Chief Constables Office, Chester 9th January 1865 In reference to the new system of Supervision by the police of Convicts on Ticket of Leave, the Chief Constable desires Superintendents will use and inculcate in those under them due consideration in performing that duty, so as not to impede their obtaining an honest livelihood by work, but rather encourage and assist them in so doing. And further Superintendents will caution their Constables not to make known to the public the fact of these men being on Ticket of Leave, either by idle gossip or otherwise, unless required so to do on most sufficient grounds by the conduct of the parties themselves. Chief Constables Office, Chester 12th January 1864 PC H. Dyson of Number 4 Division is awarded the Merit Badge with pay for continuous good service. Chief Constables Office, Chester 13th January 1864 The Chief Constable is most anxious that the Poaching Prevention Act should be fully carried out, yet finds it necessary to caution the police that their powers are limited to the Highways and that they can only enter elsewhere in direct pursuit, when believing the offence has been committed. PC Leighton of Number 2 Division is promoted to 2nd Class for vigilance during night duty and a good capture of an old offender. Chief Constables Office, Chester 27th January 1864 Superintendents will invariably stop the full sum ordered from all men when sick, except when injured on duty and more particularly when they are receiving sick pay from Clubs. Chief Constables Office, Chester 1st February 1864 Superintendents are referred to page 3 of the General Order and Instructions respecting leave of absence, which they are never to grant beyond one day, except on reference to the Chief Constable, or on special emergency which admits of no time for reference. Chief Constables Office, Chester 1st February 1864 The Chief Constable having found that in some cases the serving of Summonses is delayed unnecessarily until one or two days before the hearing and he desires that the longest possible time may be given to Defendants to obtain evidence for their defence by serving the Summons as soon as practicable. Chief Constables Office, Chester 4th March 1864 PC Brayley and PC Spann of Number 2 Division are promoted to 2nd Class Constables from the 1st instant. The Chief Constable desires that on no account are Pigs to be kept in a County Police Station and Fowls only when Special permission is given for same. In reference to General Order of 3rd August 1863 and directions from the Secretary of State, Superintendents will take steps to secure a correct return of the numbers of Vagrants in their Division on the night of the 4th April next instead of the 1st Tuesday in September as heretofore. Chief Constables Office, Chester 29th March 1864 It has been brought to the notice of the Chief Constable that in several instances the old clothing has had large pieces cut off it intentionally prior to sending it to the party who contracted to purchase the same for which the contractor has deducted 15/-. Three coats thus treated have reached the office of the Chief Constable Number 39, 119 and 158 and accordingly directs Superintendents to remit 5/- for each of those coats to be credited to the public and which they will charge against those men or if not discovered against the whole of the Division. Superintendents will please inform the Chief Constable if any boys have been whipped by the police, according to sentence under the Juvenile Offenders Act, and if so they will state whether any or what pay has been given to the police specifically for that duty. Chief Constables Office, Chester 1st April 1864 PC Donnellan Number 2 Division will be forthwith transferred to Runcorn and PC Eyes from there to Altrincham. (Order Cancelled) PC Ankers will be transferred from Runcorn to Reserve on the 7th instant. Chief Constables Office, Chester 10th April 1864 The Annual Inspection by Colonel Woodford Inspector General will commence on the 18th instant with Number 4 and 5 Divisions. Superintendents will therefore see that all the Police Stations are kept in the cleanest possible state and that all Books are in proper order, indexed etc, receipts for prisoner's property to be ready for reference. Chief Constables Office, Chester 4th May 1865 PC J. Boughey Number 5 Division is dismissed from the service for neglect of conference points and false entries in his journal. PC F. Crawley of Number 4 Division for "Improperly receiving Prisoners property and repeated falsehoods to cover the attempt to appropriate it" The following transfers will take place on such dates as Superintendents may arrange PC Brayley from Number 2 Division to Number 7 Division, PC Burgess from Number 7 to Number 2 Division, PC Jones from Number 7 to 4 Division (Re dismissal of Crawley) PC Bebbington from Number 10 to Number 7 Division. Chief Constables Office, Chester 10th May 1865 PC Mills of Number 2 Division is this day dismissed from the force for being absent three day without leave and being found drunk and asleep on his beat. Chief Constables Office, Chester 19th May 1865 The Chief Constable finds it necessary to make the following observation's to the late inspection by Colonel Woodford. 1st All Chevrons are to be worn on the left arm about 2 to 3 inches above the elbow and Merit Badge in the same place, or when worn by a Sergeant just above the Chevron. 