Superintendents will send a Return to this office so far as regards their Divisions as called for in the letter of the Secretary of State a copy of which is below Whitehall 20th April 1871 Sir, The Queen having been pleased to comply with the prayer of an humble address presented to Her Majesty in pursuance of a Resolution of The House of Commons dated 4th April 1871 for a "Return of the Explosions that have occurred during the three years 1868, 1869 and 1870, in Powder Mills and Magazines and in Manufacturers and Depositories or other Compositions of an explosive nature giving the date and locality of each explosion the number of persons killed and injured in each case and where Inquests have been held, and the Verdict of the Jury." I am directed by Mr. Secretary Bruce to request that you will be so good as to prepare such a Return so far as lies in your power of which you are Chief Constable and transmit it to him at your earliest convenience in order that it may be laid before the House of Commons. Chief Constables Office, Chester 27th April 1871 The General Inspection will commence on Tuesday next and Superintendents will at once have everything ready and prepared for same, special attention being given to the Prisoners Property Book and that all receipts for same are forthcoming. Altrincham and Runcorn Divisions will be seen on Tuesday at Altrincham. No leave of absence will be granted until after the inspection. Chief Constables Office, Chester 11th Aril 1871 Copy Letter to Whitehall Sir, In reference to your circular letter of the 20th March 1871 re Pedlars Certificates I have the honour to request that you will be pleased to inform me for my guidance 1st Within the third and fourth paragraphs of same apply to an endorsed Certificate. 2nd Whether the question in the fifth paragraph is to be put in cases where there is no suspicion. 3rd What length of time constitutes a bona fide residence in a police district. Signed Chief Constable Chief Constables Office, Chester 27th April 1871 Copy letter from Whitehall Sir, I am directed by Mr. Secretary Bruce to acknowledge the receipt of your letter of the 11th instant and in reply to your enquiries as to the interpretation to be placed upon certain clauses in the enclosed circular issued from this department upon the subject of the Pedlars Act 1870, I am to acquaint you that 1 The second and third paragraphs do not apply to an endorsed certificate 2 The question in paragraph 5 is to be put in every case whether there are grounds for suspicion or not. 3 No time can be fixed as constituting a bona fide residence in a police district this is a matter the Chief Constable must determine on his own discretion. Chief Constables Office, Chester 16th May 1871 Superintendents will send in a Return to this office so far as regards their Divisions as called for in the letter of the Secretary of State, a copy of which is enclosed Whitehall 15th May It being considered desirable by Mr. Secretary Bruce that an inspection should be made of all Gunpowder Mills and Magazines and all Cartridge, Cap, Fog Signal and Firework Manufacturers throughout England and Wales, I am directed by him to request that you will cause a correct list to be prepared of any such Mills, Magazines and Manufacturers on a large scale of such explosives, articles as distinguished from Gun Makers or collecting stores as may exist in the County of which you are the Chief Constable and exclusive of any such Mills, Magazines and Manufacturers as may be situated in any Borough Town in the said County, for which a separate Return will be made and that you will transmit the same to the Home Officer with the least possible delay. Chief Constables Office, Chester 24th May 1871 Sergeant Naylor of Number 5 Division is for Misconduct deprived of his Merit Badge and reduced to the rank and pay of Acting Sergeant at 21/- per week and will be forthwith transferred to Crewe, in order that he may have the opportunity of endeavouring to recover by future good conduct his last position. Acting Sergeant Gosling of Number 4 Division is promoted to the rank of Sergeant with pay at 24/- per week and will be transferred to Number 5 Division. Chief Constables Office, Chester 26th May 1871 Inspector Mayho of Number 2 Division is appointed Superintendent on and from the 25th June next in the Eddisbury Division at the salary of £120 per annum, Vice Superintendent Gwynne who has been superannuated on a pension of £86 per annum. Acting Inspector Dale of Number 9 Division is appointed Inspector in Number 2 Division from the 25th June next at 30/- per week. PC Stockton of Number 10 Division is appointed Sergeant in Number 9 Division from the 25th of June next at 24/- per week. Chief Constables Office, Chester 25th May 1871 On the 29th September next Captain Arrowsmith the Deputy Chief Constable and Superintendent of Number 9 Stockport Division will be transferred to and take charge of the Hyde Division as originally intended, vice Mr. Lawton re-transferred on same date to Stockport Division there to take charge. Chief Constables Office, Chester 29th May 1871 PC Nicholson of Number 2 Division is promoted to 1st Class Constable at 23/4d per week for the pursuit and capture on the 28th