The Chief Constable refers to his General Order of the 8th May last with pleasure as it appears to him it has been thoroughly acted upon and that Crime has been suppressed and the interests of the public considered. In conclusion he trusts that all ranks will enter upon the New Year with a full determination to assist him in his important duties, which if they do, must result in credit on themselves, satisfaction to himself and the County at large in as much as he feels that their interests are his, so long as duty is well and satisfactorily performed. Constable A. Pettingale, L Division is awarded the extra Special Duty Allowance of 5/- for his alertness on duty in discovering on the 26th ultimo that a boat had upset containing two boys on the River Dee and by his exertions rescuing them from the water in which they narrowly escaped being drowned. Superintendents will take in future to lay information's under the Licensing Act 1872and Section 13 against Publicans for selling intoxicating liquor to a drunken person, or persons and not for permitting drunkenness. Chief Constables Office, Chester 2nd January 1880 Constable John Lewis, H Division is promoted to 25/8d per week from the 3rd instant. Chief Constables Office, Chester 3rd January 1880 Printed General Order stuck in as additional page referring to Inspector's, Sergeants and Constables Duty Books, this order being dated 16th August 1878 and how they should be laid out and completed. Chief Constables Office, Chester 9th January 1880 Sergeant Tew, A Division not having given satisfaction to his Superintendent for some time past, and been reported to the Chief Constable, is reduced to the rank of 1st Class Constable at 28/- per week and transferred to D Division, to be stationed at Sale, a single Constable will be sent to A Division from there to be stationed at Dukinfield. The Chief Constable is pleased to restore 2nd Class Sergeant John Shaw A, Division to the position of Sergeant at 30/4d per week and trusts that he will so conduct himself as to show he appreciates the confidence placed in him and that he will in future perform his duties in such a manner as to give no further cause of complaint As several young men of the Labouring class have been recently appointed to the force, the chief Constable Desires that Superintendents will take interest in their welfare by treating them with the greatest possible kindness and sympathy, so that they may receive every encouragement in entering upon their important duties in which they will be carefully and fully instructed. Constable J. Harvey, H Division having been reported by his Superintendent is transferred to F Division at his own expense. An experienced single Constable will be transferred from K to H Division to be stationed at Crewe. Superintendents will send to this office a list of Petty Session Courts and places in their Divisions as fixed by the Justices under "The Summary Jurisdiction Act 1879". Chief Constables Office, Chester 22nd January 1880 The Secretary of State having been informed that in some cases prisoners sentenced to imprisonment at Petty Sessions have been detained after sentence in Divisional Lock-Ups, Superintendents will see that in future prisoners so sentenced are removed at once to prison, as imprisonment by way of punishment can only be carried out there. Constable Thomas Parry, D Division is awarded the extra Special Duty Allowance of 5/- for activity on duty in saving a man from drowning in the Canal at Sale on the 11th instant. Superintendents will take care that all their Returns and Accounts are rendered at the proper time to this office and elsewhere and that all other Returns and Reports specially called for are furnished without delay. The Deputy Chief Constable having reported that the Sergeants Night Visits have not been received by him until the 8th or 10th of the month, Superintendents will take care to forward them not later than the 3rd of each month and direct that the hours alone as 12, 2.30 be put in the Returns and not 12pm 2 1/2 pm as the latter fill the Columns and render them indistinct, the name and number of Constables will also be inserted and such nights as a Special Duty Scale is being worked 'S S' will be entered in the Column 'Remarks'. In future all cases arising in the Township of Rostherne will be disposed of before the Magistrates at Altrincham instead of Lymm. As all cases disposed of under 'The Summary Jurisdiction Act 1879' will have to be shown separately in the Government Returns, Superintendents will rule an additional Column 'Remarks' in Charge and Summons Sheets in which they will enter the letter 'SJA' opposite all cases dealt with under the said Act. Chief Constables Office, Chester 27th January 1880 Constable A. F. Marity is transferred from K to H Division from the 31st instant to be stationed at Crewe. Chief Constables Office, Chester 27th January 1880 The Chief Constable directs that every Constable will pay particular attention to all public houses and beer shops within his section or beat, and inform his Superior Officer whether they appear to be kept in an orderly manner; but on no pretence whatever shall he enter any public house or beer shop, except in the immediate execution of his duty. No liquor of any sort shall be taken by him from a Publican without paying for it at the time. Of all the qualifications of a Constable none are of greater importance than perfect sobriety and perfect truthfulness. Nothing degrades a Constable so much as drunkenness or the utterance of a falsehood; nothing reflects so much discredit on the Force, nor are any other faults so soon observed by the public; upon no occasion, therefore, nor under any circumstances whatever, will the Chief Constable pardon a crime of drunkenness or the utterance of a falsehood affecting any member of the Force or endangering the liberty of the subject. In order to provide as much as possible against the practice of so degrading a vice as drunkenness, it is hereby directed that no individual, even though he may not be on duty at the time, shall frequent public houses or tap rooms on any account whatever in his District. If a Constable needs refreshment he must have it conveyed to his house, whether he be resident in a station house or not, but although liberty is granted to men to refresh and enjoy themselves at the stations, the Superintendents, Inspectors, or Sergeants in charge must be careful that this indulgence is not abused. The above General Order will be posted up in every Office and Charge Room throughout the County. Chief Constables Office, Chester 31st January 1880 Constable Jasper Waring, A Division is dismissed from the force for leaving his beat, drinking in a Public House, and inducing a young Constable to follow his example, also for being guilty of gross prevarication and falsehood to his Superintendent in denying the before mentioned charges. It having been ascertained that the Town Council of Crewe have no authority to appoint their own Inspector of Weights and Measures, General Order of the 1st April 1879, relating thereto is revoked, and Captain Lingard and his Assistant will at once take up their duties of Inspecting within the Municipal Borough of Crewe. In order to prevent any illegal notices being issued to the Public, Superintendents will in future before having same printed submit a copy for the approval and sanction of the Chief Constable. As some misapprehension exists to the manner of filling up the Sick Report, it will be understood that all men who are off duty for any period, whether subject to stoppages, or not, must be entered therein, when no deductions are made an explanation will be entered in Column 'Remarks'. Chief Constables Office, Chester 2nd February 1880 The following removals will take place in K or Wirral Division Constable P. Riley from Backford to Eastham and Constable T. Tams from Eastham to Backford. Chief