th instant at Hazel Grove. The Internment will take place at Mellor Church at 4pm on Wednesday next the 1st proximo and those members of the Force who wish to attend may do so at their own expense. The nearest Railway Station to Mellor is Marple which is about 2 miles distant. Uniform to worn, Superintendent and Inspector, Frock Coats and Caps. Sergeants and Constables, Tunics and Helmets. All ranks to wear white gloves, capes to be taken and worn if wet. Care should be taken that the districts of Constables attending the funeral are not left unprotected. Names of those attending to be sent to the Chief Constable.

Superintendents will in future enter in red ink in Column Number 9 on above Form in the space provided for the purpose, the actual amounts credited on Form F/21 to the Police Rate for "Special Services" of police, which besides "Special Services" includes Use of Court Rooms by Tax Commissioners and services rendered in connection with the holding of Coroners Inquests and any other duty for which Constables are granted "Special Duty Allowance" and same charged in Contingent Account as "Special Services".

The Greatcoats of men who have left the force since measurements were taken will be forwarded to Headquarters and those Constables who have been transferred will on receipt be sent forthwith to the Superintendents of the Divisions in which such Constables are now stationed.

The following Resolution made under Section 20 of the "Police Act 1920" was passed at a meeting of the Standing Joint Committee on the 18th instant ad is published for the information of the Constabulary and Superintendents will supply a copy of same to each member of their respective Divisions and report to the Chief Constable on the 30th instant that this has been done. RESOLVED "That all members of the force be informed that they have a right of appeal in person to the Standing Joint Committee in any cases where they consider themselves unjustly treated".

Acting Sergeant Warburton will afterwards attend at Divisional Headquarters for the purpose of selecting articles from the old clothing, suitable for re issue in case of necessity which will be forwarded to Headquarters with a complete list of same.80 Caps, 80 great Coats, and 80 Tunics, 80 pairs Dress Trousers, 50 Serge Suits and 80 Undress Trousers.
The above will be selected from the whole of the Sergeants and Constables clothing for sale, either to them or to the Contractor. Any surplus articles of equipment in Divisions will be returned to Headquarters stores at same time and be entered on list of clothing sent in as directed above.

The Representative of the Contractor will attend for the purpose of noting the necessary alterations required to the Clothing and a Return on Form given in General Order 26/1888 will be prepared by Superintendents and all requisite alterations noted thereon two lines being allowed for each man.
A copy of the Return will be forwarded to the Chief Constable one sent to the Clothing Contractor with the Clothing and another kept at Divisional Headquarters.
The clothing of men who have left the force since the measures were taken will be forwarded to Headquarters and that for Constables who have been transferred, will be sent forthwith marked "Pressing" to the Superintendents of the Divisions in which such Constables are now stationed. Receipts of this Order will be acknowledged.

Public Health Amendments 1890 Part lV Music and Dancing
The Chief Constable directs that where the above has been adopted by Local Authorities and due notice thereof has been given the Police will see that the provisions of same are strictly carried out, reporting for Summons in the usual way any person committing a Breach of same. Superintendents will report to this office on the 26th August 1891 what houses, rooms or gardens etc. within their respective Divisions are Licensed under above.
Licensing Question, Brewster Sessions
The following instructions are issued for the guidance of Superintendents in preparing the Brewster Sessions Return on Form S17.
1. Generally speaking all applications for new licenses will be opposed.
2. In all cases here breaches of the Licensing Act have been discovered and convictions followed, the circumstances will be brought to the notice of the Justices, and where there are sufficient grounds Superintendents will oppose the renewal of the Licence.
3. Any case where the police have had reason to complain of the management or conduct of the Licensed House, in any way whatever will also be brought to the notice of the |justices together with full particulars of such complaint.
It is the duty of the police to afford the Justices in open court every information they possibly can, as to the way Licensed premises are managed and conducted so as to enable them to arrive at a fair equitable decision as to the renewal or otherwise of the Licences.
The return of Licensed Houses in the County dated July 1891, coupled with the information given by the police, the Justices will be able to judge as to the desirability or otherwise of granting any new licences or renewing old licenses.

