Chief Constables Office, Chester 7th January 1868 Superintendents will avail themselves of every opportunity of having their men drilled whenever they can bring enough together for the purpose and the Chief Constables desires that they will, when no one of their own Division is available as Drill Instructor secure the services for the purpose of any competent drill or Militia Volunteer, making arrangements to pay for such services reporting same and charging them in their accounts. If the Chief Constable finds on the next Annual Inspection that Superintendents are unequal to drill their own men he will at once order them to attend drill until they become equal to their duty. Chief Constables Office, Chester 26th May 1868 The Chief Constable has been surprised at the decreasing amount of work in some Divisions in respect to Weights and Measures the neglect of Number 2 Division is glaring from the very small number of shops visited and general results of duty performed. Chief Constables Office, Chester 6th August 1868 The Right Honourable Secretary of State having approved the highest scale of pay for the Cheshire Constabulary the Chief Constable has much pleasure in at once passing the pay of Mr. Little as Superintendent of Number 7 Division from £150 to £200 per annum in consequence of his Long and Meritorious Service. Superintendents will send in the names of one man in every ten for promotion from 22/- to 23/4d per week. Chief Constables Office, Chester 10th August 1868 The Chief Constable feels it right that he should be inform the Constabulary that it was lately observed to him by Magistrates that Constables appeared very remiss in attending places of worship on Sundays, now this is much to be regretted as duty and pleasure can always be arranged according to orders so as to admit of a Constable attending Divine Service at least once a day and he trusts Superintendents will see to it. Chief Constables Office, Chester 12th August 1868 The Right Honourable the Secretary of State having sanctioned that the Division of Bucklow Hundred should be divided into two police Districts to be called as follows Number 2 Altrincham Division, to consist of the several townships or places now forming the East Division of the Hundred of Bucklow and such part of Thelwall as is not within the Municipal Borough of Warrington. Strength of Division 1 Superintendent, 1 Inspector, 4 Sergeants, 26 Constables, total strength 32 in total. Number 10 Runcorn Division to consist of the several townships or places now forming the Daresbury and Runcorn Division of the Hundred of Bucklow and such part of Latchford as is not within the Municipal Borough of Warrington. Strength of this Division 1 Superintendent, 4 Sergeants 15 Constables and 1 additional Constables for the River Weaver. Superintendent Andrews to be Superintendent of Number 2 Altrincham Division at a Salary of £150 per annum and £60 per annum horse allowance. Inspector Egerton to be Superintendent of Number 10 Runcorn at a Salary of £120 per annum plus £60 horse allowance. Chief Constables Office, Chester 15th September 1868 The Constabulary are particularly cautioned by the Chief Constable to be most careful to avoid expressing any political opinions and not to attend any meetings small or large where such opinions are expressed when ordered so to attend in the execution of their duty and Superintendents for this object will also be careful not to show any force of police, which may be construed as provocative but to make sufficient arrangements for the preservation of order at all such meetings quietly and without parading their men, and moreover with a strict injunctions as to forbearance and good temper on these occasions. Chief Constables Office, Chester 22nd September 1868 In consequence of neglect by the Superintendent of Number 2 Division (Superintendent Andrews), Superintendents are again reminded that when cottages are taken by them for police occupation the rent of same must be deducted weekly from the pay of the Constables occupying them. Chief Constables Office, Chester 26th September 1868 PC Saxton of Number 2 Division is in consequence of good character and captures when on night duty is awarded the Merit Badge with pay of 2d per diem from the 1st proximo Chief Constables Office, Chester 5th October 1868 Superintendent Andrews has been so repeatedly cautioned and reprimanded privately by the Chief Constable for his extreme negligence in the delay with his accounts and for irregularity in the payment of his men that the Chief Constable is now determined to try the effect of a General Order and he therefore directs Mr. Andrews hereby forthwith to send in his Quarterly Accounts. Chief Constables Office, Chester 6th October 1868 Superintendent Andrews will make arrangements to remove on or before the 1st January 1869 to the Altrincham Police Station there to be stationed as the Head Quarters of the Division. Chief Constables Office, Chester 12th October 1868 In all cases of suspected incendiaries of farm produce special attention will be given to discover any traces of the use of phosphorus and which if discovered will be immediately report to this office. The police too often neglect to overhaul tramps on the roads and so fail to discover stolen property, instruments used in burglaries or pledge tickets of stolen articles. Chief Constables Office, Chester 15th October 1868 PC's Hicken and Sillitoe of Number 10 Division will hold themselves in readiness to be transferred to some other Division when vacancies occur as their usefulness can be increased by a change elsewhere. Chief Constables Office, Chester 20th October 1868 In consequence of Superintendent Andrews applying to live in a private residence at Altrincham instead of going into the police station, the Chief Constable will