Sergeant Bohanna is appointed Acting Inspector at Northwich from the 15th instant. Chief Constables Office, Chester 6th January 1866 The following transfers will take place on the 15th instant PC Vernon from Number 6 Division to Number 9 Division and PC Moorhouse from Number 9 Division to Number 6 Division. Chief Constables Office, Chester 8th January 1866 PC Naylor of Number 2 Division to be Acting Sergeant and Acting Sergeant Morris promoted to Sergeant. Chief Constables Office, Chester 19th January 1866 The police will forthwith give notice to all Farmers and others who are in difficulty as to finding a suitable place for burial of animal dead from "Rinderpest" that they may transport the carcass of same across any road for such purposes. Chief Constables Office, Chester 20th January 1866 Superintendents forthwith take means to discover any burials of cattle dead from "Rinderpest" that have taken place in close vicinity to inhabited Dwellings, Wells or Water Courses giving a few detailed cases of those nearest to any such specifying distances. Superintendents will apply whenever they think the duty demands it for Special Duty Allowance for any men who have undergone much extra work in consequence of the Cattle Plague, say 1 day Special Duty Allowance per week to each man so employed. Chief Constables Office, Chester 1st February 1866 Acting Sergeant Chadwick of Number 7 Division of Number 7 Division will return to his duty as Constable and Merit Class. PC Ardern is appointed Acting Sergeant of Mill Brook Station, Hyde Division. By Order G. E. Oldmeadow Chief Clerk. Chief Constables Office, Chester 2nd February 1866 As an encouragement for a determined performance of duty with a strong riotous gang Inspector Lawton is promoted to the increased pay of 27/- per week and PC Reese to 1st Class Constable at 21/- per week. Superintendents are referred to the Justice of the Peace of the 23rd December 1865 where it is decided that moieties of penalties imposed for offences against "Orders in Council" are payable to "Informers" they will therefore see that when the police are informers that the sums are duly credited to the Superannuation Fund. Chief Constables Office, Chester 3rd February 1866 A statements having been made that certain of the police are aware of burials of beasts taking place contrary to the orders of Council in which less than five feet of earth have been placed over them and no quick lime used, without Summoning the offending parties, Superintendents will make immediate enquiries as to the truth of the statement and if correct will at once bring the names of such officers to the knowledge of the Chief Constable. Chief Constables Office, Chester 5th February 1866 PC Colegate of Number 2 Division to be 2nd Class from the 1st instant. Chief Constables Office, Chester 1st March 1866 The Governor of the Knutsford House of Correction having very properly brought to notice of the visiting Justices a gross breach of duty by the police in giving over a female prisoner in a disgraceful state of drunkenness. The Chief Constable after careful investigation finds that PC's Hayes and Burrows were both culpable on account of same and the Chief Constable cannot admit as any excuse the fact put forward that because there were two female prisoners in charge of one constable and because the feeling of the Country prevents handcuffs being placed on them, that no other means existed of preventing one running on to a public house for drink while the other held back or stood still and in future he desires that when there are two female prisoners with any probable of like circumstances as on the late occasion two constables shall always accompany them. Beyond this the Chief Constable found that the prisoners had not been properly searched or the money spent in drink would have been discovered before leaving the police station were this offence not a most unusual one with the Cheshire Constabulary, the Chief Constable would visit reduction of dismissal but in this instance he will try the effect of a fine of 5/- on each of these officers with a reprimand and caution. Chief Constables Office, Chester 3rd March 1866 The Police will understand that they are on no account to act as Inspectors, Acting Inspectors or personally to perform work at burials. Chief Constables Office, Chester 14th March 1866 Superintendents Wilson and Gwynne will assemble for Drill at the Bishops Fields Police Station on Friday 16th instant at 3pm all the available men of their Divisions. Superintendent Andrews will direct the men of Daresbury Section to assemble for Drill at Runcorn on Friday 16th instant at 3pm and will also assemble at Altrincham for same purpose of same day and hour all the available men of that and adjoining Sections. Superintendent Laxton will order the men of his Division to assemble for Drill at Nantwich on Friday 16th instant at 3pm. Superintendent Rowbottom will also assemble for Drill at Nantwich Police Station on the same day and hour, all available men of his Division excepting those stationed at Northwich. Superintendent Hammond will assemble his Division for Drill at Birkenhead on Friday 16th instant at 3pm. Mr. Little the Deputy Chief Constable will assemble his Division for Drill at Hyde on Friday 16th instant at 3pm. Superintendent Williamson and Steen will assemble their Divisions also at Hyde on Friday 16th instant at 3pm for same purpose. Chief Constables Office, Chester 17th March 1866 The sanction of a revised scale of pay having this day been received from the Secretary of State, the