Constables Office, Chester 3rd February 1880 Chief Inspector P. Buckley, F Division is discharged from the force from the 31st ultimo, on a pension of £58 per annum on the recommendation of the Chief Constable. Sergeant H. Dutton, D Division is promoted to the rank of Inspector from the 1st instant in F Division at £90 per annum, vice discharge of Chief Inspector Buckley. Mr. J. Parrott Arrowsmith, late Inspector Nottinghamshire Constabulary is appointed Sub Inspector in D Division at 30/4d per week from the 1st instant vice Sergeant Dutton promoted. Chief Constables Office, Chester 4th February 1880 Superintendents will see that a copy of the printed General Order of the 27th ultimo is entered in the General Order Book and to report to this office whether the printed instructions in reference to clothing of the 12th November last are entered therein. As several burglaries have recently taken place in adjoining Counties, Superintendents will at once take precautionary measures to prevent such depredations being committed in this County. Chief Constables Office, Chester 7th February 1880 The Chief Constable makes an appeal to the good feeling and charity of the members of the Cheshire Constabulary which he feels certain will not be without avail as he recollects with pleasure and prides their ready response in the cause of distress on a former occasion. In the present instance he desires to call attention to the great distress which exists in Ireland in consequence of some thousands of the peasantry being thrown out of employment through the failure of their harvests these unfortunate persons through adverse seasons have thus been deprived of the means of livelihood and whole families are suffering from extreme poverty and want of the necessaries requisite to sustain existence, at such a time it becomes almost the duty of all those who are living in comfort and without the prospect of losing their means of support to stretch out a helping hand to their unfortunate famine stricken fellow countrymen, and the Chief Constable hopes that every member of the Cheshire Constabulary will contribute something, if only a few pence towards this charitable object. All cannot afford to give alike but the smallest sum in such a case is always valuable and no man need feel ashamed of giving a little if he cannot afford to give much. The Superintendents of each Division will receive the subscriptions from the men under their command, and remit the amount to this office on or before the 1st proximo. Constable T. Lewis, H Division is promoted to the rank of 2nd Class Sergeant. Superintendents will take steps to enforce the Act relating to Bread by seeing that it is properly weighed at the time of sale, whether in shops, or from Carts at the time of delivery. The Birch Road sent to Superintendents for whipping children under the provisions of the 'Summary Jurisdiction Act 1879' will not be used until they have been shown to a Medical Man for his opinion whether they are proper instruments for inflicting such punishment, reporting to this office such opinion, if not, other suitable for the purpose, will be obtained by Superintendents. Chief Constables Office, Chester 11th February 1880 Superintendents will take steps to have all Books and Documents in their officer in proper order, neatly tied up and arranged in years, reporting to this office when they have done so. Constable James Gordon, H Division is dismissed from the force for drunkenness. Chief Constables Office, Chester 13th February 1880 Prosecution of Offenders Act 1879. A copy of a Circular letter from the Home Office, dated 20th December last in reference to the above Act is herewith forwarded for the guidance and information of Superintendents, who will, when necessary, apply to the Director of Public Prosecutions for advice and assistance in any Criminal proceedings of importance or difficulty, and transmit a copy of such application to this office. Sale of Food and Drugs Act. A copy of a Circular letter from the Local Government Board of the 31st December last in reference to the above Act is also forwarded and the Inspectors of Weights and Measures will see that the provisions of the Sections of same therein referred to are carried out in their respective Districts. Coughlin 25/8d Chief Constables Office, Chester 24th February 1880 2nd Class Sergeant William Yearsley, C Division is reduced to the rank and pay of Constable at 26/10d per week, and transferred to A Division at his own expense, from the 28th instant for allowing two prisoners's to escape from the Macclesfield Lock-Up on the 13th instant. Constable J. Percival, B Division will receive increase of pay to 28/- per week from the 21st instant. Constable L.J. Croghan, A Division will be transferred to C Division on the 28th instant. Chief Constables Office, Chester 24th February 1880 Good Conduct Regulations (Dated 14th February 1880) The Chief Constable being entrusted with the Command of the Constabulary, and invested with such authority as to render him responsible not for the maintenance of discipline and good order, but also for interior economy, considers it desirable to consolidate a few rules, which may serve to keep before the of Constables already in the Force, and of those who may be permitted to join in future, the advantages accruing from faithful and deserving service. Title These Rules may be shortly described as "The Cheshire Constabulary Good Conduct Regulations" Provisions as to Granting Badges Constables after three years uninterrupted good service, may be granted pay at 26/10d per week and one Good Conduct Badge After 5 years, pay at 28/- per week, and two badges. After 10 years, pay at 28/- per week, and three badges. After 15 years, pay at 28/- per week, and four badges. After 20 years, pay at 28/- per week, and five badges. Forfeiture Any report made against a Constable to the Chief Constable, shall, at the discretion of the latter, entail the loss of all or any good conduct badges then in the man's possession. Recovery All or any good conduct badges may be restored at the expiration of one year after the commission of offence for which forfeited, but then only in case of interrupted good conduct, and at the discretion of the Chief Constable, which will be notified in General Orders. Badge Good Conduct badges shall consist of inverted chevrons of silver lace, to be worn four inches from the cuff of the right sleeve. Advantages Constables who have attained the distinction of good conduct badges will be preferred to others in the performance of duties involving the grant of special duty; in the length and frequency of leave; in the selection, so far as consistent with the good of the service, of their stations; and in all other matters whereby advantages can be conferred on the deserving. Discharge In recommending men for pensions, the Chief Constable will take into consideration the number of good conduct badges in their possession. Sergeants The above rules do not refer to Sergeants, their rank being considered a sufficient guarantee for their character and behaviour, and Constables, on promotion to this rank, will relinquish their Merit Badges and pay, except in cases in which they have been awarded for distinguished gallantry and zeal in the public service. General Instructions Nothing in the foregoing Regulations shall be construed to mean that any Constable has the right to good conduct badges, nor that, having them, he has of necessity any claim to the higher distinction of Merit Badge: the Chief Constable reserves to himself his discretion in both matters, and he trusts that the above provisions for encouraging continued good conduct on the part of the Constables of the Force, may tend to accomplish his earnest desire that in future there may be no necessity for him to have recourse to the Default Book, and that those who have been unable hitherto to resist the