Guns always to be sold unless ordered by Magistrates to be destroyed. Superintendents will take steps to secure that under Clause 10, 3 and 4 Vict. 68, the moieties of all penalties under the Poaching Prevention Act as well as under other acts, are ordered by the Magistrates to be paid over for the benefit of the Superannuation Fund where police are informants. Chief Constables Office, Chester 12th February 1864 Inspector Steen is promoted to the rank and pay of Superintendent in Number 9 Division from 1st proximo and will from that date take charge and payment of the Division. Acting Inspector Watson is appointed Inspector at Runcorn from said date due to promotion of Steen, and will make arrangements to commence duty at Runcorn from 1st proximo. Superintendents will please forward to the Chief Constable their opinion as to whether they think it would be advisable or not for the police instead of Magistrates Clerks to endorse property of Prisoners on Commitment when conveying them to Jail. Chief Constables Office, Chester 23rd February 1864 Superintendents will impress upon the police occupying Station Houses how unfair it is to the public that they should make unnecessary complaints or hold expectations of expensive outlays and conveniences in them beyond what they would meet in premises rented of private individuals. Chief Constables Office, Chester 23rd February 1864 PC Thomas Morris is transferred to Number 2 Division from Number 5 Division and promoted to Acting Sergeant in Great Budworth Section from 1st proximo. Chief Constables Office, Chester 7th March 1864 PC James Spann of Number 5 Division is promoted to 2nd Class for clever capture of a notorious character with stolen property in his possession during the hours of night duty and after a severe struggle. PC Wright Cooper Reserve is awarded 2/6d extra Special Duty Allowance for vigilance during his hours of night duty on the 19th ultimo. Chief Constables Office, Chester 17th March 1864 Colonel Woodford having signified his intention of inspection of the Cheshire Constabulary sometime soon after the first week of April. Superintendents will therefore take care that all repairs, painting and white washing required at Stations are reported in time sufficient to complete them before that date and the Chief Constable will hold Superintendents responsible that all receipts for Prosecutors and Prisoners property in all Books at their Several Stations are correctly entered and witnessed. PC John Jones of Number 6 Division for openly associating with and visiting Prostitutes in Liverpool in the uniform of the Cheshire Constabulary is dismissed from the force. Chief Constables Office, Chester 29th March 1864 Inspectors are referred to page 10 in the Instruction Book and reminded that the duties therein alluded to embrace knowledge of the manner of making up all accounts and forms furnished by Superintendents. By Order G. E. Oldmeadow Chief Clerk. Chief Constables Office, Chester 13th April 1864 Superintendents will in future direct that the property of every prisoner is to be carefully endorsed on the Commitment by the police instead of by any other party and further that the officer conveying the prisoner will note that such lists of property is read over in the presence of the prisoner, prior to a receipt being given by Warder or any other officer for prisoner and property. As every Police Station in the County may probably be inspected by Colonel Woodford the Chief Constable desires Superintendents will at once see that they are kept in the cleanest possible state and that no complaints may arise respecting them. The inspection will commence with the Hyde Division on the 19th Instant, Stockport on the 20th and Macclesfield on the 21st, details will be sent at a later date. The Chief Constable is very anxious that any of the new clothing arriving in sufficient time to be fitted should be worn at the inspection, therefore no delay must take place in the fitting. Sale Station at 1 p.m. Chief Constables Office, Chester 29th April 1864 Superintendents will make the usual arrangements for watching the roads leading to Chester during the races and Inspector's Burgess, Egerton and Britnor will report themselves to Mr. Hill for duty from the 3rd to the 6th proximo. Chief Constables Office, Chester 30th April 1864 As all letters and other documents are kept as a record,, to which frequent reference has o be made, the Chief Constable directs that Superintendents and other members of the force will adhere to the following rules in corresponding with this office and each other, upon any subject connected with their official duties. 1st Communications to commence with the Rank only of the person addressed, thus To Superintendent, Inspector, Sergeant, and PC as the case may be and conclude as directed in General Order of the 18th November 1861 and nothing but what is strictly official matter should be introduced into the communication. 