Chief Constables Office, Chester 8th January 1890 Town Beats In Town Beats Constables going "on duty" will in future parade at the Police Station of the Section to which they belong, ten minutes before the hour of duty, making themselves acquainted with matters requiring attention and descriptions of persons wanted etc. if possible inspected by the Sergeant on duty. Constables going "off duty" will parade at the police station five minutes before the hour of termination of duty and will report to the Sergeant parading or in his absence the relieving Constable any occurrences requiring attention on the beat. Constables w who live at an unusual distance from the police station may however be granted permission to parade "off duty" at the police station earlier than above but they will be considered "on duty" until they reach their own stations. Sergeants will always state in their Journal the fact of their having inspected Constables going "on and off duty". Deduction for Sickness In future the deductions from pay (for current week) of Constables off duty sick will be entered in Column "Remarks" on the Weekly State and Sick Report. Chief Constables Office, Chester 8th January 1890 Sergeant 169 J. Bossons Northwich Division will revert to the rank of Constable at 28/- per week from the 15th instant for Misconduct on the 24th December 1889. Constable 336 T. Scott Wirral Division is reduced to 23/11d per week and fined 15/- for being drunk on duty and absence from Conference Point on the 1st January 1890. Chief Constables Office, Chester 9th January 1890 Kennels or Shelters Superintendents will send to this office by the 14th instant estimates on Form F22 for the construction at each police station of kennels or Shelters for the detention and protection of dogs seized, they should be in the form of a "lean too" against a wall and something similar to those provided at some Railway Stations for the purpose of safety keeping dogs, in transit. The numbers estimated for must not exceed what is likely to be actually required. Duty Scales When Duty Books are being inspected Sergeants and Constables will invariably have with them their Duty Scales for reference if necessary. Chief Constables Office, Chester 10th January 1890 Constable 189 A. Hough Macclesfield Division is fined 20/- reduced to 26/10d per week for accepting drink in a public house when on duty and for illegally arresting John Goudy at Kettleshulme on the 28th December 1889. Quarter Sessions The Officer in Charge of Courts at Quarter Sessions will in future make arrangements to have the names of persons who are called on to surrender to their bail, repeated by the Constables stationed at the entrance doors. Division Form M10 The First Part of Paragraph 1 of Memo to Superintendents dated 5th July 1884 relating to the above Form is hereby cancelled and the instructions contained in the foot-note on same will invariably be observed when rendering the Return previous to Assizes and Sessions as directed in General Order 189/1889. Chief Constables Office, Chester 14th January 1890 Dogs Seized The attention of the Force is drawn to General Orders 13/1888 and 146/1889 which must be strictly adhered to. Chief Constables Office, Chester 4th January 1890 Petty Sessions Sheets Form S18. General Order 132/1887 re above is hereby cancelled and Superintendents will in future apply for same in their half yearly requisition for Forms etc. on Form M24. Chief Constables Office, Chester 21st January 1890 On the recommendation of the Chief Constable to the Standing Joint Committee Sergeant 126 Mark Batty Nantwich Division will be discharged from the force on the 28th instant with a pension of £45 per annum. Prisoners Afflicted with Fatal Disorders The attention of Superintendents and others members of the Force is specially drawn to General Order 85/1885. Constable 180 W. Leech Northwich Division is reduced to 25/8d per week from the 15th instant, fined 15/- and removed at his own expense to another District for being drunk and neglecting his duty. Weights and Measures Superintendents will continue to carry out the provisions of the above Act in their respective Divisions so far as the instruments now in their possession will permit. Chief Constables Office, Chester 22nd January 1890 Chief Rents of Police Stations In future all Bills received for above will be forwarded to the Chief Constable for transmission to the County Treasurer for payment or otherwise as he may direct. First Aid to the Injured Standing General Order 86/1889 and General Order 164/1889 are hereby cancelled. The Standing Joint Committee having sanctioned, on the recommendation of the Chief Constable. That the expenses for the instruction of the Police in "first aid" to the injured" under the auspices of the St. Johns Ambulance Association will in future be defrayed by the County, the Chief Constable notifies that he will hereafter give such orders as to the formation of classes as he may think desirable, so that the whole force may by degrees have such knowledge in this subject which is fraught with so much advantage to the public generally. After the Examinations a List of those Constables who have attended each class will be sent to