Sergeant Peter Turner Altrincham Division with a pension of £50 per annum. Constable A3 J. Hope Wirral Division is deprived of his Merit Badge and pay for absence from duty at 5pm on the 25th December 1888 and being under the influence of drink at 7.25pm same date. Constable 99 J. Johnston Macclesfield Division is fined 10/- and reduced to 26/10d per week for being drunk on duty at 1am 24th December 1888, and neglect of duty on the same date. Copies of Routes "Memo to Superintendents" dated 8th April 1885 is hereby cancelled. In future copies of all Routes in duplicate containing information of Robberies will be addressed to The Chief Constable, County Constabulary Office, Chester, marked on the left hand corner "DD" and Form ""DD6 to this office as before. Davenport from Head Quarters to Wirral Division to be stationed at Egremont vice Griffiths. New Railway Warrants The following will be observed in reference to the above, 1. One of the small books will always be in the possession of each Constable and be kept in their pocket book into which it is made to fit. 2. The first part of the book will be returned to Superintendents as Vouchers for any charge made for Railway Fares and will be kept in the Superintendent's Office for reference. 3. The small books will not be taken into use until the old book of forms is used. Office Clerks Sergeants and Constables in Divisions acting as Divisional Office Clerks will in future keep a Journal to enter their hours of duty. Chief Constables Office, Chester 16th January 1889 Election of County Councillors 29th January 1889 1. Superintendents will detail the strength of police in each Electoral District as shown in the List of Places (to follow) in their respective Divisions, where Polling Places are fixed. 2. Superintendents will direct Constables to quietly inform all householders that the police will be absent during the Polling Day and ask them not to leave their premises unprotected. 3. Superintendents will see that proper arrangements are made for the Constables being supplied with proper meals and lodgings if required to remain all night. 4. Lists of Constables detailed for duty by Superintendents will be sent to the Chief Constable before the day of the Election. 5. The Senior Officer in charge of Polling places will telegraph at once in case of disturbance to the Superintendents of the Division, who will forthwith visit threatened place and if necessary repeat same to the Chief Constable at Chester. 6. Constables detailed for duty at Polling Places will not enter the Booths but confine themselves to the duty of preserving order outside same and carrying out any lawful orders required by the Deputy Returning Officer or Presiding Officer at such Polling Places. 7. Superintendents will see that a Sergeant and a Constable attends at the Polling Place of Nomination (not in Boroughs having their own police) or a larger number if required. 8. Superintendents will detail a Sergeant and 1 Constable to attend the place where the votes are counted and declaration of the Poll takes place in their Divisions. Constables for duty at Polling Stations will be there not later than 7.30am. Superintendents will detail those Constables not employed at Polling Places to work adjoining beats and thus cover the County as far as possible. Attention is drawn to General Order 145/1888 re Constables not taking part in Elections. The Chief Constable has every confidence that the Constabulary will in this the first Election of County Councillors maintain by their conduct and attention to the duties devolving upon them, the character of the force. Chief Constables Office, Chester 21st January 1889 The following transfers will take place from the 29th instant:- Constable 132 G. Carrington from Wirral Division to Runcorn Division to be stationed at Runcorn to work in the office to learn Clerks duties. Constable A3 J. Hope from Bidston to Lower Bebington vice Carrington and will exchange number with Constable 52 G. Farnworth from Parkgate to Bidston as additional Constable. Constable 122 A. Bourne from Runcorn to Wirral Division to stationed at Parkgate vice Farnworth. County Council Election Superintendents directed to send Constables to Polling Booths (see lists for details) County Council Election 1. Superintendents will report by return of post in which Electoral Districts in their Division no contest will take place. 2. Superintendents will make arrangements for Constables on duty at Polling Booths to make the Declaration of Secrecy in the same way as in Parliamentary Elections. 3. Cards of "Instructions for Constables" at each Polling Place are herewith forwarded to be collected and returned to Head Quarters after the Election. 4. Superintendents and those in charge of Police Stations will give facilities for taking charge of Ballot Boxes if requested as at Parliamentary Elections. 