allow Sergeant Aston to continue in residence at the station, should however any duties of the Superintendent be neglected by this arrangement Superintendent Andrews will forthwith be ordered into the station. Chief Constables Office, Chester 27th October 1868 Superintendents are requested forthwith to ascertain and forward to this officer a report stating the usual number of County Police if any that were assembled in the several Boroughs on nomination days and days of election at the last contested elections in such Boroughs, also what number of police were collected at the several polling stations within the County on like occasions at any contested General Election in the County. Also stating the number according to their own estimates of what may be required at polling places for the forth coming election in the county, specially bearing in mind whether if contested and nature of population, any other information or suggestion may be added. Superintendents will also ascertain and report population and probable number of voters in any part of a Borough in their Divisions, situated within the County. Oldmeadow Chief Clerk Chief Constables Office, Chester 4th November 1868 At the approaching election Superintendents and all other officers in charge of police will be most careful to impress upon those serving under them the utmost forbearance and good temper during all the excitement, angry words or rough usage of a contested election provided that no destruction to life or property or breach of the law occurs in which latter case the police must act with the utmost promptness and decision in order forthwith to check the spreading of such dangerous example. This Order to be carefully read to Divisions. Chief Constables Office, Chester 9th November 1868 It will be the duty of all officers in charge of police to cause to be removed from the neighbourhood of nominated places and Polling Booths any heaps of stones or such like missiles. Lamps ready trimmed for use will be taken in the proportion of 2 to every 10 men and armlets will be worn. In the event of Riot it will be recollected that against a mob the best and safest course is for the police to keep well together for once separated they become comparatively powerless and at the mercy of the roughest. Chief Constables Office, Chester 11th November 1868 In reference to the approaching Elections, the Chief Constable desires that all orders be most strictly observed. As to the Election at the Municipal Borough of Stalybridge, Mr. Little will assemble the whole of his Division on the nominated day and Mr. Steen with 2 Sergeants and 12 Constables will also proceed to Hyde arriving there not later than 10am, and place themselves under the orders of Mr. Little, who will then for the preservation of the peace in Cheshire as he may consider advisable, but he will not enter the Municipal Borough of Stalybridge with orders from the Chief Constable as the County Police have at present much arduous duty to perform, and have moreover after the Borough Elections several consecutive days duty at the County Elections. Mr. Little at 6pm or the nomination day at Stalybridge will report by telegram the state of that district to the Chief Constable, and on the following day Polling for the above Borough, Mr. Williamson will occupy his police station at Macclesfield with one constable leaving one also at Bollington and one at Wilmslow and will send 2 Sergeants and 10 constables so as to reach Hyde before 10am, also to place themselves under Mr. Little's orders. Metropolitan Staffs will be taken by the men invariably. Chief Constables Office, Chester 13th November 1868 Thursday the 19th instant being the nomination day for East Cheshire at Macclesfield, Mr. Williamson will assemble there the whole of his Division and Mr. Steen will proceed there with 2 Sergeants and 12 men and Mr. Little will also send 2 Sergeants and 25 Constables for that occasion, arriving there before 9.30am and returning to their districts as soon as they can be spared. Friday the 20th instant being the nomination day at Chester Castle for West Cheshire the Reserve will make the necessary arrangements for the duty on that occasion. Saturday the 21st instant being the nomination day for the Mid Cheshire at Knutsford, Mr. Andrews will assemble there 25 men of his Division in one section and Mr. Little will also send there a section of 4 Sergeants and 22 men, who will at once return to their districts after the nomination. These men will assemble at Knutsford Court House not later than 9.30am. Monday 23rd instant is fixed for the polling of East Cheshire, but as there is no contest police arrangements are unnecessary. Tuesday 24th instant is the polling day for Mid Cheshire the following arrangements will be carried out for Altrincham Mr. Andrews will attend with 20 men of his Division 16 to be stationed at Polling Booths and 4 in reserve. Knutsford Mr. Andrews will send 8 men and Mr. Steen will join them with 2 Sergeants and 12 men of Number 9 Division and take charge there, 8 men to be stationed at the Polling Booths and 14 in reserve. Congleton Mr. Rowbottom will send 10 men of his Division and Mr. Williamson will proceed there with 10 men of Number 8 Division and take charge 10 men will be stationed at the Polling Booths and 10 men in reserve. Grappenhall Mr. Egerton will send 8 men and Mr. Hammond will send a Sergeant and 3 men of Number 6 Division, 8 will be stationed at the Polling Booths and 4 men in reserve. Runcorn Mr. Egerton will assemble 12 men and Mr. Hammond will send 12 men of Number 6 Division who will place themselves under the orders of Mr. Egerton, 8 men will be stationed at Polling Booths and 16 men in reserve. Northwich Mr. Rowbottom will assemble Inspector Bohanna and 3 men and Mr. Hammond will send 18 men of Number 6 Division under Inspector Lawton, 8 men will be stationed at the Polling Booths and 14 men in reserve. Sandbach Mr. Rowbottom will assemble 8 men of his Division and Mr. Laxton will proceed there with 16 men of Number 4 Division and Mr. Williamson will also send 4 men of Number 8 Division, 8 men will be stationed at the Polling Booth and 20 men in reserve. On this day a Reserve under the Chief Constable will assemble at 10am formed as follows 1. A Section of all available men of Numbers 1 and 3 Divisions. 