the Chief Constable showing those who have passed it. In future no member of the Force will attend any Lectures re above, except at his own expense and in his own time without the special sanction of the Chief Constable. Medical Attendance Superintendents are referred to general Order 41/1887 re above and they will report by the 31st instant, whether they have recommended any change in or addition to the List of Surgeons therein given, if so, they will send Names and Addresses and places for which it is proposed they shall act. The transfer of Constable 177 G. Benfield from Runcorn Division directed in General Order 18/1890 is hereby cancelled. The following transfers will take place on the 29th instant:- Constable 328 E. Clarke from Nantwich Division to Northwich Division to be stationed at Brereton vice Leech. Constable 180 W. Leech will be stationed at Weston in Runcorn Division instead of Runcorn as directed in General Order18/1890. Constable 131 T. Chief Constables Office, Chester 28th January 1890 The transfers of Constables Breeze and Bratt directed in General Order 21.1890 are postponed. Chief Constables Office, Chester 30th January 1890 Pedlars Act 1871 The attention of Superintendents is drawn to paragraph 5 of General Order dated 3rd January 1882 and General Order 135/1883. Pedlars Certificates undoubtedly become a "Pass" for Vagrancy unless very great care is exercised in granting them to persons of good character, which should be ascertained before giving such a Certificate. Chief Constables Office, Chester 4th February 1890 Superintendents Attending Petty Sessions The words "and all important cases" will be added to General Order 107/1886. Chief Constables Office, Chester 5th February 1890 Transfers The transfers of Constables Bratt and Breeze directed in General Order 31/1890 are hereby cancelled. The following transfers will take place from the 11th instant:- Constable 105 P. Booth, Nantwich Division from Crewe to Weston vice Bratt. Constable 106 Harrison from Runcorn Division to Nantwich Division to be stationed at Crewe vice Booth. Constable 68 W. Chief Constables Office, Chester 7th February 1890 The under mentioned Sergeants and Constables are awarded the Merit Badge and Pay of 2d per day from the 11th instant. Sergeant 81 P. Gunn Eddisbury Division, Constable 322 J. Currie Northwich Division and Constable 294 J. Lester Macclesfield Division. Chief Constables Office, Chester 8th February 1890 Backing Warrants All Warrants received for execution in this County from other Forces will in future be backed by a Justice of the Peace for this County before they are executed and the fee of 1/- charged to the police forwarding same in addition to the 2/6d for execution as per General Order 34/1887. Commission on County Treasurers Cheques No charge for above will be allowed after the 1st April next except specially authorized by the Chief Constable in exceptional cases on application from the Superintendent. Chief Constables Office, Chester 11th February 1890 First Aid to the Injured Two hours on the day of attending Lectures will be allowed of the duty of those Constables whose attendance at Lectures on the above subject has been specially sanctioned by the Chief Constable. Sale of Food and Drugs Act 1875 In future when samples submitted by the Police to the County Analyst are not certified by him as being "pure" and any doubts exists as to whether proceedings should be taken in such cases Superintendents will invariably report the circumstances to the Chief Constable and ask for his instructions, forwarding Analysts Certificate. In future all Certificates will be forwarded to this office quarterly with the account. Chief Constables Office, Chester 13th February 1890 Oil and Wick Inspectors and Sergeants in charge of Sections will in future see that their men are supplied with good and proper Colza Oil for their Lamps, not exceeding one pint per month for each Constable, the charge for same being sent to the Superintendent quarterly to be passed through the Contingent Account. The Wick will also be supplied in the same manner proper economy being exercised and your attention is drawn to General Order 103/1888. Chief Constables Office, Chester 14th February 1890 The attention of the force is drawn to General Order 70/1884 and all applications requiring sanction or approval of the Chief Constable should be made out as directed therein. Burglaries by Ladder The attention of Superintendents is again drawn to the above class of Burglary one of which was committed at Brannston Hall, near Leicester, between 10.30pm and 12pm on the 23rd January 1890. Also at Blackwell near Darlington between7.30pm and 9.45pm on the 12th instant. The Chief Constable directs that Superintendents will cause the Constables of their Divisions to work special scales to meet this class of Robberies and report to him by the 20th instant that they have done so. See Memo to Superintendents from this Office dated 2nd October 1889 and General Orders referred to therein. Chief Constables Office, Chester 21st February 1890 First Aid to the Injured The Chief Constable notifies that the cost of the "First Aid" Books and Illustrated Bandages cannot be charged against