instant between 3 and 4am during night duty of a most notorious convicted felon named William Simpson. Chief Constables Office, Chester 2nd June 1871 PC Harrison of Number 6 Division is this day dismissed from the Cheshire Constabulary for 1st for borrowing money and obtaining on credit beer from Publicans in Hyde Division 2nd for improperly drawing his staff and using it amongst a crowd of excursionists in Wirral Division. Chief Constables Office, Chester 2nd June 1871 PC Wood to be the assistant of Weights and Measures in Number 10 Division form the 26th instant vice PC Stockton promoted Sergeant. Chief Constables Office, Chester 7th June 1871 When it is intended to proceed against Aiders and Abettors in Public House cases, it must be understood that the safest manner after summoning all parties, is first to obtain a conviction against the Landlord and then at the next Petty Sessions to proceed against the aiders and abettors, as otherwise increased difficulty and expense is thereby incurred and which latter in the event of a failure to convict the Landlord cannot be recovered. Chief Constables Office, Chester 9th June 1871 Superintendents will forthwith ascertain what Turnpike Trusts are about to expire in their Divisions and report as to any Toll Houses on same suitable for police residences that steps may be taken to secure them. Chief Constables Office, Chester 28th June 1871 PC Fazakerley of Number 8 Division is awarded the Merit Badge with pay of 2d per diem for Long and Meritorious Service. Chief Constables Office, Chester 7th July 1871 Superintendents will send in a Return of all cases in which the police have given information to the Excise since the 10th April last, of parties keeping dogs without a License, specifying in each case what proceedings have been taken, the result of the same, and what rewards have been received by the police, and what cases have been compromised by Licenses being ante data to meet the offence, or money paid to settle it. Chief Constables Office, Chester 11th July 1871 It will be understood by all ranks that whenever a Constable disgraces himself and the force by being drunk it will be the duty of all other members of the force to take the speediest steps to get him away from all duty into his own house. This is to be read at the earliest period to each Division. Chief Constables Office, Chester 14th July 1871 Sergeant Martin of Number 6 Division having proved himself on the clearest evidence unfit for his present responsible position and his example being most detrimental to the discipline of the force, he reduced to the rank of 1st Class Constable at 23/5d per week. He will at an early period be removed to another Division where the Chief Constable trusts he may seek to regain the good opinion once held of him. PC P. Richardson of Number 10 Division is appointed Sergeant at 24/- per week, vice Sergeant Martin demotion, on and from this date, and will be transferred to Number 6 Division to be stationed at Sutton, and PC Martin will be transferred to Number 10 Division to stationed at Runcorn, the change of stations will take place on the 22nd instant. Copy Whitehall 11th July 1871 Circular 138241 Sir, The Lords Commissioners of Her Majesty's Treasury being desirous of giving greater publicity to their practice of paying on behalf of the Crown to the finder of Coins and Antiquities coming under the description of "treasure Trove" the full bullion value thereof. I am directed by Mr. Secretary Bruce to request that you will take such measures as you may think best calculated to make the same generally known within your jurisdiction and more especially to Pawnbrokers and other similar dealers. Chief Constables Office, Chester 27th July 1871 Whenever Superintendents find Sergeants or Constables absent from their Conference Points they will state if such absence is satisfactorily explained, or otherwise and when Sergeants find Constables absent their Conference Points they will at once ascertain the cause and report to Superintendents stating whether satisfactorily explained or otherwise. Superintendents will see that boiled linseed oil be put on the capes thinly every quarter. A Book is to be kept at Head Quarters of each Division of all unpaid Penalties and Fee's. Whenever Superintendents call at a Constables residence they will inspect his duty book. A copy of the duty roll of each Section will be sent to this office. PC Thomas Hicken is dismissed for drunkenness. Chief Constables Office, Chester 3rd August 1871 Superintendents will direct their men to carry out the provisions of the enclosed Act, Dogs Act 1871 with great caution and in no way to overstrain the clauses and moreover specially to be careful how they attempt to handle strange dogs. Superintendents will keep a list of all dogs detained under this Act, showing how they are disposed of. Chief Constables Office, Chester 17th August 1871 As the Chief Constables always forwards to each Superintendent for the information of their Division a copy of all Acts of Parliament, to be carried out by the police, he is surprised to find that in one Division the simple provisions and exemptions of the Pedlars Act, had not been fully explained and understood. PC Kennerley