The Warrants will be numbered consecutively in each Division from Number 1 to Number? In each year from January to December. Constables must always have the Warrants in their possession, to use on an emergency, as no claim above the three fourths of the ordinary fare, will be allowed as a charge against the public. Superintendents will be held responsible that no amounts beyond such rates are entered in their accounts. If any Railway Company decline to issue Tickets at the reduced rates on production of the Warrant, information of same will at once be sent to the Chief Constable. Chief Constables Office, Chester 3rd January 1884 Sergeant Richard Stanley, Altrincham Division, having been recommended by the Chief Constable for Superannuation will be discharged from the Force on a pension of £50 per annum from the 11th instant. PC Bennett, Hyde Division, is fined 5/- and reduced to 25/8d per week for being under the influence of drink when on duty at Dukinfield on the 27th ultimo. Chief Constables Office, Chester 11th January 1884 PC William Booth is transferred from Wirral to Stockport Division to be stationed at Offerton on the 18th instant, as the extra Constable. Chief Constables Office, Chester 12th January 1884 Cheap Trains Superintendents will keep an account of all cases of Constables not being allowed to travel at the reduced fares, with date, Station where the ticket was applied for, destination of the Constable, and amount of excess fare paid and forward same monthly to this office, in order that a claim may be made against the Company for the excess fare charged beyond the 3/4 ths, authorised by the Act. 2nd Class Sergeant J. Bowyer, Broxton Division is promoted Sergeant at 30/4d per week from this date, vice Sergeant Stanley Superannuated. PC A. Chief Constables Office, Chester 16th January 1884 Knutsford Adjourned Sessions 11th February 1884 No Prisoners will be tried at the above Sessions, but Superintendents will send to the Chief Constable a list of all persons committed for trial between the 5th and 9th proximo to reach this office punctually on that date stating therein whether there is any objection, and if so, to any of the Prisoners being released on bail, until the Easter Session. Fire Reports Division Form M22/a will be numbered consecutively in each Division from1st January to 31st December in each year. Subsistence of Prisoners going to Jail In future the Bread and Cheese or other provisions for prisoner's subsistence for the day they are taken in to Jail will be provided by the Lock Up Keeper and be given with the prisoner to the Constable conveying him to prison. Prisoners Escaping from Constables Several cases of prisoners escaping from Custody having recently occurred, the Chief Constable cautions all members of the Force to be most careful in this matter and always to be on the alert when in charge of same, as he will in future if any negligence is proved against the Constable, take serious notice of such laxity in the performance of their duty. Address of Letters to the Chief Constable All Letters, Telegrams and Communications sent to the Chief Constables Office must be directed, County Police Office, Chester, not as some have recently been addressed Chief Constables Office, Chester or Chief Constable, Chester. Night Duty in Rural Districts From the 1st proximo and until further orders, Superintendents will arrange their duty Scales so as to permit each Sergeant and Constable to be off night duty once in every 14 days care being taken that the adjoining Constables beats are so extended that the district of the man off duty is efficiently watched during his absence. This Order will not effect in any way General Order of the 17th April 1880. Chief Constables Office, Chester 17th January 1884 Income Tax (Property) Schedule 'D' The House of Lords (November 13th, 14th 15th and December 5th) having affirmed the decision of the Court of Appeal which affirmed one of the Queen's Bench Division, in the case of Coomber-v-The Justices of Berks, referred to in General Order Number 9/83, Superintendent's will not in future pay the above named Tax on the County Police Stations and Court Rooms. PC John Richardson, Wirral Division is fined 7/6d for being absent from his beat on night duty on the 27th ultimo, reduced to 23/1d per week, and further fined 10/- and transferred at his own expense to Hyde Division to be stationed at Dukinfield as extra Constable, vice Harrison promoted, for being drunk when parading off duty at 1am on the 2nd instant. PC P. Reilly Northwich Division, is deprived of one Good Conduct Badge and fined 15/- for being drunk on duty on the 30th ultimo, and absent from duty from 10pm to 4am on the following day. Crowder, Broxton Division, is appointed assistant Inspector of Weights and Measures. Chief Constables Office, Chester 14th February 1884 Dog Licenses Superintendents will give instructions to their men to proceed against persons keeping Dogs without Licenses as directed in General Order 20/1882. Weights and Measures Act 1878 Inspectors will report whether they