Alteration and Additions to Clothing All ranks of the Constabulary will remember that no article of clothing, appointments etc. is in any way to be altered or added to from the authorised uniform issued, and that lining Leggings with brown paper or other material is strictly prohibited. Any Constable acting in contravention of these instructions will have the article tampered with replaced and have a new one issued, the cost of same being charged to him. Conveyance of Prisoners From and after the 26th ultimo the amount allowed by the Prison Commissioners for Conveyance of Prisoners from Hyde to Strangeways Prison, Manchester will be 2/4d each, and will be so entered in the Returns directed to be sent in half yearly in General Order 156/1887. Chief Constables Office, Chester 3rd January 1888 On the recommendation of the Chief Constable to the Court of Quarter Sessions the following Constables will be discharged from the force on the under mentioned dates:- Acting Sergeant A. McCallen Northwich Division with a pension of £45 per annum on the 15th instant. Acting Sergeant T. Garside Runcorn Division with a pension of £40 per annum on the 8th instant. A gratuity of £76 has also been granted on the recommendation of the Chief Constable to the widow of the late PC James Davies, Altrincham Division. Chief Constables Office, Chester 12th January 1888 Merit Class Constable 53 Evan Jones Stockport Division is appointed Acting Sergeant in Runcorn Division to be stationed at Sutton Weaver vice Garside Superannuated to take effect from the 20th instant. Clothing The Chief Constable having observed that Capes are too much worn directs that Sergeants and Constables on Town Beats will wear instead their Great Coats on day duty whenever it may be necessary owing to cold, wet and inclement weather during the months of November, December, January, February and March. Sergeants and Constables on Rural beat will follow the above as far as is practicable, Attention to Number 7 Form D/19 dated 4th February 1887. Chief Constables Office, Chester 13th January 1888 Recruit Constable 231 John Waite will be transferred from Head Quarters on the 16th instant to Northwich Division to be stationed at Witton, vice McCallen. Chief Constables Office, Chester 16th January 1888 Weights and Measures Superintendents will report whether there is any reason and if so what why at the places where police stations exist that they should not be made use of for stamping and adjusting Weights and Measures instead of hiring rooms at Public Houses and elsewhere for the purpose. General Order 9/1888 is cancelled and Constable 289 A. Smith attached to Northwich Division by General Order 173/1887 is posted to that Division, to be stationed at Witton, vice McCallen Superannuated. Chief Constables Office, Chester 23rd January 1888 Vagrancy As the roads throughout the County are becoming infested with tramps and others on the pretence that they are on their way to seek employment on the Manchester Ship Canal all members of the force will use extra diligence in looking up these class of persons so as to prevent acts of Vagrancy and Petty Thefts. Dogs Act 1871 and Rabies Order 1887 All dogs seized under the above act which are not owned will be destroyed. Alterations to Clothing When any article which from any cause may require refitting (not repairing) a report of what is necessary will be sent to the Chief Constable so that he may direct whether the alterations be carried out locally or at Head Quarters. Chief Constables Office, Chester 3rd February 1888 Recruit Constable 281 William Fryer is transferred from the 6th instant from Head Quarters to Broxton Division to be stationed at Hoole vice Gibbon. Chief Constables Office, Chester 6th February 1888 Recruit Constable 231 J. Waite will be transferred from Head Quarters to Eddisbury Division from the 6th instant to be stationed at Over vice PC Brewster transferred to PC Hunts beat same section. Chief Constables Office, Chester 7th February 1888 Distress Warrants under Elementary Education Acts As considerable difference exists in Divisions in reference to fees charged by the police relating to above, in future Superintendents will see that when the amount of fine and costs on the face of the Warrant is paid at once on demand that no further charge is made (as it cannot legally be enforced) should however it be necessary for the Constable to take any steps in seizing articles and impounding same to satisfy the distress, or any other procedure in the case, then the 2/6d and other expenses in executing the Warrant will be charged to the defendant. Chief Constables Office, Chester 9th February 1888 New Previous Convictions Book, Forms etc. The Book will contain the names of all persons in Divisions who for any offence appear a second time before the Justices, the first and all subsequent offences being recorded against them, should it be necessary to carry forward entries to other pages, the number of the page from which the name is brought will be entered at the top of the page to which it is carried thus "Brought from Page......" All known and recorded convictions against persons now in possession of Superintendents