Chief Constable's Office, Chester 10th January 1862 Superintendents will send to this office as soon as possible a Return according to the enclosed form of all attacks made by Poachers on Keepers, detailing the same whether such attacks resulted in the discovery of the parties concerned or not. The Chief Constable requests Superintendents will take special care that every enquiry is made of Keepers to ascertain the above and to omit no strong case. Also a Return according to the enclosed Form of all assaults on the Police when apprehending offenders at night for felonies and other offences or when searching or endeavouring to search suspects parties at night whether such assaults resulted in the discovery of the parties concerned or not. Chief Constable's Office, Chester 17th January 1862 In reference to General Order of the 23rd October 1861, the Chief Constable wishes it to be understood that the List of Former Convictions will always be ready at each Petty Sessions for inspection in case the Magistrates should desire it. Chief Constable's Office, Chester 22nd January 1862 If any charge is returned to this office for Coal, without a note in red ink at foot of same stating date, quantity and cost of last supply, the charge will be disallowed. Chief Constable's Office, Chester 22nd January 1862 The Detective Inspectors will on all occasions when necessary communicate direct with Head Quarters, they will also act on their own experience at once as to determining what steps are necessary in cases of Felony etc, reporting afterwards to their Superintendent what they have done. Chief Constable's Office, Chester 4th February 1862 PC Thomas Carson is promoted to the rank and pay of a 2nd Class Constable and will as soon as possible be transferred to Weston Point to be there stationed as a supernumerary and Constable for duty on the River Weaver. PC Eyes from Reserve will replace PC Carson at Broadheath on the 6th Instant. Chief Constable's Office, Chester 13th February 1862 Superintendents will take the usual steps to have their clothing properly fitted with as little delay as possible, that the Chief Constable may inspect it prior to the arrival of Colonel Woodford. It will not however be taken into use until order is given for same. Superintendents will also at once complete to date the Index of all their Books and be careful that the Property of all Prisoners is duly signed for with proper Witnesses in the books kept for that occasion. Chief Constable's Office, Chester 24th February 1862 The Chief Constable regrets to find that in direct variance with his orders a Superintendent has allowed the old system of money-making out of Prisoners to be again introduced by charging a fee of 1/- as a Lock-Up Fee, instead of the proper charge of 3d per meal only, he desires that such a practice shall be forthwith discontinued. This practice amongst other abuses encourages the unnecessary locking up of drunken men. Chief Constable's Office, Chester 6th March 1862 The Chief Constable as a rule desires that in future it be understood that only one half of the cells be provided with bedding and further that drunken persons of either sex are not to be supplied with bedding while in such state. Chief Constable's Office, Chester 10th March 1862 PC John Langton is dismissed from the Cheshire Constabulary because of his concealment of having served in the Manchester Police and from which it has been discovered he was also dismissed. Chief Constable's Office, Chester 14th March 1862 On and after the 1st May next Superintendents will remit to the Chief Constables Office Monthly Returns of all Inquests held in their Divisions on a Form as enclosed for preceding month. And on and after the 1st April next duplicates of Inquests will only be remitted to this office in cases of an extraordinary nature or where the verdict implies a Culpable or Criminal Act, or when the circumstances are somewhat unusual or in the opinion of the Superintendent such as the Chief Constable ought to be informed of and the Chief Constable request that Superintendents will be most particular in not omitting to supply a duplicate in such case Chief Constable's Office, Chester 18th March 1862 Superintendents will send in an immediate Return of any Police Station not supplied with a Lock-Up Book, that the same may be forthwith supplied from this office. Chief Constable's Office, Chester 25thApril 1862 The new clothing and one cap will be taken into wear on the 15th proximo. The usual extra precautions will be observed of watching roads and Railway Stations leading to and from Chester from Saturday before the Races until the Monday following. Inspector Egerton and Britnor will give especial attention to this duty in their neighbourhood and will be present at Chester on Wednesday the Cup Day. Chief Constable's Office, Chester 3rd May 1862 When the line of Railway is open from Altrincham to Knutsford, all prisoners from Birkenhead, Warrington and Lymm will be conveyed by that route. Chief Constable's Office, Chester 23rd July 1862 PC Eastwood of Number 4 Division is transferred to Number 7 Division and PC Foster from Number 7 Division to Number 4 Division. PC Eastwood will be transferred at his own expense. PC Eyes of Number 2 Division is promoted to 2nd Class Constable for the capture during night duty of a notorious fowl stealer. The above transfers will be on such dates as Superintendents may arrange. Chief Constable's Office, Chester 28th July 1862 The following proportion of Police from each Division are ordered to be present for duty at Shotwick at the meeting of the Cheshire Rifle Association on the 6th and 7th proximo, men to be on the ground each day at 10.00 a.m. in their new clothing and with clean white gloves. Chief Constable's Office, Chester 12th August 1862 In future whenever the Police attend Local Volunteers or Agricultural Meetings 2/6d per and instead of 5/-, with expenses of conveyance will be charged. Chief Constable's Office, Chester 13th August 1862 The Chief