temptation to excess drink, may be induced to abandon a habit which utterly incapacitates them from performing efficiently the responsible duties assigned to the Cheshire Constabulary. Chief Constables Office, Chester 25th February 1880 Good Conduct Regulations A copy of the above Regulations will be issued to each Constable, and the Chief Constable trusts that that they will be carefully studied by them and that all men will strive to obtain the advantages held forth to encourage them in the efficient and proper discharge of their duties. Superintendents will send to this office punctually on or before the 29th instant a list of men in their Divisions coming under the provisions of the Regulations. Chief Constables Office, Chester 26th February 1880 The transfer of Constable L. J Croghan from A to C Division is hereby cancelled. Chief Constables Office, Chester 28th February 1880 Constable George Woolley, D Division is promoted to the rank of 2nd Class Sergeant. Constable James Senior, D Division having been dismissed from the force for drunkenness, the Chief Constable is pleased on the recommendation of Captain Little to reinstate him at 23/11d per week. Constable J. Davies, C Division is transferred at his own expense for neglect of duty to A Division, and Superintendent Cooper will send an experienced Constable to C Division to replace him. (2nd Class Sergeant Morris). Superintendents will report immediately to the Chief Constable when they return from leave of absence. In future Superintendents before appointing their assistant of Weights and Measures, will submit the name of the Sergeant or Constable they wish to act, to the Chief Constable for his approval or otherwise. Superintendents will send in monthly with their Distribution Returns the names of all Constables in their Divisions entered for Good Conduct Badges during the ensuing month, showing date of same. Superintendents will give strict orders to all their men that they are not to take dogs out with them when on duty in the day time. In future Superintendents will see that all previous convictions are entered in Column "Remarks" in charge and Summons Books. Hodgkinson 25/8d Summary Jurisdiction Act 1879 (Whipping Children) Superintendents of Divisions (except Chief Superintendent Egerton who will at once procure proper ones and report having done so to this office) having reported in accordance with Paragraph 4 of General Order of the 7th ultimo, in reference to Birch Rods that those supplied are fir and proper instruments to be used for the above purpose, they may now be taken into used for the for the above purpose, special care being exercised when whipping very young children that only the top of the rod is lightly used, and in all cases the strokes are given below the loins, so as to avoid any internal injury being caused by the infliction of the punishment. Eight inches will be cut off the thick end of the rods where taken hold of, Superintendents reporting to this office that they have been thus shortened. Chief Constables Office, Chester 5th March 1880 The Chief Constable is much gratified in making known to the force that in answer to his appeal to them on behalf of the suffering peasantry in Ireland the very handsome some of £30. 10s 6d has been subscribed and forwarded to the Lord Mayor of London for "the Duchess of Marlborough's Relief Fund" as a contribution from Captain Arrowsmith, the Officers and men of the Cheshire Constabulary. The Chief Constable cannot allow this opportunity to pass without expressing his pride and pleasure at the ready and liberal response made by the Constabulary in the cause of distress, which clearly manifests that the well known good feeling of its members is ever ready to show itself in the hour of need, and that the sufferings of others are not lost sight of whenever they are able to aid those when by adverse circumstances thus becoming proper objects of their sympathy. Chief Constables Office, Chester 9th March 1880 The following transfers will take place on the 13th instant Constable W. Hopkins from B to H Division to be stationed at Crewe and Constable J. Hesketh from E to H Division. Chief Constables Office, Chester 11th March 1880 The following detail of the Constabulary will attend at Tarporley Hunt Steeple Chases at 11am on the 31st instant, and the Chief Constable trusts that the men selected for this important duty will be their conduct and bearing do their utmost to maintain the high reputation of the Force for smartness in appearance and general efficiency, bearing in mind that they will be under the immediate view of the County Magistrate and Gentry who will not fail to note the conduct and appearance of the Constabulary. Superintendents will appear in full dress, mounted, with Great Coat strapped to saddle, and wearing curb chain of Helmet down. Superintendents and Inspectors will have their Waterproof Coats with them. On arrival at Beeston Station the several parties will be marched in proper order to the race ground under the command of a Sergeant, or a Senior Constable who will report himself to Superintendent Mayho who will report result of meeting and arrangements to the Chief Constable. Sheehan 1 Chief Constables Office, Chester 16th March 1880 General Election Superintendents will most carefully observe and carry out the following instructions in reference to the General Election. Superintendents will report as early as possible the number of Polling Booths to be erected in Parliamentary Boroughs and the number of Constables required to attend same, situate within the County jurisdiction. Superintendents will be most careful to impress upon all their men that the utmost forbearance and good temper must be shown by them, during the excitement of a contested Election, when angry words and rough usage prevails in the event however of destruction of property or breach of law; they must act with promptness and decision in order at once to prevent such a dangerous example spreading. Superintendents will see before the day of Nomination or Election that all heaps of stones or other similar missiles are removed from the neighbourhood of the place of Nomination or Polling Booth. Lamps ready trimmed for use will be taken in the proportion of 2 to every 10 men, armlets will be worn, cutlasses will also be taken but be carefully kept out of sight and not used unless ordered by the Chief Constable, old clothing and Helmets will be worn. Superintendents will make the special arrangements ordered in November last to assemble their men at any given upon an emergency. In the event of a Riot the Senior Officer in Charge will be prepared to hand to a Magistrate (whom he will take steps to have present) a copy of the Riot Act, and remember that the most effectual and safest course to meet a mob is for the Constabulary to keep well together otherwise they become comparatively powerless and at the mercy of the roughest. A copy of the instruction for Constables at Polling Booths will be given to each man on duty (to be returned to the Superintendent after the Election) who will receive their order from the Presiding Officer. Superintendents will bear in mind that none of their men will be allowed to enter Parliamentary Boroughs unless specially ordered by the Chief Constable to do so. Superintendents will dismiss the men to their several districts as soon as appearances satisfy them that they can with safety dispense with their services, but not before one hour after the termination of the Poll. Arrangements will be made with the Post Office Authorities at all places where there are Polling Booths to send messages without loss of time in the event of Riot. Should Revolvers be ordered to be taken it must be remembered that they are not to be used except in defence after firing by armed mobs. The Senior Officer in charge at the several Polling Places will keep the Chief Constable well informed