Coughlin and PC J. Kenney H Division are dismissed from the force for drunkenness. (Dismissal cancelled for PC Coughlin) Chief Constables Office, Chester 4th January 1879 Complaints having been made that Carts and other Vehicles are allowed to go about the County, without having the names and addresses of owners thereon in conformity with the provisions of the Act 4 Geo, 4. Cap 95, the Chief Constable desires Superintendents will at once give instructions that all persons so offending against the law are proceeded against without delay. In future only those children who are at home or dependent upon their parents will be shown in the Distribution Return and the forms will always be properly endorsed. As some misconception seems to exist in reference to Gloves, it is to be clearly understood that black ones will be worn on all occasions during the time named in General Order 9th December last and white Gloves during the remainder of the year. PC Lythgoe will be transferred from A Division to K Division. Superintendents will examine the Constables Instruction Books and see that they are in good order and properly fastened with red tape. All prisoners will be thoroughly searched before being placed in the cells (female prisoners by the Lock-Up Keeper's wife or some other female) and will be visited every hour half during their confinement. The following officers will be discharged from the force on the 3rd instant having been recommended by the Chief Constable for Superannuation Allowance PC John Morgan H Division £40 per annum and PC Arthur Gunning K Division £40 per annum. Chief Constables Office, Chester 6th January 1879 In future PC's will sign after their names the words 1st, 2nd or 3rd Class Constable, as the case may be and be so designated by all ranks when speaking or writing to them. Chief Constables Office, Chester 6th January 1879 The following transfers will be made in F Division Sergeant Levi Bebbington from Stockton Heath to do day duty at Runcorn. Sergeant Handforth from Runcorn to Stockton Heath to take of the Station there. Chief Constables Office, Chester 6th January 1879 PC Charlesworth J Division is transferred to H Division from the 11th instant to be stationed at Crewe vice PC Coughlin dismissed. Chief Constables Office, Chester 6th January 1879 The order for dismissal of PC Coughlin H Division is cancelled and he is reduced to the pay of 24/6d per week and removed to D Division at his own expense. Chief Constables Office, Chester 7th January 1879 Superintendents will report whether the notices re Burglary and Housebreaking have been left at all Noblemen's, Magistrates and other Gentlemen's houses in their Divisions. Chief Constables Office, Chester 7th January 1879 Constable J. Whittaker K Division to be 2nd Class Sergeant from this date. Chief Constables Office, Chester 11th January 1879 PC J. Reilly H Division is reduced to 23/11d per week for drunkenness. Chief Constables Office, Chester 14th January 1879 The Chief Constable with great regret has to announce to the Constabulary the lamented death by drowning of 2nd Class Constable Nathaniel Stacey of the Reserve, after a service of nearly 14 years leaving a widow and two children destitute. Superintendents will without unnecessary delay collect the Subscription of 2/6d from each member of the Mutual Assurance Association and forward the amount (if by cheque or Post Order to made payable to the Chief Clerk) to this office. Chief Constables Office, Chester 14th January 1879 PC Groghan E Division is transferred to A Division. Chief Constables Office, Chester 17th January 1879 The Chief Constable again has to warn all ranks in the Cheshire Constabulary against abusing their powers of arrest, and using improper language to the public and regrets in the interests of the force being compelled to discharge PC Trevett D Division for illegally arresting a Gentleman at Sale and making use of language provocative of a breach of the peace. General Orders of the 1st January, 11th April and 18th May last will be read by the Sergeants of each Section to their men who will impress upon them the absolute necessity of exercising the greatest care and judgement in the performance of their responsible duties. The Chief Constable looks to the Superior Officers of the force upon whom the duty devolves of upholding its reputation that any abuse of powers on the part of any of its members is immediately suppressed, he trusts that he need not allude to this matter again and that the more inexperienced Constables may be properly instructed in all their duties. In future lace up boots without the caps will be regulation pattern for Sergeants and Constables. PC Patrick Doyle H Division, having concealed the fact of his having been dismissed from the Birkenhead Borough Force will be discharged from the force on such as Captain Cope may arrange, and the Chief Constable much regrets that the regulations of the service compel him to dispense with the services of a successful man. Chief Constables Office, Chester 22nd January 1879 PC Tinsley A Division will recommence on pay from the 18th instant and will be under sick stoppages to the amount of 18/6d per week. The same for PC Ridgeway B Division and PC Whitley J Division will receive 17/6d per week. I future it will distinctly understood that men will not leave their beats after going on duty for the purpose of getting supper or otherwise and on no account leave their Stations or Districts without first obtaining leave from a superior officer. Chief Constables Office, Chester 22nd January 1879 PC Thompson K Division is transferred to L Division and will report himself to Superintendent Hindley for duty at Marple vice PC Ridgeway on sick, but will receive pay from Reserve Division. The attention of the Constabulary is to be drawn to the apparent increase of Crime especially Burglaries in the County and extra vigilance and activity is to be observed. All strangers and suspicious persons to be carefully noted and watched, Tramps and Vagrants must be well looked after. The Superintendents and Sergeants will be expected to see that these instructions are implicitly carried out. Chief Constables Office, Chester 24th January 1879 Superintendent Cooper of E Division will receive increase in pay to £192. 10s 0d per annum from the 26th instant. Chief Constables Office, Chester 27th January 1879 Sergeant Thomas Gosling E Division having been reported by his Superintendent for gross dereliction of duty in habitually neglecting to visit one of the Constables of his Section nightly during his tour of duty in accordance with the rules of the service, which prescribes that so far as practicable each Constable is to be visited at least once by day and once by night. On examining Sergeant Gosling's Duty Book it appears that the only night visits made by him to the Constable referred to during the last five months were as follows, August 14th, September 12th, October 15th, November 18th, and December 25th out of which number only 18 visits were made after midnight and the Chief Constable is compelled to mark his displeasure at such a gross irregularity in the performance of a most important duty and hereby deprives Sergeant Gosling of his Merit Badge and Pay from this date, and trusts this may serve as a warning to all ranks in the Constabulary against a repetition of so serious a breach of duty, as it must be in the recollection of the older members of the force, the fatal result of a Constable not being visited in the same Division in the year 1873. In order to obviate a repetition of such a serious neglect of duty the Chief Constable directs that each Inspector and Sergeant in Rural Districts will transmit monthly through their Superintendents who will authenticate same so as to reach this officer not later than the 3rd of the following month a return of all night visits made by them to the Constables of their respective sections during their previous one, forms for this purpose will at once be supplied to Divisions. With reference to the foregoing order a return similar to the above will be furnished to this officer for the months of October, November and December last. The following promotions and transfers will take place on the under mentioned dates Sergeant Thomas Gosling is transferred from E to A Division and will be stationed at Dukinfield vice Sergeant Hone resigned. 2nd Class Sergeant Usher G Division is awarded the Merit Badge with Pay from the 25th instant. PC Thomas Walley A Division to be 2nd Class Sergeant from the 25th instant. PC Jonathan Dodd A Division to be 2nd Class Sergeant from the 25th Instant. PC Hicks D Division to be transferred from L to be 2nd Class Sergeant. PC Blair E Division to be 2nd Class Sergeant. PC Rowe L Division to be 2nd Class Sergeant and transferred from J Division and to be stationed at Mickle Trafford. In consequence of the inclemency of the weather the Chief Constable will allow these transfers to be made on such days as may be arranged by the respective Superintendents. PC Adams, B Division having disobeyed and order to remove to another District, the Chief Constable has dispensed with his services and cautions the Constabulary against such insubordinate conduct which can never be overlooked and will lead to immediate dismissal in any future case. Men under resignation or otherwise will not be settled with until they have delivered up all their Clothing, Appointments and other public property in good order. Superintendents will read to their men of their Divisions once a quarter the Conditions of Service appended to the new form of application for appointment in the force sent to each Division on the 21st instant and enter on the Quarterly Certificate Form as follows "Also that I have read and explained to each man of my Division the Conditions of Service as directed in General Order of the 27th January 1879. Superintendent Hindley, B Division having shown great ignorance and negligence in Summoning two Publicans wives under the Adulteration Act instead of their husbands who held the Licenses, the Chief Constable hereby severely reprimands him for such carelessness in the performance of his duties and cautions him against such irregular conduct in future. In reference to General Order of the 17th August last relating to correspondence, Superintendents will give careful instruction to their men not to turn the paper upside down when writing on both sides. Chief Constables Office, Chester 28th January 1879 Inspector Morris, H Division having been absent from duty since 30th September last through sickness, the Chief Constable is unable in justice to the Ratepayer and those officers who are performing his duty to keep him any longer on the strength of the force, he therefore extends his leave of absence from the 31st instant and will be placed upon the Supernumerary list without pay pension his discharge on Superannuation The following promotions will take place from the 1st instance, 2nd Class Inspector J. Plant, H Division to be Inspector at £100 per annum vice Inspector Morris to be discharged. 2nd Class Sergeant Okell, D Division to be Sergeant in H Division at 30/4d per week and be stationed at Crewe vice promotion of Inspector Plant. With a view to ensure great efficiency in the knowledge of Drill than at present exists prior to the next Annual Inspection by the Government Inspector, the Chief Constable directs that Superintendents of Divisions will assemble their Inspectors and Sergeants once a month in order to ascertain what progress they are making in this important knowledge of their duties any disregard or want of attention to same will immediately be made subject of a Special Report. The names of any Sergeants who show a special aptitude on the subject of drill will also be brought to the Chief Constables notice to be considered for further promotion in filling up vacancies as he is determined that such position shall only be held by really efficient officers in this and other subjects. Superintendents will not fail to impress on the younger Sergeants that special efficiency in the performance of this or any other duty which will meet with due recognition by the Chief Constable. Applications will at once be made for the Manual of Drill for 2nd Class Sergeants who will each be supplied with a copy. New Forms of Misconduct Book having been adopted for the use of the force, the Chief Constable directs that all entries therein will be made by the Superintendents and always be kept under lock and Key in their possession. A supply of forms to report to Superintendents cases for Summons are sent to Divisions they will at once be issued to the Sergeants of each Section who will explain to their men how the form is to be filled up, after the case is disposed of these forms will be carefully filed in the Superintendent's office monthly and kept for future reference by the Government Inspector. As the metallic Memorandum Book and the two cards in re cattle disease form part of the equipment they will be taken by men who are transferred to other Divisions and in cases of men leaving the force be forwarded with their Clothing to Headquarters. PC Joseph Pickford, A Division is dismissed from the force from this date for being absent from his beat at Dukinfield and found drunk at his station on the 18th PC R. Smith, J Division having been fined 5/- and costs by the Magistrates at Broxton Petty Sessions for drunkenness is discharged from the force forthwith. The attention of Superintendents is called to General Order of the 24th July last in reference to correspondence the rules therein laid down not having been conformed to in many recent instances. The Chief Constable Trust that he will not have occasion to call the attention of the Constabulary to this matter again. Chief Constables Office, Chester 30th January 1879 PC Warburton, H Division will be transferred to J Division from the 1st proximo and be stationed at Tilston. Chief Constables Office, Chester 31st January 1879 Paragraph 2 of Memorandum to Superintendents dated 11th ultimo is hereby cancelled and the Numbers detailed in General Order 30th November last will be kept in each Division, and all Numbers not in accordance with same will be altered at once. Clause 8 of General Orders of the 28th instant is hereby cancelled and the Metallic