Chief Constables Office, Chester 4th January 1887 Sergeant B. Gibson Number 9 Stockport Division will be discharged from the force on the 15th instant with a pension of £50.0s.0d per annum granted by the Court of Quarter Sessions on the recommendation of the Chief Constable. Late Constable John Taylor Number 4 Nantwich Division has been discharged from the force through sickness and on the recommendation of the Chief Constable granted a gratuity of £25.0s.0d by the Court of Quarter Sessions out of the Superannuation Fund. Chief Constables Office, Chester 8th January 1887 Pay Lists As a difficulty exists in tracing whether the proper number of receipt stamps is affixed to the above, as they are now placed, Superintendents will see that they are put on in two rows in the column for signature, instead of one, in such a manner as they can be easily counted and Constables signature plainly discerned. In the event of a Constable being promoted reduced or transferred, he will only be numbered and included in the red ink figures with the Constables at the rate of pay he is receiving at the date the Pay List is made up to at the end of each fortnight. Chief Constables Office, Chester 10th January 1887 Constable 152 D. Thomas Number 5 Northwich Division is fined 10/- and reduced to 26/10d per week for being absent from his Conference Point and drunk at his station at 12.40am on the 1st instant. Chief Constables Office, Chester 11th January 1887 The following promotions and transfers will take place on the 22nd Instant:- Sergeant T. Fowler from Number 4 Nantwich Division to Number 9 Stockport Division to be stationed at Hazel Grove in charge of that Section vice Gibson pensioned. Acting Sergeant John Barlow Number 6 Wirral Division is promoted Sergeant at 30/4d per week and transferred to Number 4 Nantwich Division to take charge of Audlem Section vice Fowler transferred. Constable 68 A. White Eddisbury Division is reduced to 24/6d per week and transferred to another Division at his own expense for being absent from his District without leave on the 8th and 9th instant. Chief Constables Office, Chester 18th January 1887 Special Duty Allowance The above not having been entered in the Contingent Account for last month as directed in General Order 229/1886 the services rendered being repeated in detail in the Account instead of entering the total of each heading thus:- "Special Services £. Police Prosecutions Informants Conducting Their Own Case The Lords Justices of the Queen's Bench Division having in the case of Webb-v-Catchlove (decided on the 6th December last) expressed an opinion that it was undesirable for Police to act as Advocates. Superintendents will in the vent of Magistrates deciding that they cannot in future conduct police cases in which they are the informants, report at once the matter to the Chief Constable and state whether in their opinion any miscarriage of justice has followed in order that he may bring the subject before the police Committee for their consideration. County Horse and Cart The Chief Constable having observed in some cases that Superintendents make use of Railways for visiting portions of their Divisions instead of travelling by road, reminds them that the allowance granted by the County for the above is specifically made to enable them by means of their Horse and Cart to move about their respective Divisions and thus visit and inspect every part thereof, which they cannot do by travelling in a Railway Carriage. Constable 52 C. Peers, Hyde Division will be discharged from the force on the 10th proximo for absence from duty and drunkenness. White Eddisbury Division is reduced to 23/11d per week and transferred at his own expense to another Division for being absent from Conference Point at 3.30am on the 22nd instant. Chief Constables Office, Chester 29th January 1887 Adulteration of Food and Drugs Act 1875 Samples for Analysis As it appears from the Certificate of Analyst during the past years that very few samples submitted to him by Inspectors have been found adulterated, the Chief Constable directs that in future unless it should be deemed advisable in the interests of the public (when a special report will be made showing cause) that no more than one sample per 1000 of the population per annum of articles suspected to be adulterated will be sent to the Analyst from each Division for Analysis. Returns Etc. Blank Columns The Chief Constable calls attention to the absolute necessity of rendering all Returns called for punctually at the times directed, and all Columns therein in which no information is rendered, or can be furnished will have the word "Nil" written therein. Return of Robberies, Divisional Form DD/11 Referring to General Order 181/1886 and "Memo" of 9th November last, Superintendents will in future