Chief Constables Office, Chester 7th January 1870 The Chief Constable having attentively considered the evidence of PC Stone and others in the late trial for assault on him, feels called upon to make the following observations. 1st PC Shone showed a great want of judgement and consideration in allowing Adams to remain after being wounded and bleeding freely in a road instead of having him at once removed to the Public House in the close vicinity. 2nd Nothing whatever in the opinion of the Chief Constable occurred to justify PC Shone in drawing his Cutlass and the Chief Constable cautions the Constabulary that a Cutlass ought never to be used except to defend life, in case of serious riot, or against weapons of a deadly nature and in consequence of this want of judgement in PC Shone, his Cutlass will be kept in possession of the Superintendent until further orders. Chief Constables Office, Chester 11th January 1870 PC John Taylor of Number 2 Division is promoted to the rank and pay of a 2nd Class Constable at 22/- per week from the 15th instant for a gallant capture of a Ticket on Leave man and another while on night duty. Chief Constables Office, Chester 24th January 1870 Superintendents Steen, Little and Williamson are at once referred to the Calendar just received of Prisoners tried at the last Adjourned Sessions at Knutsford and they will see that they have neglected to comply with the order in returning Weekly the cases under the Habitual Criminals Act, and they will forthwith remedy such neglect by sending in the required Returns as per the Calendar. The names of Police officers able to prove convictions should be entered opposite such heading, whether able to prove former convictions or only the case returned in such form. Chief Constables Office, Chester 2nd February 1870 Merit Class PC Amariah Atkin is promoted to the rank and pay of Sergeant at 24/- per week and Acting Sergeant Nathaniel Stacey is promoted to the rank and pay of a 1st Class Constable at 23/4d per week to date from 1st instant. Chief Constables Office, Chester 4th February 1870 PC Breese of Number 3 Division will be transferred to Number 1 Division to be stationed at Pulford and PC Dean of Number 6 Division will be transferred to Number 3 Division to be stationed at Frodsham. PC Owen from Reserve will join Number 6 Division to be stationed at Backford re PC Dean transfer to 3 Division. Chief Constables Office, Chester 9th February 1870 The Chief Constable desires that the Cell which in some few instances has been built by Landlords for County purposes should never be used except for the temporary confinement of Prisoners until such time as they can be passed on or remanded to a Police station or Jail. He went away with a Publicans wife forsaking his own wife and children for all such disgraceful conduct he is forthwith dismissed from the force. Chief Constables Office, Chester 16th March 1870 Superintendents are informed that there is reason to believe that the parties committing the burglaries in Cheshire by breaking a pane of glass and unfastening the latch of the window are located in Warrington and Superintendents are therefore requested to vary their duties in order to detect these parties in such way as they think best whether by plain clothes men or otherwise. Chief Constables Office, Chester 24th March 1870 From observations made at the late Inspection the following orders are issued The Yards of all Police stations where drill may take place are to be kept free from anything that may interfere with same and Mr. Steen will therefore at once remove trees planted in the yard at Altrincham and no poultry, pigeons or pigs will be allowed inside the walls of any police station and if fruit or other trees are planted against the walls they must be trained by wires and the walls not damaged by hammerings in nails. In the sergeants and Constables Duty Book the Date and Place where pay is received will always be entered in its proper place and not under the heading at foot of page "deviations from duty" occurrences on duty will also be entered according to the heading, especially making mention of the absence of any officer who ought to have attended a night conference point. Superintendents will instruct their men to wear their old Great Coats at Night. At all future Inspections fires will be invariably lighted whenever the Inspector is expected at a Police Station in order that he may judge the heating apparatus. All Duty and Fee Books to be Headed at the top of each page with name and number of the Constable and year as well as the date. A Memorandum of Public and Beer Houses for the year ended the last day of month preceding the Inspection with number of officers will always be ready for reference at each Head Quarters during Inspection. The Money Column of Summons Book will always be totalled and carried forward and arrears can be accounted for as received. Superintendents will in future fall into drill with their Divisions, unless able to give the word of Command themselves. Superintendents will pay their own men by visiting the Sections where practicable and not cause loss of time and money to the Constables by meeting them travel to the Superintendent merely to save trouble to latter The Sergeants of Sections will never omit to see any men of their Section during night duty at least once a week such a visit to be not before midnight and not as a rule close to their own stations. Superintendents will always bring to the notice of the Chief Constable prior to the Inspection any repairs, painting or whitewashing required at stations, instead of waiting to mention it at the Inspection. Superintendents will also on future occasions always have ready their Horse and Cart at Head Quarters. Sergeant Mayho is appointed Inspector in Number 2 Division at 29/- per week vice Inspector Walkers dismissal. He will always wear uniform and perform such duty at Superintendent Steen may arrange, but by permission, or on afterwards reporting it, he may follow up Detective business in plain clothes as required, the night supervision at Altrincham will then be performed between the Superintendent and the Inspector. Acting Sergeant Lockett is promoted to the rank and pay of Sergeant at 24/- per week and PC John Leighton of the same Division is promoted to be Acting Sergeant at Altrincham such promotions to date from the 26th instant. Chief Constables Office, Chester 30th March 1870 Superintendent Little, DCC has sick leave of absence from the present date to the 30th April next to enable him to recruit his health by a change of air at Southport. Sergeant Cooper is appointed Acting Inspector from this date and