Night Duty Scales and Form D28
The above refers to Rural Districts only, will come into operation on the 1st September next, from which date Constables stationed in Rural Districts will work their beats in the day time as they think best for the protection of property and prevention of crime.
The Chief Constable expects that in permitting this, the utmost diligence will be exercised by all Constable, in the performance of their duties and they will invariably inform their Sergeants when visited at night Conference Points which route in their Districts and the hours they propose patrolling the following day.
Before going on day duty Constables will enter on the slate provided for the purpose the time they will be t certain places where they may be found and hour of intended return so that the Sergeant or other persons requiring their services may be able to find them.
The Slate must be kept in one place at the Constables residence not accessible to any person unconnected with the police force.
The Duty Scales will be made out at the Superintendent's Office, one copy being retained there, one sent to the Sergeants and another to the Constable, on the last day of each month so that the working of New Scales may commence on the first day of every month.
Constables will return to their Sergeants on the first day of each month the duty scales they have worked for the past month for transmission to Superintendents.
Sergeants will visit each Constable in their respective sections at least once in every 24 hours such visit being as far as possible during the Constables night patrol.
When making out these duty scales Superintendents will arrange so that Constables of the same section are not on duty at the same hours except there is good cause.
The "Night Off" and "Monthly Leave" will be entered by Superintendents on the Form in red ink and in the Column "Conference Points" opposite the dates Constables are granted the privilege.
Any special instructions as to the working of beats on Saturday night or Sunday or at other times to meet local requirements will be entered in red ink in the Column "Remarks".
Hours of Night Duty should generally speaking be fixed so that the Constables return from same about 12 mid-night 8, 9 or 10am.
The most important hours for Constables to be on duty are the early hours of the morning.
The Chief Constable in drawing up the new Form has done so with a view to prevent as far as possible persons unconnected with the police Force, knowing what District is about to be patrolled by any Constable, and if the hours of duty and points named in Duty Scales are not divulged and Constables will vary the different routes, which exists in every County beat when patrolling to their points and there is no reason why the object should not be obtained.
Attention is drawn to Standing General Order 96/1887 and Superintendents will be particular in seeing that all duties performed are recorded fully in Duty Books.

Brewster Sessions
In addition to the information called for in the Returns sent to Divisions this day, Superintendents will report in detail to the Chief Constable the full particulars of any resolutions or remarks made by the Licensing Justices at the recent Brewster Sessions, with regard to the Licensed Houses generally, or any matter connected therewith, including the Bona-fide traveller question.

Superintendents will report to the Chief Constable on the 30th April 1892, whether the back or other entrances to Licensed premises cause any obstacle in the proper supervision of same by the Police giving full particulars of such entrances which do so check supervision.

Bye-Laws Regulating the Sale of Coal
Superintendents will report to the Chief Constable on the 15th proximo the names and addresses of all Coal Dealers within their respective Divisions, who come within the above Bye-Law.
Boot Money
Boot Money to Sergeants and Constables must not exceed 6d per week or 1/- per fortnight. If men are entered on same Pay Sheet at two different rates of pay the Allowance must be calculated according to the number of days at each rate the total not to exceed the sums named above.
Should a Pay Sheet be made out say for ten days the Boot Money should be 9d (sixpence for complete week and 3d for the odd days) and if made out for 5 days then it should be 5d. In no instance can more than 6d per week per annum be paid otherwise it will be surcharged.

It must be clearly understood that no man will be allowed to purchase any besides his own clothing.
Bags will be sent by the Contractors as usual on receipt of which the clothing must be sent forthwith, Superintendents not to pay carriage. As soon as the clothing has been despatched Superintendents will forward to Head Quarters a statement showing the number of each garment forwarded to the Contractor and sold to married respectively thus:-

Music and Dancing
All future applications for Licenses under the above Act will be specially reported upon to the Chief Constable as soon as notices of such are received by Superintendents who will at the same time state whether there are any reasonable grounds for objection, on account of the probability of same interfering with the quietness and peace of the neighbourhood or increasing drinking or lewd conduct or any disorder whatsoever.

First Aid to the Injured
The attention of Superintendents is drawn to General Order 164/1889 and they will report to the Chief Constable on the 14th instant what arrangements can be made with local Secretaries for Constables who have not already passed examination to attend lectures re above, which usually take place during the Winter months.
Bicycle Riding
The attention of the Chief Constable having been called to the fact Bicycle Racing is practised on the high roads in Cheshire, by members of the Manchester and Liverpool Bicycle Clubs, he directs that Superintendents will instruct Constables stationed in Rural Beats to carefully watch for same and to report to him any cases where such racing takes place and any complaints they may receive arising therefrom as if this practice be not kept within reasonable bounds, considerable danger may be caused to the public whether walking, riding or driving on the public highways.

Licensing Acts 1872 and 1874
At a meeting of the Knutsford District County Licensing Committee held at Knutsford on the 5th instant it was ordered that a certain part of the Township of Hale should be deemed to be part of the town of Altrincham for the purpose of the provisions of the Licensing Act 1874 with respect to the closing of premises and that the boundaries of such Town for the purpose of the said Act shall be the boundaries of the said Town of Altrincham with the additions of the said portion of the township of Hale. Posters describing boundary sent to Altrincham Division.

A special pension of 10/- per week for 6 months was also granted to Constable 214 A. Astles, Hyde Division, he having been injured in the execution of his duty and rendered temporarily unfit for service. To take effect on the19th October 1891.

Drill
The attention of Superintendents is drawn to the Manuel of Drill by Captain Ibbetson, recently supplied to Divisions and he directs that all ranks will be instructed in the drill contained therein and no other, as he considers the same quite ample for all police officers.
Quarterly Balances
The Chief Constable has observed on perusing the statements re above for Quarter end 29th September 1891 sent to Head Quarters in accordance with General Order 238/1891 that some Superintendents has as "Cash in Hand" a great deal more money than was necessary for ordinary requirements and furthermore that in some cases the amount in the Bank on the 29th September was not nearly sufficient to meet the cheque for "Credits forwarded to the Chief Constable and he directs that Superintendents will give this matter their attention and see that all public money except a reasonable sum for police purposes is kept in the Bank.