the County but will be paid for by the members of the various classes as such be kept by them so that Constables may keep themselves acquainted with the knowledge gained. At the termination of the Lectures the actual travelling expenses incurred by the Constables attending same will be sent by Superintendents to the Chief Constable on Special Duty Sheets for his sanction. Special Duty Allowance cannot be granted. Chief Constables Office, Chester 22nd February 1890 Transfers The following recruits will be transferred from Head Quarters to the under mentioned Divisions on the 24th instant:- Recruit Constable 6 A. Chief Constables Office, Chester 25th February 1890 Removal of Single Constables In future the actual necessary expenses will be allowed for above and the words "actual expenses" entered in Column "Rate per Mile" on Form F14. Summonses and Warrants The above for service or execution by other Police Forces will not be forwarded to such Forces by any rank below that of Superintendents (except in cases where it is absolutely necessary to ensure due service before day of hearing) in which case the same must be invariably noted to Superintendents of Divisions. Chief Constables Office, Chester 26th February 1890 Weights and Measures Act 1889 The sanction of the Board of Trade referred to in General Order 182/1889 having now been obtained, Superintendents will now adjust Weights under the above named Act charges for such adjustments being made at the same rate as authorised by the Local Authority in General Order 11th October 1862 (republished below) and credited as before to the Superannuation Fund. Extract from General Order above referred to Tables Of Fees for Adjusting. Iron and Brass Weights For each weight of 56 lbs or 28 lbs 2d. For each weight of 14 lbs or 7 lbs 1 1/2 d For each weight of 4 lbs and under 1d. Wooden Measures For each Bushel or 1/2 Bushel 2d. For each Peck or Under 1 1/2 d For each Yard 1d Liquid Measure For each 5, 4 and 3 Gallons 3d For each 2 and 1 Gallons 2d For all under each 1d For new Weights belonging to Iron mongers and Dealers in Weights half the above scale. If any weight in adjusting requires half a pound or more of lead the lead to be charged at Market Price. Special attention is drawn to the following which must be adhered to in adjusting Weights. All weights submitted for stamping should be clean and smooth without flaws or blisters and without any holes or cavities other than one adjusting hole or plug. Adjusting Hole On which the Inspectors stamps is to be placed. No weights should be stamped on which there is any lead projecting above or beyond the surface of the weight. No unfinished weight should be stamped by manufacturers and scale makers should be cautioned to paint, engrave, or otherwise interfere with weights after they have been stamped or they may be thereby render themselves liable to a penalty. Weights containing more than one adjusting hole, or on which the lead projects above or beyond the surface of the weight , or which contain a loose plug, or loose adjusting material, or which are unfinished are constructed in a manner to facilitate fraud. No Copper plus or rings for stamping should be allowed. No Iron weights under 1/4 1b should be stamped. The weight should be stamped only in one place on its upper or under surface and in Iron weights over the lead adjustment. The Inspector should refuse to stamp any Iron weight unless is has a plug of soft metal upon which to impress the stamp. Brass weights may be adjusted by drilling a small in the weight, and inserting therein a plug of lead or other metal the hole being afterward capped or hammered over the plug. Iron weights cased in brass should be marked "cased". No lead weights although cased in brass or other metal should be stamped. No new weights of earthenware, porcelain or china should be stamped if they are found to absorb more than 1/2 per cent of their weight of water after immersion for ten minutes. Earthenware weights however which are already stamped and in use may continue to be used unless found to be otherwise incorrect. A Return as per enclosed Form will be sent to this office at the end of each quarter with the other weights and measures returns. Telegrams The following will be added to Printed List of Postal Information dated March 1887. Telegraph Office at Little Budworth, Eddisbury Division open from 8am to 8pm weekdays and Sundays 8am to 10am. Chief Constables Office, Chester 28th February 1890 Medical Attendance General Order 41/1887 is hereby cancelled. The following Medical Gentlemen being willing to act as Surgeons in the several Police Divisions in the County. Superintendents will see that they are called upon to act in all cases of injuries to Constables received on duty, attendance upon prisoners in cells, or any other occasion requiring their services of a Doctor in public cases. If at any time any of the Gentlemen named change their residence or wish to discontinue acting for the County, or otherwise become non-effective, Superintendents will at once report same to the Chief Constable and send in the names and address of another Doctor willing to act to succeed him. Budworth Runcorn Carruthers Halton Sutton