Newns Number 7 Hyde Division is fined 10/-, severely reprimanded and reduced to 25/8d per week for drunkenness on the 29th ultimo. Chief Constables Office, Chester 8th January 1886 Transfer of Superintendents and Inspectors. Superintendents and Inspectors who will be transferred as directed in General Order 1/1886 will take over all accounts, Clothing, Equipment, and Station House Furniture etc. and furnish the Chief Constable with a Certificate that they have done so. A Balance Sheet of the accounts of Broxton, Northwich and Wirral Divisions will also be sent to the Chief Constable signed by the Superintendents taking charge of and leaving the Divisions not later than the 18th instant. Chief Constables Office, Chester 13th January 1886 In consequence of the visit of H.R.H. The Prince of Wales to Eaton, the transfers of Superintendents etc. as directed in General Order 1/1886 will not take place until the 25th instant. Chief Constables Office, Chester 11th January 1886 (recorded out of sequence as in GO) The Chief Constable having observed that "Night Visits" have not been made to Constables on duty sufficiently often by Superintendents and Inspectors directs that in future Superintendents will make not less than six such visits monthly, three of which must be after midnight and Inspectors will visit nightly, two such visits per week at least to be after midnight. These visits must be equally divided between near and distant points in the respective Divisions and districts. Chief Superintendents Egerton of Number 6 Wirral Division will be discharged from the force on the 15th instant on a pension of £133 per annum, granted by the Court of Quarter Sessions on the recommendation of the Chief Constable, and takes this opportunity of recording his appreciation of the meritorious, efficient, long and faithful service rendered by Mr. Egerton in the County. Chief Constables Office, Chester 16th January 1886 His Royal Highness the Prince of Wales and other members of the Royal Family will pass through Cheshire on the following dates and between the under mentioned places. Tuesday 19th January 1886 Between Den Bridge South of Crewe Railway Station and Chester Railway Station by the L&N.W Railway Company between the hours of 3.30pm and 5.35pm. Wednesday 20th January 1886 Between Chester and Rock Ferry by the Chester and Birkenhead Railway between the hours of 11.40am and 12.10pm. Between the hours of 4.15pm and 4.45pm by the L&N.W. Railway from Lime Street, Liverpool via Runcorn Bridge to Chester. Constables will be stationed at all Bridges over the line of Railway and at important points where the line passes over roads and canals, special attention being given to those between Railway Stations. Superintendents will warn Constables detailed for this important duty to use the utmost vigilance and at one to report to the Chief Constable what arrangements they have made, giving the name of that part of the line to be watched by each Constable, and locality of the bridges to be guarded. Constables detailed for duty at several points must be at or about the places named between the hours given and be especially on the alert at the time the Royal Trains are passing. As the above duty will form part of the Constables day duty, it must not interfere with their ordinary night duty. Chief Constables Office, Chester 17th January 1886 Visit of H.R.H. The Prince of Wales to Eaton Hall. Constables detailed for duty at Eaton Hall vide General Order 6/1886 will probably be required there until Monday the 25th instant they will therefore be prepared in every way to turn out clean, smart and well shaved. Spikes to Helmets will be worn, and Lamps for night duty brought. Chief Constables Office, Chester 23rd January 1886 Visit of H.R.H. The Prince of Wales to Eaton Hall. The arrangements made for watching Railway Bridges, Roads etc. during the time of the Royal Train passed through Cheshire on the 19th instant will also be carried out on the Monday next 25th instant. The Royal Train leaves Chester at 1.30pm via Crewe to Euston Station. Unless circumstances direct otherwise Constables watching Bridges over the Railway will as the Royal Train or other train passes be on the Bridges overlooking the line in the direction in which the train is coming and immediately above the line of rails, other to that on which the train is travelling. Constables watching Bridges etc. over which the railway passes will at the time of the train passing be at a point some forty or fifty yards away from the Bridge on the side nearest to the line of rails on which the train is travelling. Chief Constables Office, Chester 23rd January 1886 Constables Getting into Debt. The attention of all ranks of the force is again drawn to the above matter referred to in General Order 14/1885, as the Chief Constable is convinced that no man can perform his duty strictly when in debt to Shopkeepers and others on his district. Cartledge Number 8 Division