Chief Constables Office, Chester 3rd January 1882
On the recommendation of the Chief Constable the following men will discharged from the Force on the 14th instant, upon the under mentioned Superannuation Allowances
2nd Class Sergeant R. Southern Reserve Division at £45 per annum.
Constable Thomas Percival, Nantwich Division at £40 per annum.
Constable John Tinsley, Hyde Division, £38 per annum.
Constable Thomas Furness, Hyde Division at £38 per annum.
Constable John Gibson, Runcorn Division, is dismissed from the Force for drunkenness.
The instructions relative to Sergeants visits in paragraph 3 of General Order 31st ultimo, only apply to rural districts.
The attention of Superintendents is called to the Placards issued in July last in reference to Vagrancy, which they will endeavour by every possible means to suppress in the County.
Superintendents are directed to exercise the greatest care in issuing Pedlars Certificates, now that they are not required to be endorsed, and see that they are only granted to persons, who is in good faith intend to carry on the trade of a Pedlar, and not to those who merely use it as a cover for Vagrancy and Begging.
The following transfers will take place on the 7th instant, Constable B. Hey, from Altrincham Division, at his own expense, for drunkenness, to Stockport Division, to be stationed at High Lane. Constable D. Davenport from Altrincham Division, at his own expense, for drunkenness to Runcorn Division to be stationed at Runcorn.

Balances Due by Superintendents in Quarterly Accounts.
As the chief Constable has observed that in some Divisions the sums due by Superintendents to the County, are far in excess of any amount likely to be required by them for the Public Service before the issue of the usual succeeding half monthly cheque, and that by adding to their estimates in the first month of the quarter a much larger sum than will be wanted for contingencies , they continue to hold unnecessary amounts of public money, desires that they will at once take steps by informing the County Treasurer (a copy of such notice being sent to this office) that they will not require their next cheque, or only a portion thereof, in order to reduce the balances in question, In the event of an emergency arising involving additional expenditure, a supplementary estimate may be sent to this office for the Chief Constables signature.

Removal of Constables
The attention of Superintendents is drawn to Paragraph 14 of General Order of the 31st July 1879, and they will invariably, whenever they consider it desirable to remove a Constable from one District to another in the own Divisions, apply to the Chief Constable for his authority to do so, and give their reasons for such recommendation.
Misconduct Reports
Superintendents in forwarding Misconduct Reports against Constables will word each offence as concisely as possible, thus
1. Drunk at his Station at 11am, 15th October 1881.
2. Drunk on duty at 10pm 20th December 1881.
3. Absent from Conference Points at 11pm and 1am on the night of 25th December 1881.
4. Absent without leave from his Station from 11am 1st instant to 1pm 5th November 1879.
5. Making a false statement to Sergeant Dutton on the 10th October 1880.
6. Wilfully making a false entry in his Journal on the 30th November 1869. The offenders defence, the Sergeants report, and Superintendents remarks, should fully explain all the points in each case, in order that the Chief Constable may have the matter clearly laid before him.
Weights and Measures
In future the Inspector of Weights and Measure for Northwich Division will attend at Wharton to test Weights and Measures twice in each year, in accordance with the instructions in General Orders 11th October 1862.

Constable Edwin Martin will be stationed at the Lodge Combermere from the 1st proximo until further orders.
Weights and Measures
In future the Superintendent of Nantwich Division will visit Aston twice each year to stamp Weights and Measures instead of Marbury, as directed in General Order 11th October 1862.