Constable has pleasure in informing the Cheshire Constabulary that Colonel King has, on the part of the Volunteers, expressed great satisfaction at the manner in which the Constabulary gave their assistance and preserved order at the late Rifle Meeting at Shotwick. Accounts for ordinary Special Duty allowance with any other expenses incurred will be forwarded to this office forthwith and the Chief Constable thinks it necessary to explain to some Superintendents that "Forthwith" does not mean at their convenience only. Chief Constable's Office, Chester 16th August 1862 PC Hulme of Number 2 Division is promoted Sergeant at 22/- per week, vice Morris resigned and will be transferred to Number 5 Division to duty at Middlewich. Sergeant Dale is transferred to Number 9 Division, vice Morris transferred to Number 5 Division to be stationed at Witton, vice PC Buxton resigned and PC Woodhead from Reserve to Number 2 Division, vice Hulme promoted. The above to take effect from the 20th Instant. The Chief Constable has much pleasure in notifying that PC Warwick of Number 6 Division has by his acts of Meritorious Conduct on duty, succeeded in obtaining the Badge of Merit with the increase of 2d per diem from this date. Chief Constable's Office, Chester 18th August 1862 The Chief Constable of Lancashire has begged to convey to the Chief Constable the sense entertained by the Lancashire Constabulary of the kind feeling that dictated their subscription for the Widow and Children of the late PC Jump of that force. Chief Constable's Office, Chester 20th August 1862 Superintendents will study the enclosed Act in reference to which the Chief Constable will shortly issue printed orders as a guide to each Constable. Chief Constable's Office, Chester 26th August 1862 The following transfers took place on the 15th ultimo, PC Davies from Number 7 Division to Number 9 Division, PC Radcliffe from Number 9 Division to Number 7 Division. On the 5th ultimo PC Chadwick was appointed Acting Sergeant Number 7 Division. Chief Constable's Office, Chester 29th August 1862 Superintendents will immediately distribute the enclosed orders to the men of their Divisions with a caution as to their careful and steady observance of the same. (Act of Preventing Poaching). Chief Constable's Office, Chester 2nd September 1862 A return will forthwith be sent in by Divisions of all Burglaries or attempted Burglaries since 1st January 1862, with value of property reported to have been stolen also a separate Return of all convictions in above cases with value of property recovered. The Chief Constable desires Superintendents will at once take steps to stop the number of Burglaries and attempts at Burglaries by making a complete change in the manner of working their Divisions at night by plain clothes and otherwise and the Chief Constable further desires that the duty performed at night by Sergeants of Sections with hours of visiting their men, will be sent weekly to this office until further notice. No legitimate expense necessary for success in immediate pursuit or in after detection should be spared. Chief Constable's Office, Chester 3rd September 1862 In forwarding the enclosed for circulation amongst the Police the Chief Constable trusts that every officer will be most vigilant in taking notice of any children likely to answer the description. Chief Constable's Office, Chester 3rd September 1862 PC Bridgehouse of Number 7 Division having evinced great forbearance in a severe contest with drunken men and having on a former occasion captured after a long chase two Burglars returned Convicts, who were again sentenced to Penal Servitude and in consequence also of his good character during nearly 5 years service is awarded the Badge of Merit with 2d per diem additional pay. Chief Constable's Office, Chester 4th September 1862 In reference to Rules respecting the New Poaching Act, the Chief Constable desires that Superintendents will report each case in order to give the Chief Constable time to present and will also on conviction as far as in their power suggest the destruction of all nets and other Poaching implements, except guns. Superintendents will also after each case send to this office a correct list of everything seized and how disposed of. Game will be offered to a local dealer in such articles in the first instance where practicable and not in private individuals. All other articles forfeited by order of the Magistrates will be sent to this office for ultimate disposal. When the Police find Game in the possession of parties supposed to be illegally obtained they will at time of finding it at once question them as to where they obtained it, how, when etc, that they may be able to disprove any false statement. Chief Constable's Office, Chester 15th September 1862 In reference to General Order of the 4th Instant the following under the new Act is considered Game, Any one or more Hares, Pheasants, Partridges, Eggs of Pheasants and Partridges, Woodcocks, Snipes, Rabbits, Grouse or Moor Game. Each party searched must be suspected not only of returning from poaching but also of having Game or Poaching implements in his possession, a part of a gun being considered an implement. Any person carrying Game for Poachers may be summonsed as an accessory after the fact and the Game seized. Chief Constable's Office, Chester 4th October 1862 Superintendents will take an early opportunity of visiting Chester for takeover of all Weights and Measures, which will belong to their several Divisions and which are now ready for them at the Castle. Superintendents will arrive early at Chester so as to give time for comparing the above with those kept in the Castle specially for adjusting same. Superintendent Oldmeadow will give any further information on the subject. Superintendents will attend at Knutsford on Monday the 13th Instant at 12 noon to be sworn into office. Superintendents will be guided by the following instructions in carrying out the above duties and will make themselves