Chief Constables Office, Chester 28th February 1890 Allowances in Aid of Rent. The Chief Constable having observed that there is some inequality in the amounts allowed to Constables in aid of Ret, has revised the same and directs that the sums entered below will be granted to the Constables named from the 1st January 1890 (except in cases where transfers have taken place and the allowances at the old rate have already been paid. It will be distinctly understood that the amounts now allowed are for the Cottages which the Constable at present occupy and should any change of residence or rent take place a fresh application for aid must forthwith be sent to the Chief Constable or the grant will cease. In some cases the Chief Constable has reason to think that Constables occupy or have been so doing more expensive houses with greater accommodation than required for the convenience of their own family and he directs that Superintendents will personally see that such is not the case. Chief Constables Office, Chester 5th March 1890 Estimates for Pay In reference to GO 182/1889, Paragraph 2, the Estimates for Quarters ending 31st March, 30th June, 29th September and 31st December will be made out for the full amount of pay, boot money and contingencies required for the three months of each quarter, the amount of estimate for the first month of the quarter being deducted from same as shown on enclosed amended Form F/6, thus giving the amount required for the last two months of the quarter. The new Form F/6 will not be require altering for the estimates for the months of January, April, July and October. Chief Constables Office, Chester 7th March 1890 Postal Information Memo to Superintendents dated 6th April 1887 is hereby cancelled. In future a copy of the Printed List dated March 1887, corrected to date will be kept at each police office in the County and will be supplied to those Sergeants and Acting Sergeants in whose Sections there are no police stations or offices. The Chief Constable having observed that in some instances of late General Orders have not been sent from Divisional Headquarters to Sections with sufficient despatch directs that on receipt by Superintendents of such Orders as may be require attention in the performance of any duty whatsoever. Copies of such will be forwarded by them at once to Sections. Equipment. From and after the 1st April, when any member of the force is transferred he will take with him to his new Division the whole of his equipment (except Journal) and he will be held responsible that the same are always kept clean and in good working order, reporting to his Sergeant should any article get damaged or become unserviceable. When Constables quit the force the equipment (except Journal) in their possession will be sent with the Uniform to Headquarters Superintendents being careful to see that the same articles are forwarded as actually were in charge of the Constable leaving. Recruits when transferring from Headquarters will be supplied with their full complement of equipment and Superintendents must inspect same on joining their Division. If any deficiency or defect is discovered they will report the matter to the Chief Constable returning the article reported on. From the 1st April 1890 all charges for Magistrates Rooms not on police premises will be paid from County Rate and Superintendents will forward same to the Chief Constable when received for transmission to the County Treasurer. 2. All expenses incurred for alteration, fittings and repairs for Court and Magistrates Rooms on police premises will be estimated for in the usual manner and sent to the Chief Constable for sanction an account of all such expenses with estimates will be forwarded to the Chief Constable with quarterly accounts for settlement by the County Treasurer with the Tradesman who has executed the work. 3. All charges arising from the daily work at Court Rooms such as stationary, cleaning, lighting, heating and such like expenses to be paid by Superintendents on sanction of the Chief Constable and charged through Police Accounts as ordinary police expenditure with which it will be identified and charged in Column 5,12,14 and 15 Form F/4 Contingent Account. Column 16 of this Form will be ruled through being no longer necessary. Payment of Fees for Service of Summonses etc. by other Forces In future all charges for service of Summonses, Execution of Warrants etc. paid to other forces by the police of this County will be charged under the heading "Miscellaneous" in Form F/4 Contingent Account. Superintendents and Inspectors Dress As General Order 159/1889 does not appear to have been thoroughly understood by Superintendents and Inspectors, the Chief Constable directs that Caps and Frock Coats will be worn by them when performing all ordinary duties, attendance at Assizes and Sessions included. Helmets and Tunics to be worn on all full dress parades. Should any doubt still exist in this matter application for instructions to be made to the Chief Constable? Estimates for Stationary The attention of Superintendents is drawn to General Order 50/1890 in future only one quarterly Estimate will be forwarded for sanction of Chief Constable which should include all necessary stationary required for Magistrates Rooms and Police Stations as the cost of same will in future be a charge on the police rate. Pay for Year Ending 31st March 1891 The above will be issued as per dates given in General Order 28/1889. Pay Sheets In making out the above one blank line will be left between each Constables pay so that the signature and receipt stamps may be more clearly defined and if necessary two or more Pay Sheets will be used for the purpose and the total of one carried forward to the other and the whole totalled upon the last sheet. The heading Signature in the Pay Sheet will be altered as follows. "We acknowledge to have received the sums set opposite our respective names". 