2nd All letters and reports should be address to the Chief Constable, Hoole Lodge, Chester, except those connected with the accoun6ts of Divisions, Charge and Summons Sheets, Returns of Crime etc, which may be sent direct to this office, addressed to the Chief Clerk, who will submit same to the Chief Constable. Chief Constables Office, Chester 2nd May 1864 Superintendent Blake will attend with 20 of the Constabulary at Somerford on the 17th Instant to preserve order and protect property during the Review but not for the purpose of keeping the ground, the police must be on the ground not later than 10 o'clock. Superintendent Laxton will send of the above number 1 Sergeant and 2 Constables and 1 Sergeant and 2 Constables from the Reserve. Chief Constables Office, Chester 2nd May 1864 PC Chesworth of Number 9 Division to be Acting Sergeant to be stationed at Hatherlow and Sergeant Dale will be transferred to Hazel Grove to take charge of station there and act as assistant to Inspector Weights and Measures. PC E. Lockett is awarded the Merit Badge with pay for Courageous Capture of a powerful Burglar, after a determined fight on the 21st April 1864 and also for very energetic performance of his duty. Chief Constables Office, Chester 19th May 1864 The Chief Constable has pleasure in notifying that he has received the thanks of Sir. C. Shakerley for the manner in which the police performed their duty during the Review at Somerford Park, which was attended by about 25,000 people. Chief Constables Office, Chester 7th June 1864 The new clothing will at once be taken in to use, the Helmets, however will be kept as the best headdress, for Assizes, Sessions and such like occasions, the staff cases on belts will be worn with the new pattern tunic Chief Constables Office, Chester 10th June 1864 The following officers will attend for duty at Beeston Castle on the 20th and 21st Instant Division Rank Name Other Total 1 Sergeants Forster, Palin and PC Gosling 3 3 6 Officers 6 4 2 Officers 2 10 Inspector Burgess, Sergeant Clark and PC Atkin 3 2 Constables from Chester as Gate Keepers and Detectives from Liverpool and Manchester will also attend 4 Total 18 Chief Constables Office, Chester 14th June 1864 The clothing of a Constable leaving the force in Number 2 Division having been sent in to this office in a most disgraceful state, the Chief Constable wishes the Superintendents to understand that he will in future charge against them, the wilful damage to clothing of any men so leaving from whom they have neglected charging such amount, and further desires that the Superintendents prior to settling with such men will insist upon the clothing etc, being sent in clean and well brushed and duly accounted for, as much of it is to be issued to other men afterwards. Chief Constables Office, Chester 18th June 1864 Superintendents will make immediate arrangements in case of Riots occurring in their Divisions to assemble on receipt of Telegram from the Chief Constable every available man at the Bank Top London Road Station, Manchester in reference to which they are especially referred to General Order of the 1st April 1863. Mr. Little Deputy Chief Constable has authority on an emergency to assemble any constables that can be spared from 8 and 9 Divisions and from the Altrincham Section of Number 2 Division reporting forthwith to this office his having done so, the number assembled etc, Armlets, New Staves and Snips as usual Cutlasses always out of sight, old clothing to be worn but with helmets. This order not to be made public and Superintendents to be on the alert Monday afternoon next and following day. Chief Constables Office, Chester 7th July 1864 PC Venn of Number 5 Division to be transferred to Number 2 Division as the additional Constable at Runcorn allowed at Quarter Sessions on the 27th ultimo. Chief Constables Office, Chester 2nd August 1864 Whenever on information received the Constabulary are employed to watch for expected gangs of Poachers, a Special Report of the same will be made to this office. Inspector Burgess will receive an increase of 1/- per week to his salary from the 30th ultimo. Chief Constables Office, Chester 7th June 1864 Superintendents will give particular attention to carrying out the Act 2th and 28th Vict, C47 according to enclosed letter, and will keep a book with entries carefully made a copy of which will be forwarded to this office at the end of each quarter, Superintendents will take care that holders of Licenses are not made liable to any unnecessary exposure such as might interfere with the gaining an honest living. The following detail of police will attend at Knutsford on the 7th and 8th proximo at the meeting of the Manchester and Liverpool Agricultural Show and Superintendents will select for this duty fine, smart and intelligent men. Chief Constables Office, Chester 12th September 1864 In recommending constables for leave of absence, Superintendents will recollect that they are not to exceed the proportion of 10 per cent on the strength of their Division. A record will be kept in each Division of all leave of absence granted from this office or by the Superintendents and a copy of such record will be sent annually to this office on the 25th December, the first return to be rendered on the 25th December next. Chief Constables Office, Chester 14th September 1864 The Chief Constable awards to Sergeant Bohanna the Merit