have verified and stamped all Vessels made of Glass, Earthenware, which are marked with a denomination of any Imperial Measure used for trade in their Districts, and if so, in what manner, and with what instrument or stamp. In General Order 142/1883, the words "the left hand margin" will be substituted for a "third of the sheet being left as a margin". New Clothing The Instructions in Memorandum to Superintendents dated 22nd February, 12th March and 5th April 1883, will be carried out in reference to above and when all the Articles are received a report will be sent to the Chief Constable to that effect, together with a Return on the Form given in General Order 31/1883. No Clothing or Caps will be issued to the men until so ordered by the Chief Constable. Chief Constables Office, Chester 19th February 1884 PC J. Ennion is transferred from Broxton to Wirral Division, from the 23rd instant to be stationed at New Brighton, vice PC Richardson transferred. Chief Constables Office, Chester 22nd February 1884 Prosecution in Capital Cases The enclosed copy of a letter from the Director of Public Prosecutions is forwarded for the information of Superintendents who will at once when persons are in custody charged with Capital Cases inform the Chief Constable of the fact in order that he may communicate forthwith with the Director. Vagrancy Superintendents will give instructions to their men to use every possible means to suppress Vagrancy in the County, which appears to be on the increase, a sharp look should be kept at night, especially in Rural Districts, in outbuildings and other places. Repairs at Magistrates Rooms and Police Stations In future the name of the Station and whether for Magistrates Rooms or Police Stations will be entered on all Estimates, Requisitions Vouchers and in the Contingent Account for all repairs or articles supplied at the above named places, and a separate Voucher will be required for the work done at each Station. Water Closets in Cells All officers in charge of Police Stations will be most careful in seeing that all Closets are properly flushed out with water as soon as a prisoner is removed from a Cell, and that all the utensils used therein are at once thoroughly cleaned. Chief Constables Office, Chester 3rd March 1884 Single Constables Occupying Quarters in Police Stations In future the following Regulations will be observed in reference to the above 1. The Bedstead Mattress, Bolster, Pillows, Blankets and Furniture will be found by the County. 2. 1/1d per week will be charged as rent and be credited in the Pay Sheets. 3. 2/6d per week for each Constable may be charged by the Lock-Up Keeper for finding Sheets, Pillow Cases, Towels, all Washing, Cooking and attendance, or 13/- per week if board is provided. Chief Constables Office, Chester 4th March 1884 The following transfers will take place at once (to receive pay in their respective Divisions to 7th instant inclusive) PC Moulson from Reserve Division to Wirral Division as one of the additional Constables at the "Clarence Reformatory" New Ferry. Chief Constables Office, Chester 8th March 1884 Cottages Taken by Superintendents for Constables Superintendents will be careful in observing when visiting the above that the houses are kept clean and in tenantable repair, and that when a Constable is having a Cottage from any cause that an estimate is obtained to put it into proper order, if required, at the cost of the outgoing officer. Chief Constables Office, Chester 10th March 1884 Vagrancy Superintendents will send in 1. The name of the Place and Township in which the Union Workhouse is situated in their respective Divisions, together with any sub-district, house or place where tramps are lodged or Tickets given for admission to casual wards. 2. The name of any Township in their Divisions which may be in included in the Unions of adjoining Counties. 3. Whether there are any places in their Divisions used as Common Lodging Houses without the sanction or Licence of the proper authorities. Chief Constables Office, Chester 11th March 1884 New Clothing Superintendents will forward to the Contractors on receipt of this Order, the articles shown in the enclosed list (reported on by them as directed in General Order 33/1884) for alteration or exchange, and at once have the other articles altered by local tradesmen, reporting to the Chief Constables when they are completed, the bills for same being sent herewith, care will be taken not to incur unnecessary expense in carrying out the alterations. Chief Constables Office, Chester 13th March 1884 Police Cases to be heard at Petty Sessions Superintendents will post punctually every Friday Divisional Form M/27 as directed in the foot note thereon, it will however be understood that this does not in any way supersede Form M26, (unless such information has been afforded in Form M27) which should reach the Chief Constable in time to allow him to make arrangements to attend the hearing if he thinks it necessary. In several instances recently this has not been done the information only