2. A Section of all available men of Number 7 Division 3. A Section of all available men of Number 6 Division not already detailed who with the men of the Reserve Division will form a Section under Mr. Hammond. Thursday 26th instant being the day fixed for the declaration of the Poll at Knutsford the same arrangements will be made by Mr. Andrews and Mr. Little as on the Nomination day but they must arrive there not later than 9am. Instructions for Police Constables at Polling Booths have been forwarded and a copy of same will be issued to each Constable. Chief Constables Office, Chester 13th November 1868 On the Polling Day of the Elections at Birkenhead Mr. Hammond will assemble his Division for duty in such parts of the Parliamentary Borough as are under County Police Jurisdiction and will receive orders from the Returning Officer as to the number of men required at the Polling Booths, but he will not allow his men to enter Birkenhead unless specifically ordered by the Chief Constable so to do. Chief Constables Office, Chester 14th November 1868 On Tuesday morning the 17th instant by earliest train Superintendents will take or send every available man of their Divisions except those otherwise detailed for duty to Altrincham Police Station and wait there for directions from the Chief Constable. All men engaged otherwise this day will proceed by earliest train to Hyde on the following Wednesday morning. Cutlasses and the Pocket Revolver not Colts on the belt will be taken and kept strictly out of sight and helmets will be worn. Chief Constables Office, Chester 20th November 1868 Superintendents are informed that Knutsford will be the station for the Reserve under the Chief Constable on Polling day for the Mid Cheshire Election the Reserve will take Cutlasses carefully concealed from sight. Superintendents or Officers in charge will by Telegram communicate to the Chief Constable at Knutsford the earliest appearance of Riot on this day so that he may strengthen them from the Reserve as required. Mr. Little will take charge of his own Division at Knutsford on this day and Mr. Steen will proceed to Altrincham to take charge there, instead of Mr. Andrews who will remain at Lymm. Superintendents will dismiss the men to their several districts as soon as appearances satisfy them that can with safety do so. Mr. Rowbottom will take charge of the Polling Booths and Mr. Laxton of the Reserve at Sandbach and the Chief Constable will send a few extra men in addition to those already detailed to strengthen the latter. Chief Constables Office, Chester 21st November 1868 In consequence of the Chief Constable having discovered that one Superintendent has already misunderstood the General Order as to Tuesday next, he requests again strictest attention and if in doubt that Superintendents should enquire. All Constables for Polling Booths must be present not later than 7.30am on that morning, to affect this they must if necessary reach the different localities the night before. Officers at Altrincham, Northwich, Sandbach, Congleton, Grappenhall, Knutsford and Runcorn should make arrangements with Telegraph Companies as to sending their messages without loss of time in event of Riot. This Order to be acknowledged by return of post. Chief Constables Office, Chester 19th December 1868 Mr. Andrews, Superintendent of Number 2 Division is discharged from the Cheshire Constabulary on the 31st instant. Superintendent Steen is transferred from Number 9 Division to Altrincham to be Superintendent of Number 2 Division and will stationed at Altrincham. Inspector Lawton of Number 6 Division is promoted to be Superintendent in Number 9 Division at the pay of £120 per annum and will proceed to Hazel Grove to be there stationed. Sergeant Aston of Number 2 Division is promoted to the rank and pay of Inspector at £80 per annum in Number 6 Division. Merit Class PC Saxon is promoted to the rank and pay of 3rd Class Sergeant at 24/- per week, these promotions to from the 1st January next. Chief Constables Office, Chester 23rd December 1868 On certain occasions of late some of the Constabulary have appeared to think that the allowance for Special Duty was granted to cover all expenses that might be incurred while absent from home on such duty, whereas it is really a liberal grant solely made to help pay to cover the extra expenses incurred. Sergeant Mayho from Number 3 Division will be transferred to Number 2 Division and will proceed to Altrincham to be there stationed. Sergeant Saxton of Number 2 Division is appointed to Number 3 Division and will be stationed at Tarporley Lock-Up. This arrangement will carried out as soon as practicable. Chief Constables Office, Chester 28th December 1868 In consequence of the Murder of a man who was fatally stabbed in Derbyshire, yet crossed into and died in Cheshire having been made a Cheshire Case, the Chief Constable desires the Constabulary will understand that although under the circumstances of the above case this proceeding was within the law yet Police duty throughout England is altogether at variance with so appropriating and instead of handing it over to the County where the fatal blow was given. PC's Joseph Jones and Robert Smith of Number 10 Division will receive an increase of pay to 21/- per week from this date.