Superintendents Monthly Journal
The Forms for above sent to Superintendents will be carefully and fully filled in, the first being rendered on the 3rd proximo for the present month, the sending in of this Journal does not however, in any way relieve Superintendents from the duty of immediately furnishing the Chief Constable with information relating to Robberies, Crimes and each other occurrences reported in their respective Divisions. In future the following Forms will not be required at this office, D2, D10, D10, D23, D26, D32, and M14, W and M 2 and 7.
In reference to General Orders of the 17th and 27th January 1879, Superintendents will see that proper instruction is given to all men in their respective Divisions as to their powers of arrest without Warrants and impress upon them the necessity of observing at all times the directions given in the printed Memorandum dated 9th December 1880, a copy of which should be in each Constables Journal.
The attention of Superintendents is drawn to General Order of the 7th December last, and they will see that speedy information of Robberies, occurring in their Divisions is sent to this office and elsewhere.
All existing General Orders and Memorandums relating to Stoppages for Sickness are hereby cancelled and the following rules will in future be strictly observed, except in cases of sickness resulting from injuries on duty and on sick leave, when a special order will be obtained from the Chief Constable according to the circumstances of each case.
Scale of Deductions for Sickness for Sergeants and Constables.
For the first 14 days 8d per diem
After 14 days 1/- per diem
After 30 days 1/9d per diem
After 40 days One half of their pay
Until they are discharged from the Force. Superintendents may however use their own discretion in making deductions during the first 7 days, but no longer, taking care that no malingering is allowed.
In future Cash or other property in the possession of the Police in which there is a doubt as to the proper ownership, or which is retained for the purpose of producing in the event of any person being apprehended connected therewith, will be accounted for by Superintendents in Divisional Forms M23 quarterly, in red ink until it is finally disposed of.
Superintendents will in future, before they get any Forms or other printing done in their Divisions, submit same to the Chief Constable for his sanction and authority.

Duty Scales
In reference to paragraph 2 of General Orders 14th September last, the Form therein referred to, will in future only be required for the beats in the Rural Districts in each Division.

New Sick report Book
A Page in the above book will be given to each man in the Division, commencing on the 1st ultimo, his name being entered therein as soon as he is posted to same. Divisional Form D30, will only be sent in with the Weekly Pay Sheet, when men are off duty through sickness.

Poaching Affray at High Legh
The Chief Constables desires to express his satisfaction and appreciation of the conduct evinced by Superintendent Little and other members of the Force engaged in the above case, which required the utmost care and attention, and he trusts that such commendable conduct on their part will so stimulate the younger members of the Force to imitate their example that by accurate and exact attention to all matters of duty, they may be able to act in as equally an efficient manner as the officers of the Cheshire Constabulary have done in this matter, should the occasion unfortunately arise.

Vagrancy
The Chief Constable having noticed there are still a large number of Vagrants passing through the County, and that the numerous petty thefts have recently been committed, desires that the utmost vigilance will be used to abate the nuisance and prevent such depredations. Superintendents will see that the notices relating to this subject are posted in conspicuous places in their respective Divisions, and at each Police Station in the County.

The new Charge Sheets forwarded to Divisions will in future be rendered to this office instead of those heretofore sent; the old ones can be used at the stations for furnishing information to make up Divisional Sheets. Forms M8 "Persons willing to act as paid Constables" and Form S5, "Population and acreage of Sections" will be rendered annually at the end of the June Quarter, the latter being countersigned by Superintendents and a copy kept in the possession of each Sergeant. Forms D7, "Quarterly Descriptive Roll" and S4 "Poachers Met at Night" will not be required in future. In Form D8 "Monthly Distribution Return" an additional Column will be entered in space for "Rank and Name" showing the period of service each man in his present District has.

Return of Sergeants Night Visits.
All the existing Orders and Instructions relating to the above are hereby cancelled, and the following rules in making up same will in future be observed.
Only visits made after 9pm to be entered.
The name of the place where a Constable is visited will be shown.
The total visits made to each Constable during the month will be shown at the bottom of the Return.
The hours only will be entered ar12, 2.30 not 12pm as the latter filled up the columns, and made them indistinct.
In Column "Remarks" the exact reason of a Constable not having been visited will be shown, not "SS" only as heretofore.
The Return is to be sent so as to reach this office on or before the 10th of each month. The new Forms will be sent as soon as they are ready.

Numbering Letters
All official letters must be numbered consecutively annually from the 1st ultimo, and one subject to be alluded to in each communication.