arriving on the morning the case was to be heard. Chief Constables Office, Chester 14th March 1884 Night Duty in Rural Districts Referring to General Order Number 15/1884 Constables will perform not less than six hours duty on the days when they are exempted from night duty. They will invariably patrol the village in which they are stationed before retiring to rest, see that everything is quiet and no suspicious persons about. Constables should turn out early for an hour's duty, or so, before breakfast on the morning of those nights that they have not been called upon to do night duty. Good Conduct Badges In future Superintendents will enter in Column "Class" the number of Good Conduct Badges in possession of Constables when sending in Misconduct Reports on Form D22. PC Evan Jones Stockport Division is awarded the Merit Badge and Pay of 2d per diem from the 15th instant for General Good Conduct and efficiency. Chief Constables Office, Chester 15th March 1884 PC J. Woodrow, Wirral Division, is reduced to 25/8d per week, fined 10/- and deprived of one good conduct badge, for making improper overtures to a married woman and improperly striking a prisoner in his custody on the 29th ultimo and 3rd instant. (See also GO43/1884) PC Thomas Jones, Wirral Division is fined 15/- and deprived of one Good Conduct Badge for being drunk on duty at Little Brighton on the 13th instant. PC J. Woodrow, Wirral Division, the following words will be substituted in General Order 42/1884, "Drinking with a Married woman in a Public House on the 29th ultimo" instead of "for making improper overtures to a married woman" Chief Constables Office, Chester 18th March 1884 Two additional Constables appointed for temporary duty at the Reformatory Ship "Clarence" Refuge, New Ferry will be discontinued on the 25th instant, and be taken on the strength of Wirral Division as the two extra men for New Brighton during the Summer months. PC West will be the additional Constable for Eastham Ferry from the 5th proximo to the 14th of September, and PC John Weaver from Reserve will take up duties of PC West during that period. PC William Cartledge, Macclesfield Division is promoted to 28/- per week from the 22nd instant, and awarded the 5/- extra Special Duty Allowance for the capture of a man (charged with embezzlement) at Sutton, Macclesfield, on the 13th instant, in the performance of which duty he displayed great courage and determination. Chief Constables Office, Chester 25th March 1884 Vagrancy As a system for the relief of all destitute way-farers will come into operation throughout the Counties North Wales and Salop on the 25th instant, Superintendents will direct their men to watch narrowly, and carefully observe, whether there is any increase or decrease of Vagrants in their Divisions after that date, reporting to the Chief Constable on the 31st May next on the subject. Chief Constables Office, Chester 27th March 1884 Cheap Trains Act 1883 As no deduction is allowed by Railway Companies for Return Tickets under the above Act, Superintendents will instruct their men always to apply for a single ticket when presenting the Warrant to the Booking Clerks. Chief Constables Office, Chester 31st March 1884 PC Charles Peers is transferred from Wirral to Hyde Division on the 5th instant to be stationed at Gee Cross, vice PC Otley discharged. Chief Constables Office, Chester 1st April 1884 Constables exchanging their Lodgings Superintendents are referred to General Order 15/1883 relating to the above, and it will be understood that Constables are not permitted to change their lodgings without the consent of the Superintendent which will be reported by the latter to the Chief Constable. 2nd Class Sergeant F. Chief Constables Office, Chester 12th April 1884 Days Leave of Absence and Night Off Duty It will be distinctly understood that Constables are on no account to expect to take advantage of the boon in General Orders of the 17th April 1880 and number 15/1884 (which are only intended for zealous Constables) if their services are wanted at such times, or to make the excuse that they were about to avail themselves of the privilege as a reason for neglecting any duty which they may have to perform, otherwise the Chief Constable will consider whether the indulgencies should be withdrawn from such men who may thus improperly try to evade their duties. Hay Stacks Set on Fire Attention is drawn to General Order 73/1883 in reference to Constables looking round farm premises, Hay and Straw Stacks, more especially those near to roads and highways used by Vagrants, at night for Tramps sleeping out, as the burning of Hay Stacks is too prevalent in the County, and Constables are expected to use every endeavour to check such offences and detect offenders. The Chief Constable is surprised to find, with the exception of Wirral Division, the general absence of persons of any sort returned in Division Form S/4 as having been met at night. Chief Constables Office, Chester 10th May 1884 Knutsford Adjourned Sessions, 26th May 1884 No prisoners will be tried at the