of Divisions will be entered in this Book and a report that such has been done forwarded to the Chief Constable on or before the 15th proximo. The Divisional Form DD/5 will be used only for forwarding information to other Divisions, Police Forces. In Column "Date" the place of Conviction and whether at Assizes, Sessions, Petty Sessions, or otherwise will be entered. Lamps Old Lamps having been forwarded from some Divisions with oil in the wells, Superintendents will see in future that these are properly emptied and the Lamps cleaned before they are sent. Constable 17 E. Miller Hyde Division will be transferred on the 18th instant to Eddisbury Division, to be stationed at Over vice Hunt. Constable 231 J. Waite will be transferred on the same date from Eddisbury Division to Hyde Division vice Miller. Chief Constables Office, Chester 14th February 1888 Previous Conviction Book Referring to General Order 18/1888 in Divisions in which the above named Book has not been commenced they will be used at such Courts, where the Superintendent may consider them most required. Larger and stronger books will be shortly issued for the Head Quarters stations of Divisions. Chief Constables Office, Chester 18th February 1888 Conveyance of Prisoners to Jail Whenever the name of more than one prisoner is entered on the pink form, the name of each will be entered separately in each of the four first heading of such Form thus:- Conveyance to Lockup on apprehension of Thomas Smith and Richard Johnson. And so on, in Column 3 the name of the Court being added. The first line on Form F11/A will be left blank to carry forward figures from other sheets. Burglaries The attention of Superintendents is drawn to General Order 110/1885 (except the last paragraph) and they will see that the instructions therein are carried out, the cooperation of Railway Officials should also be sought and arrangements made with them to inform the nearest Constable of the arrival or departure of any strangers or suspicious persons, any expense incurred by Messengers may be charged in the Contingent Account under heading "Miscellaneous" after approval by the Chief Constable. Acting Sergeant 6 John Gibson Hyde Division will revert to the rank of Constable and be reduced to 26/10d per week for not paying over to his Superintendent monies received on public account and absence without leave. Constable John Gibson will be transferred to Runcorn Division and be there stationed. Constable 298 W. Potts Runcorn Division to Hyde Division to be stationed at Hyde vice Gibson, the foregoing to date from the 19th instant. Chief Constables Office, Chester 20th February 1888 Acts of Parliament The Guard Book referred to in General Order 172/1887 now sent to Divisions will have the above neatly fixed only on the broad slips of paper therein, Superintendents reporting on or before the 29th instant that this has been done, forwarding therewith a list of the several acts placed therein. Recruit Constable 174 Thomas Snelson is transferred from Head Quarters to Nantwich Division to be stationed at Crewe vice Cliffe resigned. Chief Constables Office, Chester 21st February 1888 New Clothing 1888 All new clothing and Caps will be fitted as soon as received from the Contractors (but not in any way altered or issued). A Return on the Form below will be sent to the Chief Constable without delay No Rank and Name Alteration Required Remarks Date.......1888 Superintendent............... Clothing and Caps of Constables who have been transferred will be sent to the Superintendent of the Division in which they are now stationed. If any of the suits are received for men who have left the force they will at once be forwarded to Head Quarters. All Boxes, Wrappers etc. will be returned to the Contractors. The receipt of clothing and caps will be acknowledged at once to the Contractors and Invoices, after being properly checked and signed by Superintendents sent to this office. Any article of clothing or appointment required to complete as laid down in General Order 22nd October 1881, will be applied for. Chief Constables Office, Chester 28th February 1888 Margarine Act As it is supposed that large quantities of the above are being sold under the name "Kiel Butter" Inspectors under "The Adulteration of Food and Drugs Act 1875" will see that the public are protected from such frauds. Carrying Boxes and Parcels in Uniform The attention of the Constabulary is drawn to General Orders 63/1886 in reference to the above. Chief Constables Office, Chester 3rd March 1888 Sergeants Duty Books Sergeants will enter in their Duty Books all other duties places patrolled, and visited during each tour of duty, beside the mere entries of visits made to Constables. Constable 302 James Woodrow, Wirral Division is fined 15/- and reduced to 26/10d per week for being drunk when parading for duty at 10pm on the 26th February 1888. The following transfers will take place forthwith:- Constable 19 J. Ratcliffe Eddisbury Division from Five Crosses to Egremont Wirral Division vice Woodrow. Constable 302 J. Woodrow Wirral Division from Egremont to Over, Eddisbury Division vice Pearson. Constable 199 D. Pearson Eddisbury