Handcuffing Prisoners.
The attention of Superintendents is drawn to page 15 of the "Instruction Book" in respect to handcuffing, which is only to be resorted to when violence or attempt at escape may be expected, or when other circumstances in the discretion of the Constable, may imperatively demand it, such s reported or suspected attempt at rescue, the gravity of the case, the prisoners known or unknown character, powers of running or when passing through crowded places like Chester, Liverpool and Manchester, but in trivial cases prior to trial and when the prisoner is of known residence, handcuffs should never be required.
In future all Officers and Constables who come to Chester will enter the Attendance Book at this office, concisely the particulars of the business which brings them there on duty, and not as heretofore "To warn Coroner" "Attending Assizes" "Serving Summons" etc.

Unclaimed Property
Superintendents will in future take special care in making out Quarterly Returns of "Property detained for production at trial" Forms M13 and "Unclaimed Property" M25, as these two Returns should contain a description of all property in the possession of the Police on the respective dates.
Property found on Prisoners or elsewhere for which no owner can be found, or charge be brought against any person for stealing, will be entered in red ink in Form M25.

Duty Scales
As the Chief Constable has observed that the above Forms are made out in most Divisions by Sergeants or Constables, instead of being prepared by the Superintendents as directed in the foot note of Divisional Form D28, he desires that this duty may not in future be imposed upon Sergeants as they are only required to make out Divisional Form D4, for each Constable in their Section.
It also appears that with a few exceptions the hours of duty are so arranged that Constables go off duty at either 3 or 4 am, instead of later on in the morning and thus often miss an opportunity of meeting offenders returning from their nightly depredations, this should be altered by occasionally putting the Constables on duty later at night.
Execution of Warrants and Services of Summonses from other Districts
As it appears that there is no uniform system throughout the County in reference to Fees being charged for the above Services, it will in future be understood that the same charges will be made as are authorised in the respective Divisions for such Services, and that all sums so received will be accounted for in the Fees Books and 17th Clause Return in the usual way.
Promotions
The pay of Inspector N. Large, Macclesfield Division is increased to £95 per annum from the 1st instant.
The under mentioned Constables will receive increase of pay as follows from the 11th instant.

Charges for Gas, Deductions for Private Use.
One third of the cost of the above consumed in all police stations, from which no exemptions will be allowed (exclusive of Magistrates Rooms) must always be deducted from the Gas Accounts charged in Divisions, as directed in General Orders of the 19th August 1879, and one fourth of the charge for Coal, as show in General Orders 31st January 1881.
Repairs to Stations
It will be understood that whenever it is found necessary on an emergency or to prevent damage to Public Buildings in charge of the Police, to incur expenses in repairs that Superintendents will at once notify to the Chief Constable, that they have done so, and forward for his signature an Estimate on Divisional Form F/22 as a covering authority for the expenditure, which must be attached to the Vouchers.
Monthly Summary of Robberies
In future only those cases for which one or more persons are apprehended will be shown as detected in the above Return.

Tarporley Hunt Meeting.
The following detail of Police will attend the above meetings at 9am, or as soon as possible after that hour, on the 28th instant, smart intelligent will be selected, and Superintendents will impress upon them that whilst they are to be firm in the performance of their duties, good temper and courtesy towards the Public will enable them to discharge them efficiently and satisfactorily. In Plain Clothes
Superintendent Williamson, Inspector Dutton and Downes, Sergeants Atherton Number 4 Division, Constable Newns, 2 Division, and Constable Vost, 6 Division, will attend in plain clothes, and will be careful not to make themselves known as police officers, by saluting superior officers, or in any other way, except when arresting persons, or performing other duties requiring them to do so, otherwise their usefulness as Detectives will be impaired.

Clothing of 1881 issue, with Helmets, without Spikes, White Gloves and Leggings will be worn; Capes will be taken for use if required.
A good meal consisting of Meat, Bread, Coffee or Coco will be provided at the "The Little Nags Head" Coco House, Foregate Street, Chester, each day at the times above mentioned, for the number of men detailed, for which 10d each will be charged, the amount to be remitted to the Chief Clerk, by Superintendents, and deducted from the men's Special Duty Allowance.
The usual extra precautions will be observed during Chester Races of watching the roads and Railway Stations leading to and from Chester from Saturday before the Races until the following Friday.