above Sessions, but Superintendents will send so as to reach this office punctually on the morning of the 12th instant a list of all prisoners committed from their Divisions subsequently to the 26th of April last, stating therein whether there is any objection, and if so, the reason, to any of the prisoners being released on bail until the next Quarter Sessions. Section Standing General Order Book The above named book, to be shortly issued, will be in charge of the Inspector or Sergeant of each Section, and will only contain copies of such orders as will in future be marked when issued from this office with the letters S.G.O. Cheap Trains Act The monthly return called for in General Order 6/1884 need only be sent in future when excess fares have actually been paid during the previous month. Chimney Sweeps Act In future in all cases of Applications for Certificates under the above Act to persons who have not previously been granted same, Superintendents will state when sending in Form A (Divisional Form CS/1) whether the applicant is a man of good character and fit to hold a Certificate. Dogs Act Whenever Magistrates make an Order under the above Act for Dogs to be kept under Control, Superintendents will get the Justices Clerk to draw up the Form of Notice, the Superintendent giving the Order for printing and posting same throughout the district to which it applies, and submit the accounts for same for the approval of the Chief Constable before charging it in the Contingent Account under the heading printing. Death of Superintendent Williamson Runcorn Division The Chief Constable regrets to make known to the Force the death of the above officer on the 22nd instant, and desires that Superintendents will allow any of their men of their Divisions, who may wish to do so, to attend in uniform, the funeral at Runcorn at 2pm on the 26th instant, care being taken that their districts are properly watched by other Constables during their absence. Chief Constables Office, Chester 27th May 1884 Weights and Measures It having come to the notice of the Chief Constable that the flooring of the rooms used by Inspectors at out Police Stations when stamping Weights, have been considerably damaged by bumping heavy weights on same, he directs that Superintendents will see that in future greater care is exercised in this matter, so that public property is not injured and destroyed by such means. Allowance to Constables in Aid of Rent The £150 per annum allowed by the Court of Quarter Sessions for the above having all been allotted, no further grants can be made, but Superintendents may continue to make application for same, which will be considered in due course. Chief Constables Office, Chester 30th June 1884 Garden Robberies As the season has approached when the above offence is most prevalent in the County, Superintendents will immediately direct the Constables of their Divisions to be alert to prevent or detect such robberies, by working in plain clothes and at certain times in the neighbourhood where such depredations are likely to occur. The Chief Constable hopes that by so doing no cause of complaint on this hand may arise. Monthly Distribution Return The chief Constable having noticed that the above are often inaccurately made out and directs that Superintendents will at once have their figures revised, and send in an amended Return for July on or before the 6th proximo. It will be understood in future that the word 'District' on the last Column but one will mean 'Division' and the Service entered accordingly. Cutting Off Hair From Cows and Horses Tails As the above offence is again reported to have been committed in the neighbourhood of Chester, Superintendents will direct their men to be on alert to detect the offenders, and warn Farmers and others to keep a sharp look-out on their stock. Chief Constables Office, Chester 15th July 1884 Robberies The Chief Constable has observed that in many cases such valuable time is lost by Constables and others remaining too long about the premises where robberies have taken place, instead of after having collected the necessary information, promptly trying to get on the track of the thief by making enquiries in the neighbourhood and at such places as may lead to a clue being obtained. In the amended Form DD6 enclosed, the date and hour when the information was received by Sergeants will be entered in the space given for "Special remarks by Sergeants of Sections" also what aid they have personally given to the Constable in the enquiries. Dentith Chief Constables Office, Chester 6th August 1884 Good Conduct Regulations The printed General Order dated 14th February 1880, relating to the above is hereby cancelled, together with the instructions respecting recommendations for increase in pay on the back of Divisional Form F/16. Recommendations for Increase of Pay In future Superintendents will send in quarterly on the following dates on Divisional Form F/16, a list of Sergeants and Constables they wish to recommend to the Chief Constable for promotion " in the proportion of one