Books, Cattle Disease Cards, Manuals of Drill and all other Books and forms furnished for the use of officers in Divisions will be retained for the successor of any officer leaving the Division either on resignation or transfer, the Clothing with Warrant Cards and Leggings only being forwarded to Headquarters on Constables leaving the force, or in case of transfer to any other Division same as heretofore. The Chief Constable requests that Superintendents of Divisions will impress on their men that on no account are they to be seen carrying bundles or parcels through Chester when attending Assizes or Quarter Sessions, as Constables in uniform should not on any account be seen carrying such when it can be avoided as it gives them a slovenly appearance which should be to the interests of all ranks of the force to avoid. The following promotions will take place from this date, PC Barter, D Division to 26/10d per week, and PC Harmstone, H Division to 24/6d per week. Chief Constables Office, Chester, 1st February 1879 The Chief Constable finds it necessary in order that the Government Inspector should not have cause of complaint at his next Annual Inspection to draw the attention of Superintendents to paragraph 10 of General Order 29th May 1878, wherein they are directed to file in their officers all reports relating to Robberies and other Felonies, cases of Drunkenness on which proceedings are taken ready for production when asked for. The documents should be made up in monthly parcels according to dates for easy reference, should they not have them in their possession immediate steps must be taken to prevail themselves of duplicates of some from Sergeants of Sections since the date of Captain Elgee's last Inspection which may be extracted from the Occurrence Book. Attention is also drawn to the directions laid down in Paragraphs 5 and 11. Superintendents will certify to this office without delay if the conditions of the foregoing instructions have been complied with by them, and he strongly urges upon them the absolute necessity of frequently pursuing the General Order herein referred to which was drawn up by him after much consideration for their future guidance and if attended to will be the means of maintaining the high reputation for efficiency which the Cheshire Constabulary now enjoys in the estimation of the Government Inspector and other authorities. The Chief Constable intends shortly to make another Inspection of the force when he will scrutinize the office and other Books most thoroughly and hopes to find after all the Orders issued on the subjects no shortcomings. To ensure uniformity in keeping Lock-Up Books throughout the County the same will be headed on both pages along the Centre leaving a margin on either side as follows, 1st and 15th January 1879. Superintendents will see that these books are at once headed as directed since the date of the last Annual Inspection. On the recommendation of Major Cope, Superintendent of H Division, the Chief Constable has very great satisfaction in recognising the praiseworthy and zealous conduct of PC Harmstone who off duty at the time proceeded in search of persons reported for Fowl Stealing in the neighbourhood of Sydney, Near Crewe, and by his exertions succeeded in capturing them, and as an encouragement to this young Constable who has only recently joined the force and to all others the Chief Constable is pleased to promote him to 24/6d per week and also award him one days extra special duty allowance of 5/-, as he is determined and glad at all times to encourage faithful and efficient service by those under his command On the recommendation of Superintendent Egerton, K Division, PC Marity (?) is promoted from 24/6d to 26/10d per week for general efficiency. In reference to paragraph 3 of General Order 31st ultimo, Superintendents will discourage as much as possible the practice of members of the force carrying parcels or bundles when in uniform through the public streets. Weights and Measures, Superintendents will attend with all their Weights and Measures at Chester Castle to be compared with the County Standard as follows J and H Division 2pm 5th February, C, D, E, and F Divisions at 11am 6th February, B, G and A Divisions 11am 7th February. (Capt Little met with an accident and did not attend) Arrangements will be made for a Horse and Cart to be at the Railway Station, Chester to meet Inspectors to convey their Weights to and from the Castle. Chief Constables Office, Chester, 4th February 1879 Inspector Leighton will take charge of D Division during the illness of Captain Little. Chief Constables Office, Chester, 6th February 1879 During the Winter months and inclement weather Great Coats may be worn by the Constabulary when attending Assizes and Sessions. Chief Constables Office, Chester, 6th February 1879 Dog Licenses, the Chief Constable desires that Superintendents will see that the wishes of the Secretary of State as expressed in Circular Letter to the Chairman of the Quarter Sessions (copy sent herewith) in reference to above are carried out in their respective Divisions, (Letter at end of Book). Chief Constables Office, Chester, 8th February 1879 PC's Dutton and Senior D Division are reduced, the former to 25/8d per week and the latter to 23/11d per week for drunkenness and being absent from Conference points on the 7th instant. Chief Constables Office, Chester, 10th February 1879 Army Pensioners serving in the force will on all occasions when attending before Staff Officers to receive their Pensions appear in uniform and they are strictly enjoined to set an example to others by showing the utmost respect to the said officers. The Chief Constable has with very great regret received a complaint from Major Rogers, the District Staff Officer that Northwich PC Shaw F Division appeared before him under the influence of drink and when spoken to on the subject aggravated his offence by being impertinent, for such misconduct PC Shaw id hereby reprimanded and admonished as to his future conduct when in public as the Chief Constable will not tolerate the slightest impertinence from those under his command towards any of the public much less a Gentlemen holding Her Majesty's Commission whom PC Shaw must have been taught to respect during his service in the Army. (See General Order 17th February 1879, in fact not PC Shaw but PC 333 William Cooper) In accordance with the New Conditions of Service, Superintendents will deduct the 7/6d from all men coming under the provisions of Clause 17 of same and remit the amount to this office. Chief Constables Office, Chester, 11th February 1879 PC Trevett J Division will be transferred to K Division from the 15th instant and PC Forster from Reserves to J Division vice PC Trevett. Chief Constables Office, Chester, 14th February 1879 Sergeant J. Harvey, E Division having been guilty of drunkenness and violent conduct in a Public House at Sandbach on the 6th instant the Chief Constable regrets that in order to uphold the reputation of the force for its high state of efficiency and discipline he is compelled to discharge Sergeant Harvey from the Cheshire Constabulary as the Chief Constable cannot retain in the honourable and responsible position of Sergeants men who so misconduct themselves. 2nd Class Sergeant E. Ennis, E Division having shown a want for proper courtesy and respect to a gentleman (Magistrates of the County) at the recent Chester Assizes in refusing to take a message from him to the Chief Constable then in the Crown Court "that he wished to speak with him" the Chief Constable in order to mark his displeasure at such conduct hereby severely reprimands 2nd Class Sergeant Ennis and places him at the bottom of the list of 2nd Class Sergeants. The Chief Constable trusts that he may not have to advert to a case of this kind in future and that every member of the force will consider it his duty to sustain its character at all times by being civil and obliging to the public no matter what position of life they may be in. Sergeant L. Bebbington F Division having been pronounced unfit through ill health to continue to discharge his duties effectively will revert to the rank of 2nd Class Sergeant at 29/2d per week and be stationed at Runcorn, where he will be employed night duty about the police station and other light duties. The Chief Constable in visiting F Division found with great regret that his order of the 6th November last was not carried out which evidently manifests to him that the discipline of the Division has not been properly attended to and as he is compelled to take notice of such irregularity hereby cautions Superintendent Williamson, 2nd Class Inspector Buckley and Sergeant Handforth as officers placed in such responsible positions are expected to be examples of strict discipline and obedience to orders but for previous services and generally good conduct they would most certainly be removed and replaced by others who would value their positions. There being reason to believe that in some Divisions the Orders respecting diet of prisoners confined in the County Lockups, have not been strictly adhered to and to obviate such serious irregularities in future, it is hereby directed that the printed diet table be always exhibited in the corridor of the cells where they can be easily seen and read. Superintendents will be held strictly responsible that prisoners are provided with their meals at the prescribed hour and any Lock-Up Keeper, not complying with this and other directions relating to the comfort of prisoners will be immediately reported to the Chief Constable who hereby warns them that any future infringement of his Orders in this respect will be visited by reduction or dismissal from the force, no matter what their previous service may be as officers who so far forget the duties devolving upon them towards prisoners are not worthy to continue in such position. Superintendents of Divisions are hereby enjoined when visiting Lock-Ups to ascertain from prisoners confined therein whether they have any complaints to make, if they have received their meals and the hours so provided, also that the Orders relating to the Heating Apparatus is attended to as the Chief Constable wishes to impress on the force his determination to treat in a humane manner all prisoners in custody and that only one has been confined in each cell. The Fee Books will have the heading altered as follows and Sergeants of Sections will see that each Column is always properly and fully filled up viz, Number 337, Number 1 Section, F Division", the heading will be spread along the top of both pages, it being unnecessary to repeat the headings on each page. Superintendents in acknowledging receipt of money must invariably sign their names not their initials of same as in some instances appears recently to have been done, the date must also be stated. PC Whitley, J Division is transferred to D Division and will be stationed at Altrincham for night duty in the police station and other light duties. Superintendents are requested in future to see that all documents, Abstracts of Accounts are head with the letter and name of the Division same as designated in the constabulary Almanac for this year viz, Designation Division A Hyde B Stockport C Macclesfield D Altrincham E Northwich F Runcorn G Eddisbury H Nantwich J Broxton K Wirral L Reserve As a mark of high appreciation which the Chief Constable entertains for the following old officers recommended by him for Superannuation he is pleased to promote them to a step of Honorary Rank. So that in after life it may serve to remind them and the public of the honourable and straightforward manner in which their duties were performed during their long career in the Cheshire Constabulary Rank and Name To Honorary Rank Of Inspector William Hilton K Division Acting Superintendent Sergeant John Palin J Division 2nd Class Inspector Sergeant William Watson H Division 2nd Class Inspector 2nd Class Sergeant Ridgeway B Division Sergeant The Chief Constable trusts that the younger members of the force will endeavour to emulate the example set them by the above officers who by their zeal and honourable adherence to the path of duty and discipline have proved themselves well worthy of the mark of respect now conferred upon them on the eve of them severing their connection with the force and the Chief Constable trusts that although incapacitated from continuing in active employment they may long be spared to enjoy the well earned reward of their past Meritorious Service. Superintendents are requested to discourage officers under their command for applying for Superannuation Allowance and forwarding Medical Certificates in support of same, the rule to be observed in future under such circumstances will be a Confidential report on each case by the Superintendents to the Chief Constable who if he considers it a deserving one will at once take steps to have the Constable examined by the Chief Medical Officer of the force at Head Quarters. In cases where there is reason to suppose that malingering exists, Superintendents will suspend the individual from further duty and call in all clothing and appointments in his possession, although the Chief Constable will always be ready to reward faithful service, he on the other hand will not submit to imposition and scheming. In the transfer of men from one Division to another the Superintendent will transmit their Default Sheets (blank or otherwise) to the Superintendent Commanding the Division to which they are transferred. In the event of the men being discharged from the force (by resignation or dismissal) Superintendents will forward the same to Head Quarters. It having come to the Chief Constables knowledge that a system has been introduced into the force by some Sergeants of Sections of allowing their men to go off duty before the prescribed time in consequence of their having performed other duties of which entry appears to be made in their Duty Books either under the heading of Deviation or otherwise thus introducing great laxity and irregularities into the force, which the Chief Constable will not tolerate, Sergeants of Sections are reminded that they have no authority to reduce the hours of duty of any Constable under their command without submitting same to their Superintendent who