Licensed Houses
The Chief Constable directs that Constables will invariably note in their Duty Books all visits by them when on duty to Licensed premises , stating therein sign of house, hour of visit and condition of premises visited thus; "all quite not many persons in", "many persons in the house rather noisy"
etc. as the case may be.
Superintendents and Sergeants when examining journals will take notice that the Licensed Houses in each Constables district has been properly visited with the view to prevent or detect any infringement of the Licensing Act.
Drunkenness
The attention of the Force is drawn to General Order 77/1886 with respect to drunken persons, the Chief Constable directs that Superintendents will explain same to Constables and see that they act in accordance therewith.

The Chief Constable has observed in some cases that there is a great difference between witnesses as to when a person is drunk or sober and in order that the police may at all times be absolutely justified in their view in this matter he thinks it desirable to point out that Constables should very careful and particular in observing the conditions of persons suspected of drunkenness and if there is any reasonable doubt in their minds such persons should have the benefit of it.

Lunacy Act, Amendment Act
The attention of the force is drawn to General Order 170/1889 re the above. A copy of the Notice to Superintendents by the Clerk of the Police containing the names of Justices specially appointed under the said act will be given to those in charge of Police Stations to be there kept for ready reference.

The following alterations will be made in printed list dated March 1887.
Wirral Division, Upton, Birkenhead weekdays at 6.30am and 5.45pm, Sundays 6.30am. Letters will be despatched week days at 9.15am, 8.25pm on Sundays 5.20pm.
Packages containing Clothing Caps etc.
All the above packages canvass etc. will invariably be returned to the Contractors by Goods Train as soon as possible after the clothing has been unpacked and a report to that effect will be sent to the Chief Constable stating by which route the articles have been sent. Notification of the empties having been forwarded will also be sent to the Contractor who should be requested to acknowledge receipt of same to Superintendents.
Black Gloves
The Chief Constable directs that black gloves will be worn by all ranks when on duty from the 1st October to the 31st March in each year. The following will added to Number 22 on Form D19 in each Constables Journal from 1st April to 30th September.

Whenever a person is arrested is found in possession of a Pedlars Certificate care will be taken that the full particulars as to Number, Date of Grant, Description etc. are invariably taken and at once reported to the Head Quarters of the Division and Superintendents will communicate with the police at the place such Certificate was granted informing them of the charge against the holder, decision of Justices and any other necessary information with a view to ascertaining if the proper person are in possession of the Certificate.

Notice Boards
The Chief Constable has observed when visiting different parts of the County that Notices to the Public issued from this office are not kept posted on the Boards provided for the purpose at the various Police Stations and elsewhere and he directs that greater care will be taken in this matter by Superintendents and others in charge of such Boards, who must be particular in seeing that all Notices of Public interest issued from Head Quarters so that they be easily perused at any time. One Notice which he observed has not been kept posted is that dated 20th February 1891 relating to Sheep Scab, which at this period of the year is especially necessary, particularly in Agricultural Districts the more so as Sheep Scab is on the increase.

Police Register of Licensed Houses
The Chief Constable directs that the printed book and report of Committee re Licensed Houses sent to Divisions on the 28th August last will be neatly placed together inside a cover of strong brown paper or cardboard and in future be termed "Police Register Licensed Houses" and be entered on the list of Books kept at Divisional Head Quarters and produced for all inspections.
Licensed Houses
When reporting any information respecting the above Superintendents will invariably quote in such reports the reference number of the house referred to as shown in the first column of the "Police Register of Licensed Houses thus "Altrincham Licensing District Number 125 King William, Partington".
Constable A11 T. Finchett Wirral Division is awarded the Merit Badge without pay from this date for determined and courageous conduct in jumping from a train to secure his prisoner who had attempted to escape from Custody, when being escorted to Knutsford Prison on the 9th instant.

The Chief Constable calls the attention of occupiers of police stations to General Order 41/1891 re above which must be observed during frosty weather.

Total number of persons fined or ordered to pay costs.
Total number of persons who paid without being allowed time.
Total number of persons who were sent to prison in default.
Total number of persons who made payment without being allowed time.
Number of persons who had been allowed time sent to prison in default of payment.
The services of the under mentioned Additional Constables on the Ellesmere Port and Eastham Sections of the Manchester Ship Canal will be dispensed with on the 31st instant.

The Chief Constable directs that during the present inclement weather, Constables in Towns performing the ordinary hours of night duty will be allowed one half hour off and those performing 7 hours or over two hours off for the purpose of attending at the police station to partake of hot coffee. Care will be taken that only a few Constables are allowed the privilege at the same time so that their beats can be patrolled by other constables.
The following alterations will be made to the Police Register of Licensed Houses.