The Inspection will commence at Macclesfield on the 8th proximo. Station Houses and Cells will at once be whitewashed where required.
Great Coats, Lantern, Duty and Fee Books will be placed on the ground the paces in front of each man, the former folded as usual, except that the Sleeves will not be turned inside out.
Divisions will be formed up in Column of Sections by the right, in single rank at six paces interval, the Sergeants on the right of their respective Sections, which will be sized from flanks to centre.
The Superintendents will be six paces in front of the centre of the leading Section, Inspectors two paces in rear of the Superintendent and two paces to the right and left, if only one Inspector to the right rear.
Should it be required to drill the Division as a Company the Superintendent will turn the men to the right, and wheel them to the left, halt, front and size.
The Chief Constable, although not expecting great efficiency in drill, considers that the Sergeants should at least know how to move a body of men from one point to another, in any formation that may be required of them.
The Parade State will be made out in duplicate and handed to the Chief Constable on his arrival.
The Government Inspection Return, Form S/3 will be made out for years ended 30th April 1881 and 30th April 1882.
The Instructions in reference to drawing Staves in the Manual of Drill dated September 1878 are hereby cancelled.
On order to "Produce appointments" the Whistle will be drawn from its pocket and allowed to hang in front of the body, the Staff will be drawn with the right hand from the pocket, and handcuffs with the left hand and held as follows.
The upper arm and elbows close to the side, forearm horizontal, Staff perpendicular.
On the word "Return Appointments" return Staff, Handcuffs, and Whistle to pocket and come to the position of attention.
New Clothing of this year's issue (1882) will be worn.

The Army Act 1881, Sections 44 and 45. Billeting of Soldiers.
Superintendents will cause a list to be made of all houses in their Divisions liable under the 107th Section of the above Act to have Soldiers billeted on them and keep a copy of same in their office for inspection, if required, together with a similar list of persons liable to furnish carriages as directed in the 114th Section of the said Act.
These Lists will be revised annually on the 30th June of each year. Copies of the above named Lists will be sent to this office. Care will be taken that the provisions of Sections 102 and 121, Part 3 of the Act, are carried out in reference to these matters.
Superintendents will draw the attention of their men to the instructions in paragraph 15 of General Order 22nd August and Paragraph 2 of General Order of the 7th December 1881, reference addressing the Chief Constable and other Officers.

Salvation Army
Superintendents will give instructions to their men to afford the members of the above Army every protection they are entitled to by law, in carrying out their processions and meetings, and caution all Constables to avoid, either by act or gesture, bringing them into ridicule, they will also warn the officers of the Army that their processions must be so conducted as not to cause an obstruction or annoy any other religious body.
Billeting of Soldiers and Impressments of Carriages
The Billeting Books sent to Divisions will contain the names of all persons, alphabetically arranged by Township, mentioned in General Orders, half a page being given to each, the index to have reference to the sign or trade only.
Sergeants Nights Visits
In future the above Return will not be required to be made out, but Superintendents will be held responsible that no laxity of duty on the part of Sergeants follows, they will also see that Constables are visited at least once in each twenty four hours, as directed in paragraph 3 of General Order 31st December last.

The Highways and Locomotives (Amendment) Act 1878.
Superintendents will see that the Order of Quarter Sessions made under the above Act on the 3rd April last that "A Locomotive shall not pass over any Turnpike Road, Main Road, or other Highway, during the hours between 7pm and 3am" is observed in their respective Divisions.

