Inspectors Journals
Superintendents will in future when inspecting the Duty Books of their Divisions examine and sign in like manner the Inspectors Journals.
Superannuation
The following men having been recommended by the Chief Constable for Superannuation will be discharged from the Force on the 16th instant. Sergeant Joseph Whittaker, Wirral Division, on a pension of £50.0s.0d. per annum.
PC William McNeill, Wirral Division, on pension of £25.0s.0d per annum, the latter for injuries received in the execution of his duty.
Clothing
In future the Waist-belt will always be worn over the Great Coat. This instruction will be added to Divisional Form D/19.
Transfers
The following transfers will take place on the 16th instant:
PC T. Parry, at his own expense from Altrincham Division to Hyde Division to be stationed at Dukinfield, vice PC Richardson discharged. PC William Parr from Reserve Division to Altrincham Division to be stationed at Sale, vice PC Parry.
PC George Harvey from Reserve Division to Altrincham Division to be stationed at Altrincham vice PC Kavanagh resigned.
PC T. Walton from Reserve Division to Wirral Division to be stationed at Neston vice PC Bogg resigned.

Horse and Cattle Stealing
As several robberies of the above have recently taken place in this and adjoining Counties, there is reason to believe by the two men described in information from this office dated 9th December 1884, Superintendents will make special arrangements so as to be in a position on receipt of information from this office, or otherwise to immediately circulate same throughout their Divisions, with the instructions to all ranks to keep a sharp look out on the roads and other likely places for the thief or thieves, and to expeditiously follow up any good clue which may be obtained, reporting result to the Chief Constable.
Owners of Stock and other Animals especially those who may have any 'out to grass' will again be requested to give immediate notice to the police of their district should any animals be missing. The attention of all ranks in the force is drawn to the orders at the foot of Divisional Form D/28A particularly to the last two lines, as the Chief Constable has reason to suppose that sufficient care is not being exercised in carrying out these instructions.
Income Tax (Property) Schedule A Station Houses
In future the above will be paid by Superintendents and charged in their Contingent Accounts (half for Magistrates Rooms at Stations where a Court Room is attached) except for Stations where ground rent is charged, when Tax should be paid by the owner.
The following promotions will take place on the 16th instant:
2nd Class Sergeant J. P. Davern to be Sergeant at 30/4d per week in Wirral Division vice Whittaker pensioned.
2nd Class A. Lewis from Nantwich Division to Wirral Division vice Davern promoted.
PC R. J. Simcock Nantwich Division from Crewe to Nantwich.

Referring to General Order Number 4/1885 PC W. Parr will be transferred to Wirral Division to be stationed at Childer Thornton instead of Altrincham Division.

Infanticide
As the bodies of several newly born children have recently been found in the County under circumstances which leave little doubt that they have been murdered. Superintendents will see that all their Constables are instructed to give special attention to quietly note and observe in their districts, the movements of any unmarried females who are pregnant, or have recently had children, in order that should the latter disappear enquiries may at once be instituted to ascertain how they have been disposed of. The instructions in printed order dated 14th July 1879 relating to the protection of infant life will also be carried out.

Town Beats, Reports of Robberies
Inspectors and Sergeants will be held responsible for all Constables being acquainted (when parading for duty) with the particulars of Robberies and other information, foreign or otherwise, which may have been received at the office up to the time of the hour for parade, in order that they may be on the alert to discover the person or persons who may be wanted.

Constables Employed as Clerks
Sergeants and Constables employed in Superintendents Offices will always appear properly dressed in the uniform in wear for the time being, they may however when actually engaged in writing wear the second best serge jacket.
Prosecutions at Assizes and Sessions
Superintendents will not unless the necessities of the case absolutely demand it, have themselves bound over to prosecute at Assizes or Sessions, as their time can be more profitably employed in Divisions.

Special Service of Constables at Races, Agricultural Shows Etc.
It will be distinctly understood that Constables detailed for duty at the above named meetings etc. are not employed in taking money at the gates or doors, or collecting tickets, but merely to prevent persons obtaining an entrance in contravention of the rules regulating their admission to the grounds and such like duties required from them.