is fined 10/- and reduced to 26/10d per week for drunkenness on duty on the 23rd instant. Knight from Witton to Occlestone in Northwich Division. Chief Constables Office, Chester 1st February 1886 Dogs Act 1871 The Chief Constable directs that the Constabulary will use the greatest diligence in carrying out the provisions of Sections 1 and 2 of the above Act, special care being taken how they attempt to handle stray dogs. Superintendents will keep a list of all dogs detained under the Act showing how they are disposed of. In the vent of a Court under clause 2, directing a dog to be destroyed it will be the duty of the police to see that the order is carried out, or at once to report that the owner has not complied with the order of the Court. Persons who have failed to obtain Licenses for their dogs up to this date and have been requested to do so as directed in Memo of the 6th ultimo will be proceeded against in the usual way. Chief Constables Office, Chester 3rd February 1886 Constable 316 J. Heesom is transferred from the 6th instant from Number 6 Wirral Division to Head Quarters and will be stationed at Eaton Hall as an additional Constable there. Constable 97 J. Crank from Reserve Division will replace Heesom at Seacombe. These Constables will be as before entered in red ink at the bottom of the Distribution Return and Nominal Rolls. Constables Returning Off Special Duty. The Sergeant or Senior Officer in charge of Constables sent on Special Duty will each be held responsible for ascertaining the time of departure of trains seeing that Constables are not detained beyond the time necessary to obtain refreshments (should such be required) and that they proceed at once by the speediest route to their respective districts. Painting, Repairs to Court Rooms and Station Houses Superintendents will at once report to the Chief Constable whether extensive structural repairs, additions or alterations are required at Station Houses in their respective districts, giving nature of same. Duty of Constables in Robberies. All Constables will be reminded that they must not consider their responsibility ceases after giving information of Robberies and other Occurrences to their Superintendents or Sergeants but remember that they are expected to carry out the instructions on Divisional Form D28/A in regard to these matters and to continue enquiries respecting the occurrence. Constable 29 J. Wright of Number 7 Hyde Division is reduced to 25/8d per week for drunkenness on duty at 12 midnight on the 6th instant. Chief Constables Office, Chester 18th February 1886 The Chief Constable permits, as a record in the History of the Force, Mr. Oldmeadow, Chief Clerk, through the medium of this General Order to express his sincere thanks to the members and pensioners of the Cheshire Constabulary consisting of 14 Superintendents, 11 Inspectors, 57 Sergeants and 285 Constables, in total 367 officers, who have so kindly presented to him through the Chief Constable Lt. Col. J. H. Hamersley, the elegant and valuable Silver Tea Service purchased with their subscriptions in appreciation of his services connected with the Mutual Benefit Association established mainly through his efforts for helping its members and families, which present he values very highly not alone for its worth, but especially as it evinces such good feeling towards him after a service of upwards of twenty nine years in the Cheshire Constabulary, during which period it has always been his earnest desire not only to perform his duty in such a manner as to obtain the approbation of his Superior Officers, but also to endeavour to do all in his power to assist in, and promote the welfare of all with whom he has the pleasure of serving during his long connection with the force. Chief Constables Office, Chester 2nd March 1886 Police Taking Charge of Horses and Carts. In the event of it being necessary for Constables to take possession of horses and carts for safety in consequence of the drivers being drunk or incapable from other causes of looking after same, they will not on any account give them into the charge of a third person but personally see that they are delivered in safety to the owner or person in charge when he is fit to receive them Chief Constables Office, Chester 2nd March 1886 Misconduct Reports Constables when writing out their defence to Misconduct Reports will address them to the Chief Constable, not to the Superintendent, the latter will submit same, together with the Report to the Chief Constable. Chief Constables Office, Chester 5th March 1886 Weekly State and Sick Report. Divisional Form D/34 is abolished, in future the new Form D/30 will be sent in weekly to reach this office punctually each Monday morning. In column "Remarks" opposite "Special Duty" the cause and nature of same must be given and "Vacancies" the date and whether caused by Married or Single Constables leaving. All Casualties must be accounted for in "State". Guard