5. Those not detailed for duty at Polling Places will hold themselves in readiness at their stations from 3pm to 8pm on the day of Election to move by the quickest way to any directed point. Clause 10 in General Order 10/1889 is cancelled. Chief Constables Office, Chester 25th January 1889 County Council Election The details of Police to attend Polling Places given in General Order 12/1889 will not be sent to those places named, in Electoral Districts in which there are no contest. Constable 101 Thomas Roscoe Hyde Division is transferred to Altrincham Division to be stationed at Sale from the 26th instant (to be paid in Hyde Division to the 29th inclusive). Chief Constables Office, Chester 29th January 1889 County Council Election The Ordinary Special Duty and Travelling Expenses may be charged in the Contingent Account for Constables on duty at Polling Places during the above Election. The following transfers will take place on the 5th February 1889:- Recruit Constable 285 T. Smith from Head Quarters to Broxton Division to be stationed at Hoole vice Myatt transferred to Head Quarters. Recruit Constable 216 W. Hird from Head Quarters to Nantwich Division to be stationed at Crewe vice Hough transferred to Upton. Recruit Constable 83 E. Bebbington from Head Quarters to Hyde Division to be stationed at Dukinfield vice Moors transferred to Mottram. Chief Constables Office, Chester 30th January 1889 Cheshire County Council Superintendents will send by return of post the full name Christian and Surname) address and occupation of all persons elected as County Councillors including the Boroughs of Congleton, Crewe Hyde, Macclesfield and Stalybridge. The same information will be sent in reference to County Aldermen when appointed. Chief Constables Office, Chester 5th February 1889 Cheshire County Council Election The instructions issued in reference to above held on the 29th ultimo will apply to the forthcoming Elections of Councillors on the 22nd instant in the Altrincham and Dukinfield Electoral Divisions to replace those appointed Aldermen. Chief Constables Office, Chester 9th February 1889 Police Answering Enquiries from Trade Societies And other persons, otherwise than on Police Business As the answering of questions not connected with police business is prohibited by the Secretary of State, the Chief Constable directs that no replies will be sent to such enquiries by any member of the Cheshire Constabulary unless it is clearly shown that something fraudulent or criminal is suspected, otherwise they lay themselves open to actions on account of information so furnished. Superintendents will report if they have Form M/11 'Private Enquiry Circular' in their respective Divisions. Chief Constables Office, Chester 18th February 1889 Constable 28 Thomas Smith and Constable 298 William Potts Hyde Division will exchange stations forthwith the former at his own expense. Chief Constables Office, Chester 20th February 1889 Recruit Constable 285 S. Smith will be transferred from Broxton Division to Eddisbury Division on the 23rd instant to be stationed at Over vice Robbett resigned. Chief Constables Office, Chester 21st February 1889 The Chief Constable begs to notify to the Constabulary his high appreciation of the manner in which they have so generously subscribed to the fund for the widow and children of the late PC John Graham who was so cowardly murdered at Wickenton on the 25th of January 1889 whilst in the execution of his duty. A cheques for £19.10s.0d the amount subscribed has been forwarded to the Chief Constable of Gateshead. Chief Constables Office, Chester 28th February 1889 The following transfers will take place on the 5th March 1889:- Recruit Constable 193 James Hastilow from Head Quarters to Altrincham Division to be stationed at Sale vice Hughes ordered to resign. Recruit Constable 297 Dennis Bateman from Head Quarters to Runcorn Division to be stationed at Runcorn vice Harrop ordered to resign. Chief Constables Office, Chester 2nd March 1889 Stray Dogs Superintendents will see that the provisions of the "Dogs Act 1871" relating to the above are strictly carried out, as there is a reason to believe that throughout the County generally (Altrincham Division excepted) little notice has been taken of this matter since the 8th September 1888, the date on which the restrictions under the Rabies Order lapsed. Such Dogs are generally the cause of introduction or outbreak of Rabies, and the Chief Constable considers that in the public interest and as a preventative measure these animals should be looked up and dealt with in accordance with the Clause 1 of the Act above mentioned. Dog Licenses Superintendents will direct all the Constables in their Division to at once look up Dog Licences, those persons keeping Dogs who have not yet got Licenses will be proceeded against in the usual way. Special Attention is drawn to those working on the Manchester Ship Canal. Conveyance of Prisoners to Jail Cases have occurred in which Magistrates Clerks have omitted to include the Special Duty of Constables and Maintenance of Prisoners on the Commitment, Superintendents will explain to them that as the Prison Commissioners refund such charges that the Special Duty of Constables when absent conveying Prisoners during a meal hour and the subsistence of the Prisoners after Commitment should be entered, otherwise the County suffers loss. Chief Constables Office, Chester 4th March 1889 The transfer of Recruit Bateman directed in General Order of the 28th February 1889 is hereby cancelled. New Clothing, Helmets and Caps Superintendents will at once on receipt of any of the above from the Contractors examine Invoice with articles sent and forward same to this office noting thereon