in five to the strength of these ranks" in their Divisions, viz, 1st September, 1st December, 1st March, and the 1st June. If Superintendents wish to recommend a Sergeant or Constable specially, beyond the above number, a report of the reasons for their doing so must be sent therewith. Chief Constables Office, Chester 6th August 1884 Political Meetings and Demonstrations It will be understood that Constables will only be employed at the above meetings for the purpose of protecting life and property, preventing obstructions and any breach of the peace they are on no account to take part in such demonstrations, or be in the rooms or near the places where party speeches are being delivered. Morris, Runcorn Division is reduced to 24/6d per week and fined 10/- and severely reprimanded for being drunk on duty at Runcorn at 1.30am on the 31st ultimo. Chief Constables Office, Chester 16th August 1884 Good Conduct Regulations The above will only be granted to men of exceptional character who have distinguished themselves by efficiency in the performance of their duty during a period of at least 8 years. A list of men in possession of the above will be kept at Head Quarters from which will be selected the most deserving for promotion to the higher distinction of the Merit Badge with pay. Superintendents will have all Good Conduct Badges carefully taken off this year's issue of clothing (to be taken into wear on the 1st October next) and forward same to this office. Superintendents will also send in on or before the 22nd instant a list of men they wish to recommend for Good Conduct Badges under the above conditions, stating opposite each name the reasons for doing so. Weights and Measures Act 1878 The practice of selling Coal etc. in Sacks, Bags, Bags etc. being prevalent in many places, Superintendents will see that all Coal, Slack etc. is sold by weight and not by measure; as required by the provisions of the 2nd part of the above act, which re-enacts the 9th Section of the Act 5 & 6, W4, C63 relating to the sale of those articles. Bakers Act 6 and 7 W4. C37 Superintendents will take steps to prevent any infringement of the above Act and see that Bakers are provided with corrects Beams and Scales, and proper Weights when delivering Bread from Cart etc. and occasionally require Bakers to weigh their bread in the presence of the purchaser when selling same in a shop or otherwise. Chief Constables Office, Chester 28th August 1884 Transport of Explosives Superintendents will give careful instructions for their men to closely observe whether the requirements of the law are conformed with in the conveyance of dynamite, gunpowder and other explosives through their Districts, and where any neglect is found to exist; a report of the circumstances will at once be made to their Superintendents and this office, in cases of emergency or danger, recourse should be promptly had to the powers of the act for seizing explosives, being illegally conveyed, great care must however be exercised when performing this important and dangerous duty. Correspondence The Chief Constable desire that it will be understood by all members of the force that they are not to communicate direct with the Chief Constables of other Districts, except under the most urgent circumstances; but that all information required from them must be applied for through this office. Giving Evidence Superintendents will see that their men are properly instructed in the manner in which they should give evidence before Magistrates and in Courts, as laid down on page 31 of the "Orders and Instructions Book" and that they stand properly to attention when doing so. Service of Constables As it appears in some Divisions, Superintendents have only charged 2/6d per day, for the services of men applied for on Form F/1 contrary to the instructions in red ink in the foot note thereon, it will be understood that no deviation from these rules can be made without express sanction (in writing) of the Chief Constable. PC. W. Morris Runcorn Division, is transferred at his own expense to Altrincham Division (vice PC J. G. Jones resigned) to be stationed at Bowdon from the 24th instant. Coal and Coke The total cost of all Coal and Coke obtained for use at Magistrates Rooms and in Police Stations will appear on the Vouchers sent with the Contingent Account to this office, the one fourth deducted for private use being shown thereon. The estimates for Coal on Form F/5 will include the quantity to be deducted as above directed. Weekly Return of Police Cases M/27 Superintendents will be careful in entering in the above Form all cases committed for trial specifying the nature and particulars (shortly) of the offence and whether Police Cases or otherwise, also whether the prosecution will be carried out by a Solicitor on behalf of the person bound over to prosecute, and stating on same to what Assize Sessions committed, thus "To Chester Assizes" to "Knutsford Sessions" to "Chester Sessions" as the case may be. Stealing Poultry etc. As the above offence appears again to be on the increase