Chief Constable under that authority and the Order of the Court of the 1st January last increases the pay of Superintendent Little, Deputy Chief Constable to £150 per annum and that of Superintendent Oldmeadow to the same amount to be dated from the 15th of January last. And he further requests that Superintendents will forward to this office the names of all Sergeants and Constables of their Divisions, whom they may recommend for an increased rate of pay according to the scale sanctioned by the Court of Quarter Sessions, but at a rate not exceeding two in every ten of total strength of their Division. The Chief Constable will consider the claims of the higher ranks at an early period. Chief Constables Office, Chester 13th April 1866 The present serious position of Cheshire from the Cattle Plague calls for further assistance from the police and at the request therefore of Central Cattle Plague Committee and by the authority of certain Magistrates investing the Chief Constable with power over necessary expenditure and responsibility the Chief Constable has decided to employ the Sergeants of each Section in the most important duty of disinfecting Farm premises and as this duty may really become if effectually carried out the means of preventing the reappearance of the disease no exertions of the police must be spared for the purpose. The Chief Constable desires that the following Sergeants from each Division will meet him at the Town Hall, Manchester at 10.30am on Monday next 16th instant in plain clothes, viz, Palin, Aton, Hilton, Wood, Hulme, Williamson, Garner and Dale. Further instructions as to expenses extra assistance where required will be issued thereafter. Chief Constables Office, Chester 18th April 1866 In reference to General Order of the 13th instant in as much as it is requisite that each Sergeant of Section should attend for instruction twice at Mr. Stones Laboratory, 10 Faulkner Street, Manchester. The Chief Constable desire that all Sergeants not prevented by more important duty shall attend there on Friday next 20th at 11am. Also Inspectors Burgess and Britnor on all these occasions will be allowed travelling expenses and extra pay at the rate of 1/0d per day for Sergeants and 1/6d Constables, they will attend in plain clothes and will duly report their attendance at this office. Chief Constables Office, Chester 3rd May 1866 The Court of Quarter Sessions has ordered "That the police be authorised to destroy dogs straying" so the police will command after proper notice of same being given in their several districts to destroy dogs accordingly. Chief Constables Office, Chester 24th May 1866 Under authority of the rules made by the Right Honourable the Secretary of State, the Chief Constable directs that Superintendents will credit themselves and Inspectors in their accounts with Boot Money at the rate of 30/- per annum from the 1st April last. The Special Duty Allowance granted in General Order of the 20th January last will not be charged after close of the present month. Chief Constables Office, Chester 25th May 1866 Superintendents will send in a monthly Return commencing on the 1st proximo of the number of dogs killed in their several Divisions up to that date they will at the same time report the number of cases of hydrophobia in their Divisions and will make enquiries whether the extraordinary prevalence of this disease at this period may arise from the dogs eating the flesh of the carcases of animals that have died of Cattle Plague. In killing the dogs Superintendents will urge upon their men the speediest and certain way of affecting it so that no cruelty by maimed limbs or lingering deaths may shock the public. Chief Constables Office, Chester 27th May 1866 The following transfers will take place on the 2nd proximo. PC Batty from Reserve Division to Number 8 Division, vice PC Shenton who will be replaced. PC Crawford, Number 6 Division resigned. Chief Constables Office, Chester 31st May 1866 In consequence of the following remarks having been made at the late Assizes by the Judge Sir Colin Blackburn the Chief Constable desires that in future notwithstanding any result of proceedings before the Coroner, the police will invariably take all cases for investigation before Magistrates. Remarks by the Judge to the Grand Jury "You are aware that the Coroner's Inquest is merely an inquiry into the cause of death and it is not at all in the nature of a trial. The prisoner has now power to cross examine witnesses and check their testimony nor any of that power which a prisoner in charge ought to have and the consequence is that if any of the Witnesses were ill and could not give evidence at the Assizes their depositions taken before the Coroner's Inquest should be only for the purpose of showing whether there is sufficient reason for the case to be investigated before a Magistrate. The Court of Quarter Sessions on the recommendation of the Chief Constable has allowed the gratuity of £60 to the Widow of the late Revis Slater and £50 to the Widow of the late Acting Sergeant Henry Mason out of the Superannuation Fund, which Sums have accordingly been paid to them. Chief Constables Office, Chester 5th June 1866 The Chief Constable finds it necessary to issue the following order to guide the Superintendents prior to the next annual inspection. 1st Superintendents will examine, compare and sign the duty books of all men in their Divisions at least once every month. 