whether correct or otherwise. Chief Constables Office, Chester 9th March 1889 As the Finances of the County will from and after the 1st April 1889 come under the control of the County Council all accounts connected with the police and following Acts of Parliament will be made up to the 31st March next, viz. Police Accounts, Weights and Measures, Chimney Sweepers, Explosives, Pedlars, Adulteration and Cattle Diseases. Superintendents will be most careful in seeing that all payments due up to that date, and receipts for same, including sums due for services of Constables and for additional Constables, with proper receipted vouchers accompanying all the said Accounts and that they reach this office not later than the 5th of April next. No Bills must be left outstanding, so that Superintendents must apply to Tradesmen and others for their accounts, as they cannot be charged in subsequent accounts. The Pay Lists from the 20th March will be made out to the 31st inclusive, instead of from the 20th to the 25th as directed in General Order 4/1889 afterwards as follows:- Continued.......... Should any additional money be required for the extra days between the 26th and 31st March next a supplementary Estimate must be sent to this Office not later than the 21st instant, Superintendents being most careful in estimating their Receipts and Expenses for the current Quarter so that only the amount actually required is estimated for. The transfers of Superintendents only directed in General Order 26/1889 are postponed until the 31st instant. Chief Constables Office, Chester 11th March 1889 It having come to the knowledge of the Chief Constable that certain members of the Force, are in the habit of frequenting Political Clubs, the attention of all members of the Constabulary is drawn to Paragraph (I) Page Xl of the Instruction Book "Conditions of Service" and Superintendents will report to the Chief Constable any member of their Divisions who may be found so doing. Chief Constables Office, Chester 19th March 1889 It is with the deepest regret that the Chief Constable has to inform the Constabulary of the death of Chief Superintendent and Chief Clerk Mr. George Edward Oldmeadow, which occurred on the 18th instant, after a short illness. In issuing the notification the Chief Constable takes this opportunity of expressing the very high admiration he held, and esteem he felt for the deceased officer who for so many years, and indeed from the raising of the Force in 1857, has laboured so assiduously, with a kindly and courteous feeling, for the welfare of the members of the Cheshire Constabulary, and in the true interests of the County generally. The funeral will take place at Chester at 11am on Thursday the 21st instant those members of the force who wish to attend will assemble at the Chief Constables Office not later than 10am uniform to be worn. Superintendents and Inspectors in Frock Coats and Caps, Sergeants and Constables Tunics and Helmets. All ranks to wear white gloves, Capes will be brought to be worn if wet. Care should be taken that the Districts of Constables attending the funeral are not left unattended. Chief Constables Office, Chester 20th March 1889 Pay and Contingencies for March As all Superintendents and Inspectors except Superintendent Leighton, Plant and Hollingworth and Inspector Britton have been paid up and received allowances to the end of each month and not the end of each Quarter no additional charges can be made in the Accounts for the 6 days from the 26th to 31st instant, except for the Superintendents and Inspector named above who will be allowed 6 day's pay and allowances for present month for the above period. Allowance in aid of Rent will be allowed for 14 weeks. Only the usual Monthly Allowances will be charged for cleaning stations. No extra charge for Rent for occupation of Police Stations from the 26th to 31st March will be made. Weights and Measures Account an additional 6 days allowance will be charged as follows:- £35 per annum 11/6d extra, £30 per annum 9/10d extra, £28 per annum 9/3d extra, £24 per annum 8/- extra, £20 per annum 6/7d extra, £15 per annum 5/- extra. Assistant Inspectors 6 days at 3/6d per week. The usual Estimates for Pay for the Quarter ending 30th June 1889 will be sent to this office not later than the 24th instant. Chief Constables Office, Chester 22nd March 1889 The Chief Constable has much pleasure in notifying the Constabulary at the desire of the relatives of the late Chief Superintendent and Chief Clerk Mr. G. E. Oldmeadow the high appreciation of the kind sympathy shown to them in their hour of sorrow by members of the force generally. Damage to Telephonic Insulators and Wires Complaint having been made by "The Lancashire and Cheshire Telephone Exchange Company Limited" of damage done to the above by stone throwing at various points on the Manchester Ship Canal Works, the Chief Constable directs immediate attention be given by the police in the vicinity of the Canal to stop damage complained of. Names and Addresses of persons found damaging the above to be sent to the Chief Constable, who will forward same to the Company. Chief Constables Office, Chester 23rd March 1889 Constable 69 J. Chief Constables Office, Chester 2nd May 1889 Stray Dogs In reference to Cattle Diseases General