are earnestly requested to take such steps to prevent a recurrence of such and will immediately report any Sergeant permitting same who will be dealt with by the Chief Constable for disobedience of orders otherwise proper discipline cannot be maintained. With reference to the fore going Paragraph 2nd Class Sergeant Charles Bowden, C Division, will revert to the rank of 4th Class Constable at 23/11d per week and forfeit his Merit Badge with pay for quitting his beat before the prescribed hour on night duty of the 4th instant and making a false entry in his Journal thereon, for past service dismissal from the force must have been the result of such conduct. It is feared that some Constables do not attach the importance that they ought to this really important duty and the whole force is again notified that any infraction of the Rules laid down on this subject will always be treated as a serious breach of discipline and may probably lead to dismissal as the public have every right to the protection required from Constables on night duty. Should the Heating Apparatus attached to the Cells become unserviceable though any cause while prisoners are confined therein the Chief Constable directs that Superintendents will give instructions that prisoners be permitted occasionally to visit the fire during the day and night, either in the kitchen or office, during inclement weather, a Constable always being present in charge. Superintendents will drill their men as often as convenient during the ensuing months and Sergeant Major Clifton will attend once a month each Division for this purpose, on such days as may be arranged with him by the respective Superintendent. The Chief Constable was much please and gratified on visiting Mottram on the 15th instant to observe the very clean and smart appearance of PC John Sheehan of A Division and to mark his high appreciation of same promotes him to the rank of 2nd Class Sergeant and trusts that this recognition on his part will act as an incentive to all the Cheshire Constabulary always to endeavour to keep themselves and dress in a clean and smart manner so as to be a credit to the force. PC C. Moss, A Division is dismissed from the force for being absent from duty and drunk on the 12th instant. Chief Constables Office, Chester, 21st February 1879 2nd Class Sergeant Worth will be transferred from D Division to B Division and be stationed at Disley, vice PC Percival to be removed to High Lane. Chief Constables Office, Chester, 22nd February 1879 PC Sherwin E Division is hereby reprimanded and cautioned for being absent from the Court at Knutsford Sessions, when his case was called on, thus delaying the business of the Court, all Constables are reminded that on no pretence whatever should they absent themselves until their cases are disposed of or some time has been fixed for the hearing. Constables are reminded that the Metallic Memorandum Books have been supplied to enable them to put down at the time any statement made by the prisoners after cautioning them that such may be used against them, but they are on no account to cross examine prisoners. Constables are not allowed to give Characters to Publicans and others at Petty Sessions or elsewhere without the express permission of their Superintendent or the Senior Officers present any disobedience of this order will be visited with the severe displeasure of the Chief Constable. Superintendents may take cottages for the Countryside Constables and obtain their signature to the form of Agreement, to vacate same at the expiration of one week after leaving the force. In future men posted to Divisions who have served less than three months in the force will only perform three hours night duty. The Borough of Birkenhead having appointed their own Inspector of Weights and Measures, Superintendent Egerton and his Assistant will cease to act and receive pay for same at the expiration of one month from the 10th instant. PC Jebb, K Division is reduced to 23/11d per week for neglect of duty in allowing a prisoner to escape from New Brighton Station on the 11th instant and he will pay all expenses of recapture had it not been for his long service the Chief Constable would have dismissed him from the force. PC William Stockton, E Division is discharged from the force for inefficiency and Superintendents will report to the Chief Constable the names of any men not likely to make good Constables. The New Pay Books to be supplied to Divisions will be commenced from the 26th instant. Inn Keepers Books to be supplied to Divisions will be filled up from the last Brewster Sessions. In future full Sergeants will not act as Clerks in the Superintendent's office the duty will be performed by 2nd Class Sergeants who will on promotion return to their section duties. In consequence of the diligent and praiseworthy manner in which PC's John Allman and John Ratcliffe, H Division have performed their duties and as an encouragement to other young Constables the Chief Constable is pleased to promote them to the pay of 24/6d per week from this date. Chief Constables Office, Chester, 14th February 1879 Sergeants Night Visits The Chief Constable in returning to Superintendents the above reports for October, November, December and January last, which are to be kept filed in their office for reference at his or the General Inspection makes the following remarks and although he refrains from noticing further on this occasion the lax way in which is evident many of the Sergeants have performed their duty he will scrutinize very closely all future reports and cautions them that any neglect of this important subject on their part will meet with his severe displeasure upon themselves Division Chief Constables Comments A Satisfactory. D Satisfactory E Satisfactory with the exception of Sergeant Gunn who has been extremely negligent in visiting PC's Wright and Marshall after midnight. F Satisfactory G Sergeant Johnson seems very negligent in visiting PC's Furness and Swann after midnight only making one visit to PC Furness in November after that hour. 2nd Class Sergeants Leather and Dunning appear to have made very few visits after midnight. H Satisfactory with the exception of Sergeant Atherton who has seldom visited PC's Hamlett, Harper and Pugh after midnight. J Satisfactory. K Satisfactory with the exception of Sergeant Warwick who has been very lax in visiting the men of his section after midnight. WEIGHTS AND MEASURES ACT 1878 Recognizance of Inspector. A Form for the above is herewith sent and Inspectors will at once take steps to enter into same, as required by the 43 Section of the above Act and before a Magistrate they will always have the form in their possession to produce if necessary, when cases are disposed of at Petty Sessions. In entering Misconduct Reports in the Defaulters Books, only the decision of the Chief Constable will be given, his remarks thereon being omitted viz "Fined 5/- and reprimanded" "Dismissed" "Discharged" as the case may be. On the recommendation of Lt. Col. Cope the Chief Constable is pleased to promote 2nd Class Sergeant McDonald, H Division to the pay of 28/- per week from the 1st proximo for general good conduct and attention to his duties. Constables J. Hodgkiss, A Division is dismissed from the force for drunkenness and neglect of duty. Deserters From The Army and Navy Superintendents will see that all costs allowed under the Mutiny Act for Conveyance, Maintenance etc, of Deserters is always applied for by the Constables when delivering Deserters to their Regiments or into Jail. Chief Constables Office, Chester, 3rd March 1879 The Chief Constable has received with much regret a report against Constables William Moss and Joseph Proctor of C Division for receiving liquor from the son of a Publican at Bollington whilst on duty on the 24th ultimo and improperly conveying a drunken man into the Turners Arms and releasing him custody, for this violation he fines each of them 5/- with severe reprimand and it is only in consequence of their previous good conduct that they are not more severely punished, the Constabulary are again cautioned that they should not on any account receive drink from the public and that they have no power of release, prisoners once in their custody without taking them before a Magistrate. Chief Constables Office, Chester, 5th March 1879 The Chief Constable will commence his annual inspection of the force on the 11th instant A Division at Hyde at 12 noon Tuesday 11th March. Superintendents will give instructions to all Lock-Up Keepers and others having charge of Prisoners that on no account are the traps in the cell doors to be left open except when supplying them with meals or when a Constable is present. Constable Percival B Division having permitted a Memorial to be prepared and forwarded to the Chief Constable in contravention of General Order of 30th of May last is reduced to the pay of 26/10d per week, his long service only saving him from dismissal, the Chief Constable trusts that this will be the last occasion he will have to punish any of the Cheshire Constabulary for such disobedience of orders. Superintendent Hindley B Division will receive increase to pay to £150 per annum from the 1st instant. Chief Constables Office, Chester, 10th March 1879 In consequence of Captain Lingard, C Division having strongly interceded on behalf of Constables Moss and Proctor and in consideration of their former good character and service the Chief Constable is pleased to remit the fine of 5/- imposed on them in General Order 3rd instant and trusts that this leniency on his part will not be abused by a repetition of such a violation of the rules of service. 2nd Class Sergeant E. Hicks K Division will receive increase in pay to 24/6d per week from the 8th instant. Constable E. Clewlow, D Division is dismissed from the force for drunkenness, neglect of duty and making false statements. Chief Constables Office, Chester, 11th March 1879 The Descriptive Roll Return forwarded this day will be filled in Alphabetically by ranks of each Division, a copy of same being forwarded to this office at the end of each quarter. Chief Constables Office, Chester, 12th March 1879 In future Superintendents will not absent themselves from their Divisions on Saturdays and Sundays except upon emergency. Superintendents will examine and report upon the state of Cutlasses and Staff Cases, in their Divisions, stating the numbers wanting to complete or requiring repairs. Constable Robinson, D Division having defaced and torn leaves out of his Metallic Memorandum Book is hereby reprimanded and Constables are warned that in future a fine will be inflicted for such carelessness with public property. In consequence of the different coloured ink used by Constables in some cases the writing being scarcely discernable, Superintendents will see that only good black ink is used and if necessary supply same to the Constables. Superintendents will supply their Sergeants with official foolscap paper for their reports instead of the ruled and other paper at present used. The Chief Constable will expect to find when making his half yearly Inspection that all the Constables have been efficiently instructed in drawing their staff. Chief Constables Office, Chester, 17th March 1879 The Chief Constable fears that the Constabulary have not carried out fully the order of the 6th ultimo, in reference to above, and desires that Superintendents will at once give directions that the wishes of the Secretary of State are attended to in this matter and trusts that he will not again have to refer to any reminiscences on the subject, all Summonses must be served ten clear days before the date of hearing and a monthly return of cases will be sent to this officer, Commencing from the 1st instant. Chief Constables Office, Chester 17th March 1879 The Chief Constable with very great pleasure makes known to the Constabulary that he has received from Major Barker, Head Constable of Birkenhead a most flattering letter speaking in the highest terms of the valuable assistance rendered to the Birkenhead Force during the recent strike of "Dock Labourers" by Superintendent Egerton and the men under his Command and to express his own gratification at the admirable manner in which the duty was performed at a time of great excitement and hopes that all Superintendents will ever evince the same laudable desire to cooperate with adjoining forces in preserving peace by which means credit and prestige of the force alone can be maintained. The Chief Constable has great pleasure in consequence of the very smart appearance of E or Northwich Division, which reflected great credit upon the Superintendent for the careful supervision he has evidently exercised over all matters connected therewith in promoting the following men who specially attracted his attention Constable John Martin to be 2nd Class Sergeant, To 1st Class Constables D. Some Helmets having been received from Divisions in a crushed state and unfit for re-issue, Superintendents will be careful in seeing that they are properly packed in the clothing hamper supplied for the purpose in future the full value of the Helmet will be charged against the Superintendent of the Division from which it is sent. Chief Constables Office, Chester, 12th April 1879 Regina v Wilbraham The Chief Constable feels it incumbent upon him to record his great displeasure at the conduct of 2nd Class Sergeant ODonnell and Constable Thomas Reece, in the above case which was most reprehensible and calculated to bring discredit and suspicious upon the force generally by resorting to experiments, which were not only most improper an unjustifiable, but illegal, and mischievous in their tendency in setting a bad example to the younger and inexperienced Constables, who might be influenced to engage in similar artifices in the detection of offence, the falsehoods told by Constable Reece in connection with the case were most disgraceful and unnecessary, he therefore most severely reprimands both the above named men and but for long service and otherwise good conduct of the latter he would have dismissed him at once from the force. He desires most emphatically to impress upon the Cheshire Constabulary that such objectionable practices cannot be allowed and thrusts that he will never have