Books for Calendars The Assize and Sessions Calendars will be carefully fastened in above as soon as they are received, commencing with last January Sessions, and the Books kept ready for immediate reference. Persons Convicted of Capital Offences Superintendents of Divisions will on removal to Jail either before or after conviction take steps to inform by telegram, the Sergeant or other Constable stationed at the place where the prisoner is situate, to which the prisoner is remanded or committed, the time he may be expected to arrive, who will, if the place is in the County, make such arrangements as will prevent any disorder or unseemly conduct occurring on the removal of the prisoner from the Railway Station to the jail. Chief Constables Office, Chester 9th March 1886 Marine Store Dealers and Dealers in Old Metal Superintendents will see that the provisions of Sub Sections 1,2,3 of Section 480 of the Merchant Shipping Act 17 and 18 V. C104 are observed in their Divisions and that all Registered Dealers in old metals keep the Books prescribed in the Schedule of the Act 24 and 25 V. C110 and that person defined as "Dealers in Old Metals" in the 13th Section of the "Prevention of Crimes Act 1871" do not purchase any metal mentioned in the Schedule of the Act of less weight than the quantity set opposite such metal in the second column of the said Schedule. Chief Constables Office, Chester 9th March 1886 Constable John Bradbury will be transferred on the 15th instant from Reserve Division to Number 7 Hyde Division, to be stationed at Newton vice Cowap resigned. Superintendents will see that all Convictions for which Fees are to be credited to Justice Clerks (as provided for in the following Resolution of the Police Committee) are properly filed, in order that if at any time a copy of same may be required it may be obtained from the Clerk of the Peace on application. Copy of Resolution 3rd March 1886 That instead of the Police Officers paying the Costs of the Justices Clerks in the cases where they are the Informers or Complainants and upon Conviction of the Defendants do not pay, or where the cases are dismissed, as they were authorised to do by Resolution of the Police Committee of the 15th November 1882, the County Auditors shall certify the amount of all such Fees and also all Fees remitted by the Justices and the County Treasurer shall allow the Justices Clerks credit for same in his accounts. Chief Constables Office, Chester 18th March 1886 Expenses of Conveying Prisoners to Jail As the instructions in General Order 119/1885 appear to have been misunderstood by some of the Superintendents they will in future allow the authorised Special Duty Allowance to Constables conveying prisoners to Jail as directed in General Order 24th April 1880, which should be entered on Pink Form F/28, but only on Form F/11 if they are absent during a meal hour, or for six hours or upwards, Meal hours are to be considered as 8am to 9am, 12 to 1pm and 5 to 6pm. Care will be taken to enter on Form F/11 the cost of all subsistence provided for prisoners after Commitment, either on remand or when sent finally to Jail. In addition to the instructions in General Order 142/1885 Superintendents will enter on Form F/11 in cases where prisoners are conveyed from Prison to Court on second line column "Hour of Departure" the time the Constable leaves his station to precede to Jail for the prisoner. The Chief Constable calls for every attention to be paid to these instructions When rendering the quarterly returns. Should any Superintendent not thoroughly understand what is required he will at once seek further information from Head Quarters. Correspondence The attention of Superintendents is drawn to the instructions in Memo of the 27th June 1883 and the 16th February 1885, which have not in several recent cases been carried out. Superintendents will report when the alterations are completed, which must be carried out without delay, and send the Accounts from the local tailors to this office. Extra Postage on Letters Etc. Letters and documents being constantly sent to the Chief Constables Office, with an insufficient number of stamps affixed, thereby causing double postage to be charged. Superintendents will see that this does not occur again, if in any doubt as to the weight of the letter or parcel should be weighed before being posted either by the person sending it or at the Post Office. Constable 177 H. Hibbert is reduced to 25/8d per week and severely reprimanded for untruthfulness. Burglaries and Housebreaking As numerous burglaries and other serious robberies have recently been committed in the Northern Counties, Superintendents will at once see the Special Instructions in General Order 110/1885, are carried out by all Constables in their Divisions. Alterations, Fixtures at Police Stations The Chief Constable having observed that unauthorised alterations have been made at some Police Stations and fixtures