rule a line below all numbered information's, shown in the above Form, and enter all unnumbered information's in the same manner below this said line. Vagrancy As Vagrancy appears to be on the increase again in the County, Superintendents will direct all Constables in their Divisions to be on the alert to put down and check professional Vagrancy and to carry out the General Orders previously issued on the subject to the force. Chief Constables Office, Chester 2nd February 1887 Mugs, Plates and Spoons for Prisoners The above sent from Head Quarters to Divisions will be kept carefully cleaned, ready for use, hung up in the corridors to Cells and entered on the Inventory Board of County Property. Dog Licences Superintendents will direct all Constables in their Divisions to at once look up Dog Licences those persons who have not got them will be proceeded against in the usual way. Chief Constables Office, Chester 3rd February 1887 Constable 173 G. Dentith Head Quarters will be transferred to Wirral Division on the 6th instant to be stationed at Saughall vice Acting Sergeant Pettingale removed. Chief Constables Office, Chester 4th February 1887 Constable 25 A. H. Davies Northwich Division is promoted to 24/6d per week from the 6th instant. Chief Constables Office, Chester 5th February 1887 Attendance at Divine Service All Constables will attend whenever practicable Divine Service once each Sunday, for which 1 hour and a half will be allowed from Patrol Duty if no attendance then no deduction from duty. Constable 70 C. Parrott Northwich Division is fined 10/- and reduced to 25/8d per week for absence from Conference Point on the 28th ultimo and being drunk on duty at 1.45am on the following morning. Constable 68 A. White Eddisbury Division is discharged from the force from this date for being under the influence of drink on the 2nd instant. Chief Constables Office, Chester 8th February 1887 Reports of Crimes and Occurrences The Chief Constable having observed that on several occasions serious Crimes and Occurrences in the County have not immediately been reported by junior ranks in the force to their Seniors, directs that it may be distinctly understood that it is their duty without any delay to inform their Superintendents of every Occurrence which takes place in their Districts, who will direct what steps, if any, should be taken in the matter, and if the latter are in doubt apply to the Chief Constable for his instruction thereon. Superintendents will invariably see, when practicable, that all Prisoners committed to Jail from Petty Sessions are sent to Prison on the day they are so committed, as the time of imprisonment for persons committed, by Petty Sessions commences from the date of his or her receipt at the Prison, and not from the date the Commitment is signed. Constable 222 Lewis Hodkinson will be transferred from Head Quarters on the 12th instant to Wirral Division to be stationed at Hoylake vice Laird resigned. Constable 65 T. Metcalfe Nantwich Division is discharged from the force for drunkenness on duty on the 2nd instant. Constable 27 C. Potts Runcorn Division is reduced to 25/8d per week for neglect of duty. The Dogs Act 1871 The attention of Superintendents is drawn to General Orders 17/1885, 13/1886, 160/1886 172/1886 and Cattle Disease Order of the 9th instant and they will see that the provisions of the above act are strictly carried out and enforced throughout their respective areas. Chief Constables Office, Chester 17th February 1887 Books and Other Property Issued for Public Service Bicknells Manuels issued for use of members of the force must not be taken away on the removal or otherwise of a Constable but handed to his successor. All Books and other articles of whatever description (clothing excepted) issued for the public service must be at police stations entered on the Inventory Board, Superintendents when visiting stations will see that this is carried out. Chief Constables Office, Chester 19th February 1887 Acting Sergeant 174 Abner Egerton Altrincham Division is promoted Sergeant at 31/6d per week (including Merit Badge pay) and transferred to Broxton Division to be stationed at Hoole (on argumentation). Constable 232 George Ennion Nantwich Division is appointed Acting Sergeant and transferred to Altrincham Division to be stationed at Marston vice Egerton promoted. Chief Constables Office, Chester 23rd February 1887 Requisition for Books and Stationary In future Superintendents will only make requisition for above on Form F/15 at the end of each quarter showing in red ink on the left hand margin, date and cost of last supply. Alterations or Repairs to Clothing. Superintendents will see that any alterations or repairs to clothing are properly executed if damaged on duty, the cost on application for authority to