occasion again to communicate upon such injurious conduct on the part of any of the Cheshire Constabulary as he is most anxious that they should be held in respect and esteem by the public and that their veracity and discretion may never be questioned in relation to the performance of their difficult and responsible duties. Chief Constables Office, Chester 8th May 1879 It affords the Chief Constable much pleasure to make known to the force his gratification at the creditable result of the recent inspection by Her Majesty's Inspector of Constabulary which clearly indicates that much pains have been taken by all ranks to carry out his wishes and maintain the reputation of the County Constabulary not only for smartness and appearance but also for efficiency, the former being without the latter comparatively worthless and he trusts that encouraged by such a satisfactory result they will continue to use all their energies for the public service in detecting and suppressing Crime of every description, on his part the Chief Constable makes it known that no indulgence or advantage which it is in his power to confer shall be withheld, so long as he meets hearty cooperation and ready obedience from those under his command. The appearance and interior economy of all Divisions seems to be satisfactory that the Chief Constables feel's it would be invidious to distinguish from one from another and he trusts that such an honest emulation may continue amongst them that it will never be necessary to do so. In future Superintendents will enter in their Weights and Measures, Cattle Diseases, Pedlars and all other Accounts, the balances due to and from the County Treasurer in the previous quarter, showing whether received or paid them. Superintendents will carefully inspect the Clothing of all men leaving the force upon Superannuation or otherwise at least one week before they are discharged, any articles found deficient or improperly worn will at once be reported to the Chief Constable, the Clothing must be sent immediately a man has left to Headquarters otherwise a Constable will be despatched to bring same and the expenses charged to the Superintendent. Superintendents will rule an extra Column to the Contingent Account Sheet before the Column "Name" in Subsistence Return and enter therein shortly the nature of the Offence for which the Prisoners have been confined, those under the Game and Poaching Prevention Act to be in Red Ink. All Clothing Parcels sent from Divisions to Headquarters will be prepaid and be so marked legibly thereon, the cost being charged to the several accounts to which the articles relate as "Police Account" , "Weights and Measure Account" "Cattle Account" etc, In future no charge for repairs or fittings at Stations will be allowed in Divisional Accounts unless accompanied with the authority in writing of the Chief Constable sanctioning the expenditure. Caps will always be worn at Assizes and Sessions unless otherwise ordered. The Defaulter Sheets of men leaving the force will be retained in Divisions until after the General Inspection in each year. Superintendents will always endeavour to have prisoners suspected to have previously convicted photographed by having them remanded for the purpose or otherwise. A List of known Thieves and Suspected persons will always be kept in the Superintendents officer for easy reference. A Return of Robberies Committed for the quarter (on a form sent from this office) will be sent to this office on the 25th proximo, and in future at the expiration of each quarter i.e. 29th September, 25th December and the 25th March, so that the Chief Constable may be well informed of the steps taken in each case as it has recently come to his knowledge that a Robbery was reported at 2pm to the Inspector in charge of a district and no steps taken until 8pm, all Robberies and Offences must immediately enquired into, and the Chief Constable holds officers in charge of Sections responsible that every effort is at once made to detect them, and recover property stolen, or otherwise, any remissness in the performance of this important duty will incur his severe displeasure and may lead to a reduction of the officer guilty of such indifference to his duties. In all cases of Robbery the steps taken will be entered in the Felony Book and Superintendents are expected at all times to be fully acquainted with the nature of every Robbery occurring in their Divisions. Superintendents will whenever Prisoners are in possession of money apply to the Magistrates for permission to use it for the maintenance of the parties during their confinement in the Lock-Ups. Unexecuted Warrants will not be kept by Sergeants at outside Stations longer than 12 months, when they will be sent to the Superintendent's Office for filing, Sergeants will always have in their possession a list of all such Warrants. Erasures must not be made in any book or account, if alterations are required, the figures or words should be neatly ruled across and the correct figures or words entered. Superintendent's nights visits will be entered in their Journals in Red Ink. Constable Alfred Robinson, D Division is dismissed from the force for drunkenness and neglect of duty. Chief Constables Office, Chester 21st May 1879 The following Constables have been dismissed from the force, Constable James Pritchard, A Division, is fined 5/- and dismissed for drunkenness and absence from duty. Constable Levi Harmstone, B Division for absence from Conference Points. 2nd Class Sergeant T. L. Cloney, E Division, for absenting himself for several days without leave. Superintendents will report to the Chief Constable as soon as they have received and had fitted the new clothing in order that he may appoint a day to inspect same. As it is advisable to alter the Scale of Duty to 5 hours per day and 4 hours per night, in Rural Districts and in Town 3 hours per day and 6 night. Superintendents will prepare a scheme for working their several Divisions and submit it to the Chief Constable without delay. The following transfers will take place as soon as possible, Constable Dowd, from H to A Division to be stationed at Dukinfield, re dismissal of Constable Pritchard (Cancelled). Constable Farmer from H to D Division to be stationed at Knutsford vice Constable Hay (Cancelled). Constable Hay from D to H Division to be stationed at Crewe (Cancelled). Walking Sticks or Canes are not to be carried by the Constabulary when detailed for Special Duties at fixed points such as Races, Fetes etc. Chief Constables Office, Chester 26th May 1879 The date of the last Annual Inspection by Captain Elgee, Her Majesty's Inspector of Constabulary will be entered in all books in Red Ink. The Numbers and Badges on the Collars of Tunics and Great Coats must in future be taken out to be cleaned as several collars having been so soiled and worn by the carless way in which the ornaments have been cleaned when on. In future all charges in the Contingent Account for any exceptional expenditure must be accompanied with the covering authority of the Chief Constable, otherwise they will be struck out and disallowed all sums for repairs to Stations above £5 must have the signature of two Magistrates (residing in the Petty Session Division in which the work has been done) and the Chief Constable endorsed on the Voucher. 2nd Class Sergeant Thomas Walley having improperly interfered in a case of Bastardy and thereby rendering himself liable to a penalty of 40/- will revert to the rank of Constable at 26/10d per week, and is reprimanded, he would have been dismissed in this instance had it not been for his long service and hitherto good conduct, all members of the force are cautioned not to take part in such cases and to be most careful not to engage in any matter not strictly within their duties without permission of their Superintendent. In future Superintendents will enquire into (before sending the documents to the Chief Constable) the correctness of any statements made by a Constable or others when making application for permission to remain at or remove from their Stations and report whether it is desirable in the interests of the public and Service that the application should be granted, or not, Superintendents will also impress upon their men that the Chief Constable cannot be influenced in his decision by their sending their wives to see him in the matter, and that in future he will always decline to have any interview with them. A list of Cottages taken by Superintendents for the residence of Constables will be sent to this office, showing the rent charged to the County, for Cells, amount paid by Constables together with accommodation and quantity of land included in the sum paid as rent, they will also state whether each Constable has signed the agreement to deliver up possession of same upon receiving one week's notice (Form 120) if not immediate steps will be taken to obtain same. Constable John Ratcliffe, H Division being unfit for further service will be discharged forthwith. On the recommendation of Superintendent Hindley, the Chief Constable is pleased to re-instate 2nd Class Constable Andrew McCallen as 2nd Class Sergeant. Chief Constables Office, Chester 28th May 1879 Constable Oldfield, H Division. The Chief Constable having recently held an investigation in which the Constable Oldfield was charged with trespassing and illegally taking away Mushrooms growing in a field, hereby cautions all members of the force that they are not under any circumstances to go upon land except in pursuit of persons charged with felony or other serious offences, and they are strictly forbidden, under pain of dismissal to take anything whatever from Lands, Gardens or other Places except by permission of the owners in their presence or their agents for this want of discretion Constable Oldfield is hereby reprimanded and will be removed to Crewe at his own expense. Constable Charlesworth will remove from Crewe to Weston re Oldfield. Constable Walley, A Division will be transferred at his own expenses to H Division and be stationed at Crewe. Constables Loundes will be transferred from K to F Division to be stationed at Runcorn. Chief Constables Office, Chester 29th May 1879 Constable J. Fryer, G Division having appeared at a Railway Station improperly dressed, in wearing a plain Great Coat over his uniform, in contravention of the Orders of the Chief Constable is hereby reprimanded. In future the new forms sent to Divisions will be used when forwarding reports against Constables and other and the Chief Constable requests that Superintendents will be most careful in seeing that the charge and all other statements relating thereto are always read over and fully explained to the Constable, in order that every opportunity may be given to him to make a full and complete defence to same. New Helmets, without spikes, and White Gloves will be worn on this occasion and the Chief Constable expects that the men selected for this important duty will by their demeanour and vigilance reflect credit upon the force. Chief Constables Office, Chester 21st June 1879 The Chief Constable has very great pleasure in making known, (this being the second occasion of his doing so since he has been in command of the force) to the Constabulary that upon his recommendation Constable Herbert Hibbert, F Division has been awarded by the Royal Humane Society a Testimonial inscribed in Vellum for his human and gallant exertions on the 23rd ultimo when dressed in full uniform in saving the life of John Abbott, from drowning in the River Mersey. The Chief Constable also, to mark his appreciation of his Meritorious Conduct on the part of Constable Hibbert promotes him to the increased rate of pay of 26/10d per week and trusts that all members of the force will be stimulated by the above recognition of this Constables conduct at all times to show their anxiety to serve the public by protecting their lives and property. Constable William Booth. E Division is promoted to 24/6d per week for vigilance in the performance of night duty by which detected persons wilfully destroying the property of ratepayers. Constable William Swann, G Division is reprimanded and reduced to 26/10d per week for appearing in the streets of Chester without gloves, improperly dressed and in a dirty state. The Chief Constable again warns all the Constabulary that he expects them to pay the strictest attention to his orders in reference to appearing in public as to all other matters affecting the reputation of the force. Superintendents when meeting the chief Constable upon duty will always appear in uniform unless otherwise ordered. Chief Constables Office, Chester 23rd June 1879 Constable B. Bennett of D Division is transferred to B Division vice Constable Dawson reported sick, and will be paid from and borne on the strength of the Reserve. Chief Constables Office, Chester 27th June 1879 2nd Class Sergeant William Yearsley, C Division will receive the extra Special Duty Allowance of 5/- for his promptitude and zeal in pursuing and apprehending a burglar for a distance of 24 miles. Constable Joseph Whitehead, E Division is dismissed from the force for neglect of duty and drunkenness. Constable W. Swann, G Division has been repeatedly cautioned for being improperly dressed and going on duty in a dirty state will be discharged from the force on such day as Superintendent Mayho may arrange. Chief Constables Office, Chester 1st July 1879 The Court of Quarter Sessions upon the recommendation of the Chief Constable having granted Superannuation Allowances to the following officers will be discharged from the force on the 11th instant Superintendent Lawton K Division on a pension of £70 per annum and Sergeant Bebbington F Division on a pension of £40 per annum. On the recommendation of the Chief Constable a Gratuity of £73 has also been granted by the Court of Quarter Sessions to the Widow of the late Constable James Young of H Division. The Chief Constable trusts that Superintendent Lawton will upon his retirement from the force with is well earned pension be spared long to enjoy it and he will at all times be pleased to hear of his and Sergeant Levi Bebbington's continued prosperity in life and of their speedy restoration to health. Upon the intercession of Superintendent Hindley and