with the assistance of Mr. Lawton Superintendent of Number 9 Division will during the absence of Mr. Little take charge of pay of Number 7 Division. Chief Constables Office, Chester 31st March 1870 In future persons convicted for "Assault on the police" unless with intent to do grievous bodily harm and for "Frequenting a public place" with intent to commit a Felony, unless within the meaning of the 58th Section of the 24th & 25th V.C.96, "Being found by night armed, or unless they have been previously convicted for an offence named in the Schedule of Crimes sent on the 14th December last will not be returned on the Habitual Criminal Forms. The Sergeants as named below will send a copy of their night duty return during the month ending this date, and will at the expiration of each succeeding month, until further orders, send copy of same, specially showing the hour and distance from their own stations where they meet the different men of their Sections. Sergeant Stanley Number 2 Division, Sergeant Forster Number 3 Division, Sergeant Wood Number 4 Division, Sergeant Naylor Number 5 Division and Sergeant Hone Number 10 Division. The following Sergeants are promoted to the rank and pay of the Merit Badge for Long and Meritorious Service from the 26th instant, Sergeant Hulme Number 5 Division, Sergeant Leah Number 5 Division, Sergeant Hindley Number 6 Division, Sergeant Leah Number 7 Division and Sergeant Bolshaw Number 9 Division. Chief Constables Office, Chester 5th April 1870 The Sergeants reports of unexpected visits will be discontinued from this date and only those Sergeants named in General Order 31st ultimo will send Reports to the Chief Constable as detailed in that order. Chief Constables Office, Chester 13th April 1870 PC Batty Number 8 Division will be discontinued as additional Constable at Capesthorne on the 21st instant and will be transferred to Rainow, vice PC Thomas Burgess who retires on Superannuation Allowance of £32 per annum granted to him on the recommendation of the Chief Constable PC Spragg Number 6 Division is dismissed from the force for drunkenness. Chief Constables Office, Chester 19th April 1870 The enclosed form will be strictly adhered to by those Sergeants directed by General Order of the 31st March last to send in a Monthly Return of their night duty and which will only show the night duty performed and Constables visited or seen between 11pm and 4am, no mention of day or occurrences required. Inspectors of Weights and Measures will not lose sight of the necessity of testing the weight of bread carried in Bakers Carts for sale in the County. It will in future be understood when a Constable is sick, that the full stoppage of pay is invariably to take place whenever said Constable receives sick money from a club. On the 25th of June next Sergeant Dale of Stockport Division will proceed to Crewe with the rank of Acting Inspector to be there stationed in charge of that Town under Superintendent Saxton of Number 4 Division, vice Acting Inspector Wood, who will as Sergeant, be transferred to the Stockport Division and be stationed at Hazel Grove. PC Gosling of Number 1 Division is promoted to the rank of Acting Sergeant and will be transferred to Number 4 Division and be stationed at Crewe from the same date. Chief Constables Office, Chester 28th April 1870 The Returns called for by General Order of the 14th December 1869 in respect of Habitual Criminals are no longer required, but in lieu thereof Superintendents will send to this officer a Return on the 1st of each month for the preceding month, of all parties who during that period have come under the Supervision of the police. These Returns will show former convictions and copies of them will be entered in the Book hitherto used for the purpose. PC R. L. Griffiths Number 6 Division is dismissed the force for drunkenness. Chief Constables Office, Chester 4th May 1870 The enclosed Weekly Return of Persons liberated from Jail and placed under Supervision of the Police and all future similar Returns will be forwarded from Number 1 to 10 Division consecutively. Superintendent Egerton returning same to this office. Whenever a description of suspected persons in Custody being Habitual Criminals cannot be found in the Return as forwarded above, they will be entered on the form now enclosed and be forwarded to the Register of Criminals, accompanied when practicable and considered necessary with a photograph of the prisoner. Copies of these Returns with the information received from the Register will be sent to this officer with the monthly return ordered on the 28th ultimo. A copy of this order of the 4th instant will also always be kept entered in the Register Book. The usual extra precautions will be observed of watching road and Railway Stations leading to and from Chester from the Saturday before the Races to the following Monday. Chief Constables Office, Chester 9th May 1870 Superintendent Oldmeadow Reserve Division is promoted to the increased pay of £180 per annum from the 1st instant. Sergeant Saxton of Number 3 Division is promoted to the increased pay of 27/- per week from the same date. PC J. S. Buckley of Number 4 Division is dismissed from the force for drunkenness. Chief Constables Office, Chester 17th May 1870 The several Sergeants who are ordered by General Order of the 31st March last to forward monthly Duty Sheets of Night Duty will in future show in Column of such Returns how many hours they were on duty each night and always give a full explanation in same if any night duty was not duly performed. In reference to General Order of the 4th instant Superintendents will enter the information contained in Column 9 of the Weekly Return, on Columns 18 and 19 of "Register Book", instead of in Column 14 as previously directed, erasing present headings of those columns, and writing across instead "Other Distinguishing Marks". In case of appeals, Superintendents will invariably ask the Court to Order the costs to be charged against the appellant. The police will act with discretion and without unnecessary harshness when exercising their powers of inspecting the pack, box etc of any pedlar. A monthly Return of Certificates for entry in the Register to be kept at Head Quarters, granted during the previous month, will be sent to this office on Form A on the 1st of each month commencing on the 1st February next. A similar Return of the endorsements of Certificates will be sent on the same dates on Form B. The large Notices herewith sent will be kept carefully posted up at all County Stations and at Petty Session Meetings in such a manner that they can be seen and read by the public. By Order. G. E.