Division from Over to Five Crosses vice Ratcliffe. Chief Constables Office, Chester 5th March 1888 The following transfers will take place on the 12th instant:- Constable 246 W. Stubbs Broxton Division from Broxton to Aldford vice Allman. Constable 217 A. Pleavin from Wirral Division to Broxton Division to be stationed at Broxton, vice Stubbs. Recruit Constable 275 G. Walley from Head Quarters to Wirral Division to be stationed at Egremont vice Woodrow. Constable 19 J. Ratcliffe will be stationed at New Brighton vice Pleavin instead of Egremont vice Woodrow, as directed in General Order 31/1888. Chief Constables Office, Chester 6th March 1888 Previous Convictions Form LP/D155 (4437) Whenever a Prisoner is committed for trial a copy of the above will be attached to the Commitment, properly filled up with all known previous convictions against the prisoner, if none "Nil" will be written across the Form, should however any Convictions subsequently become known the information of same will be furnished to the Governor of the Jail as soon as possible before the Assizes or Sessions commence. Every endeavour should be made to ascertain previous Convictions of prisoners before final Commitment to Jail for trial. In future these forms will be applied for in the usual half yearly. Chief Constables Office, Chester 13th March 1888 Football Match, Hoole, Chester 17th March 1888 A Sergeant and five Constables from Nantwich Division will attend the above reporting themselves at Hoole Police Station at 1.30pm on Saturday the 17th instant. Margarine Act 1887, Application of Penalties Inspectors under the Sale of Food and Drugs Act, who proceed under the above Act for Penalties for offences against same, will in each case brought before Justices by them apply for the whole or a moiety of the penalty to be awarded under Section 10 of 3 and 4 Vic: C88 to the Superannuation Fund (Police being the informers). Telegrams Superintendents will see that in future Telegrams are addressed "Chief Constable, County Police, Chester" not "Chief Constable Chester" which are frequently delivered at the City instead of the County Office. Constable 217 A. Pleavin Broxton Division is appointed Assistant Inspector of Weights and Measures vice Stubbs removed. Constable 8 C. Birtles Hyde Division is reduced to 26/10d per week and fined 10/- for drinking in a Public House when on duty on his beat on the 5th instant. Constable 19 J. Ratcliffe Eddisbury Division is reduced to 26/10d per week and fined 15/- for being drunk on duty at Overton on the 27th ultimo. Constable 285 Patrick Naughton Northwich Division is dismissed from the force from the 31st instant for being drunk on duty at Northwich on the 20th instant. Two Constables from Hyde Division will parade for duty at the Northenden Police Station at 10am on Good Friday the 30th instant and one from the same Division, time and place on Easter Monday the 2nd proximo when they will receive their instructions from the Deputy Chief Constable. Chief Constables Office, Chester 27th March 1888 Constable 40 J. Manley and Constable 229 J.F. Powell will be detailed for duty as the extra Constables at New Brighton from the 1st April to 29th September 1888. Chief Constables Office, Chester 28th March 1888 New Pedlars Certificate Book The above book will be used in granting all Pedlars Certificates from and including the 26th instant, The Number in the first Column on the Monthly Form "A" Divisional Form P/3 must agree with the Number on the Certificate and Counterfoil in the Book, the Numbers 1 to 15 now on the Form being neatly ruled through, the year of issue of the Certificate will be shown beneath the reference number in the Book thus 1/1888 2/1888 and so on. Constable 2 W. O. Howie Wirral Division is reprimanded and fined 15/- for being drunk on duty at Liscard and threatening to assault his Sergeant on the 21st instant. Damage to County Property by Prisoners Whenever any amount is paid by order of the Justices for damage committed by prisoners or others to County Property, Superintendents will Credit same in their 17th Clause Return, and make application to the Chief Constable on Form F15 or Form 22 as the case may be for his authority for the expenditure to be charged in Station or Rooms in the Magistrates Account. Previous Convictions Superintendents will personally see that Form LP/D155 is properly filled up as directed in General Order 32/1888, if it cannot be conveniently attached to the Warrant at the time of Commitment it must be forwarded to the Governor of the Prison by the earliest post possible. Superintendents will not issue Forms to Sergeants of Sections but forward them from their own offices. Should any have been given out they will at once be returned to the Divisional Head Quarters Office, it is unnecessary to use the Form for copies as the information should be in the Previous Convictions Book. Margarine Act 1888 The attention of Superintendents is drawn to General Order 27/1888 in reference to selling the above under the name "Kiel Butter" which does not appear to have been attended to in some Divisions. On the recommendation of the Chief Constable to the Court of Quarter Sessions, Sergeant