Badge with pay for Long and Meritorious Service in the force. Chief Constables Office, Chester 15th October 1864 The Detective Inspectors will perform regular night duty from 10pm to 12 o'clock, visiting during that time any police station and constables in their neighbourhood and will insert any particular occurrences worth mentioning in their weekly report. Chief Constables Office, Chester 24th October 1864 Sergeant Williamson of Number 6 Division is awarded by the Chief Constable the Merit Badge with pay for Long and Meritorious Service and for the Special Capture of a Sheep Stealer who was a returned convict. PC's Whiston and Houghton of Number 2 Division will receive extra Special Duty Allowance of 5/- for vigilant conduct in securing two noted thieves and poachers with large quantities of game and netting in their possession. Chief Constables Office, Chester 7th November 1864 PC Tattersall of Number 1 Division to be 2nd Class Constable. PC Twemlow of Number 1 Division to be transferred to Number 8 Division to be stationed at Chelford. PC Anderton from Chelford to Reserve and PC Bell from Reserve to Number 1 Division to be stationed at Tilstone. Chief Constables Office, Chester 10th November 1864 The following transfers will take place on the 15th Instant. PC Mosley from Runcorn to Tranmere, PC J.S. Martin from Tranmere to Runcorn. Chief Constables Office, Chester 14th November 1864 From information obtained the Chief Constable desires Superintendents will by enquiry ascertain and prevent any Constable of their Division sleeping in the same bed or room with any other man or boy. Chief Constables Office, Chester 22nd November 1864 Acting Sergeant Samuel Chesters is awarded the Merit Badge with pay for Long and Meritorious Service. Chief Constables Office, Chester 26th November 1864 PC Bithell of Number 1 Division is specially promoted to 1st Class because of a very good capture on night duty. Chief Constables Office, Chester 30th November 1864 Superintendents will from this date send in their Weekly Pay Sheets, as soon after being signed as possible. Chief Constables Office, Chester 3rd December 1864 Sergeant McCallen of Number 5 Division will hold himself in readiness to be transferred to another Division. The Chief Constable finds that in some instances Superintendents instead of the Constables receiving from the Magistrates Clerks the Fees to enter in the Fee Books now he desires that this practice may forthwith discontinued and that the Constable alone receive the Fees and obtain signature of Clerk for same at the Petty Sessions. Chief Constables Office, Chester 7th December 1864 The following transfers will take place on the 25th Instant, Sergeant McCallen from Number 5 Division to Number 4 Division to be stationed at Nantwich. Sergeant Leah from Astbury to Middlewich. Sergeant Hone from Number 4 Division to Number 5 Division to be stationed at Astbury. Whenever Superintendents hold possession of Cottages for the police, they will invariably make the Constables sign the accompanying acknowledgement prior to occupation of same and present occupiers will also sign a similar acknowledgement. Superintendents will at once dispose of all Weights etc seized by them as Inspectors of Weights and Measure and Credit the amount received in their Quarterly Abstracts forwarding therewith a list of such articles sold, from where seized and date and in future they will act in a like manner Quarterly, but it is distinctly to be understood that before disposing of such Weight etc, that they must be broken up and rendered useless according to the Act of Parliament. Chief Constables Office, Chester 7th December 1864 Superintendents are referred to the "Justice of the Peace" of the 19th November 1864, page 745 to "Assessed Taxes Cases" wherein it is decided that a Superintendent occasionally employing a Constable to groom his horse etc, is not liable to the duty for a servant. Chief Constables Office, Chester 12th December 1864 Superintendent Rowbottom of Broxton Division is appointed to take charge and payment of Number 5 Northwich Division from the 25th Instant at the Salary of £120 per annum and £30 as Inspector of Weights and Measures, vice Blake resigned. Inspector Wilson of Number 6 Division is promoted to the rank and pay of Superintendent and will take charge and payment of Number 1 Broxton Division from the 25th Instant at a Salary of £100 and £15 as Inspector of Weights and Measures. Inspector Watson of Number 2 Division will succeed Inspector Wilson at Egremont from the 25th Instant at the salary of £90 per annum. Acting Sergeant Chesters will perform the duty of Acting Inspector at Runcorn until further orders. Chief Constables Office, Chester 23rd December 1864 The following transfers will take place on the 27th December PC Spann from Number 5 Division to Reserve Division. PC Greer is awarded the extra Special Duty Allowance of 5/- for captures made by him on the 26th ultimo during night duty. Chief Constables Office, Chester 24th December 1864 Mr William Blake is re-appointed having resigned as Superintendent on the 25th instant on probation, Inspector at Runcorn in Number 2 Division from the 26th instant.