Order of the 18th June 1888, the charge for keeping above will only be entered in the Cattle Diseases Accounts during the existence of an Order of the Local Authority under the Rabies Order 1887, in the absence of such Order the Cost of keep of all dogs seized under the Dogs Act 1871 will be entered in the Police Accounts. Should any dog be seized under authority of the Order of the Local Authority re suspected Rabies dated 8th September, the Cost of Poison for destroying some will be charged in the Cattle accounts. Chief Constables Office, Chester 10th May 1889 Sergeants Altering Constables Duty After Duty Scales are made out by the Superintendents it will distinctly understood that Sergeants have no right to alter same, except under the regulations of the Force or when absolutely necessary in which case the Superintendent should be immediately informed of particulars of same. Chief Constables Office, Chester 18th May 1889 The New Form S/5 sent this day will be made out by Sections and the total Strength, Acreage, Population increase and decrease of House, Licensed Houses of Sections will be entered in Red Ink under each Section in proper Columns for the purpose and the grand Totals for Divisions at the bottom of the Return in the same Columns also in Red Ink. All Constables, Public Houses will be entered on the same line as the Township in which they are situated. In filling up Column "Station" the name of the Places will be given and if a Police Station thus "Altrincham P.S. 6 Cells" or if a Strong Room attached "Tarvin S.R. 1 Cell" or if a Cottage taken by the County thus "C.C." or if a Cottage taken by the Constable "P.C". Chief Constables Office, Chester 11thJune 1889 County Council Resolution The following Resolution passed by the County Council at a meeting held on the second day of May 1889 is forwarded for the information and guidance of Superintendents:- Ordered on recommendation of the Finance Committee that all monies received by the police on account of the County Fund for General County Purposes under The Contagious Diseases (Animals) Act, The Weights and Measures Act, The Adulteration of Food and Drugs Acts and Any Other Acts shall be paid according to the provisions of Section 80 of The Local Government Act 1888 to the County Treasurer and that all Bills for expenses incurred by the police under the direction of the Chief Constable in the performance of duties under any of the above Acts or in connection with any other matters whatever chargeable on the County Rate as General County purposes shall be paid by the County Treasurer as directed by the said Section 80 of the Local Government Act of 1888 after having been duly examined and Certified by the County Auditor. Superintendents will comply with the requirements of the above Order on Forms which will be sent from this Office commencing with the Quarter ending 30th instant. All monies received will be accounted for on the Forms which will be provided for the purpose and will be sent by Superintendents direct to the County Treasurer, duplicate copies of the Forms being sent to this Office. A copy of the Act is herewith forwarded which will be kept in the "Guard Book" as directed in General Order 25/1888. Crowder Chief Constables Office, Chester 14th August 1889 The Chief Constable has observed that latterly there has been a considerable increase in petty Larcenies throughout the County generally he therefore calls on all ranks to use their best endeavours to prevent and detect such offences by being thoroughly alert on patrol duty, watching for and looking up all suspicious characters who reside or pass through their districts. It is quite probable that a considerable number if travelling thieves and pickpockets may be working their way to and from Wrexham on account of the visit of Her Majesty to that Town and neighbourhood during the coming week. On Convicts or Supervisees reporting themselves Superintendents will note any changes in their appearance such as growth of beard, complexion etc. but will not strip them to examine marks etc. An accurate description od same will be sent to this office on Form DD/44 on such persons first reporting themselves at Divisional Head Quarters (Form DD/4 to be circulated) and any change in appearance reported to Head Quarters from time to time. Chief Constables Office, Chester 4th November 1889 St Johns Ambulance Association Referring to General Order 86/1889 the Chief Constable considers that as any knowledge gained by the police as to how to render firs aid to the injured may be such great benefit to members of the community generally, in cases of accident he desires that Superintendent's will make enquiries in their respective Divisions where Constables can attend lectures of the above association(which usually takes place during the Winter months) they will make such arrangements as will enable Constables to be present reporting to this office on the 18th instant what has been done. There are 51 members of the Constabulary now holding Certificates, 28 of whom are in the Wirral Division, many of them having attended lectures at Chester, which shows that by a will and determination this important and useful knowledge may be obtained. Charges for Gas In future the date of last supply of Gas will not be entered in the