in the County, Superintendents will take the usual steps and precautions to prevent such robberies, and to detect the thieves, hours of night duty to be increased if requisite. Reports of Robberies Superintendents will report to the Chief Constable what arrangements they have in force in their Divisions to speedily circulate information to all their men, the description of persons wanted and property stolen, as soon as it is received from other Divisions or Police Forces. Arrests for Drunkenness (Sunday) Superintendents will send in a Return of the above for Year ended 29th ultimo, on or before the 21st instant, as per Form sent with Memo dated 14th October 1881. If the office work is properly attended to and kept up from day to day, Accounts and Returns prepared as the opportunity permits, instead of leaving them all to be made out at the time they should be rendered to this office, the Chief Constable considers that extra help in Superintendents office is unnecessary. Constable E. Christian, Macclesfield Division is granted 10/- extra Special Duty Allowance for Vigilance and tact in the execution of his duties. Constable P. Reilly Northwich Division is reduced to 25/8d per week for absence from duty. Foreign Occurrence and Information Book with Index The above named book will always be kept in the General Office at Head Quarters and principal stations in each Division, so as to be seen by each Constable attending there, care being taken that they are not accessible to the general public, and the same care as regards the latter must be carried out in reference to all Police Book books in Divisions. Chief Constables Office, Chester 29th November 1884 Robberies of Cattle The attention of Superintendents is drawn to the above and they will request all Stock Owners and others in their Divisions to immediately inform the police of any animals missing from their premises, when enquiries will at once be instituted. A sharp look out will be kept for the two men described in the information from Broxton Division dated 28th instant, a similar robbery was committed in Northwich Division on the 28th October 1884. Chief Constables Office, Chester 3rd December 1884 Constables Injured on Duty In future whenever a Constable is seriously injured on duty, the Doctor in attendance will be asked to make out a short report of the above case showing how and the nature of the injuries received, which will be sent to this office, and kept as a record of occurrence. Chief Constables Office, Chester 5th December 1884 Clothing In order to secure the proper fitting of the Great Coats and Tunics, a Uniform Vest will be supplied to wear under the latter, instead of at present men wearing their private vest of different thickness, with pockets filled with bulky articles, which prevent the garment fitting properly, and the belt being kept in its proper position. The uniform Vest will be supplied at each after the 1st proximo, on a list of the men with their measures being sent to this office. No other Vest than that supplied from Headquarters will be permitted to be worn in uniform. Constable T. Parry, Altrincham Division is fined 10/- and reduced to 25/8d per week, and transferred at his own expense, for being drunk on duty at Sale. Chief Constables Office, Chester 9th December 1884 Vagrants and Begging As it appears that in many places begging and intimidation to females, accompanied by threats, is on the increase, Superintendents will instruct their men to be on the lookout for persons committing such offences particularly during the evening and early hours of darkness. Constable Charles Bithell, temporarily stationed at Wilmslow, in Macclesfield Division, will be transferred on the 19th instant to Stockport Division to be stationed at High Lane, vice PC Gatley. Fryer 24/6d Chief Constables Office, Chester 18th December 1884 The allowance in aid of Rent to the Superintendent of Stockport Division is increased from £12.0s.0d per annum to £25.0s.0d per annum from the 19th November last, as no quarters are found by the County. Prosecution of Offences Act 1884 In all cases of refusal, failure or inability of persons to proceed with a prosecution, Superintendents when they consider desirable for the public good that proceedings should be taken against the accused party, at once furnish the Chief Constable with a full report of the circumstances and evidence in the case, in order that steps may be taken to ascertain whether the action of the Director of Public Prosecutions to secure the due prosecution of the offender, may be necessary or not. The above Order has no reference to Police Cases. Referring to General Order of the 13th February 1880, Superintendents will in future make any application for assistance in carrying out prosecutions, through the Chief Constable and not direct to the Director of Public Prosecutions, as therein directed. The old Memo Books in possession of the Constables and in Store will be used up before the new ones are issued. Loose leaves for the new books will be supplied on application to this office.