the Chief Constable may be charged in the Contingent Account and receipted Voucher from the Tradesman sent therewith. The following transfers will take place on the 26th instant:- Constable 207 W. Thomas from Head Quarters to Nantwich Division to be stationed at Crewe vice Metcalfe. Constable 41 J.A. Bennett from Head Quarters to Nantwich Division to be stationed at Crewe vice Ennion. Chief Constables Office, Chester 25th February 1887 Moieties of Penalties and for Execution of Warrants In future Superintendents will total the amount received during each month in Columns 7, 8 and 9 in Charge and Summons Sheets sent to Head Quarters, which must agree with the sums entered in Charge and Summons Books. All arrears received during the same period to be entered in red ink in Charge and Summons Books and Sheets below the before mentioned total giving name of defendant and number of original Charge or Summons, showing in a grand total the amount actually received during the month, the first total will be entered on Form F/21 (10th and 17th Clause Return) on the first two lines. Total amount as per Charge Sheet.................................... Total amount as per Summons Sheet................................. and the arrears in red ink as heretofore with number of original Charge or Summons to correspond with entries in Books and Sheets. Charge for Executing Warrants and Serving Summons For other Police Forces. In future a charge of 2/6d for executing each Warrant and 1/- for the serving of each Summons (exclusive of mileage) will be charged and credited to the 17th Clause Return for the execution and service of the above. The transfer directed in General Order 30/1887 will take place on the 5th proximo. Chief Constables Office, Chester 1st March 1887 Bicknell's Police Manual 8th Edition The copies of the above now issued and to be sent will be marked "County Property" with date of issue and be entered on the Inventory Board at Police Stations. The Manual will be considered part of the Constables equipment to whom they are issued being invariably brought for inspection at Government, Chief Constables, or Special Ordered Inspections and when a Constable leaves his station the Manual will be left there in the same way as his "Duty Book". A list of the member of the force to whom they are issued, showing name and station duly receipted by them, will be sent to Head Quarters and duplicate kept in the Superintendent's office. Chief Constables Office, Chester 3rd March 1887 One Sergeant and 4 Constables of Wirral Division will parade at Crewe Police Station for Special Duty at 12.30pm on Saturday next the 5th instant. Chief Constables Office, Chester 11th March 1887 New Clothing 1887 All new clothing, caps and leggings will be fitted as soon as received from the Contractors (but not in any way altered or issued). A Return of the Form below will be sent to the Chief Constable without delay. No Number/Rank/Name Alterations Required Remarks Clothing, Caps and Leggings of Constables who have been transferred since they were measured will be sent to the Superintendent of the Division in which they are now stationed and the clothing of men who have left the force fitted on Constables who have replaced them (if not already measured for new clothing) if the garments do not fit the articles will be forwarded to Head Quarters, a list in each case being forwarded to this office together with the measure of the clothing, caps and leggings required. All boxes, wrappers received with the clothing will be returned to the Contractors. Any article of clothing or appointments required to complete as laid down in General Order 22nd October 1881 will be applied for at once. The receipt of the clothing, caps and leggings will be acknowledged to the Contractors and Invoices after being properly checked signed by the Superintendent and sent to this office. Repairs at Stations Superintendents will state when reporting on the above as directed in General Order 92/1884 and 97/1884 the nature of the work completed and date of the estimate authorizing its expenditure. Chief Constables Office, Chester 12th March 1887 Recruit PC Walter Davies is numbered 65 and transferred from Head Quarters to Wirral Division vice Banner from the 20th instant. Ventilators to Cells Superintendents will report on or before the 19th instant, whether the Ventilators in the Cells at several police stations in their Divisions, are in good working order, and make any suggestions they may consider necessary in reference thereto. Chief Constables Office, Chester 16th March 1887 Recommendations for Promotion The instruction in the following words in General Order 119/1884 is hereby cancelled in the proportion of one in five to the strength of those ranks, and Superintendents may in their discretion