Government Inspection
The following instructions will in future be observed.
1. A Copy of the Distribution Return, Divisional Form D/8 and a list of the principal Book kept at the Superintendent's Office, will be ready to hand to the Chief Constable with the Parade State.
2. Lists of County Property, on Divisional Form M/4, will be hung up at each Police Station.
3. Brown Paper will be used for covering books requiring same.
4. When a Convict or Supervisee leaves one Division or District for another the place to which he is going will be notified in the Convict Book.
5. All deviations from Duty Scales must be shown as such in the Duty Books.
6. If Constables are in company with a Sergeant on duty, or visited by him, and they remain together half an hour or so, the hour of meeting and parting should not be entered as two visits, but the entry should be "in company with..... from.........to.....".
7. Meetings at Police Stations, Offices, Stable Yards, should not be shown as visits, but only when men are met on duty, or specially visited at their own stations.
8. Constables will not remain at their Conference Points more than ten minutes, loitering or idling on patrol is strictly prohibited.
9. Constables should enter in their Duty Books whether a person is Apprehended or Summonsed.
10. The Duty Scales, Divisional Form D/28, will be carefully kept in the Superintendent's office, from one General Inspection to another.
11. Constables will keep in their possession their Duty Books for the past three months, returning same to the Superintendent at the expiration of that period who will keep them properly labelled dated at the Head Quarters of their Divisions.
12. Superintendents will see that any alterations or corrections i any books or documents are made in red ink, by drawing a line through the figures or writing, to be initialled by the officer, or Constable making same, thus 59, 70AB, No erasures will be allowed.
13. Sergeants and Constables will be instructed in drawing Staves as directed in General Order 47/82, care being taken that the Staff and Handcuffs are drawn simultaneously.

Allowances to Constables attending HQ of Divisions at General Inspection Drill.
Superintendents will not assemble their men at the Headquarters of their Divisions without good cause, once a quarter for drill being quite sufficient. Constables should only be brought from their Districts when their presence is absolutely requisite, and be detained as short a time as possible, only actual travelling expenses incurred should be allowed, if entitled to Special Duty Allowance, should seldom be the case, the scale of Allowances laid down in General Order of 24th April 1880, will be strictly adhered to, under or above 6 to 8 hours as the case may be.

Constables on duty at Village Clubs
A charge of assault having recently been made against a Sergeant and two Constables arising from the improper conduct of one of the latter, the Chief Constable directs that Superintendents will impress upon all their men that they are not to enter into games and amusements going on at such gatherings but confine themselves to the preservation of order, and the protection of life and property.
Use of Staff by Constables
Superintendents will special instructions to the men of their Divisions to avoid using the staff, or unnecessary violence of any kind when arresting persons, as the staff is a weapon for defence only, and must not be resorted to, except in cases when all other means have failed to prevent escape or rescue through the Constable being over powered, or ill used, See Laos Page 15 in the "Orders and Instructions" to the Force.
Drunkenness in the Force
The Chief Constable, notwithstanding his remarks in General Orders of the 8th September last in reference to the above, regrets to find that this vicious and degrading habit continues to exist in the Force, he therefore again cautions all Constables and others, that he is determined to put a stop to it by dismissing or otherwise severely punishing all men who may in future be guilty of such conduct.
In reference to the three preceding Orders the Chief Constable directs that Superintendents will personally impress, especially upon the younger and inexperienced Constables in their Divisions, that he expects the greatest attention will be paid to the instructions therein, as he cannot allow the Force to be brought into disrepute by such improper conduct.
Information to the Press
The attention of all members of the Force is drawn to General Order of the 14th September last, as the instructions therein appear not have been carried out, the recent promotions in the Force having appeared in the local press without the consent or the knowledge of the Chief Constable. Superintendents will see that this is not permitted in future.
Constable Joseph Wright, Northwich Division is fined 15/- and removed at his own expense, (for assaulting a man by kicking him at Wheelock on the 24th instant) to Nantwich Division, to be stationed at Crewe, vice Constable Martin discharged.

Examination of Clothing

Clothing to be worn at Assizes, Sessions etc.
As the Chief Constable has observed a want of uniformity in the Clothing worn by members of the Force, it will be understood that when attending Assizes or Sessions, in and out of the County, they will always appear in Helmets, (without Spikes) Tunics, Waist Belt and Gloves according to the Season. Superintendents will strongly impress upon all their men that the Chief Constable requires the smartness of the Force in this respect to be maintained upon all occasions and any man appearing improperly or slovenly dressed will be reported. The Instructions in this Order will be entered on Divisional Form D/19 in the Duty Books.

Applications for permission to Marry
In future all applications from members of the Force for permission to be married must be accompanied with written characters of the woman from the Clergyman of the Parish, or District Minister of the persuasion to which she belongs, together with one from her last employer.