Contingent Sheet and the words "and date of last supply" will be ruled through. Chief Constables Office, Chester 29th November 1889 Police Ambulances The following instructions will be observed with reference to the above:- In cases of accident or persons found insensible the Constable first called to such persons should not go away to seek assistance, if any people are about but will send one of the bye stander's to take word to the nearest station or at night sound his whistle for the purposes of attracting the nearest Constable on duty. The Constable in charge of stations will on receiving intimation of the above being wanted at once turn out with it to the place required if another Constable cannot be readily be found. The ambulance is intended chiefly for cases of accident for conveyance of persons who may be insensible either through drink or any other cause. It is also well adapted for conveying drunk and violent persons to the lockup and has attachments for strapping down such persons in the proper use of which Constable should be made acquainted and when such persons are once securely strapped, one Constable can easily wheel the ambulance away bearing the prisoner. Should the ambulance become damaged it will at once be reported to Head Quarters if possible forwarding estimate for repairs of same. The officers in charge of the stations where these ambulances are kept will be held responsible that they are kept clean and ready for use at any time. Superintendents will report on the condition of the ambulances monthly on Form D23. The ambulance will be entered on the Inventory Board of County Property kept in the General Office. The ambulance must be kept under cover and dry. This Order will be carefully read and explained by Superintendents to the Constables of their Division. Chief Constables Office, Chester 30th November 1889 Lunacy Acts Amendment Act The attention of the Constabulary is drawn to Section 13 of which the following is an extract of the above Act which comes into operation on the 1st May 1890. "Every Constable, Relieving Officer and Overseer of a Parish who has knowledge that any person within the District or Parish of the Constable, Relieving Officer and Overseer who is not a pauper and not wandering at large is deemed to be a Lunatic and is not under the proper care and control or is cruelly treated or neglected by any relative or other person having the care or charge of him, shall within three days after obtaining such knowledge give information thereof upon oath to a Justice specially appointed under this Act". Superintendent's will direct all Constables that upon receiving information or having knowledge as mentioned above they will at once report the whole circumstances to their Superintendent for investigation and with a view to information being given within the three days to the Justices specially appointed as required by the Act. The names of the Justices specially appointed are given in the Posters sent to Divisions this day, a copy of which will be put on the Notice Board at each Police Station in the County and the Surplus copies after so doing will be kept by them those in charge of stations to replace same when necessary and to supply to persons applying for same. Cost of Transfer of Recruits Recruits whether married or single transferred from Head Quarters to Divisions will only be paid their actual Railway and other Fares from Chester to their respective Divisions all being treated as single Constables. See general Order 16th June 1879. Chief Constables Office, Chester 3rd December 1889 Recruit Constable 266 F.W. Adams will be transferred on the 9th instant from Head Quarters to Wirral Division to be stationed at Seacombe, vice Griffiths. Candidates As there will shortly be vacancies in the force Superintendents will send to the Chief Constable the names of any Candidates in their Division whom they can recommend as being likely to make good Constables. Chief Constables Office, Chester 10th December 1889 Convicts and Supervisees Forms DD4A and DD4B Superintendents will send to this office on or before the 17th instant the information required on the above Forms of all Convicts and Supervisees who were in their Divisions on the 29th September 1889. Also all those who have come into and left the Divisions since that date. And they will in future send to this office one of the above Forms on the arrival and departure of each Convict in or from their Divisions. Return rendered quarterly on Form DD4 will hereafter be discontinued. Chief Constables Office, Chester 16th December 1889 Deductions for Sickness The Chief Constable having made enquiries with reference to the above and given the matter his most careful consideration directs that all Orders referring to the above subject are hereby cancelled and the following to hold good for the future. During sickness caused otherwise than by injuries on duty the following scale of deductions will be made. First 7 days Nil, Subsequent 14 days 8d per day, and then 1/- per day. When sickness is caused by injuries received on duty no deduction will be made, but a special report of such injuries must be sent to the Chief Constable in accordance with General Orders 156/1884 and 37/1886. Constables upon becoming unfit for duty will at once report same to