Army Reserve Men
Superintendents will at once report whether any of the Constables in their Division, who are Army Reserve men, have received notice to join their respective Regiments, or who may do so, together with the dates and places they are ordered to report themselves at for Army Service.

Mad Dogs
Several Dogs affected with Rabies having recently been seen and destroyed in the County, Superintendents will immediately instruct their Constables to closely observe all Dogs in their Districts, and see that stray ones are at once captured, and that any which may have been bitten are securely chained up, so as not to be dangerous to the public.
Clothing and Equipment
As the above are supplied to the force according to patterns approved by the Chief Constable, Superintendents will be held responsible that no alterations or additions whatever are allowed to be made in them without his written authority.
The new Clothing and Caps for 1885 will not be issued until orders are given by the Chief Constable to do so.

Town Beats
Constables will be instructed carefully to observe especially at night, whether doors, windows, cellar coverings, and other places on their beats are properly secured, if open, the inmates should be at once informed, and in the event of there being no person on the premises, an examination should be made to ascertain whether any robbery has been committed, or persons secreted therein.
Any unusual noises, by glass being broken or in dwelling houses. Lock-Up Shops, Offices etc. or dogs barking violently, should be enquired into, and Constables satisfy himself as to the cause.
If any unoccupied Warehouse, Stores, Offices or other premises are found insecure, the Superintendents will as early as practicable inform the owner, and request that steps may at once be taken by them to have the places properly fastened at night.

Correspondence
Superintendents will in future (instead of writing across documents) whenever it is necessary for them, to further report on any remarks made by the Chief Constable on their letter etc. write same at bottom (if there is room) of their first report, or on the right hand side of same, on the back thereof.
Service of Summons by Affidavit within the County
In future the amount received for Magistrates Clerks Fees for Affidavits will be entered in Column 7 of Summons Sheets as having been paid to them, and in Column 'otherwise appropriated' in 17th Clause Return. The charge for service being accounted for in the Summons Sheets, and 17th Clause Return, in the Division in which the case is disposed of, instead of, as heretofore, in the Division in which the Summons was served.
Conveyance of Prisoners to Jail
Superintendents will instruct all their Constables that they are not required, if asked by prisoners, to inform them of the date they will be liberated from Jail, the Constables duty being simply to take care that offenders in their custody are safely delivered into prison.
Dog Licences
Superintendents will give instructions to their Constables to proceed against persons keeping Dogs without Licences, as directed in General Orders numbers 22/1882 and 23/1884.
Constable M. Usher, Hyde Division is fined 10/- and reduced to 26/10d per week for being drunk when parading for duty at 10.15pm on the 24th instant.
Constable R. Richardson of the same Division is fined 5/- and reduced to 25/8d per week for being drunk on duty at 9.15pm on the same date.

Prize Fights
As this offence appears to be on the increase in the county generally, Superintendents will instruct their Constables, especially on rural beats, to be on the alert, and to carefully observe the arrival of any unusual numbers of strangers, by road or rail, into their districts.

Stopping Suspicious or Unknown Persons at Night.
As felonies or other offences are frequently committed both day and night by persons driving carts and other vehicles, the police should ascertain, especially when they are met or seen at night, by making full enquiries from those in charge of the cart, or accompanying same, whether they are following their lawful employment or not. The removal of furniture or other goods at unusual hours should also be observed and the Constable satisfies himself that nothing illegal is being done.
Quarterly Balances in Police Accounts.
As it appears from the quarterly abstracts for the past quarter that in several Divisions the balances due by Superintendents are far in excess of £30.0s.0d mentioned in General Order 142/1884, the attention of Superintendents is again drawn to this matter, as the Chief Constable cannot allow unnecessary large sums of County money to be held in hand. All balances for or against Superintendents must also be deducted or added in the estimate for the ensuing quarter instead of omitting same altogether, as was done in some Divisions for the March quarter of 1885.
Quarterly Accounts with County Treasurer Balances due and from Superintendents.
In future the above balances will be paid after the meetings of each Police Committee (instead of as heretofore after adjourned sessions, which have been discontinued) which are held on the Wednesdays one clear month before each quarter Session's.
Constable John Shaw, Altrincham Division, is reduced to25/8d per week for gross irregularities on night duty on the 6th instant.