Cutting and Maiming Horses
As several complaints have reached this office of Horses having been cut, stabbed in the County, the Chief Constable directs that Superintendents will use the most strenuous efforts to detect and punish the offenders, and so put a stop to such malicious practices, enquiries made for this purpose will be conducted in a private and quiet manner, without alarming Farmers and others, Constables may be employed in plain clothes, and if necessary the night duty should be increased and the day diminished to efficiently watch persons who may be suspected of these offences. Superintendents will report to this office what steps they have taken to carry out this order.

Court Rooms and Station Houses
As alterations and repairs have recently been commenced in the above buildings without the knowledge of the Chief Constable, it will in future be understood that the Superintendents will not allow such things to be done without first obtaining his sanction and authority, an estimate on Divisional Form F/15 must also be submitted to him before any work is carried out. The following is a copy of the Order of Quarter Sessions in reference to this matter. "The Chief Constable will have the control and management of the County Station Houses and Lock-Ups and will be held responsible for the state of same, subject never the less to the order of the Court of Quarter Sessions. On any alteration or repair being required at the Station Houses, he will obtain an estimate of the expenses, and by his signature certify his approval or otherwise in order that the Justices of the Division, may if they think proper, have the work completed through order of the Court of Quarter Sessions. On any outlay being required at the Lock-Ups not exceeding £15, he will obtain an estimate for the work, which being approved of by two Justices of the Division, he will forthwith get completed"

Throwing Stones at Telegraph Wires and Breaking Insulators
In reference to previous General Orders and a letter from the Home Secretary dated the 31st ultimo, ( see end of volume for copy of letter) complaining of the frequent damage done to Telegraph Wires and Insulators by stone throwing, the Chief Constable directs immediate attention be given by the police to same and that they will take every possible opportunity occurring in their duty of detecting either men or boys throwing stones at the above, taking their names and charging them under the Malicious Injury Act, or reporting the case to the local Postmaster.

The attention of all members of the Force is drawn to page 29 of the Instruction Book in reference to the Police being employed in other than Public Duty, and in all cases where the Services of the Constabulary are required by Local Boards, Boards of Guardians etc, no member of the Force will be allowed to apply for, or accept same unless the sanction of the Chief Constable has been previously obtained.

Petty Sessions Books
In future printed Lists, as per form to be sent to Divisions, will be used at all meetings of Magistrates (except at the Headquarters of each Division) instead of the Petty Sessions Book after the Meetings the Lists will be returned by post to the Superintendent for filing.
Unpaid Penalties and Costs
Superintendents will send a Return on or before the 4th proximo, showing the amount of above unpaid in their respective Divisions for year ended 29th September 1882, and state therein the reason for non payment of same.
Charge and Summons Sheets
In consequence of additional instructions received for making up Government Returns, Superintendents will be careful in seeing that the nature of the offence is clearly stated, and that the decisions of the Magistrates are entered in full, showing which part of the sentence was carried out, in order that the cases may be transferred correctly from Charge and Summons Sheets into the Government Returns.

The Chief Constable desires to make known to the Force his gratification at the diligence and intelligence displayed by Superintendent John Plant, assisted by 2nd Class Sergeant T. Walley in the apprehension of William Roberts for Cattle Stealing at Shocklach on the 24th ultimo, and for the painstaking manner in which the case was got up by them, resulting in the conviction of an old offender who was sentenced at last Knutsford Sessions to 5 years penal servitude. 2nd Class Sergeant Walley is awarded the 5/- extra Special Duty Allowance for his services.

Stationary Forms Etc
As some misunderstanding seems to exist in reference to the supply of the above, it will be understood that the requisition on Divisional Form M/24 sent in half yearly, is to include as heretofore, any stationary for Divisions or Sections, Post Cards and Books which will be required for the ensuing half year, care being taken, to ensure economy, before making out the requisition that all Forms in store are properly examined, in order that only the number of each Form, Book or other article, actually wanted is applied for, should any Printing Stationary be required, which is not supplied from this office, application must be first made to the Chief Constable on Division Form F/15. The receipt of all Forms will be acknowledged at once.