put up and removed without his knowledge, direct all ranks occupying County Police Stations on no account to do so, without first obtaining his sanction. Drunkenness The power to apprehend persons of offences under Section 12 of the Licensing Act 1872 should be used with discretion, a Summons when the offenders and their residences are known being sufficient, except when in charge of Steam Engines or in possession of loaded firearms. Drunken persons should not be interfered with if going quietly home by themselves or assisted by friends, as such interference only irritates persons in that condition to commit more serious offences, for which adequate punishment is often not imposed in consequence of the injudicious action of the Constable. Constable 104 W. Newns Number 7 Hyde Division is discharged from the force from the 24th instant for drunkenness on duty and insubordination. Constable 316 F. Homer Number 6 Wirral Division is reprimanded and transferred to Number 7 Hyde Division vice Newns at his own expense on the 31st instant for using improper language to his Sergeant on the 21st instant. Chief Constables Office, Chester 29th April 1886 Reports of Robberies and Occurrences Instances having recently occurred in which Sergeants have neglected to report to their Superintendents robberies and other occurrences which have taken place in their districts, the Chief Constable directs that greater attention be given to this matter as it is their duty (and must be strictly and without delay carried out) at once to inform their Superintendent fully in reference to every occurrence reported to or coming to their knowledge. Gypsies Superintendents will that the instructions in General Order 42/1882 in reference to above are carried out in their respective districts. Swains Heating Apparatus Steam or other coal will not be used in the stoves named above, Gas, coke being the proper fuel, if this cannot always be obtained Cinders and Slack will be used. Photographs of Prisoners Superintendents will see that the above sent to Divisions for entering in the Guard Book referred to in General Order 125/1884 are not pasted to the description forwarded therewith. Drunkenness The attention of the force is drawn to General Order 8th September 1881, Paragraph 4, in reference to above. Postage In future instead of entering the above in their Contingent Account, Superintendents will see that the amounts are charged as follows in that part of the Form now used for the purpose i.e. "Postage at Superintendents Office for the month of" or "Postage at Superintendents Section for month of" and give total. The total being entered as now on the face of Form F/4. Superintendents will still have to furnish to them in detail the postage of each Section, and see that the amounts in their own Book and the Returns from Sections agree with those charged in the Contingent Account as above directed. Estimates of Pay The Chief Constable having observed that the amounts estimated for in above are in many instances much above the sums actually required. Chief Constables Office, Chester 14th August 1886 Dogs Act 1871 The large Notices sent to Divisions will be kept and posted up outside each Police Station and other conspicuous places in the County so as to be easily read by the public. One of the small slips will be pasted in the Instruction Book of each Constable. The following Regulations will be observed in carrying out the provisions of the Act by Police Constables 1st In capturing stray dogs the greatest care must executed to avoid being bitten. 2nd Dogs seized by Constables must be kept in a place of safety, securely fastened so as to prevent any damage being done and during the 3 or 5 days they are detained properly fed and cared for. 3rd Care will be taken when the owner is known to inform him by letter that his dog has been taken possession of. 4th When a dog is to be destroyed the Constable will obtain from the nearest Chemist a sufficient quantity to kill the animal and no more, of Prussic Acid which will be administered on a piece of meat or bread, the poison must not be out of the possession of the Constable from the time it is purchased until it is used. 5th The carcase of the dog killed as above must be buried with not less than four feet clear of earth over it, sufficient quantity of quick lime according to size of animal, being placed with the body, before being covered over, which must not be near any Well or Water Course. Austwick West Riding Constabulary The murderer James Murphy described in information from this office dated 3rd and 9th ultimo having been driven from his hiding place at Borough Village near Barnsley. Superintendents will at once direct all Constables in their Divisions to be on the alert and to use the greatest diligence in endeavouring to secure his apprehension, enquiry should be made in places where his class of Countrymen congregate and amongst the Irish Harvestmen and Labourers and