Chief Constables Office, Chester 30th January 1863 PC William Simmons of Number 2 Division is dismissed from the force for being drunk three times within the last two months. Chief Constables Office, Chester 26th February 1863 In as much as the Police now perform all the duties of Inspectors of Weights and Measures all charges and credits are ordered to pass through this office and therefore the whole of any Fines imposed will also be received by the Inspectors and credited. Chief Constables Office, Chester 6th March 1863 Superintendents will make such arrangements in the distribution of their men for the 10th Instant as will secure that wherever large numbers of persons are expected by Festivities to be drawn together, that there shall be an adequate strength of Constables to preserve order. Chief Constables Office, Chester 11th March 1863 The following transfers will take place on the 25th Instant, PC Gosling from Number 2 Division to Number 3 Division and PC Kay from Number 3 Division to Number 2 Division. Chief Constables Office, Chester 1st April 1863 Superintendents will send to the Chief Constable a Memo showing the opinion of the speediest manner of assembling their Divisions, say for present at London Road, Bank Top Station, Manchester, they will also point out any means by telegrams or messengers from this office by which their sections could separately effect a speedier arrival at said station. For the Chief Constable has determined thus to assemble the men so as not to allow them again to arrive in neighbourhood of reported riots in small detached bodies. Superintendents will keep open until further order such a communication with their men as will enable the Superintendents on receipt of Telegram to assemble the largest number in the shortest time, not waiting for all but making to the point of meeting as ordered by Chief Constable and Superintendents will recollect that every available man means every available man that can be spared. Superintendents where actually necessary but not otherwise will engage and pat Watchmen to perform night duty for men thus taken from their Division and these Watchmen will keep account of all duty so performed. Cutlasses will be so arranged in Divisions that no delay on that account will be caused. Chief Constables Office, Chester 9th April 1863 In consequence of the efficient and firm conduct of Sergeant Buckley of Number 7 Division during the late Riots he is promoted to the rank of Acting Inspector. Sergeant Heaton of Number 7 Division is promoted to the rank and pay of 2nd Class Sergeant at 24/- per week from the 26th ultimo in consequence of his decision and firmness in capturing 6 of the Rioters at Hyde in the presence of some thousands of persons. Acting Sergeant Thomas Hindley having completed a long and faithful Police service retires on an annuity of £25 per annum from the Superannuation Fund and the Chief Constable is glad to add with a well earned character. Chief Constables Office, Chester 13th April 1863 PC Bottoms of Number 2 Division will receive 5/- extra Special Duty Allowance for the clever Capture of a thief during night duty and a Memorandum of same has been also entered in Merit Badge Book. Chief Constables Office, Chester 17th April 1863 It must be clearly understood Tramps and Vagrants when placed in Police Cells on no account to be furnished with Beds or Bedding in as much as out of 43 Prisoners received in Knutsford House of Correction suffering from Itch, no less than 37 were Tramps and Vagrants. Superintendents when this is arranged will send detailed information of same to the Chief Constable that he may direct Sergeant Burrows from Head Quarters to attend for the purpose of drilling the men under their Superintendents. Chief Constables Office, Chester 9th May 1863 Number 1 and 3 Divisions will parade for Drill at Beeston on Saturday 16th May at 12.30 p.m. All ranks not engaged on unavoidable duty will attend. Chief Constables Office, Chester 12th May 1863 Superintendents will invariably report any repairs painting etc, which they consider necessary at any of the Police Stations in their Divisions, that the Chief Constable may inspect the same with a view to ordering an estimate for such as he may find necessary, painting always to be done in the summer. Superintendents are reminded that Coal and Oil are not allowed to the men of their Divisions as perquisites or for private use, but solely for their police duty or for public purposes. The new clothing and one cap will be taken into wear on the 15th Instant. Chief Constables Office, Chester 27th May 1863 In as much as the Court of Queen's Bench and the court of Common Pleas have decided that two distinct offences may exist under the new Act for the Prevention of Poaching, the Chief Constable desires that when Summonses are taken out under the said act, that one or both of the two following charges be conveyed by the wording of the Summons, 1st For unlawfully pursuing game on land, 2nd For having implements for catching game or game in the possession unlawfully obtained. Chief Constables Office, Chester 5th June 1863 In reference to the Memo of 20th ultimo PC Robert Smith and PC Thomas Robinson having cleverly captured the two men who had by means of gimlet committed several burglaries, the former is promoted to 1st Class from