recommend Sergeants and Constables accordingly. Chief Constables Office, Chester 18th March 1887 Medical Attendance The following Medical Gentlemen being willing to act as Surgeons in the several Police Divisions in the County. Superintendents will see that they are called upon to act in all cases of injuries to Constables received on duty, attendance upon prisoners in cells, or any other occasion requiring the services of a Doctor in Public Cases. If at any time any of the gentlemen named, change their residence or wish to discontinue acting for the County or otherwise become non effective, Superintendents will at once report same to the Chief Constable and send in the name and address of any other Doctor willing to act to succeed him. Chief Constables Office, Chester 22nd March 1887 Stationary for use of Magistrates at Petty Session's From and after the 26th instant Superintendents will see that the Magistrates attending Petty Sessions or Courts in their respective Divisions are supplied with pens, ink and paper required by them when conducting Magisterial business. As the articles will be provided solely for the Justices, Superintendents will be held responsible that they are not otherwise used and see that they are at the close of the sitting at once collected. A separate requisition will be sent quarterly (with the usual requisition for stationary) on Form F/15 head "Magistrates Room Stationary" (the first to be rendered at once) for each Division subsequent ones showing in red ink on the left hand margin the date and cost of last supply. All charges for the stationary supplied will be entered as a separate item in the Contingent Account under the heading "Magistrates Rooms". Constable 134 W. Davies Northwich Division is reduced to 23/11d per week for borrowing money from Publicans. Caps and Leggings All Caps and Leggings found to fit properly will at once be marked. Chief Constables Office, Chester 23rd March 1887 Bicycles The attention of Superintendents is drawn to General Orders 102/1885 they will apply to this office for any additional large Notices required, so that they are kept posted up at all Police Stations and conspicuous places where bicyclists resort. Cruelty to Animals. In addition to the Instructions in General Order 121/1885 Superintendents will take steps in cases where there are likely to be unusual expenses to hand them over to the Society's Officers for prosecution before taking any proceedings in the matter. Chief Constables Office, Chester 17th May 1887 Looking to the Comparative Statement of Vagrants relieved in the several Unions within the County there is a general increase throughout the district, giving at total increase of 8874 relieved as compared with the previous year (when there was an increase of 4865 as compared with year ended 31st March 1885) the greater increase being in the Macclesfield, Nantwich and Wirral Unions, the Chief Constable takes this opportunity of again impressing upon all ranks the necessity of checking 'Professional Vagrancy' as persons who obtain their livelihood in this manner are generally thieves, often a terror to women and children, and always a nuisance and pest to the District which they are permitted to frequent. Members of the force while endeavouring to repress Vagrancy should carefully discriminate between 'Professional Vagrants' and the 'way faring labourer' in search of work. Special Duty Allowances As some Superintendents have not carried out the instructions in General Orders 229/1886 and 8/1887 they will in future personally see that the entries in the Contingent Account and Special Duty Sheets are correctly made out as directed therein, and that "Special Services" and "Police Special Duty" are entered on separate sheets. Cloth Capes As the above are much superior in quality and durability than those formerly issued, all members of the force will see that great care is taken with the two now in possession of each man, as no further issue of same is contemplated for the next five years. Attention is drawn to General Order 78/1885 relating to whitewashing Stations which has not been generally complied with. Leave of absence will not be granted during the Inspection except in urgent cases. Stationary for use of Magistrates In future Superintendents will see that in addition to supplying Magistrates with the above as directed in General Order 44/1887, Magistrates Clerks are provided with ink bit no other article. Yearsley Altrincham Division is reduced to the rank of Constable, severely reprimanded, reduced to 25/8d per week and fined 15/- for neglect of duty and being under the influence of drink on the 21st instant. Chief Constables Office, Chester 25th June 1887 Duty Books As there is a want of uniformity in the manner in which Constables enter deviations from duty