H. Cooper Runcorn Division will be discharged from the force after a service of 16 years and 3 months on the 16th instant with a pension of £30 per annum he being unfit for further duty. Constable 79 E. Kettle Runcorn Division is dismissed from the force on the 28th ultimo for being drunk in uniform at Runcorn at 1.50pm on the 27th ultimo. Constable 285 P. Naughton Northwich Division is dismissed from the force from the 30th ultimo for being drunk on duty and using improper language to Inspector Johnson on that date. Chief Constables Office, Chester 2nd May 1888 Additional Constables Manchester Ship Canal The above Constable will always be attached to the Section in which they are located and act under the supervision of the Sergeant but they will not be withdrawn without the permission of the Chief Constable, from the Special Duties for which they have been appointed to protect property and preserve order on line of Canal and immediate vicinity, and to make themselves thoroughly acquainted with those employed thereon so as to be able to give accurate and ready assistance to the local police in reference to those working on the Canal. Chief Constables Office, Chester 5th September 1888 Lamps The Chief Constable having observed that in many instances Lamps are not kept in proper condition and become unserviceable by careless management and usage and directs that in future greater care will be taken of these articles by observing the following instructions:- 1. That too much heat is not generated by the turning up of the wick into a large flame which melts the soldering and destroys the fittings. 2. That only sufficient oil is placed in the well for producing the light required, otherwise the oil escapes and damages clothing etc. 3. That Lamps are at all times properly cleaned and trimmed after coming off duty. Chief Constables Office, Chester 17th October 1888 Booking Visits in Sergeants and Constables Journals As great irregularities have been discovered in the way in which the above duty is carried out, the Chief Constable directs that the following instructions will be observed. 1st That the time and place to be booked will be given to the Constable at the time of the visit. 2nd That Sergeants will on all occasions of such visits enquire from the Constable whether all is quiet on his beat or otherwise. Constables sending in their Resignations It has been ascertained that Constables have been induced to send in their resignations in order to avoid being reported for neglect of duty etc. which they have been cautioned against by Superintendents and others, and which has been overlooked by them instead of being reported to the Chief Constable in the usual way, he directs that such practices be discontinued. Sergeants and Constables Journals In future the amount of "Costs" need not be entered in above as directed in General Order 30th October 1882, in front sheets of same, the instruction therein to be altered accordingly thus "Fined 5/- Costs". Conduct of Constables Questioned Superintendents will see that whenever any charge or Summons against a Constable is coming on for hearing that the case is entered on Form M/27, or a special report of the time of the hearing sent to the Chief Constable in sufficient time to enable him to be present. Adulteration of Foods and Drugs Act 1875 Samples Inspectors of Weights and Measures will not at present take samples of Lard or Butter but secure one or two of the American (so called) Cheese for analysis as it is supposed that a large quantity of this article is being sold to the public as genuine Cheese. Misconduct Reports Attention is drawn to General Order 27/1886. The instructions in General Order of the 10th instant referring to the transfers of Constables Manley (Wirral Division) and Roberts (Head Quarters Division) will be carried out on the 20th instant. Chief Constables Office, Chester 18th October 1888 Dog Licences The attention of Superintendents is drawn to General Order of the 6th July 1879 and accompanying letter to Chairman of the Quarter Sessions, and they will see that the instructions therein in reference to Certificates to be signed by the Chief Constable and Magistrates Clerks in cases where the costs are not recovered from the Defendants are carried out. Chief Constables Office, Chester 23rd October 1888 Deductions for Sickness Referring to General Order 83/1888 it will be understood that whenever enquiry is made on the Weekly State whether deductions are to be made after the first seven days Constables are off duty, that it must be stated whether they are in receipt of Sick Pay from any Club or otherwise, if so the amount will be given. Constables etc. Attending Court The Chief Constable having observed that members of the force and Constables in uniform when in Courts are in the habit of lounging about with their hands in their pockets directs that such practices may at once discontinued. The Chief Constable having noticed that young Constables wear large "Comforters" on night duty directs that such habit be checked as it is quite unnecessary except perhaps in very cold Winter weather. Scale of Duty for Constables The Chief Constable having observed that Constables are working the same scale of duty for months together instead of having them changed monthly, or more often if considered necessary, directs that in future Superintendents will arrange the scales and tours of duty, so as to ensure a frequent change of route, as he considers it in every way detrimental for Constables to be continually traversing the same ground without varying the hours of their duty. Photographs of Prisoners As the above are often unnecessarily taken the Chief Constable directs that Superintendents will be guided generally in this matter in future to take photographs of prisoners. 