date of such capture and the latter being 1st Class will receive the reward of the extra Special Duty Allowance of 5/- for the occasion and the Chief Constable will moreover recommend them both to Court of Quarter Sessions to receive a Reward under Clause 28 of 22nd and 23rd Vict, C32. Sergeant Hulme is promoted from this date to 2nd Class Sergeant at 24/- per week. Acting Sergeant Steel because of his long, steady and Meritorious Conduct is promoted to the Merit Class with Badge and 2d per diem extra pay. By Order G. E. Oldmeadow. Wednesday 17th June Hyde Hyde 12 Noon Wednesday 17th June Stockport Stockport 3.30 p.m. Thursday 18th June Macclesfield Macclesfield 10.30 a.m. Chief Constables Office, Chester 19th June 1863 Acting Sergeant Palin of Number 1 Division is awarded the Merit Badge with pay on account of Long and Meritorious Service. PC Jesse Leah of Number 7 Division is also awarded the Merit Badge with pay on account of two successive gallant captures of determined burglars. Chief Constables Office, Chester 1st July 1863 On all future occasions of Meetings of Volunteers, where the police attend it will be understood that the duty of the latter is strictly confined to the prevention of breaches of the peace and the Protection of Property, and that it is not part of their duty to "Keep the ground" for the Volunteers as that is a first duty of all Military Forces, whether Regulars, Militia or Yeomanry. The Chief Constable much regrets that after the late Birkenhead Riots the sum of £2. 0s. 7 1/2 d was left unpaid by the Cheshire Constabulary on account of refreshments received by some of them and he has found it quite impossible to discover who were the delinquents and as every man received liberal special duty allowance in addition to his pay while attending there he is compelled to save the credit of the Constabulary to direct that a charge of 3d per man be made against every Sergeant and Constable present there, which will at once be forwarded to Superintendent Hammond. Chief Constables Office, Chester 10th July 1863 Superintendents will understand that the Chief Constable positively forbids the employment by them of any Constable in any private capacity or service by which or on account of which the police duty of such Constable is neglected or remitted. Chief Constables Office, Chester 27th July 1863 Every article of property which comes in to the possession of the police, whether belonging to Prosecutor or Prisoner will invariably entered and each article detailed in the Charge Book, and Superintendents will bear in mind that it is not necessary to confine a charge to one line, but to occupy as much space as is required. In all cases when practicable a receipt from Cheque Book, herewith sent will be invariably filled up detailing all property belonging to Prosecutors or Prisoners and when sent to Assizes, Sessions or elsewhere, the Cheques will be returned to Superintendents property signed, or if mark attached, then duly witnessed who will gum them on counterpart in Cheque Book with a reference in Red Ink to number and date of charge legibly written on them. When Prosecutor or Prisoner cannot write their mark is to be invariably witnessed by someone who can whether Constable or otherwise. All property belonging to Prisoners entered on the back of the Commitment will be taken charge of by the Constable conveying them and a receipt on one of the accompanying Forms of Cheque Book will be taken from the official receiving the same at Jail or House of Correction. A Book herewith sent is to be kept at each Head Quarter Lock Up in the County in which it will be pasted, every receipt for property of any kind received into possession of the police for which a receipt cannot be obtained on the receipt Cheque as above and this receipt will be folded, numbered in Red Ink and correspond with the Charge and pasted in said book as shown therein. The Chief Constable again positively forbids more than one prisoner being confined in the same cell, unless want of room or other urgent cause necessitates it. The Constables will always describe in their Journal whom they meet at Conference Points and where they meet, as well as putting down in Column for the purpose the hour of such meeting. Chief Constables Office, Chester 29th July 1863 The following proportions of police from each Division are ordered to be present for duty at Shotwick at the meeting of the Cheshire Rifle Association on the 5th and 6th proximo. Men to be on the ground each day at 10 a.m. in their new clothing and with clean white gloves. Chief Constables Office, Chester 31st July 1863 PC Charles Jones of Number 7 Division is forthwith dismissed from the Cheshire Constabulary with forfeiture of one weeks pay, it having been discovered that he has been dismissed from the Shropshire Constabulary, and which fact he kept concealed. Chief Constables Office, Chester 3rd August 1863 Superintendents are particularly requested to give attention to the heading "Vagrants and Tramps" in Table 3 "Depredators etc, at large" Copy of Form herewith sent. This Column is to include all Vagrants who are known to the police as professional Tramps, or as being without visible means of subsistence, or any fixed place of residence and who may sleep within your Division on the night of the first Tuesday in the