Constable John Bennett, Runcorn Division will be transferred from Runcorn to Walton on the 27th instant, vice Constable Marley resigned.

Payment of Accounts for Repairs at Stations and Other Bills.
Superintendents will see that all bills, the expenditure having been duly previously authorised by the Chief Constable, are paid to the Contractors as soon as the work has been satisfactorily completed, and that no accounts whatever are allowed to remain unpaid for articles supplied for the public use, beyond the quarter in which the expense has been incurred, or the month first following same.

Constable S.J. Wallace Runcorn Division is reprimanded, and reduced from 26/10d to 25/8d per week for gross carelessness in not keeping the Divisional Books properly.
The Chief Constable has lately observed in Newspapers, certain paragraphs which clearly indicate that the information, contrary to General Orders of the 14th September 1881 and 74/1884, has emanated from the Police, especially in cases headed "Cleaver Capture of a Thief", and similar announcements, he therefore warns Constables that if it is found that they have given to the Press such information that their interest may suffer. Any special cleverness of action on their part should be noticed to Superintendent's who will without fail report same to the Chief Constable for his consideration.

Vagrancy
As the season is now upon approaching when an influx of Tramps may be expected and the usual petty theft be committed, Superintendents will give instructions to their Constables to use every possible means to suppress Vagrancy and to exercise a close supervision over these persons especially at night in rural districts by searching out buildings and other places.
Constable W. Harper, Number 4 Nantwich Division is fined 10/- reduced to 26/10d per week and transferred at his own expense to Number 10 Runcorn Division for drunkenness on duty on the 26th instant.
Constable J.J. Jepson will be transferred from Number 11 Reserve Division to Number 4 Nantwich Division on the 11th proximo vice PC Mason.

The usual extra precautions will be observed in watching roads and railway stations from the Saturday previous to the races until the following Friday.
Superintendents will not withdraw men stationed in the vicinity of Chester from their beats for this duty. The Chief Constable observes from the Return of the above for the year ending March last, that the number of Vagrants relieved (as compared with the previous year ) has (with the exception of Altrincham Division)
very much increased which although it may be accounted for to a certain extent by the depression of Trade, also shows that begging is far too prevalent in the County, he therefore again directs that all ranks of the force will be on the alert and not in any way relax their efforts to check and put down professional vagrancy.

Constables on Detective Duty.

Superintendent J.J. Meredith Number 8 Macclesfield Division will revert to the rank of Inspector at £100 per annum from the 12th instant and be stationed at Sale in Number 2 Altrincham Division.
Inspector N. Merit Badges
Superintendents will see that Merit Badges if not already properly put on the clothing, are at once fixed on the right arm above the elbow as hitherto.
Boiler Explosions
Superintendents will give instructions to all ranks in their Divisions that in the event of a boiler explosion occurring in their district (except those exempted from the above Act under Clause 4) to at once warn the owner that he must within 24 hours thereafter send notice as required by the 5th Clause of the Act, together with the information shown in the Schedule thereto, to the President of The Board of Trade, and that any neglect to do so may subject him to a penalty of twenty pounds.
English and Irish Labourers
As the annual influx of Irish Labourers appears to have commenced into the County and disputes and assaults may arise between the above, Superintendents will give special instructions to their Constables to observe any appearance of disagreement and report at once if any breach of the peace is anticipated and steps taken to prevent same, which should be arranged so as to immediate and efficient. Special care should be taken in the matter on Saturday evenings in the neighbourhood of public houses.
Whitewashing Cells at Police Stations.
Superintendents will send in an estimate on or before the 30th instant showing what whitewashing is required to be done at each Station in their Divisions, and in future on the 1st June in each year. Sergeants or Constables stationed in or near the Stations may be employed to do the work for which they will be allowed Special Duty, the amount to be included in the estimate.