10th and 17th Clause The new Form for the above sent this day will be used for the present month and all future accounts. Chief Constables Office, Chester 23rd April 1890 Fee Books Under the new arrangements with respect to payment of Fee's etc. Fee Books will not be required their use therefore will be discontinued. Constable attending Petty Sessions As the police do not now receive Fee's etc. from the Justices Clerks, the particular attention of all ranks is drawn to Paragraph 3 of General Orders dated 7th December 1881 and it will be distinctly understood that Constables must at once return to their Districts as soon as their duties at Court are finished. Parades at Divisional Headquarters The Chief Constable has reason to believe that in some Divisions Constables are withdrawn from their beats for an unnecessary length of time for attendance at Divisional Headquarters for monthly parades. The presence of Constables half an hour before parade if pay is to be issued is ample , journals etc. should be examined immediately after parade and Sections dismissed to Stations as finished with due attention being paid to trains of departure to enable Constables to get back to their Stations with as little delay as possible. Chief Constables Office, Chester 28thApril 1890 Special Duty The attention of the Constabulary is drawn to SGO 78/1887 relative to Sergeants or other in charge of Constables on Special Duty and the Chief Constable directs that it will invariably be stated in such reports at what hour the Constables so engaged were dismissed to their stations. Clothing The Chief Constable directs that Inspectors and Sergeants when parading Constables on duty will invariably inspect their uniform and appointments to see that the same are clean and in good condition reporting to their Superintendents any clothing etc. which is not so. Repairs to Police Stations The attention of Superintendents is drawn to General Order 38/1887 the Orders referred to therein relative to their at once reporting to the Chief Constable the satisfactory completion or otherwise of repairs to police stations authorized by him to be executed and in future they will see that the bills for carrying out such repairs are paid and charged not later than within the quarter in which the work has been completed. Monthly Leave of Absence Superintendents will note on the Duty Scales of Constables working Rural Beats the date on which they are to take their monthly leave of absence as well as the fortnightly night off which dates must be adhered to. Helmets and Capes When forwarding clothing etc. Helmets and Caps must not be put inside each other as such causes grease marks on the inner cap or helmet which cannot be easily removed. Two Constables from Hyde Division and three from Wirral Division will be stationed at Headquarters for duty to protect property and the outskirts of the City and must parade at the Chief Constables Office at 4.30pm on the 5th proximo. Fee Books Referring to General Order 93/1890 Superintendents will collect the above from their Constables and keep the same at the Divisional Headquarters for future reference. Chief Constables Office, Chester 30th April 1890 Occurrence Book The Chief Constable having noticed that a difference exists in Divisions in the way of keeping the above book and directs that in future Superintendents will see that all reports are entered therein as the same should contain a record of all occurrences reported to the police. Chief Constables Inspection Standing General Order Books and Cattle Disease Order Books must invariably be produced at the Chief Constables inspection. Chief Constables Office, Chester 2nd May 1890 Candidates As the approval of the Home Secretary will probably soon be obtained for the argumentation of the force as recommended by the Chief Constable to the Standing Joint Committee, all ranks will be on the lookout for strong, intelligent young countrymen of good character, as candidates and such that are likely to make good Constables, Superintendents will have carefully measured and if up to standard forward their names and addresses with application to the Chief Constable. Cases Against Publicans. In future Superintendents will report to the Chief Constable the result of all prosecutions against Publicans and Beer sellers. In those which are dismissed they forward for his information a short statement of the facts of each case together with their opinion as to the cause of dismissal, showing