2nd The name and number of officer will be entered at the top of every page in the duty book. 3rd Superintendents will take care that in future the Information and Occurrence Book of their Divisions contains all Crimes etc reported in their Divisions. 4th Superintendent Rowbottom will at once cause the Subsistence Books of his Division to have the names of Station where kept legibly written on them. 5th Superintendent Steen will order the Sergeants of his Division often to visit their men, instead of allowing the men almost invariably to report themselves to the Sergeants. Chief Constables Office, Chester 3rd July 1866 Superintendents will instruct their Sergeants acting as Disinfecting Inspectors that they are not in future to disinfect any premises where cases of Cattle Plague have not been. The Chief Constable also regrets to find that unnecessary expenses and time have been consumed by some of the Inspectors in performing this duty. Chief Constables Office, Chester 3rd July 1866 Inasmuch in some localities the Inspectors have ceased to act except in reported cases of Cattle Plague. The police will in future seek information and on rumours of deaths amongst cattle or sheep report the same to the Inspectors that the latter may visit and pronounce as to the disease. Chief Constables Office, Chester 6th July 1866 PC's Peter Richardson and John Wood of Runcorn Section to be 1st Class at 21/- per week from the 25th ultimo. Chief Constables Office, Chester 18th July 1866 Acting Sergeant Ardern to be Sergeant at 22/- per week, vice Sergeant Heaton resigned and appointed Inspector of Nuisances at Warrington. PC J. Shawcroft to be Acting Sergeant vice Ardern promoted. Chief Constables Office, Chester 20th July 1866 The same proportion of police as ordered in General Order of the 20th July 1865 will attend at Shotwick on the 1st, 2nd and 3rd proximo and the instructions therein laid down will be carried out. Chief Constables Office, Chester 24th July 1866 Sergeant Ardern Number 7 Division will continue to hold the Merit Badge with pay as prior to his promotion. Chief Constables Office, Chester 31st July 1866 Inasmuch as the public are now fully advised and warned of the existence of Cholera in various parts of the County the object of the Chief Constable is gained and the police will discontinue from this date to collect or send further information on the subject. The Chief Constable having observed a want of uniformity in wearing the Staff desires that it may always be worn on the right side of the belt as in the metropolitan police. Chief Constables Office, Chester 16th August 1866 The Chief Constable has much pleasure in making known that Colonel King on behalf of the Rifle Meeting at Shotwick has conveyed expressions of thanks to the Constabulary for the careful and good natured performance of their duties there. Whenever fresh outbreaks of Cattle Plague require it the Disinfecting Sergeants will take steps at once to disinfect the premises so as to prevent the spreading of the disease. The following men have been dismissed from the force PC Thomas Williamson, Number 3 Division for Drunkenness and Assault. PC Joseph Robinson, Number 7 Division for Drunkenness. PC James Oakes, Number 6 Division for Drunkenness. PC Joseph Roberts, Number 6 Division for Drunkenness. By Order G. E. Oldmeadow. Chief Clerk. Chief Constables Office, Chester 20th August 1866 Any case of the reappearance of the Cattle Plague coming to the knowledge of the police and they will be vigilant in enquiry and will without the slightest delay communicate to the Inspector of the District with a view to the district being proclaimed infected. The police of neighbourhood will closely watch infected districts to see that no cattle, sheep etc, are driven through and out of same. Acting Sergeant Stacey to be 1st Class 22/- per week from the 18th instant. PC Turner of Number 9 Division is promoted to 1st Class Constable at 22/- per week because of the energy and gallantry shown by him in checking the lawlessness of Poaching Gangs by a daring capture. The expenses of officers attending Shotwick not having been sent in as directed in General Orders of the 20th ultimo, Superintendents will forward same forthwith. Chief Constables Office, Chester 21st August 1866 PC Billington Number 2 Division to be 2nd Class at 20/- per week. Chief Constables Office, Chester 29th August 1866 In reference to the New Duty Book issued to Divisions, Sergeants and Constables will enter before leaving their stations the hour of going on duty, and on their return, or as soon after as possible. Record the roads, places etc patrolled, the Conference Points attended, the Constables met, times and places they were visited by their Superior Officers and all occurrences requiring notice, Each entry will be made as it occurred, showing a continuous statement of their tour of duty as shown in the accompanying sheet. Superintendents will take the opportunity of examining and signing the Books as heretofore and they will not be taken into use until those now in possession are filled up. Chief Constables Office, Chester 3rd September 1866 Superintendents will use every exertion to discover whether the Government Inspectors allow any cattle smitten with Cattle Plague to be kept for treatment and without fail summon any party so disobeying the Order of the Council as no infected beast can be properly returned as remaining but should instantly be slaughtered. Superintendents will if no cases of Cattle Plague occur in their Divisions certify same by forwarding a "Memo" to this office which information must reach here by first post on Saturday morning. It will be considered the duty of