Allowance of Coal at Station Houses and Magistrates Rooms.
The following quantities of coal will be allowed per annum for each station commencing from the 25th instant (from which no deduction will be made for private consumption) and a proportion of the cost of same charged in the second month of each quarter divided between Magistrates Rooms and the Police Station, one third to the former and two thirds to the latter. It must be distinctly understood that all fires in the public part of the several stations are always kept alight when required for the conduct of business and keeping the buildings properly aired and dried.

Monthly Distribution Return
The attention of some Superintendents is again called to General Order 103/1884 as inaccuracies continue to appear in the above, and they will see that the entries therein are correctly made. The word "District" in the last column but one will in future mean "Service in present station" instead of "Division" and be entered accordingly. Second paragraph of the above Order is hereby cancelled.

Obstruction on Highways.
The attention of the force is drawn to General Order 20/1883 in reference to the above, and care must be taken by each Constable on his district not to permit roads and highways to be blocked or in any way obstructed by the erection of Shooting Galleries, Nut Stalls etc. on Club Days, or similar gatherings, so as to cause interruption to the traffic or danger to persons travelling thereon.
Lime and Stone Quarries.
As some Superintendents when reporting, as directed in General Order 56/1885, in reference to "Disused Mine Shafts" intimated that there existed in their Divisions, Lime and Stone Quarries insufficiently fenced so as to be dangerous to the public frequenting the localities the Chief Constable directs that Superintendents will without delay see the owners or Occupiers of such places with the view of having them properly protected and made secure as to prevent accidents.
Prisoners afflicted with fatal disorders.
It having been represented that several prisoners have died in jail soon after Committal, the following rules will be observed in future in reference to prisoners in custody who complains of illness or show symptoms of being in a feeble state of health, whether they complain or not. 1st The medical man usually employed by the police in such cases, or in his absence the nearest available Doctor will be called to medically examine the prisoner, if found to be suffering from fatal disease, or serious disease a full report by the Doctor or Officer in charge of the Station of his/her state of health will be submitted to the Magistrates before whom the prisoner is brought. 2nd Special care must be taken as to the treatment while in custody of persons suffering from illness and as to the manner in which they are conveyed from jail or the Police Cells to the Court. 3rd In extreme cases and in the vent of the Medical man considering it would involve risk to life to take the prisoner before the Magistrate or detain him in the Cells, steps should be taken to remove him to the Infirmary or Hospital. The fees for medical attendance in these cases may be charged in the usual way in the Contingent Account.

General Inspection.
The Government Inspection will commence on the 24th instant. The general instructions given in General Order 82/1883 will be observed. The Inspection Return (herewith sent which must be carefully preserved as no other can be furnished) will be made out as directed in General Order 82/1883 and the Return of the number of persons Apprehended and Summoned to the 31st August 1884 and 1885. The Return under The prevention of Crimes Act will give the number of persons in the Division on the date of the inspection and Divisional form S/3 will be altered accordingly. Parade States and Division Form S/3 to be handed to the Chief Constable and herewith sent. All Station houses will be ready for inspection. The time and place for Divisions to parade will be notified hereafter.
Amended Bye-Laws Bicycles
Superintendents will keep carefully for reference in their office, copies of the above herewith sent, and see that the large posters are kept posted at each Police Station and other public places in their Divisions so as to be seen and read by cyclists. The attention of the police is specially drawn to paragraph 3 in large bills relating to bicycles.