promises of amendment on the part of Constable Whitehead the Chief Constable is pleased to cancel the General Order of the 27th ultimo, dismissing him from the force and he will be transferred to A Division vice Constable Ratcliffe. The Chief Constable takes this opportunity of again calling the attention of the force to the folly and disgrace of over indulgence in drink which only tends to the ruin of those who persist in this degrading habit, it must be clearly understood that the Chief Constable is determined not to be influenced in behalf of men who thus evince such a slight respect for their position as to give way to such evil tendencies and should they be dismissed from the force they must expect to be reinstated. Constable J. Green is transferred from F to G Division vice PC Swann. Chief Constables Office, Chester 3rd July 1879 The Chief Constables observed with surprise previous to the commencement of the Quarter Sessions at Knutsford on the 2nd instant that Inspectors Buckley, Hollingworth and Leah did not appear on the parade of the force in their proper places, but were standing about as though they had no part in it. He cannot attribute this irregular conduct to anything but inadvertence or ignorance which should not manifested by men of their rank and he cautions them and all others that a repetition of it on similar or any occasions evincing as it does a disregard of his orders and an indifference to the credit and discipline of the force will meet with his serious displeasure. Superintendents will read over to the Inspectors before named General Order of the 7th March, Paragraphs 3 and 4 July last Paragraph 1 and that part of the Manual of Drill relating to the formulation of a Division for Inspection by a Superior Officer as they appear to have no knowledge of their duties in reference to the matters therein referred to. Chief Constables Office, Chester 5th July 1879 In future the following information will be shown in Column "Remarks" in the "Weekly Sick Report" viz, what amount per week, if any, is received by the Constable from any Club or Benefit Society. Constables are again cautioned that they must not on any account enter Public or Beer Houses in their Districts for the purpose of drinking. In addressing or speaking of each other all members of the Cheshire Constabulary will do so according to their respective ranks, Superintendents, Inspectors, Sergeant and Constable and they are reminded that only Superintendents are entitled to be referred to as Officers. In reference to General Order of the 14th March 1878, Spikes will be worn in Helmets when attending Divine Service. The following transfers will take place from this date, Constable E. Jones from A to B Division to be stationed at Marple, Constable J. Walker from A to E Division to be stationed at Scholar Green, Constable Thompson from B to A Division to be stationed at Dukinfield. Constable E. Jones is reduced to 2/6d per week and Constable J. Walker 24/6d per week and are removed at their own expense for highly improper conduct in assaulting each other in the street at Dukinfield and they are cautioned as to their future conduct, all members of the Constabulary are reminded that the same forbearance they are expected to exercise towards the Public must be shown to each other and that under no provocation can they be allowed to commit themselves in creating a disturbance in the Public Streets, which can only reflect odium the whole force. Superintendents are referred to General Order 17th August 1878, Paragraph 5 and they will report to the Chief Constable whether each man is in possession of a good suit of plain clothes. Chief Constables Office, Chester 5th July 1879 The following promotions and transfers will take place from the 12th instant. In consequence of the admirable manner in which 2nd Class Inspector Roche has performed his duty at Knutsford and for his General Efficiency and unwearied attention to all matters connected with same, the Chief Constable has much pleasure in promoting him to the rank of Inspector at £90 per annum, vice Superintendent Lawton Superannuated and he will be stationed at Egremont in charge of the Station and Section there. 2nd Class Sergeant ODonnell. K Division to be Sergeant at 31/6d per week at Neston re Sergeant J. Warwick to Nantwich. 2nd Class Inspector Hollingworth will be stationed at Knutsford in charge of the Station and Section and the Chief Constable has full reliance that he will evince the same tact and diligence as his predecessor and continue to perform his duties with the same satisfaction as heretofore. 2nd Class Inspector Hollingworth in the absence of Captain Little will parade all members of the force attending Knutsford Sessions and will not fail to bring to notice of the Chief Constable any irregularity which may come under his notice and that he will at all times observe Constables when at Knutsford conveying Prisoners reporting any who may appear improperly dressed or disregarding any Orders respecting same. Sergeant Warwick from K to H Division to be stationed at Crewe. Sergeant Dutton from H to D Division to be stationed at Lymm. Chief Constables Office, Chester 7th July 1879 The new Warrant Cards for Superintendents dated 1st instant will invariably be in their possession when travelling on duty and will supersede the old ones which are to be returned to Headquarters without delay. Superintendents are requested when reporting Constables for more than one offence to define them into different charges and not into a general one which only confuses the Chief Constable when dealing with the same. Constable John Fryer, G Division is reduced to 23/11d per week (1) for neglect of duty and being under the influence of drink on the night of the 5th instant and is transferred at his own expense to F Division from this date (2) for appearing on duty without his appointments on the night in question is fined 2/6d (3) for disobedience of Orders in wearing his new Great Coat on the same night is fined 1/- and severely reprimanded. Constable Levi Bates is transferred from F to G Division from this date and will be stationed at Dunham Hill. Sergeant A. Atkin, L Division is appointed Assistant Chief Clerk at Headquarters and in the absence of the Chief Superintendent Oldmeadow will take charge of the Chief Constables Office. Chief Constables Office, Chester 9th July 1879 The County Surveyor having reported that the Superintendents residence at Birkenhead Station is completed. Superintendent Egerton will occupy the same without delay. On examining the Sergeants Night Visits for the past month, the chief Constable was surprised to find that some of them had evinced a degree of laxity of the performance of this important duty more especially Sergeant Davies of the C or Macclesfield Division and as this is matter has already been animated upon in General Order of the 27th February last, the Chief Constable is determined not to retain Sergeant John Davies in so responsible a position any longer especially after the previous warning received in July last year, he is now reduced to the rank of 1st Class Constable at 28/- per week and will be stationed at Bollington. 2nd Class Sergeant J. Dodd of the A Division, is promoted to Sergeant at 30/4d per week from this date in the C Division vice Sergeant Davies reduced. Constable Joseph Proctor, C Division is transferred to A Division from this date vice 2nd Class Sergeant vice 2nd Class Sergeant Dodd promoted. Constable Joseph Carpenter K Division having been reported inefficient will be discharged from the force on such a date as the Superintendent may arrange. Chief Constables Office, Chester 9th July 1879 2nd Class Sergeant Walley is transferred from F to G Division (Cancelled) and Constable Tatler from D to F Division from the 11th instant. Chief Constables Office, Chester 11th July 1879 The following details will attend on Monday next 14th instant at 11am at the under mentioned places to re-enforce K Division on the occasion of an Orange Demonstration in the Wirral District and will remain under the Orders of Superintendent Egerton, so long as their services may be required therein, New Pattern Helmets (without spikes), Capes and Leggings will be worn For Duty at Eastham Division Rank and Name E Superintendent Hindley L Chief Inspector Wood, Sergeants J. Downes, Cashin, Morgan and Rowe. Constables Chatterton, Barlow. J Sergeant Bradshaw. Constables Bowyer, Royle and Stockton. For Duty at Liscard Division Rank and Name E Inspector Millington. G Sergeants Johnson and Dunning, Constables Bates, Broster, and Jackson. H Sergeants Leah, Constables Challinor, Colfar, Latham, Walley. J Constable Taylor The party detailed for duty at Eastham will travel by rail to Bromborough Railway Station from whence they will be marched to Eastham Ferry and back by Chief Inspector Wood. Superintendents will acknowledge receipt of this order by return of post. In reference to General Order of the 16th June last it must be clearly understood that the Rates laid down therein are not applicable to members of the force who do not hold substantive rank, i.e. 2nd Class Inspectors will be paid at the rate of Sergeants and 2nd Class Sergeants at that of Constable only. Special Duty and travelling allowances are not to be paid to Constables and others for expenses incurred in order to obtain Houses being transferred from Division to another without the previous authority of the Chief Constable it being the duty of Superintendents to arrange for the accommodation of married men on transfer. It having come to the knowledge of the Chief Constable that in some instances in allowing 2nd Class Sergeants to Rural Districts, advantage has been taken of this indulgence by some Sergeants of those Districts not to visit their men, he now warns the Sergeants of those Districts that he holds them responsible for the efficiency of the Constables composing their Sections, notwithstanding that the same may be sub divided as a matter of convenience. Sergeants are expected to visit such portion of their Sections periodically by day and night and will take care to report to their Superintendents without delay any irregularity they may observe on the part of their men. 2nd Class Sergeant M. Usher is reduced to the rank of Constable at 28/- per week and deprived of his Merit Badge and Pay for unbecoming conduct at a Public House at Little Budworth on the night of the 3rd instant at a Tea Party. Constable Joseph Lymer of the same Division G Division is also reduced to 25/8d per week, severely reprimanded and removed at his own expense for being drunk at the same place at 11.30pm on the 3rd instant and offering to fight 2nd Class Sergeant Usher. The Chief Constable desires that Superintendents will most strongly impress upon all Constables and others employed upon Special Duty at such Meetings especially those which are held at Public Houses that they are to most circumspect in their Conduct on such occasions and that they will respectfully but firmly resist the temptation to accept drink from either Publicans or the Public. The following transfers will take place from this date, 2nd Class Sergeant Ennis from H to G Division to be stationed at Over. Constable Lymer from G to H Division, at his own expense, to be stationed at Crewe. Superintendents will the event of them requiring any sums for Contingencies or other payments beyond the amounts estimated for Quarterly must send a supplementary estimate to the Chief Constable together with a report showing why and what the additional sum is required for. Chief Constables Office, Chester 15th July 1879 In future the result of the enquiries made in each case entered in the Quarterly Report of Property Stolen, will be entered in Column "Instructions" given by the Superintendent and not as by some Superintendents in the Returns for June Quarter in Column "Remarks" in which Column the words "Detected" or "Undetected" will be entered. Superintendents will also state briefly the exact instructions given by them and not as stated by some Superintendents "Enquiry to be made". Superintendents will bring forward in their Returns for the September Quarter the Total value of Property Stolen and Recovered from the 30th September 1878 to the 24th June last so as to show the Total Value of same for year ending 29th September next. The list of cases omitted to be entered in the Returns for June Quarter forwarded herewith will be returned to this officer with explanatory notes thereon, in reference to each case together with the Return for June Quarter sent for correction where necessary. As some Superintendents have omitted to send the report in reference to Sergeants Night visits as directed in Memorandum of the 24th February last, the Chief Constable is compelled to express his disappointment as such omission on their part, as they are responsible to him in pointing out any laxity or irregularity by the Sergeants of their Divisions. 