by frequent Telegrams of the state of the districts, and as soon as the proceedings are over Telegraph result and whether all passed off quietly. The Chief Constable trusts that the Constabulary will show by their conduct and attention during the arduous duties they will be called upon for several days to perform that they maintain their reputation for discipline and efficiency. Lists of men detailed by Superintendents for duty at the several places will be sent to the Chief Constable before the day of a Nomination or Polling. Future Orders will be issued as to the detail of the Constabulary to be furnished at each place of Nomination and Polling. Superintendents who may be in doubt in reference to any point in carrying out their instructions will at once apply for information thereon. This Order will be acknowledged by return of post. Chief Constables Office, Chester 20th April 1880 The Parliamentary Election in the County now being over the Chief Constable desires to express to the Force his approbation of the conduct of its members during their many arduous duties. It has been a source of great satisfaction to him to receive from the Deputy Chief Constable as well as from other sources, reports speaking in the highest terms of praise of the Cheshire Constabulary and showing that during a period of unusual and exceptional excitement, the bearing of men, their patience, forbearance under great provocation, and careful obedience to orders have justified the opinion formed by the Chief Constable and others that the Force is worthy of the trust reposed in it by the County at large and that a good spirit of discipline prevails in it reflecting credit upon all. The Chief Constable trusts that no member of the Force will be discouraged by the remarks of irresponsible persons as fault finding on the part of such is the best proof that duty has been carefully performed. It has been a matter of pain and regret to the Chief Constable that through his indisposition he has not been able to share personally the duties which the Force has been called upon to perform but he assures all ranks that during no part of this exciting period have they been absent from his thoughts and that he attributes to obedience to his orders and careful observance of discipline, the absence of any serious disturbance, a result which has tended to the public good, the credit of the Cheshire Constabulary and the County generally. Chief Constables Office, Chester 24th April 1880 As some misconception seems to exist as to the amount authorised to be charged by the several ranks in the Force for Special Duty and Travelling Expenses they will be guided by the following instructions in reference thereto Rank Special Duty Allowance Day Night Deputy Chief Constable 4/- 2/- Superintendents 3/- 2/- Inspectors 2/6d 1/6d Sergeants 2/- 1/- Constables 1/6d 1/- 6 to 8 Hours is to be reckoned as a day, any time beyond that may be charged in proportion to the allowance for each rank. Superintendents are not allowed Special Duty Allowance in their own Divisions. When employed upon Cattle Disease Duties 4 hours will be reckoned as a day and so on in proportion for shorter or longer periods. The Deputy Chief Constable is authorised when compelled on duty to travel by rail, to charge 1st Class and the other Superintendents 2nd Class, all other Ranks 3rd Class. Superintendents will send in a Return showing the number of days in each month Petty Sessions and Magistrates Meetings are held at the several Constabulary Stations in their Divisions, stating therein the number of additional days appointed since the Summary Jurisdiction Act 1879 came into operation. Chief Constables Office, Chester 27th April 1880 The Chief Constable having received reports from Chief Superintendent Egerton, Assistant Superintendent Plant and Constable Campbell in reference to the gallant conduct in rescuing a woman and child from imminent danger at Parkgate Races on the 24th instant and by doing so endangering his own life, by one of the horses coming in full sped at him and knocking him through a hedge, desires to make his mark of his appreciation of such deserving conduct by awarding him the Merit Badge and Pay of 2d per diem, and direct Chief Superintendent Egerton to personally convey this decision to Constable McNeill and to express to him the Chief Constables sympathy and earnest hope that he will soon recover from the injuries received in performing his duty in protecting the lives of the public. Chief Constables Office, Chester 18th May 1880 The Chief Constable is much displeased in having to bring to the notice of the Constabulary a great laxity in the performance of duty in allowing a man charged with Felony to be at large in the county since the 6th ultimo, and remaining for several days together in different places, trying to dispose of the stolen property in the most open manner possible, and notwithstanding his being fully described in the Police Gazette, and Special Handbills, the latter being in the possession of the Constabulary stationed in the places where he was staying; on his passing into an adjoining County he was at once apprehended by the Constabulary there. Chief Constables Office, Chester 14th June 1880 Constable Thomas Burgess, D Division having been reported by his Superintendent for highly improper conduct in making action of his Superiors a matter of comment to a young Constable, in the presence of a man not a member of the Force and also for using threatening language towards Mr. Robert Platt, an inhabitant of Knutsford, is hereby dismissed from the Cheshire Constabulary. The Chief Constable was disposed to deal more leniently with the first named offence than it deserved, but he cannot overlook the second, as he feels it his duty to impress on all under his command the duty they owe to the public, any neglect of which must render them extremely unfit for the service in which they are employed, as the public confidence towards the Cheshire Constabulary must be rather increased than diminished, it being to the advantage of both that a good understanding should at all times be cultivated. Chief Constables Office, Chester 25th June 1880 The Chief Constable trusts that his approaching half yearly inspection of the Force, he will find all Books (filled up or otherwise) properly labelled and numbered in accordance with the following instructions, and that all pigeon holes, and each group of pigeon holes containing documents and letters may be labelled and classified as follows 1 All old Charge, Summons, Letter, Lock-Up, Order and other Books, as well as those in use, to be covered neatly up in strong paper with label showing the period to which they refer. Viz: "From 20th April 1857 to 29th September 1866" or, as the case maybe: each class of Book will also be numbered from Number 1, as per pattern label herewith sent, the number required can be obtained through any local printer. 