Chief Constables Office, Chester 27th March 1875 PC H. Alldritt of Number 10 Division is dismissed the force for improper conduct. Chief Constables Office, Chester 25th March 1875 The Chief Constable having inspected the Books kept in each Division, now notifies to each Superintendent that he has cancelled all former Orders in respect of same and by this Order has consolidated all rules to be observed in future, and he will hold Superintendents responsible that these instructions are strictly adhered to. On no account are erasures to be made on any Book or Form, Alterations can be made in 'Red Ink' A copy of the Instructions in this or any future Order relating to each Book will be pasted in such Book, to be ready for references. A copy of this and any future Orders referring to Books will always be kept ready for reference in the Superintendent's Office. CHARGE BOOK Every Column to be carefully and concisely filled up, in Column "Property Found On Prisoner or Elsewhere" the ultimate disposal of same to be clearly stated with a reference to the number and date corresponding to that in the "Prisoners Receipt Book". In Column "How Disposed Of" the result to be given whether fined, ordered to pay costs, remanded, bailed for sureties, or committed to jail in default, it must be stated which sentence was carried out, if committed for trial result of same to be entered in Red Ink and in like manner with all decisions of Magistrates the amounts entered in Money Column to be totalled each month, which will correspond with the sums entered in 10th and 17th Clause Return, any arrears to be accounted for in Red Ink, as received with a reference to Number and Date of charge, it is not necessary to confine a charge to one line but to occupy as much space as required. Any property which comes into the possession of the police belonging to the Prosecutor or Prisoner, must be entered in detail, and agree with the Lock-Up and Property Receipt Book. INDEX TO CHARGE BOOK Each prisoners name to be entered but once with the Number of the pages following in which his name appears. SUMMONS BOOK Not less than two lines to be given to each case, Witnesses Summoned to be entered in Column "Complainant" the words "Witness for Complainant " or "Witness for the Defendant" being written underneath, if summoned to give evidence against a person apprehended, reference will be given in Column of "Remarks" to the Date and Number in the Charge Book. The Money and other Columns to be filled up as directed for Charge Book, Cases Settled, or arranged by advice of Magistrates to be entered "No Appearance" in Column "Disposal". No entry will be made in Column "Consecutive Number" but the annual consecutive "Number of Summons" will commence on the 30th September in each year to the following 29th September. All adjourned cases entered a second time in Charge or Summons Books or Sheets to be written in Red Ink, with Number and Date of original Charge or Summons, Bastardy Warrants executed without Prisoners being taken before Magistrates will entered in a like manner. As directed for Charge Book ORDER BOOK To contain copies of all Orders issued by the Chief Constable which will be sent at once to Sergeants of Sections, who will read them to the men with the least possible delay and return them to the Superintendents with a memorandum certifying that they have been so read. FOREIGN OCCURENCE BOOK All printed Bills and Information's from other Divisions and Police Forces will be entered in this book, and if discovered by any officer of the Division a memorandum to that effect will be recorded in Index. MISCONDUCT BOOK Not less than two pages to be given to each man and no name will be entered until after the decision of the Chief Constable on the Misconduct Report. Index to give name and date of offence. INN KEEPERS AND BEER SELLERS BOOK Not less than two pages to be given to each House, Name of Occupant not to be entered until complained of when a reference to date and number of Summons will be added. Index to have reference to "Sign" and not Occupier. LOCK UP BOOK In Column "Date and hour when received" the exact time of Prisoner being received into the Custody of the Lock Up Keeper will be entered, not the date and hour of the apprehension and in Column "Date and hour discharged" the exact time of such discharged before Magistrates will be entered, or if committed to Jail, the time of the Prisoners delivery into Jail to be given, the Lock Up Keeper providing subsistence for the day such Prisoner is conveyed to Jail, the number of meals, 3 each day, must correspond with the number of hours in custody, and if charged to the County, with the number entered in the Contingent Account. In Column "Charge for Maintenance, not chargeable to County" will be entered all maintenance charged for, whether the Prisoner or not when charged to latter, the letter "P" will be entered, the other charges being against Overseers, Relieving Officers. In Column "Cash and other property in prisoners possession" will be added "Elsewhere" and the property entered therein must agree with that entered in Column for same in Charge Book, the disposal being shown in detail in the Columns following in accordance with the headings of same, if kept for trial, it