the Sergeant of the Section for transmission to their Superintendent. A Doctors Certificate must accompany the Weekly State in all cases where Constables are off duty, sick beyond three days. In future it will be unnecessary for Superintendents to ask the questions as to deductions on the Weekly State or to enter thereon the information re Clubs. Stealing Poultry, Evergreens Etc. Superintendents will see that the extra precautions taken at this period of the year relating to the above are carried out. Fines on Constables As there appears to be some doubt as to how small fines inflicted by the Chief Constable upon Constables for slight breaches of discipline such as parading with dirty uniform, unshaven on duty etc. should be credited. He directs that in future such sums be entered in Column "Misconduct" in Pay Sheet, and carried forward in Quarterly Abstracts to Superannuation Fund. Such punishments do not carry with them the stoppage of the Constables leave of absence unless the Chief Constable so directs. Police Ambulances The Chief Constable directs that the Superintendents of those Divisions, to which the above have been supplied will state in their Monthly Confidential Reports, whether the same have been used during the month especially mentioning any case of the removal of dead bodies, or of injured persons, in which the Ambulances have been of service. Lowndes from Nantwich Division to Wirral Division to be stationed at Birkenhead to act as Assistant Inspector of Weights and Measures, vice Tudor resigned. Chief Constables Office, Chester 19th December 1889 Conveyance of Prisoners by Road Applications having recently been received by the Chief Constable for expenses incurred by Constables in removing prisoners on Apprehension in Conveyances to the lockup, he directs that in future Superintendents will see that such are not engaged except in cases where it is absolutely necessary. The Right Honourable The Secretary of State for the Home Department having approved of an increase of one Sergeant to the Wirral Division, the following will be the established strength of that Division from the 14th December 1889 (exclusive of additional Constables). Chief Constables Office, Chester 20th December 1889 Transfers The following transfer will take place from the 22nd instant:- Constable 132 G. Carrington from Runcorn Division to Nantwich Division to be stationed at Nantwich vice Lowndes transferred and he is appointed Assistant Inspector of Weights and Measures for that Division from the 16th instant inclusive. Recruit Constable 258 I. Worth will remove on the 23rd instant from Head Quarters to Runcorn Division to be stationed there vice Carrington transferred. Chief Constables Office, Chester 21st December 1889 Accounts Deductions From Pay 1. After 31st March next all sums received by Superintendents for Credit to Superannuation Fund such as deductions from Pay, 2 1/2 % Sickness, etc. and for Rent of Stations, Absence of Constables etc. for Credit of Police Rate will be paid over to the Chief Constable for transmission to the County Treasurer or other person appointed to receive them. Forms to accompany such payments will be in due course supplied from Head Quarters. Estimates of Pay 2. After the 31st March 1890, estimates will be made out separately for the periods respectively mentioned below and rendered to Head Quarters on the dates set opposite to such periods. Period Date 1. January 8th October This arrangement has become necessary as the Quarterly Estimates and Account on such will not run concurrently. In making out the Estimates for the last two months of each Quarter, Superintendents should know to within a small amount what money will be required for their Division for those two months as they will be aware what balance was for or against them on the past Quarters Accounts and also the amount they have asked for in the Estimate for the first month of the same Quarter. Such being the case General Order 142/1884 will, after the 31st March be considered as cancelled and a balance of £10 only will be allowed on Quarterly Accounts, Estimates will be made out for Pay, Boot Money and Contingencies only as all monies received by Superintendents for the Superannuation Fund, Police Rate and will be paid according to Paragraph 1 hereof. The heading on Form F6 must show exactly for what months the Estimate is made out, thus "Estimate of Pay etc. for the Month..........of Quarter ending" All monies received for additional Constables will also be paid over to the Chief Constable at the end of each Quarter with other payments. The Estimate for three months ending 30th April 1890, will be made out on two Forms, one for the months of February and March in which the balance due, to or from the County Treasurer on Divisional Accounts rendered up to the 31st December 1889 will be entered and the Estimated receipts for the two months will be deducted in the usual manner. A separate Estimate will be made out for the month of April in which only the amount required for Pay, Boot Money and Contingencies will be entered from which no deductions will be made on Account of Fees etc. Fees to be paid to County Treasurer by Magistrates Clerks 1. The Standing Joint Committee having decided that after the 31st March 1890, all Moieties of Penalties