2 All letter and documents will also be endorsed and numbered in like manner, and be neatly arranged in pigeon holes, properly labelled, showing contents of each packet. Each Divisional Office should contain records and information on every subject connected with the internal condition of the Division and if possible every Divisional Office in the County should be strictly identical and uniform in its arrangements. It is feared that these particulars have in some instances been disregarded, the Chief Constable has however much pleasure in placing on record the excellent system adopted by Chief Superintendent Egerton and the very satisfaction it afforded him at his recent inspection of the Wirral Division to see such admirable office arrangements adopted therein. Chief Constables Office, Chester 15th July 1880 In future any member of the Force wishing to see the Chief Constable on matters of duty will attend his office (in uniform as directed in General Order 21st June 1879) between 10am and 12 noon, notifying in writing, through their Superintendent, as to reach the Chief Constable the day before his intention of doing so, stating the purport of his business in order that intimation may be sent whether the Chief Constable will be able to grant him and interview or not. Should any circumstances arise to prevent him arriving at the Chief Constables Office between the prescribed hours the Chief Clerk will be informed at the office the Chief Clerk will be informed at the office (instead of proceeding to the Chief Constables private residence) of the nature of the business, who will if necessary communicate same to the Chief Constable. These instructions will not apply to cases of emergency, information of which must be sent to the Chief Constable with the utmost despatch by personal attendance on the Chief Constable, or other immediate means of communication Superintendents will take steps to have one or two samples of Beer from their Divisions submitted to the Analyst during the present quarter and see that the provisions of the "Bread Act" are carried out in their respective Districts. As the provisions of the Constabulary Act require that all cast off Clothing shall be sold for the benefit of the Superannuation Fund, Superintendents will take care that proper provision is made by them to preserve in a good as order as possible and see that none of it is disposed of in any other way without the express authority of the Chief Constable in writing granting them permission to do so. Old clothing will not be kept in store at the Headquarters of Divisions, except when collected annually for sale, but must always be forwarded to Headquarters where proper accommodation exists for storage of same. Any clothing requiring repairs will be sent to a Tailor and the cost of same charged to the Constable, or other person liable for same except in cases where it is damaged on duty, and cost cannot be recovered, when the amount may be charged by Superintendents in their contingent accounts. The Chief Constable has much pleasure in making known to the Constabulary that he has received from J. E. Davenport, Esq., on behalf of the Committee, a Letter speaking most highly of the admirable manner in which Superintendent Mayho, Inspector Large and the detail of Constabulary under their charge performed their duties at the Beeston Festival on the 21st and 22md ultimo, and the Chief Constable trusts that at all similar gatherings the conduct of the Cheshire Constabulary will deserve the same commendation and praise. Woodrow, E Division, the extra Special Duty Allowance of 5/-, for his zeal and attention to duty at the Volunteer Encampment at Somerford Booths on the 26th ultimo, when he apprehended a man on suspicion of having stolen a musical instrument from an Officers Tent there, which was afterwards found at the prisoners house at Sandbach. The Chief Constable is further gratified in being able to speak most highly of the efficient manner in which the Constabulary under the command of Superintendent Mayho and Inspector Leah performed their duties at Chester Castle at the hearing of the Chester Election Petition during the whole of last week in which they displayed the usual tact, forbearance and good humour towards the public which are always appreciated by them, and secures the approval of the Chief Constable, who tenders his warmest thanks to Superintendent Mayho and the men. Inspectors and Sergeants when writing letter or reports will commence "Sir, I have the honour to report" instead of "Sir, Inspector or Sergeant begs to report" and sign their names in the usual way at the end of the document. Superintendents, Inspectors, and Sergeants are directed whenever practicable to march detachments of the Constabulary (when the party consists of eight or more) in Sections of fours instead of in file by two's. As some misconception exists among the Officers of the force relative to the colour of gloves to be worn when in uniform, Superintendents are informed, that on all such occasions, the rules laid down in the "Dress Regulations for Officers" dated 24th June 1879, must in future be adhered to, White Gloves during Summer months, and Black in Winter, or when in mourning, Inspectors will be directed accordingly. Superintendents will also draw the attention of their men to the latter part of Clause 9 of the "Standing Orders of the Force" January 1880, as the instructions therein seem in some instances not to be carried out. It will be understood that whenever time allows that Inspectors, Sergeants and Constables will instead of communicating direct with Superintendents of other Divisions, inform their own Superintendent of any matters of duty, on which they require information, who will write for, or obtain same for them, in cases of emergency, they will, as heretofore send or write direct, merely stating that they do so by direction of their Superintendent. Chief Constables Office, Chester 27th August 1880 Authority having been received for the issue of a set of Coat Straps, free of charge for each member of the force which will be forwarded to Divisions without delay, Superintendents will issue a pair to each man entering same in their clothing books, as part of the equipment of the respective Divisions. Men on leaving a Division either by transfer or discharge will return the straps into Store, for issue to their successor. These straps will be used for Inspection Parades, Assizes, Quarter Sessions and other Special Duties, when the Great Coat is taken, which will be folded in a square and carried in the hand. They may also be used for conveying articles of bulk for production at either Assizes or Quarter Sessions, and for any other purpose which may be seen desirable to Superintendents. The straps are numbered consecutively from 'One' upwards and will be issued accordingly by seniority. In future the Name and Nature of Offence will be briefly entered in 'Red Ink' in the margin of Journals against the entry of any person reported by the Constabulary Viz, "John Burn, Highway Act" as a guide when examining same The Regulation will apply to all Journals from the 1st April last. In order that the several signatures of the Constabulary may be entered in the Weekly Pay Sheets, in future, as far as practicable, Superintendents will only recommend leave of absence, which commences on the Saturday in each week, and in the event of any member of the force having more than one weeks leave, the pay Sheet will be kept back for his signature and will not as hitherto be signed for by the Superintendent. Chief Constables Office, Chester 6th September 1880 Dress Regulations In order to ensure uniformity at the approaching Annual Inspection by Her Majesty's Inspector General of Constabulary, the Chief Constable directs that the Great Coats shall be folded in the following manner. The Great Coat to be turned inside out and the sleeves placed lengthwise, two folds are to be made inwards from the collar to the bottom of the skirt so as to bring the outside edges parallel. Three turns of the Coat are then to be made from the top to the bottom presenting a square appearance measuring 15 x 12 inches. The Duty and Fee Books are to be placed (with Labels to the front) on the face side of Coat and secured by the Coat Straps, the ends of which will be passed through the Handle and Leather Runners which will be placed on the opposite side. A Pattern Great Coat may be inspected at this office. The Great Coats will be arranged on the ground behind the Division in two lines, representing front and rear ranks with handles inwards and Lamps in front of same. Chief Constables Office, Chester 23rd September 1880 As it sometimes occurs that it is requisite to secure the attendance of Witnesses in support of evidence given by the Constabulary in cases disposed of Summarily by Magistrates, and the cases dismissed, the Chief