2nd Superintendents will in future always retain unissued any clothing not considered of good quality or equal to the pattern, with which it will invariably be compared. 3rd Superintendents will send in on the 1st of each month commencing the 1st proximo requisitions of any article of clothing or appointments required by men of their Division. 4th All receipts for Prisoners Property are to invariably signed by the Jailer or part receiving them and never by the prisoner himself. 5th All receipts for prisoners property will be arranged and fastened in the Book kept for that purpose in consecutive numbers according to date, blanks being kept so as to secure this regularity. 6th Chin-straps at Inspection are always to worn, either up or down, as required by weather, but not some one way and some another. 7th Superintendents are to have in their possession copies of all Police Acts of Parliament. 8th Divisions are to be practiced in drawing and returning staves. 9th At every inspection during the last 8 years the Chief Constable has remarked that Mr. Little's Division, Number 7, was the first and the best regards cleanliness and smartness of appearance, drill, books, stations etc, and on that account directs that one days Special Duty Allowance will be issued to each man of that Division. 10th The receipt of all orders issued from this office is to be acknowledged and they are to be carefully read to all the men of each Division as occasions may occur. PC Clarke Number 2 Division is transferred to Number 5 Division and will be stationed at Minshull Vernon. Chief Constables Office, Chester 19th May 1865 Acting Sergeant Hayes will be transferred from Number 3 Division to Number 4 Division on the 1st proximo and will be stationed at Crewe. PC Barrow of Number 3 Division is promoted Acting Sergeant from the same date and will succeed Acting Sergeant Hayes at Over on the above date. PC R. G. Eastwood is promoted to 1st Class Constable from the 20th ultimo for a gallant attempt to stop 3 Burglars by whom he was severely injured. The Chief Constable regrets that he has occasion to order that on no account must any letter or other document addressed by him to any member of the Constabulary be published in Newspapers or elsewhere unless by his special authority, previously obtained. Chief Constables Office, Chester 21st June 1865 The following men are dismissed from the force, PC Thomas Ankers, for repeated acts of drunkenness. PC's William Brayley, David Naylor and Thomas Davenport for violently and cowardly assaulting three males and three females at Hyde. In reference to the 16 Clause of the Act 28th Vict, Cap36 just passed the Chief Constable desires that Superintendents will order a Constable of their Division invariably to attend the Court of any Revising Barrister while revising the lists of voters in this County. Chief Constables Office, Chester 22nd June 1865 Superintendents will forward a return from the 20th April 1857 of all men who they have reason to believe have died or left their Divisions in consequence of Consumption or any other disease contracted by them through the performance of night or any other police duty, or from injuries received giving the particulars of each case. Chief Constables Office, Chester 24th June 1865 Superintendents will at the earliest opportunity and not later than the 5th July next send to this officer the number of Churches and Chapels in each Township of their Divisions with such detail as they can find time to insert. In order to avoid divided authority and responsibility for his disposal in the event of his requiring them for an emergency during that day. In reference to the Memo of the 8th instant Mr. Little and Mr. Steen will on Thursday 13th instant proceed with their whole strength to join Superintendent Williamson at Macclesfield not later than 9.30 a.m. Mr. Little as Deputy Chief Constable will take charge of the three Divisions to aid reserving the peace during the Election on that day, telegraphing to the Chief Constable on arrival at Macclesfield the total strength of Constabulary present under his orders and the state of the town. Chief Constables Office, Chester 10th July 1865 In the event of an emergency requiring the assistance of the Cheshire Constabulary stationed in the Wirral Division during the Election at Birkenhead, Superintendent Hammond will place himself and men under the orders Major Beswick, Chief Constable of Birkenhead in order to avoid divided authority and responsibility. Chief Constables Office, Chester 10th July 1865 Superintendent Hammond will assemble every available man of his Division at the County Court House, Birkenhead at 7.00 a.m. on Wednesday the 12th instant and carry out the instructions of the Returning Officer in respect to the police at the Polling Booths at Tranmere, Rock Ferry and Oxton the remainder of his men will remain out of sight inside the Court House and if required at Birkenhead, a guard of 1 Sergeant and 4 men will be left in charge of the station, these latter are on no account to leave it. Chief Constables Office, Chester 12th August 1865 In consequence of a Memorial sent to the Chief Constable against PC Harrison station at Northern, into the merits of which the Chief Constable has fully enquired the Chief Constable instead of removing PC Harrison as requested in said memorial, hereby promotes PC Harrison to 1st Class Constable from the date of the said memorial 7th instant. PC Hayes is transferred from