2nd Class Sergeant Jones E Division appears to have been very remiss in reference to the visits made after midnight and he is cautioned that any further neglect of duty on his part may lead to him being reduced from the responsible duty of Sergeant, as the Chief Constable is determined only to keep men who evince a desire to pay the strictest attention to all orders issued by him. 2nd Class Inspector Leah has also neglected his duty in not seeing that 2nd Class Sergeant Jones was properly working his Section and is also cautioned to be more attentive in future. Sergeants and others who sign their names as Witnesses on the Misconduct Reports must always add their rank to same. Chief Constables Office, Chester 19th July 1879 The Chief Constable will inspect the under mentioned Divisions on the 23rd instant both in New and Summer Clothing, when all ranks will be present Division Date Time and Location A or Hyde 23rd July at 12 noon at Hyde C or Macclesfield 23rd July at 4pm at Macclesfield (Cancelled) Superintendents will acknowledge the receipt of this order by return of post. Chief Constables Office, Chester 20th July 1879 The Chief Constable will inspect the under mentioned Divisions both in New and Summer Clothing when all ranks will be present, Caps will be worn Division Date Time and Location C 22nd July 4pm at Macclesfield D 23rd July 4pm at Altrincham Superintendents will please acknowledge the receipt of this order by return of post. Chief Constables Office, Chester 30th July 1879 Summer Clothing will be taken into wear on the 1st proximo but will not be worn at night or upon wet days Sergeants of Sections will be careful to observe that the clothing is not otherwise used and report to their Superintendents any Constables wearing it upon any other occasions who will inform the Chief Constable of same. The Waist belt with this uniform will be only worn without the staff case, the staff being carried in the trouser pockets. Superintendents will have the old pattern truncheons will issue them for this purpose. Belts will only be worn when attending Assize Sessions, Parades or when attending Divine Service. Chief Constables Office, Chester 31st July 1879 The Chief Constable has again to Caution Lock-Up Keepers that it is their duty at all times to keep the building under their care thoroughly clean in every part and that the appliances for the use of the Cells are always kept ready at hand and in good order. Sergeant Gibson, B Division for not attending to this duty and neglecting to keep posted up outside his Station on the Board supplied for the purpose the important Notices issued by the Chief Constable under the Contagious Disease Animals and other Acts of Parliament for the Guidance of the Public and omitting to keep his Lock-Up Book properly indexed is as a warning to others deprived of his Merit Badge and Pay from the 26th instant. The Chief Constable has very great pleasure awarding Constable W. Moss, C Division the Merit Badge and Pay of 2d per diem from the 26th instant for the fearless and straight forward manner in which he has performed his duties and trusts that this recognition of his services will stimulate all members of the force to emulate each other in following such a good example as the honourable distinction conferred upon the above named Constable can be obtained by all, either young or old and they may rest assured that the Chief Constable will not be slow to appreciate any Constable who may thus evince an earnest desire to serve the Public faithfully and well. In future Inspectors who are single men will only be allowed their actual expenses on removal instead of the amount granted in General Order of the 16th June last. As some Superintendents omit to show on the Voucher for Gas and Coal the amount charged for private consumption they will in future do so for every station where a private Gas Meter is used it will be stated on the voucher. The Weights and Measures having been returned to Inspectors from the Clerk of the Peace they will at once proceed to fix extra days for stamping in order to make the deficiency in the Credits to the County as shown in their June Quarterly Accounts. The Chief Constable has observed that very few samples were submitted to the Analyst last Quarter and reminds Superintendents that this duty must not be over looked in future. Constable Furness, G Division having received from a Money Lender a County Court Warrant for the apprehension of a person for debt and executed same is cautioned to be more careful in such matters and Superintendents will personally warn their men that such proceedings are irregular and that such Warrants should be executed by the authorised officer and that the duty of a Constable only consists in aiding him in the performance of his duty. The following promotions and transfers will take place from the 1st proximo 2nd Class Sergeant F. Lowe B Division to be Sergeant in A Division at 30/4d per week, vice PC John Shaw reduced and deprived of his Merit Badge and Pay for absenting himself without leave from his District and drinking in a Public House at Dukinfield with two females on the 17th instant. 2nd Class Sergeant J. Martin is transferred from E to B Division vice Sergeant Lowe's promotion and will be stationed at Northenden. Constable H. Charlesworth H Division is dismissed from the force for absence from his District and making a false entry in his journal. Constable Burrows, K Division is dismissed from the force for repeated acts of Drunkenness. In future Superintendents will not recommend Constables for leave of absence who has served less than one year in the force, except under exceptional circumstances, such as severe illness or death of a relative. The attention of Superintendents is called to Paragraph 7 of General Order of the 24th July 1878. The Secretary of State having sanctioned Prisoners being committed to Manchester and Strangeways Prisons, Superintendents will be careful in seeing that they are conveyed by the shortest and speediest route, and that Constables conveying them are only granted a portion of the ordinary Special Duty Allowance according to time employed, in the event of a Sergeant or other performing this duty, the allowance will be the same as paid to Constables. Superintendents will also see that in all cases wherever Prisoners are sent, that Special Duty is only allowed according to time actually employed as the Chief Constable has reason to believe that in some instances proper economy has not been observed in this matter. In reference to Paragraph 3 of General Order 16th July 1878, Constables will not be transferred as therein directed before the sanction of the Chief Constable first obtained and care will be taken that the proper mileage is only charged for their removal. Superintendent Mayho will be in Command of the foregoing detail and will report in writing to the Chief Constable if everything passed off satisfactory or otherwise and trusts that each man will present as smart an appearance as possible, and do his utmost to prevent damage in the Park. Superintendents will please acknowledge the receipt of this order by return of post and should it be inconvenient for the Constables detailed to attend, Superintendents are requested to replace them by others of similar rank, taking care to select smart and experienced men for the purpose. Chief Constables Office, Chester 2nd August 1879 In reference to Paragraph 5 of General Order 7th July last, Sergeant Atkin Assistant Chief Clerk will take the rank after the Sergeant Major as Senior Sergeant and will rank as such. In reference to General Order 30th ultimo Superintendents will report to the Chief Constable whether all their men are in possession of two staves. In future when cases under the Licensing Act are to be heard at Petty Sessions and the Police are Prosecutors, Superintendents will respectfully ask the Chairman to Order all Witnesses out of Court. In future the senior officer or others in charge of parties of Constabulary, exceeding 6 in number at Agricultural Meetings or upon any other occasions will report direct to the Chief Constable whether the proceedings passed off satisfactorily or otherwise. Chief Constables Office, Chester 9th August 1879 Superintendents and Inspectors will not wear belts with Patrol Jackets or Summer Clothing. Superintendents will always detail a Constable to meet the Chief Constable to act as Orderly at Railway Stations or other places when his visits a Division to attend Cattle Disease Committee's or any other business. All Returns and Forms will be head as follows .....................................Division Cheshire Constabulary In the event of any wandering Lunatic being apprehended or taken charge of by the Constabulary they will without delay inform the Overseer of the Parish or Relieving Officer of the District in order that proper steps may at once be taken to remove the Lunatic to an Asylum. The Constabulary are reminded that the Number of a Constable should precede the rank thus 127 Constable......... The Chief Constable having visited Neston Station and examined the Lock-Up Book was surprised to find that Sergeant Warwick had very much neglected his duty in keeping it in a very slovenly and irregular way, the heading on each page being omitted, and not properly indexed, he is therefore cautioned to be more careful in future in the performance of his duties, it is only in consideration of his long service that the Chief Constable does not in this instance deprive him of his Merit Badge, all Lock-Up Keepers are reminded that the most careful attention must be paid in keeping all Books under their charge, and that the Orders of the Chief Constable are strictly adhered to. Chief Constables Office, Chester 11th August 1879 Superintendents will inform all who are in charge of Lock-Ups that they are not allowed to find accommodation therein for their relatives of friends as a lodger without the permission of the Chief Constable first obtained except as a temporary visitor. The Notices in reference to Candidates dated July 1878 are withdrawn and will not be publicly exhibited after this date. Sergeant Hardern, G Division having neglected to visit his men at night and evinced a general carelessness in the manner of performing his duties will revert to the rank of 1st Class Constable at 28/- per week and be transferred at his own expense to E Division to be stationed at Leftwich. Superintendents will caution all ranks in their Divisions that they are not on any account to receive portions only of fines, or fees imposed by Magistrates. Should any Constable or others return to their Districts or remain there during their leave of absence, the same will be considered as cancelled and they will be expected to resume their duties at once. Sweeney, F Division is dismissed from the force for making a false entry in his Journal and report that he had saved the life of a man from drowning in the Canal at Runcorn on the 25th ultimo and bribing a Dock Constable, by giving him 5/- to make a statement in confirmation of his report. Poole, D Division, is awarded 5/- extra Special Duty Allowance for vigilance on night duty in apprehending tramps with stolen property in their possession. Superintendent Cooper A Division will detail a Sergeant as Orderly to the Court and will ensure that 2nd Class Inspector Walker and all witnesses are in attendance before the Court meets. The Chief Constable has observed that in some Divisions orders for the removal of Constables are made known through the Public Press which tends to interfere with the discipline of the force, he therefore calls upon Superintendents to discontinuance such an objectionable practice and hereby warns the Constabulary that a repetition of such conduct will seriously affect the member of the force referred to in the Newspaper as its interests are at all times studied by the Chief Constable whose action must be free and unfettered in such matters. Chief Constables Office, Chester 28th August 1879 As it has been observed in some Divisions in the receipts for the conveyance of Prisoners to Jail that the same Constables are frequently engaged upon this duty, Superintendents are reminded that all Constables should be allowed to take their turn in doing so in order that each may have a fair share of any benefit accruing there from. Superintendents will caution all their men against the practice of taking drink out in bottles when going on duty or receiving same from others who may ask them to partake of it, as such conduct will only lead them into trouble and disgrace as in a recent instance in the County. Chief Constables Office, Chester 5th September 1879 The Court of Enquiry ordered to assemble at Hyde on the 30th ultimo, having investigated the following charges against 2nd Class Inspector J. Walker of that Division, 1st Highly unbecoming Conduct in instructing the Constables of the Dukinfield Section, Hyde Division, to make false entries in their Journals between the 31st March 1878 and the 3rd August 1879, such conduct being subversive of proper discipline and injurious to the public interest. 2nd Using Highly Improper Language to Constable Henry Williamson of the Hyde Division at Dukinfield on the 25th July 1879. And reported to the Chief Constable its opinion thereon, together with all the evidence taken in reference thereto, he finds with regard to the first charge that Inspector Walker has been guilty of great laxity in the performance of his duty and that the second charge was not satisfactorily proved. The Chief Constable after making deliberation and in order to mark his disapproval of the irregularities recently brought to light in A Division directs as follows. That 2nd Class Inspector J. Walker is reduced to the rank of Sergeant at 30/4d per week, forfeit his Merit Badge and Pay, and be transferred to another Division at his own expense, it is only in consequence of his past efficiency that the Chief Constable does not dispense with his services altogether. That Constable J. Tinsley (and the former deprived of Merit Badge and Pay) Constable H. Williamson and Constable J. Davies be severely reprimanded and reduced to 23/11d per week. The following transfers will take place from this date:- 2nd Class Inspector N. Large from G to A Division to be stationed at Dukinfield. Sergeant J. Walker from A to G Division, at his own expense to be stationed at Tarporley. Constable J. Tinsley from A to E Division, at his own expense to be stationed at Northwich (Cancelled see memorandum 22nd September 1879). Constable H. Williamson from A to H Division at his own expense to be stationed at Nantwich. This Order will be read at a full parade of each Division as early as possible. The Chief Constable relies upon the Superior Officers of the force using their utmost endeavour to suppress in their Divisions such reprehensible conduct referred to, which is subversive of all discipline and good order. The Court of Enquiry of which Superintendent Egerton is President is dissolved. Constable Thomas Lymer, E Division is dismissed from the force for drunkenness. Constable R. Wrigley, H Division is dismissed from the force for being absent without leave. In consequence of the rapid spread of Swine Fever in the county, the particular attention of the Constabulary is to be drawn by Inspectors to all Fairs, Sales of Cattle and they will make careful enquiry at such places whether any diseased Pigs or other Animals are exposed for Sale and report accordingly to their Superintendents who will forward same to this office. All members of the Constabulary are hereby prohibited from wearing Spectacles in Public, when in uniform any