will so stated, and a receipt obtained when delivered up, which will be kept ready to be produced when required, endorsed with year, date and number of charge, which will correspond with that in the Charge Book. In Column "Receipt for Prisoners Property" the Lock Up Keeper will always obtain the prisoners receipt for same, and have a witness present when it is given up, who will also sign his name. In Column "Magistrates by who Committed" the decision of the Magistrate will be entered and if Committed for Trial, the result of same will be entered in "Red Ink". This Book will contain the names of all Prisoners detained in the Lock Up whether brought from other Sections, Divisions, or elsewhere and whether subsisted or not, as the Chief Constable strictly forbids a prisoner being received into any Lock Up under any circumstances without entry of same. Index as directed in Charge Book. SUPERINTENDENTS JOURNAL To contain a daily report of duty, giving hours of leaving and returning to station, officers visited and place and hour, and a note of all occurrences likely to be of use for future reference. This Book will be produced whenever the Chief Constable visits a Division. All foregoing Books will be produced at the Annual Inspection by the Government Inspector. CONTINGENT ACCOUNT BOOK To contain a copy in detail, month by month of the monthly account sent to Head Quarters, care being taken that the number of Prisoners meals charged for correspond with the number charged to County as shown in the Lock Up Books and at the end of each quarter a copy of the latter will not be entered until after such accounts has been allowed, which will be notified from this office. CASH BOOK To contain a daily entry of all monies received and paid by Superintendents from any source, or any account, stating for what received or paid. Books 13 and 14 will be kept personally by each Superintendent who alone will be held responsible for the entries therein. CONSTABLES FEE BOOK The name of the Defendant or Prisoner to be entered soon as a Warrant or Summons received; if no money received a note to that effect will be entered. In Column "Amount Paid to Constable" the full amount received will be entered, the Superintendent entering in the Column for his receipt the amount credited to 10th and 17th Clause, the difference between such amounts and that received by Constables, being shown in receipt for Constables expenses. The Constable alone will receive the Fees from the Magistrates Clerks, and obtain his signature for same at Petty Sessions, or otherwise, the Constable paying over same to the Superintendent only. Name and Number of the officer, year and date to be entered on each page. LEAVE OF ABSENCE BOOK A record will be kept in each Division of all leave of absence granted from this office, or by the Superintendent. UNPAID PENALTIES AND COSTS BOOK A Book will be kept at the Head Quarters of each Division, of unpaid Penalties and Fee's SERGEANTS AND CONSTABLES DUTY BOOKS Sergeants and Constables will enter before leaving their station the hour of going on duty, and on their return, or as soon after as possible. Record the roads, places patrolled, the Conference points attended, the Constables met, times and places they were visited by their superior officers, and all occurrences requiring notice, each entry will be made as it occurred, showing a continuous statement of their tour of duty as shown below Sergeant or PC..............reports going on duty at...............at...............met PC.................patrolled.....................was met and visited by Sergeant.............at..............at.........................patrolled...............visited by Superintendent or Inspector.......................at.....................at patrolled to station, with entry of other occurrences and went off duty at................ Deviations from Duty Scale Deviated from duty scale in consequence of having to attend at...................for......................................... Sergeants to enter in their books any deviations from their own duty, not that of the Constables of their sections. Officers will always describe in their Journals whom they meet at Conference points, and where they meet as well as putting down in Column for the purpose the hour of such meeting. The name and Number of the officer, date and year will be entered at the top of every page in the Duty Book. Non attendance at Conference points will be accounted for as "Deviation from duty Scale". Date and place where pay is received will always be entered in its proper place, not under the above heading. Occurrences on duty will be entered in account of tour of duty specially making mention of the absence of any officer who ought to have attended a night conference point. Sergeants finding Constables absent from their Conference points will at once ascertain the cause and report same to the Superintendent stating whether satisfactorily explained or otherwise. Superintendents will inspect the duty Books once a month and whenever they call at the officers residences signing same. The meetings at all Conference Points will be underlined, and a line left blank between the day and night duty of each officer. A copy of these instructions will be kept