Number 4 Division to Number 9 Division re resignation of Constable Warburton. Chief Constables Office, Chester 15th August 1865 In consequence of the great distance of the Superintendent from Runcorn, the Chief Constable desires that Inspector Buckley shall organise and carryout for that Town such system for all police duties as he shall think best adapted to circumstances and population of same and this system will be carried out on his own responsibility and orders. Chief Constables Office, Chester 17th August 1865 In reference to General Order of yesterday date Superintendents will impress upon young constables the necessity of not appearing inquisitorial or interfering with the privacy of individuals in thus vigilantly being on the alert for the discovery of diseased cattle and further in thus acting for the benefit of the whole of the public to avoid any possible cause of annoyance to respectable farmers and others. Chief Constables Office, Chester 31st August 1865 Superintendents will cause a copy of the printed order of this date respecting the Cattle Plague and that dated 16th instant to be in the possession of each man of their Division. Chief Constables Office, Chester 5th September 1865 Superintendent Wilson, Broxton Division will receive from the 15th instant the higher rate of pay of £110 per annum. Superintendent Rowbottom, Northwich Division, will also receive from the 15th instant the higher rate of pay of £130 per annum. Inspector Watson, Wirral Division will receive from the 15th instant the higher rate of pay of £100 per annum. Detective Inspector Egerton is promoted to the rank and pay of Inspector at £80 per annum, in Number 2 Division and will be stationed at and take charge of the Police Station at Runcorn from Monday 11th instant and Mr. Buckley at his own request return to the duty and pay of 1st Class Sergeant and be stationed at Runcorn. Chief Constables Office, Chester 24th October 1865 The Chief Constable begs Superintendents to understand that in reporting cases of "Rinderpest" ne does not wish that such reports should rest upon the opinion of the Superintendents themselves but solely upon the decision so pronounced by the Inspectors and which decision verbally given is quite sufficient without troubling the Inspectors for any certificates. Superintendents will in this very exceptional case circulate for public information all Placards, Bills etc, connected with the Cattle Plague which may be required by Clerks to Magistrates and Inspectors. Chief Constables Office, Chester 8th November 1865 The salary of Inspector Egerton of Number 2 Division is increased to £90 per annum from the 15th instant. PC Levi Bebbington of Number 2 Division is rewarded with the Merit Badge and pay from the 15th instant for zealous performance of duty and good captures. Chief Constables Office, Chester 16th November 1865 Superintendents are referred to the latest Orders of Council 31st October by which they will see that all Periodical Sales are prohibited wherever Fairs and Markets are prohibited. Chief Constables Office, Chester 1st December 1865 The Constabulary is referred to the 3rd paragraph of page 7 of General Orders and the Chief Constable desires that Superintendents will forthwith see that a List duly signed and dated by themselves and always countersigned as taken over by occupant of all County property in Police Stations is posted up in a conspicuous part inside each station according to said order forwarding a duplicate of same to this office and all changes of occupants at stations a similar list is to be made out and duplicates forwarded so that the public property may always be accounted for. Chief Constables Office, Chester 2nd December 1865 It having been ascertained that concealment of early cases has in many instances tendered to spread the Cattle Plague, Superintendents are requested to direct their men to keep a good look out for any such neglect of Orders of Council and Summons the offending parties. The police as far as their police duty admit watch that all animals labouring under the disorder are separated from all other animals and that no such animals are removed from the premises alive without permission of the Inspector. All such animals dying or killed on account of said disorder must be buried with their skins, with quick lime or other disinfectants at least five feet deep and any neglect of this order should be at once reported to the Inspector by the police. No party can now sell on his own land animals that have been on such land less than 14 days and for any neglect of this order the parties offending should also be summoned by the police. In carrying out these orders it must be borne in mind by the police that they are liable to spread the disease if after visiting cases of "Rinderpest" they pass close to sound cattle and therefore they must carefully avoid the neighbourhood of all sound cattle and even get out of their way on roads whenever they have lately visited infected animals or infected farms. On these duties the police will always wear their winter proof leggings. Chief Constables Office, Chester 7th December 1865 Superintendents will give immediate directions that whenever the police at night meet cattle on the roads which they have good reason to believe are animals diseased by "Rinderpest" they will take every possible step to detain them, until the local Inspector can see them and pronounce as to their state.