Months of September next. A Return of Indictable Offences under the heading "Malicious Injuries to Property Exceeding £5" giving name and date of person apprehended or Summoned for such offence, for year ending 29th September 1863, and for the same period a similar return of cases disposed of Summarily under the heading "Larceny above Value of 5/- and on pleading guilty" also for same period any committed under the "Industrial School Act 1861". Chief Constables Office, Chester 8th August 1863 After a fair trail the Chief Constable finds that impounding Cattle etc, on the Highways interferes too much with police duties and he therefore desires the police will no longer perform the duty, but leave it to the Surveyors who under the New Act can appoint whoever pleases to accept the office. Chief Constables Office, Chester 14th August 1863 PC William Bethel Number 1 Division is promoted to 2nd Class Constable because of the good capture of a thief at night on High Road, after determined resistance. In consequence of long and continuous good service and character PC Daniel Dale of Number 5 Division is awarded the Merit Badge with pay from the 15th Instant. Chief Constables Office, Chester 17th August 1863 The Detective Inspectors will in future instead of their report as heretofore send in a weekly report stating merely any success of detection, apprehension etc. Chief Constables Office, Chester 19th August 1863 The Chief Constable finds it requisite again to draw attention to General Orders of 28th October 1862 and insist that every Superintendent keeps his Books and Returns strictly in conformity with such Orders. Chief Constables Office, Chester 22nd August 1863 In consequence of the Chief Constable having discovered that the General Orders issued by him are sometimes omitted to be read to the men, he now desires that a Certificate will be sent in at the end of every Quarter, signed by the Superintendent's stating that all Orders issued had been read to each Section in their Divisions. The Chief Constable again requests that whenever Superintendents find a man if their Division appears not likely from any cause whatever to make an efficient Constable that they will report the same with a view to replacing him by a better man. PC Richard Stanley of Number 2 Division is promoted to 2nd Class Constable from this date. Chief Constables Office, Chester 26th August 1863 PC James Potts to be Acting Sergeant in Number 6 Division, Tranmere Section. Chief Constables Office, Chester 28th August 1863 Superintendents will send forthwith to this office all Fee Books of Officers that have been filled up. A Return of all Weights etc, seized and forfeited will be sent in with the next Quarterly A/c. Chief Constables Office, Chester 2nd September 1863 The following detail of Police will attend at Birkenhead for duty at the Manchester and Liverpool Agricultural Society Meeting. Only smart and intelligent men will be sent who will report themselves to Superintendent Hammond, those ordered for duty on Monday at 10.0 a.m. and those detailed for duty from Number 1, 3 and Reserve Divisions on the other days at same hour. Chief Constables Office, Chester 7th September 1863 The County Constabulary attending the Agricultural Show at Birkenhead will report and place themselves under the orders of Major Beswick, Head Constable of Birkenhead and will be visited occasionally by Superintendent Hammond. Detective Inspector Egerton will be present on Wednesday and Thursday. Chief Constables Office, Chester 26th September 1863 Superintendents are referred to General Order of 1st April 1863 and without taking men from their Districts, will make preparatory arrangements accordingly. Any Frogs that are wanted for Cutlasses will be at once obtained by Superintendents. Chief Constables Office, Chester 29th September 1863 PC Fenna of Number 6 Division is dismissed forthwith for drunkenness and other misconduct. Chief Constables Office, Chester 12th October 1863 In as much as large gangs of Poachers, composed of convicted felons and others have of late from Warrington and Macclesfield carried on in this County their nocturnal outrages against the law in a most defiant manner, and in open possession of dangerous weapons of offence, Superintendents will take steps to obtain such information as may lead to these gangs being met searched and if necessary captured. Superintendents will however be particularly cautious that for such purposes they have ready from their own or other Divisions a force sufficiently strong to overpower resistance and therefore prevent conflict. Gamp Keepers of neighbourhood will always be warned to be ready on such occasions. Superintendents will further recollect that great judgement and discretion must be exercised by them in this duty and that the police under them must act only in the strictest conformity to the law as laid down in the "Poaching Prevention Act 1862". Chief Constables Office, Chester 13th October 1863 PC John Davies of Number 9 Division to be 2nd Class from this date. Chief Constables Office, Chester 16th September 1863 The Chief Constable regrets that the state of Mr Holliday's health does not improve, and in consequence he has sick leave of absence until further orders from the 1st November next and pending such leave, Superintendent Smith of Number 