Explosives Act 1878
(Order in Council(No7 dated 12th August 1885)
A copy of the above Order in Council will be given to each Inspector appointed under the above act who will carefully note in their guide books the alterations made which affects the amount of explosive which may be kept under certain conditions on premises registered for mixed explosives, and remove special disabilities hitherto attached to the keeping of Scultze Gunpowder, E.C. Powder and other small arm Nitro Compounds, and authorises the substitution of half a pound of such small arm Nitro Compound for each pound of Gunpowder not actually kept on premises registered for mixed explosives, where no explosives is kept other than Gunpowder, Small Arm Nitro Compound and Ammunition of the first Division of Class 6. No alteration is made regards premises on which any other explosive, such as Dynamite, Gun Cotton or Fireworks, is kept nor does the new order in any way effect the obligations imposed by Order of Council Number 7 (a) on the occupier of any registered premises on which any Nitro Compound or Cartridges made with same or other specific explosives are kept, of obtaining a Police Certificate to cover the keeping of such explosives. A copy of this Order will be given to each Inspector.
Constables Standing at Attention
As the Chief Constable has frequently to speak to some Constables of their slovenly way in which they stand when addressing him, Superintendents will at once caution all ranks in their Divisions that in order to maintain the character of the force for smartness they must when speaking to their superior officer stand in the position of "Attention ", as directed in the printed General Order number 1 dated 15th April 1885, a copy of which should be in all Duty Books.
2nd Class Sergeants.
The rank of 2nd class Sergeants is abolished and in future they will be designated as "Acting Sergeants".
Beards Etc.
Constables and others who elect not to wear beards or moustache as permitted in General Order of April last (Number 4) must at all times appear clean shaven.
Divisional Form DD/6 Report of Robbery.
The above Form will be altered thus "Special remarks of Sergeant of Sections as to manner Robbery has been affected".
Telegraph Offices.
Superintendents will send in an amended list of all Telegraph Offices in their Divisions, showing the time messages can be sent and are received on week days and Sundays. In future Superintendents will be careful to notify to this office any alterations or additions in the Postal or Telegraph arrangements in their respective Divisions.
Burglaries, Housebreaking Etc.
As cases of Burglary and other serious Robberies have recently occurred in the adjoining Counties, Superintendents will see that all rank in their Divisions, are constantly on the alert to observe any strangers or suspicious persons entering, or taking temporary lodgings in their Districts, and that special attention is given to rural districts in going around houses and premises to see that all windows and doors are securely fastened and that no ladder or other articles which might be conveniently used to effect an entrance placed near windows. Constables in rural districts should vary their hours of day duty, patrolling during the early hours of darkness. The instructions in General Order of the 7th February 1885, General Order 19/1885 and Paragraph 1 of Memo dated 16th February 1885 will be strictly observed and carried out. A sharp lookout will be kept for the five men described in the information from the Staffordshire Police suspected of the Robbery from a Hotel at Stafford on the 13th instant copy of which is enclosed.

Constables must only be employed during their leisure hours on this duty the ordinary hours of duty must not be interfered with.

Plain Clothes.
The Chief Constable having observed a growing disposition on the part of some members of the force in the higher ranks, to appear in plain clothes, they are reminded that such a practice cannot be allowed as all ordinary police duties must be performed in uniform. Constables should also always be in uniform when on duty unless otherwise specifically authorised by their Superintendent or when in direct pursuit of thieves.
Cruelty to Animals.
The Constabulary will proceed against persons committing offences under the above Act in the same way as in other breaches of the law without reference to the Officers of the Royal Society for the Prevention of Cruelty to Animals and should not arrest persons on their information merely, as was recently illegally done in a case in the Northwich Division.

The Constabulary are reminded that by Section 9 of the 2 and 3 Vict: Chapter 93, all Constables are prohibited from voting or taking any part whatever in Elections, and the Chief Constable directs that they will carefully abstain from expressing in any way their political opinions.
Conveyance of Prisoners to Jail.
Superintendents will in future will see that Constables are always in possession of their Warrant Cards to produce to the Jailer if required when receiving remanded prisoners from Jail for conveyance to Court.