whether "for want of evidence" "confliction of evidence" "overwhelming evidence for the defence" etc. and state briefly nature of defence set up. Weekly State and Sick Report Divisional Form D30 In filling up the above when a Constable has performed a portion of a day's duty before reporting himself sick he will be shown on the above form as unfit for duty from the following day, from which day calculation for stoppages of pay on account of sickness will be made. The clothing to be kept in some place well aired where it cannot be damaged. The Helmets and Leggings for Constables who have been transferred since the measures were taken will be carefully packed to prevent damage and sent to Superintendents of the Division in which they are now stationed. Should any days during present month be already fixed for stamping and the Notices announcing same will at once be withdrawn and Constables instructed to inform Shopkeepers and others of the alterations? Superintendents will attend at Chester Castle on Thursday next at the following hours and bring with them the Standards, Weights and Measures, Stamps etc. now in their possession, the property of the County for the purpose of handing same over to the proper persons. Altrincham Number 23, Sale 23A. Chief Constables Office, Chester 31st October 1890 Rent Allowance 1. All existing General Orders relating to this subject are hereby cancelled. 2. On the application of the Chief Constable the Standing Joint Committee have sanctioned the payment, at his discretion, out of the Police Rate, of all rent paid by Sergeants and Constables above 2/6d per week, such allowance not to exceed in any case 4/- per week. 3. Superintendents will personally see that no Sergeant of Constables occupies a larger or more commodious house than is absolutely necessary for the ordinary comfort of him and his family. 4. It must be distinctly understood that the Allowances are granted in respect to the houses occupied at the date such Allowances are sanctioned and no change of residence must take place unless the Chief Constable approval has first been obtained. 5. Whenever a Constable removes from one house to another a fresh application for aid for rent must be sent to Headquarters on Form F/2. 6. Before signing form F/2 application for aid in payment of rent, Superintendents will in each case personally enquire and satisfy them that no suitable house can be procured at less rent. 7. The allowance will be paid quarterly as before but Superintendents will before paying same, examine each Constables rent book to see that there are no arrears and that the rent is paid up to for which allowance is claimed. 8. No members of the force must take lodgers except with the special sanction of the Chief Constable. 9. The Form MR/1 and Vouchers after being examined at Headquarters will be sent to the County Accountant, whom in due course, forward the total amount entered on the Form direct to Superintendents. No charges for Magistrates Rooms will in future be passed through Police Accounts. Cleaning The allowance for cleaning Magistrates Rooms granted in General Order 90/1885 will remain the same. Heating The allowance of Coal granted in General Order 79/1885 remain the same and will be charged for as directed therein i.e. one third to Magistrates Rooms and two thirds to Police Stations, separate bills being obtained to attach to each account. An estimate for Coke on Form F/5 will be sent in quarterly marked in red ink "Magistrates Rooms" and a separate one for Police Stations being so marked. Lighting All bills for Gas consumed at Police Stations will be charged in Contingent Account, one third being deducted for "private use" as before. If a separate Gas metre is in use for Magistrates Rooms changes for same, if any, will be entered on Form MR/1 rendered quarterly. Stationary Superintendents will see that the Magistrates attending Petty Sessions or Courts in their respective Divisions, are so supplied with pens, ink required by them when conducting Magisterial business. As the articles will be provided solely for the Justices, Superintendents will held responsible that they are not otherwise used and see that they are at the close of the sitting at once collected. A requisition will be sent quarterly (with the usual requisition for stationary) on Form F/15 headed "Magistrates Rooms Stationary" for each Division, subsequent ones showing in red ink on the left hand margin, the date and total cost of last supply. Justices Clerks will be supplied with ink but no other article. The above does not refer to Accounts for Rents or Chief Rent for Magistrates Rooms which will be sent to the Chief Constable as before. A supply of Form MR/1 will be sent as soon as printed. Chief Constables Office, Chester 8th November 1890 Referring to Memorandum to Superintendents of the 27th October 1890 re Constables learning Fireman's Duties, the Chief Constable desire it to be understood that he only wishes Constables to learn such duties as placing "fire escapes" where such may exist, so that in the very earliest stage of a conflagration Constables may be able to give such assistance as may render safe the escape of inmates of burning premises. After the arrival of the fire engine it is the duty of the Police to keep back the crowd by forming a Cordon within which the firemen can work and also to protect property that may be removed from the threatened persons to within the Cordon and by so doing to prevent persons running into danger from falling walls and roofs etc. The under mentioned having this date been sworn in before two Justices of the Peace are appointed Constables George Smith, Frederick Waite and George Dickenson. The Chief Constable expects that all Sergeants and those above that rank will make themselves sufficiently acquainted with the contents of the drill book to enable them to drill a Section of men or move them into any desired position. 