no effort should be sparred until this man is finally brought to justice. Use of Police Stations to hold Coroners Inquests The Police Committee having decided that Police Stations are not to be used by County Coroners for holding Inquests, Superintendents will so inform them, if any application is received from them on the subject. Correspondence Superintendents will not allow, except when necessary or during their absence, Acting Sergeants or Constables employed in Divisional Offices to open official letters or other communications addressed to them on public business. Constables from other Forces employed by persons attending Meetings in Cheshire The Chief Constable directs that whenever it is observed that Constables from other Forces are in anyway employed in the County that the fact is at once notified to him, as they have no authority to act unless their services are specially applied for to him, by the persons requiring their attendance. Constables following up information received respecting Robberies Superintendents will draw the attention of all their Constables to the Instructions in General Order 5/1885 and 59/1885 in reference to above. Chief Constables Office, Chester 7th October 1886 Divisional Order dated 4th instant re transfer of Constable 320 L.J. Wallace from Birkenhead to Runcorn is hereby cancelled. Chief Constables Office, Chester 9th October 1886 The following transfers will take place on the 15th instant:- Constable E. Williams from Reserve to Number 4 Nantwich Division to be stationed at Crewe vice Davenport. Constable 202 W. Roberts from Reserve to Number 3 Eddisbury Division to be stationed at Frodsham vice Povey. Constable 143 J. Povey from Number 3 Eddisbury Division to Number 10 Runcorn Division to be stationed at Runcorn vice Riddlesworth. Pay In future Pay and Boot Money will be issued on the 14th and 28th of each month, instead of Weekly as before. For the present month payments will be as follows:- From 30th September to the 8th October and 9th October to the 22nd October and each succeeding 14 days up to the 10th December, the next Sheet being for 15 days up to the 25th December, commencing on the 26th again for 14 days, and finishing each quarter in the year with a Sheet either for 14 days, more or less as the case may be, so as to close the quarter on the 25th December, 25th March, 24th June and 29th September in each year, for odd days above or under 14, at the close of each quarter, the Boot Money and deductions for Superannuation Fund will be as before -/1d per day. Superintendents will not unnecessarily withdraw Constables from their Districts when paying their Divisions as herein directed, which should be done by them personally and not deputed to Inspectors or Sergeants. Any Stamps used for sums above £2.0s.0d may be charged for under headings "Miscellaneous" "Pay Lists Stamps". Cheques will in future be issued by the County Treasurer for above the 6th and 20th of each month, instead of the 1st and 15th as before. The Weekly State will be sent as before reaching this office every Monday morning, made out for the previous Saturday and showing the exact strength and Casualties on the latter date. Chief Constables Office, Chester 12th October 1886 New Register of Licensed Victuallers The following instruction will be observed in keeping the above Book:- 1st All names and particulars according to the respective headings will be properly and carefully filled up, and will contain all persons Licensed as Ale House Keepers, and others holding Licences to sell Intoxicating Liquors on the 30th September last, a page being given to each sign or person. 2nd The Index will have reference to the "Sign" not the owner or occupier of the premises. 3rd Superintendents will to the Chief Constable when this Book is completed in their respective Divisions, which should now be kept as a complete record of each Licensed House in the same. Chief Constables Office, Chester 20th October 1886 Sergeant Joseph Handford Number 5 Northwich Division is discharged from the force on the 31st October 1886 with a pension of £55 per annum, granted by the Court of Quarter Sessions on the recommendation of the Chief Constable on the 18th instant. In reference to General Order 194/1886 pay will be issued at the end of each fortnight instead of on the 14th and 28th of each month as therein directed, and each succeeding 14 days up to the 17th of December, the next Sheet being made out for 8 days up to the 25th December 1886. The Pay Sheets must reach this office not later than two days after the date they are made up to. The List attached showing the dates the Pay Sheets are to be made up to 25th December 1887, will be kept in the Superintendent's office, and be referred to before making out the Lists, in order that no mistakes may occur. Chief Constables Office, Chester 21st October 1886 Dogs Act 1871 Superintendents will send to this office punctually on or before the 25th instant a report as follows:- 1st The number of dogs known or suspected of being affected by Rabies in their Divisions from the 1st January to 15 instant 1886. 