scale in the Journals, the Chief Constable directs that the following method be complied with in the future, notwithstanding whatever orders have been heretofore given in the matter. The Constable will invariably state in the body of his Journal the exact time from and to which he performs his duty, and record what duties he has performed and occurrences that have taken place and come under his observation during those hours. Should such hours and duties performed therein differ in any degree from the Constables ordinary tour of duty, as laid down in the Monthly Duty Scale, on Form D/28, he will enter under the head "Deviations" according to the following example '25th June Duty Scale Day from 10am to 2pm' 25th June Duty Scale Night from 1am to 6am either or both according as the day and night duty scale, or either, are interfered with. The Chief Constable take this opportunity of mentioning that he is often struck with the want of information given in Constables Journals as to the General Condition of their beats. A Constables Journal should be a fair test as to his power of observation in Police matters in his District besides showing the actual duties he has performed in the same. A copy of this Order will be given to each Constable. Obstructions on Highways Attention is drawn to General Orders 20/1883 and 83/1885 in reference to the above and the provisions of the Highway Act must be enforced in the jurisdiction of the Cheshire Constabulary. Candidates Superintendents will see that in addition to the instructions in General Orders 50/1887 that Candidate's chests are measured next to the skin straight around the body, the tape being kept in an horizontal position over the nipples, not in a slanting direction from the back up to the top of the breast bone. The Chief Constable directs that the greatest care to be taken in this and the height of the man without boots, as several Candidates have recently been sent under height and chest measurement (which should not be less than 35 inches) thereby putting them to unnecessary expense and loss of a day's work. Young men under 22 years of age of les chest measurement than before stated may be recommended if their general appearance seems to warrant further development. Instituting Proceedings against Persons All members of the force will in future bear in mind that whenever cases occur in which any difficulty is felt by the police as to whether proceedings should be taken against the persons or not, that they should in the first instance apply to their Superintendent for advice, who will if unable to decide, at once report fully the particulars of the case to the Chief Constable for his instructions thereon, and not, as has been done recently in some cases, consult with the Magistrates Clerk, as the latter has only to deal with the matter when before the Justices for adjudication. Warrants and Summonses Superintendents will in future see that the above after having been executed or served, are handed over to the Magistrates Clerk from whose office they were issued, after final hearing before Magistrates all police expenses being previously endorsed thereon. Whipping Children The attention of the Constabulary is drawn to the instructions in General Orders of the 29th December 1879 (in reference to the Summary Jurisdiction Act 1879), Sections 10 and 11 dated 7th February 1880, paragraph 4 and the 4th March 1880 paragraph 3, relating to the whipping of children and Superintendents will see that the rods used for birching children under 10 are lighter than those used for older offenders and that if there is reason to suppose that a child is in delicate health, or specially weak in constitution that a Medical Man is consulted as to whether the punishment should be carried out and the severity with which it should be inflicted. Superintendents will report whether they have suitable rods at the several police stations in their Divisions for the purpose Chief Constables Office, Chester 24th October 1887 Constables Getting into Debt The Chief Constable again draws the attention of the Constabulary to the instructions in the "Orders and Instructions for the Guidance of the Cheshire Constabulary" page 21, relating to the above and cautions them as to the serious consequences to any member of the force, disregarding the instructions therein contained, as he considers getting into debt most discreditable to the service. The wages received are amply sufficient if ordinary economy is exercised to provide for the necessities of Constables and their families. Chief Constables Office, Chester 2nd November 1887 The Chief Constable when attending Petty Sessions of late has noticed that some cases of Drunk and Disorderly have been brought before the Justices when there has been considerable doubt as to the