infraction of this order will be reported to Headquarters. Superintendents are reminded that they must attend all Petty Sessions held in their Divisions in uniform. Superintendents recently transferred to other Divisions will continue to retain the Journals they have hitherto used. The Chief Constable will in future fine any member of the force who do not sign their name as directed in General Order 23rd ultimo, Paragraph 2, and will hold Superintendents responsible that no documents are forwarded by them which are not so signed. Chief Superintendent Oldmeadow will act as from the 1st instant as Deputy Chief Constable until further Orders (13th October 1879). Chief Constables Office, Chester 11th September 1879 Prevention of Crimes Act 1879. In reference to General Order 27th October 1871 and the Annex of Instructions, Superintendents will make arrangements as will enable persons coming under the 5th and 8th Sections of the Prevention of Crimes Act 1871 to report themselves to the Constable or person in charge of the Police Station nearest to the place where such persons reside or intend to reside instead of requiring them as previously to report themselves personally to the Superintendent and they will take care to notify this change in the manner of reporting themselves to all persons in their Divisions at the date of this order, coming under the provisions of the before named sections of the Act. Superintendents will give directions to the Constable or person in charge of the Station to enter in their Journals the date and time such persons report themselves, and by next post to communicate the information to the Superintendent in order that the Convict Book for the Division may be properly and correctly kept. Superintendents will give instructions to their men to see that the provisions of Section 30 of the Highway and Locomotives (Amendment) Act 1878 in respect to enquiries consuming their own smoke is carried out. Superintendents will in future purchase the oil and wick required by Sergeants and Constables and charges same in one bill in their Contingent Account. Chief Constables Office, Chester 12th September 1879 The Chief Constable in order to mark his sense of the great ability shown by Superintendent Egerton and the high state of efficiency which the K Division has attained under his Command and in appreciation of his Long and Valuable Service is pleased to appoint him to the rank of Chief Superintendent . Chief Inspector John Plant K Division is appointed 2nd Class Superintendent and Inspector John Leighton D Division to Chief Inspector in recognition of their attention to duty and general efficiency. Chief Constables Office, Chester 16th September 1879 Constable John Forster, A Division is fined 10/- and reduced to 23/11d per week and reprimanded for being absent without leave from the 11th to the 13th instant. Constables while employed as Divisional Clerk's will rank as 1st Class Sergeants and be distinguished by three chevrons to be worn on their right forearm. On the recommendation of Lt. Colonel Cope, the Chief Constable is pleased to confer upon Sergeant John Atherton, H Division the Merit Badge and pay of 2d per diem for attention to his duties and the efficient manner in which they have always been performed. The Chief Constable has great pleasure in making known to the force that he has received a most satisfactory letter from Major Barker, Head Constable of Birkenhead, in reference to the tact and intelligence displayed by Sergeant Handford, F Division on the 5th instant in apprehending two men at Runcorn with a quantity of stolen property in their possession the proceeds of a Burglary at Birkenhead, and as an encouragement to him for his diligence on duty to award him the extra Special Duty Allowance of 5/- and the Chief Constable trusts that during the coming Winter all members of the Constabulary will use their best exertions by vigilance and attention to duty to prevent as far as possible the committing of burglaries and other depredations in the County in order that the lives and property of the public may receive adequate protection. On the recommendation of Lt. Colonel Cope, the Chief Constable is pleased to promote Constable Thomas Walley, H Division to 1st Class Constable at 28/- per week, and the special Duty Allowance of 5/- for the very efficient manner in which he performed the duty of detecting cases of illegally selling beer on Sunday at Weston. Brewster Sessions 1879, The Chief Constable has been much pleased with the admirable reports submitted by Superintendents to the Magistrates at the above Sessions and the attention which has been given by the constabulary generally to carrying out the provisions of the Licensing Acts, and trusts that they will continue to use the greatest diligence in promoting the maintenance of Public Order, and suppression of Drunkenness in the County and exercising proper supervision over all Licensed premises the greatest improvement manifested in C Division, has afforded the Chief Constable much gratification and reflects great credit upon Captain Lingard. Chief Constables Office, Chester 20th September 1879 Superintendent Cooper has authority on an emergency from this date during the ensuing month only, to assemble any Constables that can be spared from B and C Divisions and Altrincham Section of D Division reporting forthwith to the Chief Constable his having done so, the number assembled. In future Superintendents will personally hand over Section Houses in their Divisions to men appointed to take charge of same, and send a report to the Chief Constable that the building and fixtures are in good order or otherwise. Chief Constables Office, Chester 1st October 1879 Officers Commanding Divisions will impress on their Sergeants and Constables the necessity of treating their Superiors with due respect when in their presence or in addressing them, which will invariable be at the position of attention by ranks inferior to each other. When visiting the Northwich Division yesterday the Chief Constable observed with regret the absence of a proper demeanour on the part of Sergeant Oldham when addressing himself and Superintendent Hindley, which the Chief Constable would take serious notice of, but is disposed on this occasion to attribute it rather to ignorance than contempt on the part of this Sergeant, who is on this occasion is admonished to more careful in future when in the presence of his Superior Officers. The Officer who gives his instructions in a clear manner and who never overlooks a breach of discipline but full and consistently insists upon the orders and regulations of the Service being implicitly obeyed, and at the same time is ever ready to render advice and assistance to his men and to take an interest in their welfare is sure to gain their esteem and respect and to increase efficiency while the officers who is not precise and accurate in official matters only renders his men inefficient and induces them to show a want of respect towards Superiors when not intended. The Chief Constable trusts the Superintendents will give this important matter their earnest attention and so support him in maintaining the force in a proper degree of discipline by preventing and discouraging undue familiarity between the various ranks composing the Cheshire Constabulary. Chief Constables Office, Chester 2nd October 1879 Before Forage Allowance can be issued in future to Superintendents their Horses must be the prescribed height and be approved as fit for service by the Chief Constable and must not be disposed of without informing him. Superintendents are requested to that their men are properly instructed in saluting exercises as much laxity by non compliance with the instructions in this matter at present prevails in the force. Superintendents will be careful in seeing that all Summonses and Orders in Bastardy are served in the manner directed by the Act 36th Vic, Cap 9, Section 4, and that service is proved by affidavit any deviation from this rule will be severely dealt with by the chief Constable. Clause 4 of General Order of the 24th ultimo is cancelled and each man will retain his Summer Clothing, Superintendents will inspect same monthly and report to the Chief Constable having done so and that it is in good order or otherwise. General Order of the 19th ultimo is hereby cancelled. As the consumption of Coal during the past year has been much in excess of former ones, Superintendents are enjoined to be most careful in exercising economy during the ensuing Winter at the same time being careful in seeing that all Stations are kept properly warmed and that cells are always heated when persons are confined therein. PC Thomas James, K Division is awarded the extra Special Duty Allowance of 5/- for his humane and praiseworthy conduct in rescuing three men from being suffocated at Eastham on the 19th instant who had gone to bed drunk and by smoking set it on fire, and the Chief Constable hopes the example of the above named Constable will induce all members of the Constabulary to emulate such conduct in protecting the lives and property of the Public. Bancroft To B Division at Hazel Grove K Inspector Roche To £100 per annum E Inspector Millington To £100 per annum Chief Constables Office, Chester 30th October 1879 Superintendents will give instructions to the men of their Divisions to earnestly request all householders on their beats to take every precaution against housebreakers and burglars during the coming Winter by seeing that their premises are securely fastened up at night, and that they are never left unprotected, especially on Sunday evenings during Divine Service. All members of the Cheshire Constabulary will also use the greatest diligence and care in watching property and suspicious characters. As there appears a growing tendency on the part of some members of the force to cultivate heavy bushy whiskers, Superintendents are requested at once to discourage it. Superintendents when in uniform are requested to wear spurs with their trousers strapped down. Sergeants and 2nd Class Sergeants acting as Clerks will always bear the lowest numerals i.e. in A Division commencing with Number 1, B Division with Number 41, and so on in each Division, the other names being alphabetically arranged. Superintendents will be careful not to recommend any of their men for an allowance in aid of rent, without personally satisfying themselves that suitable cottages cannot be found at the rents laid down in General Orders of the 22nd August 1874, as the indulgence is not granted for the purpose of enabling them to reside in a superior or larger house than they require, but to aid them in paying the rents of same when they are unable to obtain others. Superintendents should also see that whenever a cottage is vacated by a Constable who is not receiving an allowance that it is secured for his successor. Chief Constables Office, Chester 3rd November 1879 Constable J. Harvey having visited the Chief Constables house on Wednesday under the pretence that he had something of importance privately to communicate, but which upon enquiry was found only to a vexatious complaint against his Superior Officer in reference to matters which occurred in April and May 1878, the Chief Constable most severely reprimands him and desires that Superintendents will most strongly impress upon all of their men, that any communications of an official character must be sent through them and that on no account are Constables to presume to call at his house upon such matters except upon the greatest emergency, previous to which they will see the Chief Clerk. Whenever Cottages suitable for Constables are unoccupied, consequent upon men leaving the force, or otherwise, Superintendents will see that they are not taken by the Public and at once suggested to the Chief Constable the names of married men to fill up the vacancy. Constable T. Hardern, E Division is dismissed the force for drunkenness. Robinson is transferred from G to E Division, to be stationed at Middlewich and will receive increase in pay of pay to 32/8d per week from the 8th instant. Chief Constables Office, Chester 1st November 1879 Sale of Food and Drugs Amendment Act 1879 Inspectors of Weights and Measures will take care to carry out the provisions of the above Act in their several Divisions, copy of the Act sent herewith, especially in reference to the following Sections. Section 3. A sample of Milk suspected to have been sold contrary to the provisions of the Act of 1875 may be procured in the course of delivering to the purchaser and be submitted for analysis in the usual way. Section 5. This section defines the places in which the samples may be obtained. Section 10. Inspectors will be careful in taking proceedings to do so with the 28 days prescribed in this Section and will see that all Summonses are served 7 clear days before the hearing of same. Inspectors will arrange to take samples of Milk for analysis from different persons each quarter, and make note of these against whom proceedings are taken, in order that they may at a future time obtain from them fresh samples for analysis. Sub-Inspector Jesse Leah, E Division is promoted to the rank of Inspector in L Division at £90 per annum from the 8th instant. Chief Constables Office, Chester 12th November 1879 Constable Robert Aston, C Division having evinced gross carelessness in allowing a prisoner in his charge to escape in the day time from the cells at Macclesfield Station, is as a warning to others discharged from the force, the Chief Constable being determined in consequence of the frequency of this offence to put a stop to such culpable neglect of duty which brings odium on the Cheshire Constabulary and reflects upon its efficiency. Men who manifest such indifference to their duties are utterly unfit for the service. Chief Constables Office, Chester 15th November 1879 Constable William Latham is transferred from H to G Division, vice Constable Thomas Ogden, discharged. Chief Constables Office, Chester 17th November 1879 On the recommendation of Superintendent Cooper Constable James Davies, A Division is promoted to the rate of pay he was deprived of in August last, 26/10d per week from the 15th instant. Chief Constables Office, Chester 19th November 1879 Constable James Wallace, H