and Fees previously received by Justice Clerks now paid by them to the Police and Credited by Superintendents through their Accounts will be paid by such Justices Clerks direct to the County Treasurer or some person appointed to receive them. 2. In order to carry out this system the following instructions are issued. The Columns for Fees in Charge and Summons Book and Sheets will be altered as follows:- Charge Book and Sheet To Be Credited by Magistrates Clerks Credits to the 17th Clause Moieties of Fines due to Superannuation Fund For Execution of Warrants Allowed for Special Duty and Mileage Subsistence of Prisoners Total to Clause 17 Summons Books and Sheets 3. To Be Credited by Magistrates Clerks Credits to the 17th Clause Moieties of Fines due to Superannuation Fund For Service of Summons Allowed for Special Duty and Mileage Subsistence of Prisoners Total to Clause 17 4. The Subsistence of all Prisoners will be charged against the County in the Divisional Contingent Account and the amount chargeable to Prisoners included in the Police Costs against the Defendant, together with the Service of Summons, Execution of Warrant, Mileage or Special Duty Allowance to Constables which should be endorsed on the back of the Summons and Warrant as per General Order 123/1887. In cases of apprehension without Warrant, Superintendents will see that such foregoing charges are included in Costs against Defendants. 5. Superintendents will arrange to meet the Magistrates Clerks at the end of each month with their Charge and Summons Sheets and see that the proper amounts due to the Police Rate and Superannuation Fund are entered against the name of each Defendant and the Sheets forwarded to this Office not later than the 5th of each month. 6. All arrears to be credited by Magistrates Clerks for previous months will be entered in Red Ink in Charge and Summons Sheets as before. 7. The amount received for Execution of Warrants and Service of Summons for other Forces will be entered in the 17th Clause Return as before. 8. Moieties of Penalties and Fees payable hitherto by Justices Clerks to Superintendents for Superannuation Fund under the Weights and Measures Acts and to County Rate under the Food and Drugs Act will be shown in the Quarterly Returns on Form W & M/4 and Form F & D/1 under those Acts in the usual manner, the Forms being altered as follows. Divisional Form W&M/4 Column "Sums awarded to" will be altered as follows "Sums to be credited by Magistrates Clerks" Food and Drugs Act Divisional Form F&D/1 Under the head of the Column "Receipts from Magistrates Clerks" will be altered to "Sums to be credited by Magistrates Clerks" 9. Superintendents will invariably pay to Constables all amounts for Special Duty and Travelling Expenses to which they are entitled, charging same through Contingent Account under the usual headings, but in order that the County should not be at any loss, Superintendents will be careful to see that all such charges when practicable are debited in Costs against Defendants, Prisoners or persons otherwise dealt with and recovered as directed in paragraph 4 of this Order. 10. Paragraph 9 does no of course refer to Fees due to members of the Force for cases tried at Assizes or Quarter Sessions or for Summary convictions for Felony. 11. It will therefore be distinctly understood that applications for expenses due are not made to Justices Clerks except in such cases as mentioned in paragraph 10. If the habits etc. of parents or guardians were noticed the same might result in a clue being obtained as to how the children were being brought up. A copy of the Act is herewith forwarded and Superintendents will see that its provisions are enforced in their respective Divisions. Sale of Horse Flesh, Regulation Act 1889 The attention of the Constabulary is called to this Act especially Section I relating to "Signs on Horse Flesh Shops" and should any breach of same come under the notice of the Local Authority as defined by Section 8 with a view to proceedings being taken. Lunacy Acts, Amendment Act 1889 A copy of this Act, referred to in General Order 170/1889 is herewith forwarded for the information and guidance of Superintendents. Assizes Relief Act 1889 A copy of this Act is also sent for the information of Superintendents. Constables for Duty at Petty Sessions In future Constables having to attend Petty Sessions etc. will parade in the Constables Parade or Charge Room 15 minutes before the hour fixed for opening Court and at 5 minutes prior to such hour they will be in position assigned to them, for the purpose of keeping order in the Court, calling names at doors etc. The Order as to parading 15 minutes before opening of Court will apply also to cases which are heard otherwise than on the regular Petty Sessions days. A longer time than 15 minutes as a rule is unnecessary. Chief Constables Office, Chester 30th December 1889 Weights and Measures Act 1889 After the 31st instant the fees for the verification and stamping of Weights and Measures will be charged in accordance with the First Schedule of the above Act. The following transfer will take place on the 1st January 1890:- Constable A4 W. Hearne is renumbered 204 and transferred from Altrincham Division to Wirral Division to be stationed at West Kirby as extra Constable.