1 Division will take charge and payment of Number 9 Division and Inspector Rowbottom from Number 6 Division will take charge and payment of Number 1 Division from same date. Superintendent Holliday will discontinue drawing the Horse allowance from 1st November next, which will be paid over to Superintendent Smith, and the Horse allowance as required in Number 1 Division will be paid to Inspector Rowbottom for cost of conveyance on duty in that Division. Mr Smith and Mr Rowbottom will report themselves generally to the Magistrates as thus appointed. Any balance in the Accounts of either Division will be paid over to or by Superintendent Smith and Inspector Rowbottom, and they will furnish to this office an Abstract showing the Account and that this has been done. Chief Constables Office, Chester 21st October 1863 Detective Inspector Britnor will prepare to remove to Sale to be there stationed as nearer to Manchester and will be careful not to be considered as an officer of the Railway, rather than of the Constabulary. Chief Constables Office, Chester 23rd October 1863 The Chief Constable finds it necessary to remove the Constabulary that at Assizes and Sessions but at the latter more particularly every officer present is as far as the cases for which they attend will allow to be made available for the preservation of order and keeping all avenues etc, clear as required. Chief Constables Office, Chester 24th October 1863 Superintendents will by return of post send to the Chief Constable a Certificate that no money or effects taken from Felons during 1862 have been retained by the police, or if otherwise they will send description of and reasons why such money or effects have been retained. Chief Constables Office, Chester 9th November 1863 Sergeant Dale of Number 9 Division to be 1st Class at 25/- per week from the 1st Instant. Chief Constables Office, Chester 12th November 1863 Sergeant Dale having taken charge and payment of Number 9 Division during the lengthened illness of the late Superintendent is in consequence of his ability and attention in the performance of those duties promoted to 1st Class Sergeant from the 1st Instant. Superintendent Smith will take permanent charge and payment of Number 9 Division from the 1st December next inclusive and Inspector Rowbottom is promoted to the rank and pay of Superintendent of the Broxton Division from 1st December next. Superintendent Smith will draw pay from Number 1 Division and Ins Rowbottom from Number 6 Division to the 30th Instant Inclusive. Chief Constables Office, Chester 14th November 1863 Sergeant Wilson of Number 4 Division is promoted to the rank of and pay of Inspector in Number 6 Division to be stationed at Wallasey from 1st proximo. Sergeant Wood of Number 4 Division will be transferred to Crewe with the rank of Acting Inspector from 1st proximo. Superintendents will send in the names of any men they consider fit for the appointment of Sergeant. Chief Constables Office, Chester 14th November 1863 Superintendents will take steps to ascertain if any convicts residing in their Divisions on Ticket of Leave render themselves liable to have their License revoked 1st In Case of Misconduct 2nd In case of the holder of it being convicted of any new offence unless the punishment for that offence extends beyond the term of his former sentence. But it is not necessary the holder should be convicted of any new offence. If he associates with notoriously bad characters and leads an idle and dissolute life with no visible means of obtaining an honest livelihood he will be liable to be recommitted to prison under his original sentence. 3rd If his Licence be revoked he may have to undergo the whole remaining portion of his original sentence. And in all such cases Superintendents will communicate to the Chief Constable full particulars that may secure that such License is revoked, care must be taken not to interfere or in any way injure the prospects of a Ticket of Leave Man or others who honestly Labour. Chief Constables Office, Chester 1st December 1863 Acting Sergeant Hone of Number 6 Division is promoted to the rank and pay of Sergeant from this date at 22/- per week and will be stationed at Nantwich in Number 4 Division. Chief Constables Office, Chester 5th December 1863 The Chief Constable finds it necessary again to remind all ranks of the police that, on any important occurrence arising in their District, immediate information of same is to be sent direct to the Chief Constable as a well as to the Superintendent of their Division the same rule will apply to all damage by storm or otherwise done to police stations requiring immediate repair. Chief Constables Office, Chester 15th December 1863 Acting Sergeant Hayes of Number 3 Division is awarded the Merit Badge with pay of 2d per diem from this date, for long continuous good and energetic police service. Chief Constables Office, 22nd December 1863 In consequence of the humane and gallant exertions made by PC Murray of Number 6 Division to save life during the severe storm of the 3rd Instant, he is promoted to 2nd Class Constable from the 26th Instant. Martin of Number 6 Division will receive 5/- extra Special Duty Allowance for the apprehension of 3 Tramps for Burglary and his name is further entered into the Book of claims for the Badge of Merit.