General Election.
Superintendents will report on or before the 16th instant what places (Drill Halls and similar places) can be obtained in populous places in their Divisions suitable for assembling a reserve of Constables in, and upon what conditions of hire or otherwise. They will also state what arrangements they propose making for supplying refreshments for the men.
Premises found insecure at Night.
In the vent of Constables finding doors, windows or other part of premises insecurely fastened at night during their hours of patrol, they will not except on request of the occupier , enter same but merely arouse the inmates and draw their attention to the fact, this instruction specially applies to Public Houses and all Licensed Premises.
The following promotions and transfers will take place from the 3rd instant:-
Sergeant W. Johnson, Number 3 Eddisbury Division to be Inspector at Runcorn at £90 per annum vice Roche directed to resign.
Constable A. Egerton, Number 10 Runcorn Division to be Sergeant at 31/6d per week, including Merit Badge, vice Johnson promoted.
Inspector Johnson is transferred from Number 3 Eddisbury Division to Number 10 Runcorn Division and will take up his quarters in the police station there.
Sergeant P. Walley is transferred from Number 10 Runcorn Division to Number 3 Eddisbury Division and will take charge of Frodsham Station.
Constable T. Breeze Number 10 Runcorn Division is removed from Runcorn to Weston vice Egerton promoted.
Chief Constables Office, Chester 12th November 1885
General Election.
Superintendents will obtain from the Deputy Returning Officer of Districts in their Divisions at once, and send to this office a copy of the large printed Notice announcing the days of Nomination and Polling, showing the places where Polling Places and Stations are situated.
Names of Owners on Carts.
Superintendents will give instruction to all their Constables to carefully observe all Carts passing through their Districts, to see whether the owner's names are properly painted thereon, special attention being given Hucksters, Greengrocers and Hawkers Conveyances in accordance with the provisions of the "Highways" and "Hawkers" Acts.
Cutting and Stealing Evergreens.
Constables will be on the alert to prevent damage being done to growing Shrubs and Evergreens, on their Districts and call upon any suspicious persons they may meet or see in possession of cuttings to account for the way in which they obtained them.

General Election 1885.
The general instructions given in General Order 18/1883 will be adhered to at the coming Elections with the exception of the following Clauses which will be amended as follows:-
Clause 4 to read. A copy of the instructions for Constables on duty at Polling Stations dated the 16th instant will be in possession of each man and be returned through the Superintendents to Head Quarters, Chester after the Election.
Clause 7 to read. Lists of men detailed for duty by Superintendents at Polling Stations will be sent to the Chief Constable before the day of the Election care being taken to keep Constables in their Districts as much as possible.
Clause 8 to read. The senior officer in charge of the Polling places will keep the Chief Constable well informed of the state of the Districts telegraphing at once in case of disturbance or riot, and as soon as the proceedings are over telegraph result and whether all passed off quietly.
Clause 12 to Read. Officers in charge will recollect that if called upon to resist a Mob, that the most effectual way is for the Constabulary to keep "Shoulder to Shoulder", otherwise they become weak and powerless.
Superintendents will concentrate their Divisions if called on in accordance with arrangements made as directed in Memo to Superintendents dated 14th August 1882.
All the men not detailed for duty in the several Divisions will be ready to move on receipt of Telegram or other Message.
Staves will not be drawn except by the direct order of the senior officer present or when the police have been assaulted and are likely to be over powered as such indiscretion might provoke a collision.
Superintendents will place the Constables of the District on duty at several Polling places who will be relieved at certain periods of the duty for rest and refreshments.
Superintendents will see that Constables stationed in Reserve are supplied with proper meals and lodgings if required to remain all night Constables on duty at Polling places will attend these for refreshments.
Arrangements will be made by Superintendents for conveyances to be immediately available at places where Reserves are assembled in case there being no trains leaving to points where Constables may be required to be sent and at once send the Chief Constable a statement of what they have done.
Superintendents and others in charge should be most careful not to unnecessarily expose their men to assault from a Mob.
A Constable not the one stationed at the Polling Place who will remain to keep order unless there only is one will be detailed to accompany the Presiding Officer with the Ballot Box to the place where the votes are to be counted.
Superintendents will see that all Constables on duty at Polling Places make the "Declaration of Secrecy" before a Justice, forms for which should be provided by the Returning Officer of the District, if not sent from Headquarters. The Declaration will be handed by each Constable to the Presiding Officer of the Station in which the Sergeant or Constable is placed for duty.
Superintendents will have all persons whose names appear in the Return for year ending June last as willing to act as paid Constables, warned that their services may be required during the coming Elections, if being voters they will still consent so to act.
Superintendents will if called on by the Acting Under Sheriff or Deputy Returning Officer of Parliamentary Divisions, post placards relating to the Election, and fix secret compartments at Polling Stations, charges for same being sent to the officer making the request.
The High Sheriff and the Candidate are admitted to the Rooms without producing any Card no other person is to be allowed to enter unless he produces a Card signed by the High Sheriff or his representative.
Superintendents will attend with a Sergeant and 5 Constables or a lesser number if sufficient, at places in their Divisions (not in Boroughs) on the days of Nomination, and dismiss the men to their homes as soon as the proceedings are over.
Superintendents will detail sufficient numbers of Constables in plain clothes to mix in the crowd, so as to quietly obtain information of any intended attempt to create a disturbance or damage property together with any other circumstances which may come under his observation, showing the feeling manifested by the people, these Constables will keep up a constant communication with the officer in charge to enable him properly to handle the strength of police at his disposal.
Orders relative to detail of police will be published here after, Constables for duty at Polling places will be there not later than 7.30am, those on Reserve at 11am. All ranks will wear helmets without spikes, and clothing of 1884 issue.
Superintendents will acknowledge receipt of this Order by return of post and every subsequent Order relating to the Election in like manner.