Constable will be prepared, pending the sanction and authority of the Constabulary Committee, to receive applications from Superintendents for the Costs incurred to be a charge against the Public in their Contingent Accounts (under the heading Miscellaneous Expenses), a full report of the case must accompany each application, showing in detail the circumstances under which it was found necessary to obtain the aid of private individuals. Superintendents are reminded that they are not allowed without permission of the Chief Constable, first obtained, to purchase expensive Law, or other Books for use in their Divisions. Chief Constables Office, Chester 27th September 1880 The Annual Inspection of the Cheshire Constabulary by Her Majesty's Inspector of Constabulary having been completed, the Chief Constable desires to express the great satisfaction he derived from it, the Chief Constable specially observed that all the clothing and accoutrements were in excellent order and well put on, no portion being out of place. It is evident that the Officers and Sergeants have excreted themselves to the utmost, to obtain such a satisfactory state of things and he Congratulates Superintendents upon the excellent manner in which their Divisions turned out, and directs that they will convey to all their men his high appreciation of the manner in which the Force underwent the Inspection. Chief Constables Office, Chester 27th September 1880 Constable Edward Skally, F Division, is dismissed from the force for absence from duty and making false entries in his Journal. Constable T. Percival, B Division, is transferred to D Division at Altrincham to be employed in office duties there, a married man (Constable S. Coughlin) will be sent from D Division to be stationed at High Lane. Constable Dean, K Division, will be transferred to A Division, on the 30th instant and Constable James Chester of the same Division will be discharged from the force on that same date. Chief Constables Office, Chester 29th September 1880 Constable Evan Jones, B Division having completed 5 years service will receive increased pay of 28/- per week from the 30th instant, and wear two Good Conduct Badges. Chief Constables Office, Chester 4th October 1880 As some members of the Cheshire Constabulary may wish to have their usual annual leave of absence during the Winter months, instead of the Summer, the Chief Constable will in future permit Superintendents to forward applications for same; they must however make such arrangements as will ensure that the Constables beat during his absence is properly and efficiently worked by the adjoining Constables. Superintendents will see that men sent to their Divisions on Special Duty are allowed (if the nature of the duty will allow it to be done) to return by such trains to their Districts as will enable them to reach home the same night without having to walk long distances to do so. Superintendents will enter on the List of Clothing, or Route of Men transferred to other Divisions, the time of their departure to their new Districts. The chief Constables desires that Superintendents will give directions not to apprehend children under 14 years of age, except for very serious offences, or when the offenders are unknown, but to summons them instead. Chief Constables Office, Chester 22nd October 1880 Constable Thomas Davies, H Division, is dismissed from the Force for drunkenness. Chief Constables Office, Chester 1st November 1880 Constable B. Hey, of E Division, having remained drinking in a Public House at Congleton on the night of the 2nd ultimo from 9pm to 11pm on the plea that he was waiting for his Lamp to be repaired and wasted the time should have been in his own District during the most important hours of the week, is discharged from the Force, and Superintendents will caution all their men that they are on no account to spend their time in Public Houses either in or out of their Districts. In reference to Paragraph 1, Sergeants and Constables will always report to their Superintendents any repairs required to Lamps, Handcuffs, or other appointments, who will give the necessary instructions to have them put in proper order. It having come to the knowledge of the Chief Constable that money has been improperly offered to the wife of a Sergeant in consideration of matters connected with the performance of his duty, Superintendents will at once caution all their men that any money so received without his authority will be considered as having given to themselves, and that the punishment will follow such breaches of discipline. Chief Constables Office, Chester 2nd November 1880 The Chief Constable is deeply concerned at finding his General Order of the 15th December 1879 prohibiting the use of Firearms has been disregarded by Constable J. Dillon, K Division, notwithstanding the lenient manner in which he was dealt with for the same illegal and improper conduct on a previous occasion, for which disobedience of orders the Chief Constable, in the interests of the Force and for the protection of the public has no alternative but to discharge him, as he cannot countenance the use of deadly weapons by the Constabulary under his Command. Superintendents will at once make the most searching enquiry, amongst all their men whether they are in possession of Pistols or Revolvers, and give the strictest orders that on no account are they to go on duty carrying such weapons; any men found doing so will be immediately suspended. Constable W. Craven will be transferred from D to A Division on the 6th instant. Chief Constables Office, Chester 8th November 1880 The following Constables are dismissed from the Force, Constable H. L. Marity, A Division, for drunkenness and neglect of duty. Constable Thomas Hardern, E Division, for drunkenness and absence from duty. Constable P. Jackson, F Division for drunkenness, neglect of duty and being absent from his station without leave from the 4th to the 7th instant. Superintendents will again caution all their men that when they are taken ill either on or off duty, they must at once take steps to inform their Sergeant, or the nearest Constable that they are unfit for duty. Constable J. Parker being unfit for further duty will be discharged from the Force from the 12th instant. The following promotions will take place, from the 6th instant Constable J. Bryan, K Division to 25/8d per week, Constable S. Gibson, K Division, to 24/6d per week and Constable J. Cooper, F Division, one additional Good Conduct Badge. Chief Constables Office, Chester 10th November 1880 The Chief Constable has been much surprised to find that Sergeant Gosling of A Division, on being ordered to remove to Mottram, had notwithstanding the Chief Constable's stringent General Orders of the 19th October 1878, resorted to a practice which he has been trying to suppress, i.e. the divulging of General Orders to the Public, and endeavouring to bring outside influence to prevent his Orders being carried out, and were it not for Sergeant Gosling's previous service and conduct, he would have undoubtedly been dismissed from the Force; as it is the Chief Constable cannot pass over this breach of discipline and is therefore compelled to make his sense of it by reducing Sergeant Gosling to 30/4d per week, and warns him that should a repetition of this infringement of General Orders on his part take place, dismissal will certainly follow, Sergeant Gosling will be held in readiness to move from Mottram at an early date which will be notified in a future General Order. Superintendents will read this, and the General Order of the 19th October 1878 at the next parade of their Divisions, and will strongly impress upon all ranks the prudence of complying with all orders issued by the Chief Constable, otherwise when too late it may prove a source of deep regret to them and their families. As there are now vacancies in the Force, Superintendents