2nd The number of dogs killed during the same period, diseased or suspected, together with the date and place. 3rd Copies of all Orders or Notices issued by the Justices to keep dogs under control in their respective Divisions between the 1st January and 1st June 1886. Acting Sergeant McHale is promoted to Sergeant at 31/6d per week (including Merit Badge) in Northwich Division to be stationed at Northwich from the 1st November 1886 vice Handford. Constable 174 Abner Egerton Number 5 Northwich Division is appointed Acting Sergeant from the 1st November 1886 to be stationed at Marston in Number 2 Altrincham Division vice McHale. Constable 113 J. Cross Number 2 Altrincham Division is reduced to 25/8d per week and transferred to Bowdon at his own expense. Constable 182 W.H. Morris Number 2 Altrincham Division is transferred to Mobberley vice Cross. Chief Constables Office, Chester 22nd October 1886 The Chief Constable awards Constable 246 W. Stubbs of Broxton Division 5/- extra Special Duty Allowance for his courageous conduct on the 19th instant in rescuing from drowning at risk of his own life, Jane Smith at Bickley. Swains Heating Apparatus Superintendents will report on or before the 28th instant whether the directions for working the above by the County Surveyor dated August 1881 are carried out and a copy of same kept in a conspicuous place, in the corridor of the cells or place where the apparatus is in use. Spouting and Drains at Police Stations Superintendents will see that the instructions in General Order 100/1885 in reference to above are attended to. Letters and Documents sent back to Superintendents for further report Superintendents will see that all letters and documents sent to them for further report or noting, are returned without unnecessary delay. Constable W. Leedsham is transferred from Head Quarters to Crewe in Number 4 Nantwich Division from this date vice Curry resigned. Explosive Act 1875 Carriages Conveying Explosives As on some occasions Constables have remained all night watching carts containing explosives Superintendents will instruct all their men on this matter it being the duty of the owner or person in charge of the explosives to remain with and protect it. See Order of Secretary of State Number 4 (under the Explosives Act) Section 3 Sub Section (o) which reads thus "Any carriage conveying Explosive in any Town or Village, exceeding100lbs shall be in the exclusive charge and constantly attended by some competent person". The duty therefore does not devolve upon the police, but they should visit same as often as possible during their tour of duty to see that the above is carried out. Chief Constables Office, Chester 30th October 1886 Arrangements for receiving Messages by Constables In Rural Districts. Superintendents will report on or before the 8th proximo what arrangements are made by Constables stationed in Rural Districts in the event of their services being required or report of Robbery made, to have Messages left for them in the absence of themselves and family. Persons to be Brought before Justices In future the Instructions contained in "Memo" of the 25th November 1882, General Order 38/1884 and "Memo" of the 16th February 1885 in reference to sending in Divisional Form M/26 will only be carried out in cases of the hearing of serious crimes when sufficient warning should be given to permit the Chief Constable to attend if he desires to do so. Numbering and Letters The attention of Superintendents is drawn to General Order 27/1882, those who have commenced to Number Letters from the 30th ultimo, will re number them up to the 31st of December next. Letters should be numbered from 1st January to 31st December annually. Chief Constables Office, Chester 1st November 1886 Cash Box Robbery at Northenden. The attention of Superintendents is drawn to Route Number 4 from Number 9 Stockport Division re above, and they will warn Post Office authorities, Public House and Shop Keepers, and all other likely persons to be on the alert for such Robberies and request them to give immediate information to the police should they find anyone attempting to commit them. Chief Constables Office, Chester 3rd November 1886 The attention of Superintendents is drawn to Regulation Number 24 of Form D/19 in Sergeants and Constables Journals and they will see that same is properly carried out. Chief Constables Office, Chester 9th November 1886 It having come to the personal observation of the Chief Constable that information routed from Divisions have not been sent out at once by Superintendents of Divisions to Sections, and further that when they have been sent out that Sergeants and Constables have not used their best endeavours to make enquiries in their Sections and Beats and act with diligence, directs that Superintendents