In future Superintendents will enter on the second line in each case returned on the above Form, in column "Hour of Arrival", the time the Constable arrives at his station, care being taken that he returns by the first train after delivering the prisoner into Jail, Special Duty Allowance to be charged for the Constable under the Conditions mentioned in General Order 119/1885.

Superintendent Hindley will travel to Northwich on closing of Polling Places at Middlewich on the 1st December the men on Reserve will also come with him if directed by the Chief Constable.

Disturbance at Northwich, 1st December 1885
Superintendents will send in a report giving the names of all Constables in their Divisions injured at the above, showing the nature of their wounds, and whether attended by a Medical man or not, and the time they are expected to be off duty.
Execution of Warrants and Commitment
The Constabulary will bear in mind that all Warrants of Commitment handed to the police must be executed as soon as the time allowed for payment of fine and costs has expired as directed on the face of same, and not be kept back at the instigation of any person to see whether the defendant intends to pay as the Magistrates alone have the power to grant an extension of time for that purpose.

Persons Founded Drowned
Superintendents will see that the clothing and any papers or other articles found upon bodies of unknown persons drowned etc. are taken possession of and carefully kept if not owned previous to the internment of the body for identification at the nearest police station.

Superintendents will have ready made out on the arrival of the tailor a list of Constables (on Form to be sent) care being taken to enter the proper height of each man.

The following transfers will take place on the 1st January 1886:- Inspector J. Millington from Number 5 Northwich Division to Number 19 Runcorn Division at his own expense. Inspector W. Johnson from Number 10 Runcorn Division to Number 5 Northwich Division to be stationed at Northwich. They will receive pay in their present Divisions to the 25th instant inclusive.
General Election
Superintendents will report whether any of the Inspectors or Sergeants who supplied refreshments to Constables on Reserve etc. at the Elections have from the amounts charged to Constables been recouped all their expenses, if not, a statement of the deficiency will be sent to the Chief Constable for his consideration.
Repairs at Stations.
The attention of Superintendents is drawn to General Order 97/1884 which has not in some cases been complied with.
Assize and Session Calendars
Arrangements having been made for a copy of the above to be furnished from the Governor of Her Majesty's Prison, Knutsford (after the Trials)) to each Superintendent, they will see that they are kept carefully filed in a book in their respective offices for reference.