The Chief Constable has great satisfaction in notifying the Force the good behaviour of the Constables lately engaged in the Poaching Affray at Bostock, near Middlewich, more especially the bravery and determination displayed by Sergeant Gosling and Constable Hodgkinson, and for their gallant conduct on this occasion he promotes Sergeant Gosling to 32/8d per week and Constable Hodgkinson to 28/- per week from the 2nd instant.
Leggings
Superintendents will give instructions to their men not to wear uniform leggings in plain clothes, except on police duty.

Unpaid Penalties and Costs
Superintendents will always take steps to obtain Commitments against all persons who neglect at the expiration of the time allowed to pay the above, or are otherwise defaulters and see that every effort is used to execute the Warrants by sending descriptions of the person wanted to each Division in the County, and surrounding Police Forces and other places where they are likely to go or be found.

Visit of H.R.H. The Duke of Edinburgh to Egremont 16th December 1882
The following detail of Constabulary will attend at Seacombe Ferry at 9.30am on Saturday next the 16th instant, on the occasion of the visit by H.H.H. The Duke of Edinburgh to Egremont to open the "Liverpool Aged Mariners Home" and Superintendents will select for this duty the most experienced and finest looking men in their Divisions, Great Coats, Best clothing, and Helmets without Spikes, Leggings and Black Gloves will be worn.

Wirral Division will also supply one Inspector, one Sergeant and four Constable for plain clothes duty.
The Chief Constable reminds the Constabulary on duty on this occasion to be looking after the crowd to prevent Robberies, Accidents etc, and not to be thinking too much of gazing on the procession, and thereby neglecting their duty.
Superintendents will arrange for the beats left unprotected to be watched by adjoining Constables in order to prevent attempts at Robberies in such Districts during the absence of the regular Constable.

Division Forms D/28 and D/28a
The above will come into operation on Monday 1st of January next, the Chief Constable expects that in permitting Constables to work their beats in the day time as they think best, that the utmost diligence will be used by them in the performance of their duties, they will also, when practicable, inform their duty Sergeant at the Night Conference Points, which route in their Districts, and the hours they propose patrolling the following day, entering same on a slate to be provided for the purpose before going out, in order that the Sergeant, or other person requiring their special services will be able to find them, the slate will be kept always in one place, at the Constables residence, not accessible to any person unconnected with the Force.
Divisional Form D/28 will be made out in duplicate by Superintendents, one for the Sergeant of each Section, the other being retained in the Divisional Office, Sergeants of Sections will then enter on Divisional Form D/28a the Night Conference points for the Constable of their Stations, signing same on the line printed..................Constable, the pen being drawn through the latter word. Division Form D28 will be discontinued being sent to HQ.
Cottages Taken by Superintendents for Constables
As there appears to exist a great want of uniformity in the way the rents are collected and paid for the above, in future Superintendents will deduct from the Constables weekly, the amount of same, and themselves pay to the owner or agents the rents as they fall due, filing the receipts in the Divisional Office.
Sergeants or Constables occupying these Cottages will al sign the Agreement (Division Form M/1) which will be carefully kept by Superintendents.

Visiting Shops and Inspection of Weights and Measures
The Chief Constable finds that in many Divisions during the last 10 months the Superintendents having neglected to visit Shops in a great many Townships, especially in out Districts, to inspect Weights and Measures, this must not be, as they are responsible, as Inspectors of Weights and Measures, that they are kept accurate and in good order, which can only be properly ascertained by frequent testing of same in all places where goods are sold.

Fowl and Poultry Robberies
Several large Robberies of the above having taken place in the county during the past week, in which it is evident that some kind of vehicle has been used to convey the spoil, Superintendents will at once give directions to watch the movements of any persons likely to aid and assist in such depredations and if found, under suspicious circumstances to search the vehicle in order to ascertain whether it contains stolen property. The duty of Constables will be arranged so that half of the men of each Division, or more if requisite, are on duty until five or six o'clock each morning.
Constables Unfit for Service
Superintendents will forward on or before the 1st proximo the names of any men in their Divisions whom they consider unfit for active service, in consequence of failing health, age, or other cause, the same being clearly shown in each case.