in the Duty Book of each Officer. Receipts for Prisoners Property Every article of property which comes into the possession of the police, whether belonging to Prosecutor or Prisoner will always be entered in detail in Charge Book. In all cases a receipt detailing all property, to agree with the Charge Book, belonging to either of the above named, will be sent to the Assizes or Session and returned to the Superintendent properly signed, or of mark attached, the duly witnessed by someone who can write. All property belonging to Prisoners entered on the back of Commitment by the police, not by any other party, will be taken charge of by the Constable conveying them, and a receipt on form will be taken from the Jailer receiving the same, the Prisoner himself not signing, prior to which the Constable will note that such list of property is read over in the presence of the Prisoner. These Receipts will be carefully preserved and endorsed with year, date and Number of Charge, so as to be ready for immediate reference. The Following Account Forms Will Be Sent To This Office. ANNUALLY WITH APRIL CHARGE SHEETS. Table 3 Depredators, Offenders and Suspected Persons at large on the night of the first Tuesday in the month of April, the apparent ages are only expected to be given. The information relative to the number of Prostitutes and of Vagrants and Tramps, hitherto given in this table under special headings, is not now required, those only of those classes who are known to the Police, either as Thieves, Depredators, Receivers of Stolen Goods, or Suspected Persons, should be entered under the respective headings mentioned. "Numbers of Houses of Bad Character" The heading "Number of Tramps Lodging Houses" and "Brothels and Houses of Ill Fame" have been struck out, but should a Lodging House for Tramps, or a Brothel be frequented by Thieves, then it should be returned in the Column "Other Houses of known Bad Character". The term "Known Thieves and Depredators" is only to be applied to those who are known to be living by or following dishonest practices, and not to those who, although they may have been convicted, have subsequently obtained honest employment, and have abandoned evil habits and associates, and who consequently should be omitted from the Return the Second Year after their discharge. ANNUALLY WITH SEPTEMBER RETURNS A Return of Public and Beer Houses on Form sent with Memorandum of the 18th September 1874. QUARTELY WITH ACCOUNTS Abstract with County Treasurer Summary of Weekly Pay Sheets Subscriptions to and deductions from Rewards to Defence Fund, amount to be remitted with Quarterly Accounts Persons willing to act as paid Constables. Property in possession of police unclaimed or otherwise, every case to be clearly stated, giving date and list of property in detail. To be entered as fully as practicable not with the words only "as form" 6th Examination of Candidates. To include all charges for Medical attendance on police or others. 7th Stationary and Printing. Quantity and price of each article to be given not thus "Mr. Carver for paper and envelopes" 8th Magistrates Rooms. Date and price of last supply of Coal, Gas to be stated on the form. 9th Coal. Date price and quantity of last supply to be stated on form. 10th Gas. Same as Coal and showing the amount deducted for private consumption. 11th Miscellaneous. Blue Form To Privy Council and Chief Inspector. Red Form To Privy Council Office, this form need only be sent to the Chief Inspector when fresh cases occur on the same farm within 30 days. If a fresh case of the same disease occurs upon such premises after the lapse of thirty days it is to be considered a fresh outbreak, and must be returned upon the Blue Form. GLANDERS, FARCY AND SHEEP SCAB To Privy Council and Chief Inspector. No Declaration required. Blue Form, first Saturday after outbreak. Red Form each succeeding Saturday until the disease has disappeared. FOOT AND MOUTH DISEASE Detailed weekly Return of cases to be sent to reach this office by first post each Monday morning. The existing General Orders relating to Cattle Diseases are not cancelled by the foregoing instructions. Chief Constables Office, Chester 7th April 1875 PC John Cross is dismissed the force for assaulting William Noon at Sale without just cause or provocation. (Memo On recommendation I will modify my former decision by recalling the dismissal and discharge him instead, Signed T.J. Smith Chief Constable) Chief Constables Office, Chester 8th April 1875 The Chief Constable is compelled from the information which has reached him to call upon the police to be vigilant in bringing before Magistrates any cases of Gross Cruelty to animals, Sheep shorn too early and long exposed to inclement weather is a case in point. Chief Constables Office, Chester 19th April 1875 Railways Stations have been frequently entered and robbed of late, so the police will give special attention thereto, also requesting that money may not be left in unoccupied offices at night. Chief Constables Office, Chester 22nd May 1875 In reference to General Order of the 25th March last the Chief Constable finds that County Court, Prisoners, not withstanding his explicit orders that entry of all Prisoners should be made in the Lock-Up Book.