Division is fined 5/- for drunkenness and removed to D Division at his own expense. Constable Michael ODonnell is transferred from D to C Division and will be stationed at Wilmslow. Chief Constables Office, Chester 24th November 1879 As the County Surveyor has reported that nearly all the Constabulary Stations are now in thorough repair the Chief Constable desires that in order to make out great accuracy the estimates for each year's expenditure that Superintendents will in future only make application for alterations and repairs in the month of October in each year. When a requisition showing all that may be required in the ensuing year, with the probable cost of same, will be submitted. Should however any extraordinary repairs be necessary, a special report will at once be sent, when the Chief Constable will decide as to the expediency or otherwise of carrying out any of the recommendations which may have been made, an estimate must accompany the report. The Chief Constable trusts that Superintendents refrain at other times from applying to him, either verbally or in writing in respect of such matters, as it is most distasteful to him to be compelled in the interests of the public to decline complying with their request, it being his and their imperative duty consistent with efficiency. It will be understood that any member of the Constabulary recommended for Superannuation allowance will not be pensioned upon the regulated scale in respect of salary he may then be in receipt of unless he has held the rank and pay of his position for the previous three years. Constable James Hill, K Division is fined 10/- for drunkenness when on duty and transferred at his own expense to H Division to be stationed at Crewe. Sergeant John Clark K Division is admonished for allowing the above named Constable to go on duty when under the influence of drink. Sergeants in charge of Sections are cautioned that they must not on any account permit men to commence or continue on duty when in such a state, otherwise they may commit themselves and bring disgrace upon the force and the Sergeant renders himself liable to a reduction for neglect of duty. In consequence of the large number of married men (72%) of the establishment it has been decided that it shall only consist of 50% of the strength, Superintendents are requested to discontinuance applications to marry, it being found that the present number of married men impedes the efficiency of the force and entails a large expenditure in cases of removal and allowances for rent. No member of the force below the rank of Superintendent having more than three children will be allowed to occupy Stations without the permission of the Chief Constable. In consequence of the zeal and intelligence by Constable A. Pettingale, L Division, in the performance of his duties the Chief Constable is pleased to award him the Merit Badge and Pay of 2d per diem. Superintendents will send to his office on or before the 1st January next a Return of Married Men in their Division, showing date and place where married, together with the usual information which appears upon the Marriage Certificate. Chief Constables Office, Chester 20th November 1879 As the Chief Constable will at an early date make his half yearly Inspection, Superintendents will at once prepare for same, the date and hour will be notified at a future day. Chief Constables Office, Chester 28th November 1879 The Chief Constable is please to express his gratification at the prompt and judicious conduct of Sergeant T. Porter, D Division in a recent case of diseased meat in the possession of a Salford Butcher at Sale in which the defendant, upon Sergeant Porter's evidence was fined £10 and Costs. The Chief Constable trusts that in all such cases of public importance and interest, the Constabulary will be constantly on the alert in order to prevent the sale of unwholesome food and thus protect the public health. Sergeant Major Clifton and A. Atkin will be addressed and treated with the same respect as Superintendents except that they will not be saluted. The Chief Constable trusts that at his half yearly inspection of the force to find that all Sergeants have improved their knowledge of drill, any Sergeant showing incapacity in this important qualification must not expect to retain their present position. As in a recent instance when a Constable was transferred to another Division unnecessary delay occurred in his joining same, under the plea of his family were unwell, the Chief Constable warns the Constabulary that a repetition of such delay may lead to the Constable being dismissed, as the public service must not suffer through family matters and he is determined to suppress such great indifference in future. Superintendents are reminded that when transfers appear in General Orders they must see that they are carried out within a week at the latest, and they are held responsible that such excuses as the one referred to are not repeated otherwise it will be impossible to reply upon the efficiency which is expected from all ranks in the Cheshire Constabulary. The Chief Constable at the same time wishes it to be understood that should circumstances exist, which in the opinion of the Superintendent justify them in recommending a longer period being granted for the order to be carried out or modified, that he will be most willing to formally entertain the application. In future the monthly Reports of Sergeants night visits will be sent direct to the Deputy Chief Constable, who will carefully examine same and report to the Chief Constable whether they are satisfactory or ant irregularities which may appear therein. Chief Constables Office, Chester 28th November 1879 Sergeant Batty, E Division and Constable Latham, H Division having notwithstanding the plain and simple directions given on form 41, dated the 12th instant, and also heard them read by their Superintendents and had a copy given them for their guidance, appeared at Knutsford Sessions on the 25th instant in new clothing, the Chief Constable as a warning to others, this being the second time he has had to find fault with Sergeant Batty on matters of discipline, reduces him to the rank of 2nd Class Sergeant at 28/- per week. Constable Latham having made a misrepresentation to the Chief Constable in reference to this matter and also having been informed by Sergeant Blythen distinctly what clothing he was to attend in is reduced to 26/10d per week. 2nd Class Sergeant S. G. Cooper, D Division is promoted to Sergeant at 30/4d per week in E Division, vice Sergeant Batty reduced and will be stationed at Northwich. Colonel Cope, to reinstate Sergeant James Walker, B Division, to the rank of Sub Inspector, for the very efficient manner in which he performed his duties and for the valuable assistance rendered to the Deputy Chief Constable in all matters connected with the Division. It having come to the knowledge of the Chief Constable that two members of the Constabulary have been on duty with loaded revolvers which they fired over the heads of a number of men who had assaulted them, he desires Superintendents will cause immediate enquiry to be made of all their men whether they are in possession of such weapons, and caution them that they must not on any account carry or use firearms when on duty with special authority to do so. Chief Constables Office, Chester 12th December 1879 Constable Samuel Dawson, B Division having been reported unfit for further service, after being absent from duty since last May, with no prospect of resuming same and the prescribed period for which he can be kept on pay having elapsed the Chief Constable in the interests of the public is compelled to discharge him from the force on the 25th instant and he will be recommended by the Chief Constable for a modified Superannuation Allowance at the next meeting of the Police Committee. Constable George Hodgkinson is transferred from H to E Division, to be stationed at Winsford. He directs that the General Orders Book, together with all copies of Orders sent from Headquarters be kept under lock and key in charge of the Superintendent's office, who will read all Orders issued by him to their men on the last pay day in each month, in future Sergeants of Sections will not be supplied with copies, except those relating to Cattle Disease. The Chief Constable takes this opportunity of warning all the Constabulary that it is their duty and interest to support him in carrying on the duties of the force, and that any attempt on their part to bring discredit upon him in the way mentioned will cause him to take serious notice of the offence which he hopes never to be called upon to do, as he trusts that the majority of the force now clearly understand that his Orders are issued not for the benefit of one, but in the interests of all, and that he has their welfare at heart and will not allow them to suffer any injustice if they carry out his Orders and support him in the arduous duties he, together with others, is called upon to perform. Chief Constables Office, Chester 29th December 1879 The Chief Constable being about to establish a Book at Headquarters, in which to record all accidents that happen to members of the force, with a view on the discharge of any of them of taking into consideration any claim to Gratuity or Pension from the Superannuation Fund, directs that any officer, Sergeant or Constable of the Cheshire Constabulary who may have been injured, or met with any accident while on duty, will transmit forthwith through Officers Commanding Divisions the following particulars, in order that the matter may be enquired into, and if authenticated an entry made of the circumstances in the Record Book of Accidents to the Constabulary, those who neglect to comply with the Order or who may hereafter meet with any accident or injury, and neglects to make a full report of all circumstances to their respective Superintendents for the Chief Constables information, will not be considered as having any claim upon the Superannuation Fund, on account of such accident or injury. The following particulars are required Name, Date, Description of Accident, If on duty and where, How long on the sick report and whether disabled for active duty during such period, Name and Address of Medical attendant. When Constables are on duty in plain clothes they must distinctly make known to any person who improperly interferes with them in the execution of their duty, that they are Constables and acting on the execution of their office. They must exercise their best judgement as to the proper time to make the communication so as not to interfere with the object they have in view, but at such a period, that if they are assaulted or resisted, the person assaulting them or resisting them shall not be in a position to plead ignorance of the real character of such Sergeant or Constable. Members of the force are strictly cautioned against idle conversation referring to the service, more especially with other Constables at Conference Points and Strangers when in Railway Carriages or other public conveyances, neither should Constables when on duty enter into conversation with anyone except on matters solely relating to their duty as such conduct only engenders slovenly habits and improper feelings towards Superiors. Chief Constables Office, Chester 29th December 1879 Summary Jurisdiction Act 1879 A copy of the above Act and Rules made by the Lord Chancellor under Section 29 of same having been sent to each Superintendent, the Chief Constable earnestly hopes that they will carefully study them and see that the important provisions of the former, so far as relates to the action of the Constabulary are fully and legally carried out, otherwise he will not be able to defend them in the event of legal proceedings being taken in connection therewith, the attention of Superintendents is specially drawn to the following Sections Section 10, Subsection (d). Care will be take always to have a Superior Officer of higher rank than a Constable present when a Constable is employed in whipping a child, and that the presence of the parent or guardian should they desire it is allowed, also that a married man, with children whenever practicable be selected for this duty. Section 11, Subsection (1). The same care to be used as directed in reference to Section 10. Section 20, Subsection (8). Indictable Offences only to be dealt with Summarily by a Petty Session Court on the days appointed for hearing previously fixed by public notice by the Justices of the Petty Session Division. Section 21, Subsection (2). Warrants of Distress, Instructions will be given to all ranks that when executing the above that the wearing apparel and bedding of the person and his family, and to the value of five pounds, the tools and implements of his trade shall not be taken. Section 23, Subsection (2). Sureties and how recovered. Section 38. Admitting persons to bail, Forms of Recognisance are being prepared and will be sent as early as possible. It will be understood that the words referring to Officers "in charge of any police station" applies to those under the rank of a Superintendent or Inspector, who lives at the station but not to any Sergeant or Constable who may happen for the time being to be left in charge temporarily of such station. Section 43. Distress Warrants Regulations. Section 44. Report of property taken from Prisoners to be made to the Court of Summary Jurisdiction before whom they are brought. Section 49. Special Definitions of Expressions in the Act. Section 53. Inland revenue Acts, provisions as to penalties in cases in which Police are informants. Superintendents will send to this office a copy of any instructions they issue to their men in reference to carrying out the provisions of the Act, and the Chief Constable trusts that no pains will be spared to make them thoroughly acquainted with its novel procedure. Chief Constables Office, Chester 30th December 1879 Superintendents will see that no member of the Constabulary is appointed under the above Act as a Collector of Penalties and Fees. Chief Constables Office, Chester 31st December 1879 2nd Class Sergeant Gibson, A Division is promoted to 28/- per week in General Order 24th instant read 'Constable' the former having been entered in error.