will endeavour to obtain suitable candidates, and send their applications on the usual form to this office. Young single men, of the farm labouring class will be preferred, and care must be taken that they are measured without their boots, and that they are fully 5' 9" in height, as recently several men have attended at Chester, who have stated they were measured in their boots, and being under the standard height have been disappointed and the County or Candidates put to unnecessary expense. Constable George Hanson, E Division, is dismissed from the force for singing in the Tap Room at a Public House in Northwich at 10.45pm 5th instant. Chief Constables Office, Chester 12th November 1880 The Chief Constable desires to make the following observations on the recent Government Inspection, for the guidance of Superintendents and other members of the force The Government Inspection Return of Persons Apprehended and Summonsed, those Summoned by Parish Officers and Private Persons, will be entered in a separate column, the letters "P.P." or "P.O." being entered opposite each case in the Summons Book from the 1st September last as a guide in making the Return. Officers and other members of the Force authorised to take Bail under Section 38 of The Summary Jurisdiction Act 1879, will be furnished with a Book for the purpose; in cases of Drunkenness and similar offences, a uniform amount of Bail of £2.10s 0d will be entered into by the prisoners. Where it is found necessary to make any alterations or corrections in any Book or Document, no erasures will be allowed, but a red ink line must be drawn through the figures or writing and be initialled by the Sergeant of the Section, as the case may be. Superintendents will see that the Numerals and Plumes on the Clothing are kept in proper order, as it was observed that in some Divisions these articles on the Great Coats were not as bright as they should have been. Additional Constables will be distinguished by the letter "S" on the shoulder strap instead of the Divisional Letter. The hours Constables attending Divine Service will be shown in the Duty Book. Superintendents will impress upon all their men that Lock-Up Fees, are illegal, and that only the authorised charge for maintenance, if actually supplied, is to be included in the Constabulary Costs. Superintendents will be held responsible that these instructions are fully carried out. Each Constable will be supplied by Superintendents with a Population Return of their Beat, with the number of Public or Beer Houses in same. Sergeants will be careful to enter in their Duty Books the exact hours of duty performed by each Constable of their Sections, and be particular in seeing that the men only enter the time of duty actually performed by them, (and not according to scale) which must agree with their Journals. In the event of a Constable performing more or less duty than laid down in the scale, the same will be shown under the head "Deviations" Sergeants will compare the Men's Duty Books with their Sectional Occurrence Books monthly, and be careful that the reports contained therein agree in both. In some Divisions this appears to have been neglected. All Apprehensions and Commitments must be entered in the Charge Book and Charge Sheet in Red Ink. When it is necessary to Witness the mark of a person who cannot write, the person Witnessing same must be an independent person, and not a member of the Force, when possible. Sergeant will not attend every fixed Conference Point made by the Constables, unless they are directed to do so by their Superintendents, but will visit them at uncertain times and places on their beats. Sergeants will periodically inspect the Hand Cuffs in their Sections, to ascertain whether the springs etc, are in good order. Superintendents when visiting the men and in performance of all duties in their Divisions will appear in uniform. A copy of this Order will be in possession of every member of the Force. Chief Constables Office, Chester 15th November 1880 The Chief Constable was much surprised on Saturday last the 13th instant, to meet Constable Briggs of H Division in Chester improperly dressed, when on duty, which consisted in wearing a sailors Guernsey under his Great Coat, his only excuse being that the weather was not sufficiently cold to wear his Tunic under same. It must be borne in mind by all ranks that the Coat Straps which have been recently issued are intended to carry the Great Coat in when not worn, and when appearing in public none but the regulation uniform will be permitted. Had the sergeant of this man's Section done his duty by inspecting him previous to coming to Chester this could not have occurred, and the Chief Constable fears that sufficient vigilance is not exercised by many of the Sergeants as to the mode in which their men dress. To mark his displeasure of the same the Chief Constable desires that the Special Duty Allowance which under ordinary circumstances would have been granted to Constable Briggs will not be issued to him and no man appearing improperly dressed in public in future need expect to be dealt with so leniently. Chief Constables Office, Chester 16th November 1880 Death of J. Garside, Esq. Coroner for the Knutsford District. In consequence of the death of the above named, Superintendents will at one give instructions to all the men of their Divisions that information of all Sudden Deaths in the above District are immediately to be sent to the Coroner of the County residing nearest to the place where the death takes place. Chief Constables Office, Chester 26th November 1880 It having come to the knowledge of the Chief Constable that his instructions in Paragraph1, of General Order of the 14th March 1878, in reference to giving evidence in Court, or before Magistrates has in some Divisions much relaxed, and that instead of Constables standing properly at attention as therein directed they loll about the Witness Box, and converse with Defendants and other persons in Court, and in some instances address the Bench improperly. Superintendents will see that in future this duty is properly attended to and report any Constable disobeying the Standing Orders on this matter. Evidence will be given in an upright and respectful position, the Witness must not lean or loll, speak loudly and distinctly, and give ready answers to the Advocates on both sides, and afford every information for or against the accused, nothing tells more against a Constable than to appear to keep anything back and in giving evidence against a Prisoner it must be borne in mind that a Constable must strictly confine himself to the case before the Court and not to refer to any former case or conviction against the Prisoner unless called upon by the Bench or Magistrates to do so. As the Chief Constable has observed in visiting some Stations that the portion occupied by the Constable in charge is not kept in a clean and orderly manner and that their families do not present a neat and tidy appearance. Superintendents will impress upon them when they visit the Stations, that they should maintain the character of the Force by always presenting a creditable appearance, otherwise the Chief Constable will replace by those who will take a little pride and interest in such matters. Superintendents are reminded that Constables acting as Clerks only hold the rank of Sergeants as directed in General Orders of the 16th September 1879, during the time they are so employed and that on returning to their duty as Constables the Honory rank of Sergeant is to be relinquished by them. Chief Constables Office, Chester 29th November 1880 Food and Drugs Act 1875, as is appears that in consequence of the efficient manner in which the Act has been carried out in this County, that very few articles are now found on analysis to be adulterated and that it has been represented that unnecessary expense is