condition of the defendant and no fair grounds for adding Disorderly to the charge, he therefore directs that Sergeants when submitting Constables reports for Summonses exercise greater supervision of same by obtaining information from the Constables as to the absolute facts of the case, making such observations on the report as they may think will enable Superintendents to come to a sound conclusion as to what charge should be made or whether proceedings should be taken. Superintendents will give this matter their best attention as by individuals being charged with offences which cannot be absolutely and honestly established much harm is done and their integrity of the members of the Constabulary questioned. How many married Constables in your Division would be willing to become subscribers of one penny per week to the proposed Police Orphanage and also to pay an entrance deposit of 5/- to render their children eligible for admission to the Orphanage? 2. How many single Constables would be willing to subscribe one penny per week for the benefit of the Institution, such subscribers after one year to be entitled on marriage to the benefits of the Orphanage without payment of the 5/- deposit? 3. Chief Constables Office, Chester 12th December 1887 Weights and Measures, Stamping Days As it is required by the 44th Section of "The Weights and Measures Act 1878" that the times for Stamping Weights and Measures should be fixed, Superintendents will fill in the months in the enclosed list (and return same to this office on or before the 15th instant) which will be most convenient for them to attend at the several places therein given, which should be arranged as nearly as possibly as follows:- At places where they attended two days only during the year i.e. Once in each half year. At places where they attend four days only during the year i.e. Once in a quarter and so on care being taken that as far as possible an equal time will elapse between visits. Whipping Children The Birch Rods sent to Divisions for each Station will be used as directed in General Order 144/1887, the smaller size for children under 10, and the others for those above that age. Stealing Poultry As the Season of the year is approaching when robberies of poultry generally take place, Superintendents will take steps to warn all owners of same to keep them securely locked up at night and so arrange the duties of Constables in rural districts as to keep them on their beats at such hours as are most likely to effect the object in view. Cutting and Stealing Evergreens Superintendents will see that the instructions in General Order 129/1885 relating to above are carried out in their respective districts. Conveyance of Remanded Prisoners from Jail The instructions in General Orders 160/1887 will not be carried out until further orders are given on the subject, the regulations now in force being continued as heretofore. Chief Constables Office, Chester 15th December 1887 The following Acts of Parliament come into operation on the dates shown below and Superintendents will see that the provisions therein are carried out in their respective districts. Market and Fairs (Weighing of Cattle) Act 1887. (August 1888) Inspectors of Weights and Measures will see that all Weighing Machines and Weights used by a Market Authority under the above Act is tested at least twice a year, Section 4. Margarine Act 1887 (1st January 1888) Inspectors of Weights and Measures acting as Inspectors under "The Food and Drugs Act 1875" will see that the provisions of this important Act are strictly enforced, and that whenever there is reason to believe that they are being infringed to take samples and otherwise proceed so as to protect the public from being imposed upon in the purchase of butter or substances made in imitation thereof. Coal Mines Regulations Act 1887 (1st January 1888. Inspectors of Weights and Measures will see Section 15 is carefully attended to at the times mentioned in Sub Section (2) and in the manner proscribed in Sub Section (5) the dates and places being entered on Monthly Return W&M/7 "Shops Visited". Special attention will also be given to the provisions of Section 37 Sub Section (5) relating to fencing of abandoned mines. The Quarry Fencing Act 1887 (1st January 1888). A careful lookout will always be kept over places defined in Sections 3 and 4, so that the safety of the public may be ensured as far as is practicable. Probation of First Offenders Act 1887 (August 1887). The police will be prepared in all cases under the above Act to afford the Court information as to the abode and regular occupation of offenders. Copies of the above Acts will be sent to each Division and be carefully kept with any others in their possession, in a Guard Book which will be supplied from Head Quarters.