Number 4 Division is dismissed for drunkenness. Chief Constables Office, Chester 15th August 1871 The large Placards sent to Superintendents re the Dogs Act 1871 will be kept posted up in places where they cannot be easily torn down and where they can be seen and read by the public, viz. At a Police Station, Constables Residences and such like places. PC Taylor Number 4 Divisions is dismissed from the force for making false entries in his Journal. Chief Constables Office, Chester 21st August 1871 PC William Wynne Number 7 Division is promoted to 21/- per week for the capture of a thief during night duty. Chief Constables Office, Chester 22nd August 1871 When applications for leave of absence are forwarded it will not be requisite for the Superintendents to write an accompanying letter but merely write across the application "Recommended" and sign it. Superintendents will again caution their men that the Chief Constable will certainly fine a Constable in whose District a Gypsy encampment is allowed to remain, complaints have been made lately of these encampments. Chief Constables Office, Chester 25th August 1871 The police will assist Inspector of Nuisances throughout the County by giving notice to them of any nuisances that they may observe on the ordinary course of their duty, or otherwise. Chief Constables Office, Chester 1st September 1871 Superintendents will send in on or before the 15th instant a Return of all Convictions under the Pedlars Act 1870, together with a report and their opinion of the working of the above named act. Chief Constables Office, Chester 23rd September 1871 The Chief Constable finds it necessary again to remind the police that their duty under the Poaching Prevention Act is limited to the Highways, except to interfere when a breach of the peace occurs when they can enter land for that purpose. Chief Constables Office, Chester 2nd October 1871 The Chief Constable regrets to say that cases of drunkenness have of late become more frequent amongst the Cheshire Constabulary and which therefore he is determined to check by severe measure, therefore in future, even on a first offence he will not fine less than 10/- which will be increased until dismissal takes place for it is morally impossible to put a stop to drunkenness in the County if the police follow the example. The Chief Constable believes that some special cause is at work to endeavour this to temp the police and he begs Superintendents will use their utmost exertions to discover it, whether it proceeds from Publicans, Beer Houses Keepers, or some party having in view the object of making this a charge against the Cheshire Constabulary. PC's Spruce and Farrington are dismissed from the force for drunkenness. Chief Constables Office, Chester 24th October 1871 In the hope that the bad feeling existing at Congleton against the County Police may shortly subside and no further mischief accrue there from the Chief Constable desires that until further orders the Cheshire Constabulary will only enter Congleton when compelled by duty and will leave it as speedily as possible after that duty is performed. Chief Constables Office, Chester 27th October 1871 In reference to the enclosed authority under "The Prevention of Crime Act 1871" and copy of the Act herewith sent, Superintendents will carefully carry out the provisions of same and in reference to Clauses 5 and 8 they will direct male holders of Licenses and persons under the Supervision of the police to report themselves accordingly but if by letter, Superintendents must exercise careful discrimination and judgement to whom they can safely allow this privilege, as it admits of evident and easy evasion. A quarterly Return of all persons coming under the provisions of this Act will be sent to this officer showing therein whether they have reported themselves personally or by letter. The first Return to be made up to the 31st December next The police will caution all owners of Steam Thrashing Machines that they are liable to a penalty if erected within 25 yards of a Highway. Chief Constables Office, Chester 6th December 1871 Prevention of Crimes Act 1871 The following Forms are sent to Superintendents to enable them strictly to carry out the provisions of the above Act. 1st Copy of the Instructions issued by the Secretary of State to be posted in the Instruction Book of each officer. 2nd Form of letter to be used when making enquiries from the Registrar in London respecting suspected persons (See instructions B2 page 3). 3rd Form of authority to take into Custody Holders of Licence. 4th Form of authority to enter and search for stolen property. 5th Form for quarterly Return as called for in General Order of the 27th October last. Superintendent will take care to make known to all Convicts who were at large in their Divisions on the 2nd ultimo, the provisions of the act as directed in Clause 3, page 2 of the instructions. The Chief Constable having had reason to disbelieve the evidence of the late PC Colegate and other against Acting Sergeant Naylor he is reinstated at Hazel Grove at 24/- per week from the 12th instant in Number 9 Division and will be stationed at Hazel Grove, vice Sergeant Stockton transferred to Hyde Division.