1st The following Resolution passed by the Standing Joint Committee is published for the information of all concerned and will be duly acted upon. Resolved. "That an uniform scale of allowances be fixed for the Special Duty and Mileage and Travelling Expenses of the police when engaged in the execution of their duty and that the following scale be adopted which shall be applicable throughout the whole County, but in no cases shall such allowances to the officers of the force form part of the costs payable by defendants in any proceedings before Courts of Summary Jurisdiction but be chargeable to and provided for as part of general expenditure of the maintenance of the force. Special attention is drawn to the latter parts of this Resolution directing that police expenses and allowances do not form part of costs charged against defendants such allowances will be paid by Superintendents to Constables irrespective of convictions or not. 2nd The following scale of Special Duty attendance at Court, travelling expenses having been approved by the Standing Joint Committee on the recommendation of the Chief Constable the same will be brought into operation from this date. Police Act The Chief Constable has pleasure in notifying the Joint Standing Committee at a meeting held on the 15th instant, decided to recommend to the Home Secretary for adoption, the Maximum Pension Scale, under the above Act, fixed no limit as to age, allowed service prior to 21 years of age to reckon as "Approved Service" and decided that no deductions from service for Sickness, Misconduct should be made. Forms will shortly be forwarded upon which all members of the force will have to signify whether to accept, or otherwise, the new scale and in the meantime, the Chief Constable consider that all ranks should think the matter over; so that they will have made up their minds on the subject by the time the forms reach them. Police Costs The following Questions have been asked by one of the Clerks to the Justices in the County and the answers written opposite the same having been given by the Clerk of the Peace, with the concurrence of the Chief Constable are forwarded herewith for the information and guidance of Superintendents who will act in accordance therewith. Question 1. Am I right in saying that from the 1st November 1890, the sum of 1/- is to be charged for service of Summonses in all cases. Answer Yes. Question 2. Is any charge to be made against a defendant for the service of a Summons in a foreign district when (a) A Constable is sent to serve a Summons's? (b) When the Summons is sent by post and the service proved by affidavit. Answer A Complainant or Defendant must pay the police expenses in connection with the service of Summonses in districts outside the County, but in Police or Petty Session Divisions within the County. Affidavit fee only in addition to service in districts within the County and Affidavit fee and expenses of foreign police outside County. Question 3. The usual charge for execution of a Warrant is 2/6d. Is this sum under any, and if so, what circumstances to be increased against defendants. Answer Usual fee only to be charged when executing by police of this County and within the County. If executed outside the County by Cheshire Police the expenses incurred in connection therewith if executed by foreign police actual amount charged by them. Question 4. On a Complainant applying for Summonses to issue against persons in a foreign district what should the Clerk to the Justices charge with respect to police costs this has special reference to Local Boards and other public bodies who frequently apply for large numbers of Summonses against defendants in foreign districts. Answer Usual fee of 1/- if for service within this County to affidavit fee if necessary. If for service outside the County the cost of the affidavit fee and other costs (if any) of foreign police. Chief Constables Office, Chester 30th December 1890 The Chief Constable directs that Superintendents will cause a List of all houses which are temporarily left unoccupied in their Divisions and of which notice has been given to the police, to be kept in the police station of the Section where such houses are situated. Inspectors and Sergeants will on parading Constables for duty inform them of such houses being unoccupied and direct they visit and examine them frequently by night and day, until the occupants return when he will report same to his Inspector or Sergeant. 402 403 404