1. For the purpose of tracing former Convictions. 2. Where Prisoners have been previously convicted of Crime. 3. Or where there is good reason to believe they have entered a career of crime. Burglaries Attention is drawn to General Orders 39/1884, 110/1884, 110/1884 (except last paragraph) and 32/1888 and Orders referred to therein. Superintendents, Inspectors and Sergeants cannot impress too strongly on the Constable under their immediate orders to watch all suspicious strangers in their beats, as it is only by constant and well sustained vigilance that the perpetration of above and such crimes can be averted. Constables Watching Suspected Women Constables are particularly cautioned to be very careful in preferring any charge of soliciting or immorality against women unless they are fully persuaded from what has actually come under their observation, or on direct complaint of annoyance from other persons that they have been molested and that an offence punishable by law has been committed. Copying Presses As some of the above have been recently been broken and out of order, Superintendents will personally see that these articles are carefully used by those who have charge of them. 1. The screw and bearings should be kept clean and well oiled. 2. The handle should be gradually moved when turning the screw not violently sent round so as to stop with a sudden jerk. 3. The press should be kept dray and free from damp and rust. Constables Leaving Their Beats in Pursuit of Persons Wanted for Offences Elsewhere Constables and others are reminded that except under special circumstances they should in the event of their receiving any information as to the whereabouts of Offenders wanted for offences committed outside their own beats at once telegraph to the police of the place where the person wanted is supposed to be at (and not themselves proceed there without Orders) and the police there should immediately on receipt of Telegram make arrangements to capture the delinquent. Chief Constables Office, Chester 12th December 1888 Pulling Down Placards Re-Elections It having been alleged that on more than one occasion Constables have pulled down or destroyed Placards or Notices issued by Candidates and others at Parliamentary and other Elections. The Chief Constable cautions all members of the force not to interfere in any way by word or action in such matters, and should they exercise their privilege of voting, to do so in a quiet and orderly manner. Estimate of Pay, Form F6 As the above are still made out in some Divisions so as to leave a larger balance in hand at the end of each Quarter than authorized in General Order 142/1884, Superintendents will bear in mind that they should consider and take into account when preparing same, the estimate receipts from all sources during the Quarter for which the Estimate is made, such as, Payments on account of Additional Constables, Receipts to Credit of 10th and 17th Clause, Deductions from pay and Other Miscellaneous Receipts and deduct the total from same from the total amount of Estimate, together with any balance in hand in the preceding Quarter due to the County Treasurer, or add the amount due to them as the case may be. As cases have recently occurred in which much valuable time has been lost by Sergeants and Constables going direct to Superintendents to report Robberies, Occurrences etc. it will be understood that it is their duty to commence enquiry into such matters at once, and obtain accurate and reliable information of the matter upon which they should immediately act, as the circumstances and information received may dictate, sending a message to the Superintendent with particulars of the Robbery by the most speedy means available, they themselves continuing enquiries on the spot or otherwise as may be found most likely to secure the detection of the offenders and recovery of the property. Chief Constables Office, Chester 28th December 1888 Burglaries by Ladder A Burglaries have recently occurred in several parts of the County in which ladders have been used, especially in the early part of the night, Superintendents will see that all Constables are warned to be on the alert by watching Railway Stations for the arrival or departure of suspicious persons, looking round private residences, and if necessary without creating alarm, warn householders to see that their premises are securely fastened up at night. Lodging Houses and other likely places should also be visited and a strict watch kept upon all suspicious strangers in their Districts.