Sergeants occasionally to peruse and if necessary report on to the Superintendent the duty books of the men of their Section. Chief Constables Office, Chester 3rd September 1866 Superintendent Gwynne having reported the great inconvenience and discredit that arises from the men of his Division constantly absenting themselves from the Court during Petty Sessions and entering the adjoining Public House. The Chief Constable desires that arrangements may be made by Superintendent Gwynne so that each man may obtain during the day refreshments under a written permission and it will be then clearly understood that any man found in the Public House otherwise will invariably be fined 2/6d with a special report to the Chief Constable of the circumstances. Chief Constables Office, Chester 6th September 1866 The Chief Constable regrets extremely that it has been proved and admitted by Sergeant Kerns that he allowed himself and the men of a district of his section to make entries of meetings at Conference Points not in accordance with the real facts of such meetings, and although the Chief Constable after a searching investigation will not say that a falsification of the books was deliberately intended, yet he cannot too strongly condemn the extreme laxity and impropriety in the performance of his duty by Sergeant Kerns which gave the appearance and suggestion of such an intention and therefore the Chief Constable severely reprimands Sergeant Kerns and directs that in future Superintendent Hammond will closely watch the performance of duty by Sergeant Kerns and frequently inspect and compare the duty books of his section. Chief Constables Office, Chester 10th September 1866 Acting Sergeant Chivers, Number 7 Division to receive an increase in pay from 21/- to 22/- per week. Chief Constables Office, Chester 17th September 1866 The following transfers will take place on such a as Mr. Little and Superintendent Steen may arrange. PC Radcliffe from Number 7 Division to Number 9 Division and PC Scragg from Number 9 Division to Number 7 Division. Chief Constables Office, Chester 28th September 1866 Superintendents are referred to General Order of the 30th April 1864, relative to correspondence and they will conform to the rules therein laid down when forwarding communication to this office. Chief Constables Office, Chester 4th October 1866 PC Piercy of Number 2 Division to be 2nd Class Constable at 20/- per week from the 1st instant. Chief Constables Office, Chester 5th October 1866 In consequence of the gallant capture of Poachers one of whom was a Convict on Ticket of Leave by Sergeant Naylor and PC Dalziel, the latter is promoted to 1st Class Constable at 22/- per week and the Chief Constable will consider how best to reward the services of Sergeant Naylor on this occasion. Chief Constables Office, Chester 6th October 1866 As there is a possibility of the Cattle Plague returning with the Winter, Superintendents will give special orders that the police will be doubly vigilant on all sides for the slightest of rumours of any case of Cattle Plague in order to ascertain the truth of such rumours and reporting it forthwith to the Cattle Plague Inspectors. Chief Constables Office, Chester 17th October 1866 Superintendents must stop all Market Fairs, Exhibitions and Sales of Cattle unless specifically sanctioned by Privy Council. Swine can be moved within the County of Cheshire without a Licence. All animals that may be slaughtered because of "Rinderpest" must be buried at the expense of the owners. No charge whatever is to be made by any person for a Licence. Chief Constables Office, Chester 27th October 1866 The Chief Constable is glad that PC Peter Roberts has taken steps to bring before him the Justice of his claim for consideration in respect to the arrest of the Ticket of Leave Man, James Williams and he has pleasure in consequence of rewarding him by promotion to the rank and pay of a 1st Class Constable at 21/- per week. Chief Constables Office, Chester 5th November 1866 Superintendents are desired to make arrangements in their several Divisions so as to circulate in the speediest manner amongst the public tomorrow, placards which will be sent declaring parks in the County are now infected. Superintendents will also during the next few days take a lenient view in the notice of cases of breaches of Orders of Council Committed by Parties, misled in ignorance. Chief Constables Office, Chester 6th November 1866 Superintendents and others to whom these Placards are sent are desired by the Chief Constable on so important an occasion to spare neither trouble or time in circulating them over their Divisions by the speediest means for the information of the Public, so that they may be safely acted on and after Wednesday 7th instant Special Duty Allowance may be granted as deemed necessary by the Superintendents. N.B. They will be forthwith posted up in every Police Station in the County. Superintendents will take steps to circulate and have posted up in their several Divisions as quickly as possible the Placards of the County Treasurer forwarded herewith and they will take special care to arrange in their several Divisions that on each of the days named in such places and at the hours stated intelligent Constables attend for the purpose of preserving order and giving to the County Treasurer sufficient assistance to identify persons also to afford every other assistance that may be required. Sales by Auction in a non infected district of Cattle, Sheep, etc 28 days in possession on owner's premises are illegal.