incurred in the purchase of samples. Inspectors of Weights and Measures will in future send to the County Analyst not more than twelve samples during each quarter of articles suspected to be the most adulterated; if it is however found absolutely necessary to send more than that number they may in the public interest exercise their discretion in doing so. Chief Constables Office, Chester 9th December 1880 Sergeant F Lowe, A Division, is reduced to 2nd Class Sergeant at 28/- per week for neglect of duty, in not reporting Constable W. Lowe of the same Division, for disobedience of General Order 27th January last, in accepting Drink from a person, when on duty, in a Public House at Millbrook, on the 29th ultimo, in contravention of the Standing Orders of the Force, the Chief Constable regrets having to deal with Sergeant Lowe in this manner, as he held a very high opinion of him, and is disappointed, that he should have so far forgotten his duty, with those under his command, as the Chief Constable requires that all who are entrusted with authority will exercise it without favour or affection, and that they see his orders, and instructions, are respected and obeyed by all under them. Constable William Lowe, A Division is reduced to 23/11d per week and transferred to D Division at his own expense for disobedience of orders in entering a Public House, and accepting Drink therein, when on duty at Millbrook on the 29th ultimo. Superintendents will inform all Candidates who apply to them, that they must produce, in addition to the usual Form of application properly filled up, written characters from persons, by whom they have been employed for the last three years, more especially from their last employer. The Chief Constable was much pleased on the 4th instant at the Stockport Railway Station to observe the clean and smart appearance of Constable E. Dunning, C Division, which reflected much credit on the Force, and shows that Sergeant Dodd, in charge of his Section, has been careful in carrying out the Chief Constables orders in this respect, who, to mark his appreciation of such conduct, and as an encouragement to the younger members of the Force, is pleased to promote Constable E. Dunning to receive the higher rate of pay of 24/6d per week. This order to be read at the Head Quarters of each Division on next pay day. Chief Constables Office, Chester 11th December 1880 The Chief Constable regrets to find that the practice still exists in some Divisions, for Constables to seek advice in the execution of their duty, from the Magistrates Clerks, instead of their Superiors, and trusts that Superintendents of Divisions, will at once stop this unnecessary procedure, as all members of the Force should by this time, if properly instructed, understand the powers vested in them. In a recent case of Felony at Altrincham, Sergeant Stanley, D Division, manifested great laxity, in causing the apprehension of the Thieves, by directing Constable Bennett, to consult the Clerks there, before taking active steps in the matter, for which, the Chief Constable hereby reprimands him, had it not been for Sergeant Stanley's past conduct and service, more serious notice, would have been taken, of what can only appear to the Chief Constable, as gross ignorance of his duties. It must be borne in mind by all ranks, that in cases of Felony, persons may be apprehended without a Warrant, or other Magistrates Authority. Chief Constables Office, Chester 13th December 1880 Expenses of Conveying Prisoners to Jail. As it has been decided in the court of Appeal of the Supreme Court of Judicature that the Right Honourable, the Secretary of State for the Home Department is liable to pay the expenses of conveying prisoners to prison whether on Summary Conviction or on Committals for trial. Superintendents will direct their men in every case to apply to the Governors of the Jails for these expenses when delivering prisoners into their custody, and send an account at the expiration of each quarter to this office on a similar form to the one now used in the Contingent Account, of all sums received for this service; in future no charge will be made in the Divisional Account under this heading. In order to provide against any inconvenience arising to the public service through the absence of Superintendents on leave, or through sickness, they will make arrangements with each other, and report to this office having done so, to visit their Divisions on Petty Sessions and Pay Days during such absence or sickness. Chief Constables Office, Chester 14th December 1880 The Chief Constable has been very much annoyed in discovering that an idea has been entertained that Robberies of Fowls and Poultry may in most instances be attributed to the ravages of Foxes and other Vermin, and should not be reported in the usual way for entry in the Divisional Books as Robberies; he therefore directs that whenever such Felonies taken that the Constables of the District will at once report same to his Superintendent on the printed form provided for that purpose, who will enter them in the Divisional Books; should it however appear after thorough investigation by the latter, that no Robbery has taken place, it will be recorded in Red Ink in the margin of the Robbery Book. It must be distinctly understood and Superintendents will strongly impress this upon all their men that on no account whatever is any report of a Crime, or suspected offence to be suppressed or omitted from the records of the Division, all cases which are found upon enquiry not to be Robberies, will be excluded from the report of crime furnished for the Government Inspection, and to this office. Superintendents are held responsible that the instructions herein are faithfully and fully carried out and they will at once bring to the notice of the Chief Constable any deviation there from. Chief Constables Office, Chester 14th December 1880 In reference to General Orders of the 11th and 13th instant, the transfer of Constable J. Dale from E to J Division is cancelled and Constable J. Chief Constables Office, Chester 22nd December 1880 The Chief Constable has been much pleased in receiving a report from the Deputy Chief Constable, stating that the reports of the Sergeants night visits for November are satisfactory and that Sergeant Gunn, D Division, is particularly worthy of commendation for sending in the neatest and most creditable report every month. 2nd Class Sergeant F. Lowe, A Division, will revert to the rank of Constable, for disobedience of orders, in refusing to remove from Millbrook to another Station, and it is only in consequence of his past good conduct that he is not dismissed from the force for such gross insubordination. The Chief Constable is pleased to allow Constable J. Dentith, F Division, to receive a gratuity of 10/- from the Bridgewater Canal Company, for watchfulness, assiduity, and general obliging disposition, he has shown in the performance of his duty. As it appears that the Governors of Her Majesty's Prisons, are not yet authorised to pay the expenses of conveying Prisoners to Jail, referred to in Paragraph 1 of General Order of the 13th instant, Superintendents will as heretofore, charge same in the usual way in their Contingent Accounts. Chief Constables Office, Chester 28th December 1880 It having come to the knowledge of the Chief Constable that a Fowl Robbery had not been reported in the usual way by a member of D Division, who in explanation stated, that he thought it was owing to the ravages of Foxes and therefore took no further steps in the matter. Superintendents will at once make careful and prompt enquiries in their respective Divisions and report to the Chief Constable any man under their command who has been guilty of such gross neglect of duty and without delay, eradicate any such erroneous ideas from the minds of any Sergeant or Constable in the Cheshire Constabulary.