on receipt of information at once route same to Sections, and Sergeants inform Constables of their Sections without delay. The attention of all ranks is called to this matter and the Chief Constable expects that he may have no reason to complain in reference to this subject in the future. Everyone in the force must remember that their duty is to act for the public good and not only for themselves and immediate local police requirements. Sergeant 251 T. Proudlove Number 1 Broxton Division is reduced to Constable at 29/2d per week for neglecting to make enquiries in a case of Fraud on his District and will be transferred to Number 2 Altrincham Division on the 13th instant to be stationed at Altrincham, vice Harvey transferred. Chief Constables Office, Chester 11th November 1886 Sergeant 3 J. Pennington will be transferred on the 20th instant from Number 4 Nantwich Division to Number 1 Broxton Division to be stationed at Waverton vice Sgt Proudlove reduced and transferred. The following Constables are awarded the Merit Badge and pay of 2d per day for Long and Meritorious Service. Constable 274 W. Burgess Number 6 Wirral Division. Constable 37 J. Ashford Number 7 Hyde Division. Chief Constables Office, Chester 13th November 1886 Forms Required Quarterly Instead of Monthly In future the under mentioned Returns will only be required Quarterly. Form F/23 Unpaid Penalties and Costs which will include all outstanding Fees in the Division, those for any previous Quarter being entered in red ink and Superintendents will see that the words "Allowed Time" "Gone to Jail" etc. are entered in all cases in Charges and Summons Sheets. Form S/6 Undetected Crime and in future Superintendents will only enter in column "Nature of Offence and Description of property Stolen" the nature of the offence and a brief description of property stolen. The Columns "When information received" "When enquiries Commenced" and "Steps taken for recovery of property, by whom, and time employed in making the enquiry and the instructions given by Superintendents in each case with date of same and result" will be neatly ruled through as the information is no longer required being already given in report of robbery Form. A copy of this herewith sent will be pasted in the Guide Book or Instruction Book of all Inspectors appointed under the above Acts and Superintendents will see that the provisions of the Order in Council are duly carried out in their respective Divisions. Chief Constables Office, Chester 25th November 1886 Burglaries, Housebreaking etc. The attention of Superintendents is drawn to General Orders 39/1884 and 110/1885 (last paragraph excepted) and they will at once make arrangements for Constables in Rural Districts to be on duty occasionally early in the morning and in the evening. The Chief Constable has observed that the hours of duty are not sufficiently varied. Constable 196 E. Dunning Number 2 Altrincham Division is fined 15/- and reduced to 26/10d per week for neglect of duty on the 19th instant. Reports of Robberies In future all Robberies whether detected or not will be reported to the Chief Constable without delay on Form DD/6. Cutting and Stealing Evergreens Superintendents will see that the instructions in General Order 129/1885 relating to the above are carried out in their respective Divisions. Robberies of Poultry Superintendents will direct all their Constables to warn persons on their beats keeping Poultry to see that they are securely fastened up at night. Constable 172 W. Date and Hour of Discharge of Prisoners Superintendents will state whether they enter in column "Date of Discharge or Committal" in Subsistence Return in Contingent, the date the prisoner is bailed or otherwise discharged from the custody of the police or the date the case is finally disposed of by the Magistrates. As the instructions in General Order 168/1886 appear to have been differently interpreted it will be understood that the directions as to charging the above do not apply to Special Duty and Travelling Expenses paid to Constables for Existing Warrants or Serving Summonses which will be shown as heretofore in the Special Duty Sheets forwarded monthly with the 10th and 17th Clause Returns, and that only such Special Duty and Expenses as are incurred in rendering services applied for on Form F/1, or when employed at Elections and similar duties are to be entered in the Contingent Account, the object being to show accurately the actual receipts in full received for such duties, and amount expended in carrying them out. In order that such sums may be clearly distinguished from the ordinary Expenditure, the following plan of entry will be adopted. A separate Special Duty Sheet will accompany the Vouchers and be marked on the right hand corner in red ink "Special Services" the total amount be so entered on the Contingent Form under heading of Special Duty, all other charges being shown as a total "Police Special Duty".