thoroughly acquainted with the Acts relating thereto. Books No1 Register of Visits- This book will be made up quarterly from the Superintendents Journal and not filled up as visits made. No2 Stamping Book- This to contain a copy of all entries in Cheque Book (see No4) Fees to be credited to CountyRate. No3 Adjusting Book- To contain name and amount of Cheque issued for adjusting only Fees to be credited to Police Rate. No4 Counterpart to be given to party whose Weights and Measures are stamped. No5 Counterpart to be given to party whose weights and Measures are inspected. A Quarterly Return of Prisoners proceeded against according to Form will be sent to this office, also an inventory of all articles seized and forfeited, that they may be disposed of according to Act of Parliament. A Quarterly Abstract as per Form will also be furnished in A/C with County Treasurer. The above named Books and Forms will be kept as a distinct and separate A/C from Police Expenditure. An officer of each Division will be appointed by the Chief Constable to assist the Superintendent in this duty, who will be allowed 3/6d per week whilst so employed, but Superintendents are reminded that such officer is only an assistant and must not be allowed to perform the duty of comparing Weights and Measure except under the personal supervision of the Inspector. Chief Constable's Office, Chester 11th October 1862 In future all Nets seized will be measured as soon as convenient and the size of them forwarded to this office in reporting the case. Chief Constable's Office, Chester 28th October 1862 The Chief Constable desires Superintendents will give him the earliest possible notice of any probable disturbance in their Divisions, such as is termed Garabaldian or otherwise that an overpowering force may be quietly assembled to prevent or quell it. PC Edgar from Reserve to Number 3 Division, PC Wilcock resigned. Chief Constable's Office, Chester 28th October 1862 The Chief Constable directs that for the future the Books and Forms hereafter mentioned will be kept according to the following rules in order to establish a more uniform system in carrying on the duties of the various Divisions and to ensure greater regularity the Chief Constable will hold Superintendents responsible that these rules are strictly adhered to. This order does not preclude Superintendents from keeping any Book in addition to those named, if necessary from the peculiarity of his Division. Charge Book Every Column to be carefully filled as concisely as the nature of the information required will admit, particular attention being given to the Column "Property found on Prisoner or elsewhere" the ultimate disposal of which must always be clearly shown, and in Column "How disposed of by Magistrates" the final result must be given. Supposing the prisoner is fined, ordered to pay costs, remanded, bailed for sureties or in default to be committed to Jail, it must be stated which sentence was carried out, if committed for trial result of same to be entered in 'Red Ink' and in like manner with all decisions of Magistrates and the following alterations will be made in the heading of that part of the book now given to Penalty Costs, amount received and character of Prisoner, one column being sufficient for the latter purpose. The money and other Columns to be filled up as directed for Charge Book, if cases are settled or arranged by advice of Magistrates to be entered "No appearance" in Column "Disposal" Index directed as for Charge Book. Order Book To contain copies of all orders issued by the Chief Constable. Information Book To contain only such Felonies and Misdemeanours as occur in the Division, and if discovered to be so stated in margin in 'Red Ink' and with a reference to number and date in Charge or Summons Book. Occurrence Book To contain all other Divisional Information and Occurrences. Foreign Occurrence and Information Book. All printed Bills and Information's from other Divisions and Counties to be entered in this Book and if discovered by any officer of the Division a "Memo" to that effect will be recorded in Index. Misconduct Book. Two pages to be given to each man but name not to be entered until reported for misconduct and then not until after the decision of the Chief Constable. Index to give name and date of offence. Innkeepers and Beer Sellers Book Two pages to be given to each house name of occupant not to be entered until complained of. Index to have reference to the "Sign" not to the name of the occupier. Lock-Up Book In Column "Date and Hour when received" the exact time of the Prisoners being received into the custody of the Lock-Up Keeper will be entered, not the date and hour of the apprehension and in Column "Date and hour when discharged" the exact time of such discharge before Magistrates to be entered, or if committed to Jail the time of the Prisoners delivery into Jail to be given, the Lock-Up Keeper providing subsistence for the day such prisoners is conveyed to Jail. The number of meals as allowed by the County is 3 each day, must correspond with the number of hours in custody and in Column "Charge for maintenance to prisoners not chargeable to County" will be entered all maintenance charged for, whether to the prisoner or not and when charged to the prisoner the letter 'P' will be entered, the other charges being against Overseers, Relieving Officers etc. In Column "Cash and other property found in prisoner's possession" will be added the word "Elsewhere" and the property entered therein will agree with that entered in Column for same purpose in Charge Book. In Column "Cash and other property retained" , the ultimate disposal must always be clearly stated and if kept for trial and afterwards delivered up to prosecutor or otherwise, it will be so stated, officers invariably taking care to obtain a receipt for same, which will be kept by the Superintendents of the Division ready to be produced when required. In Column "Prisoners receipt for their property" the Lock-Up Keeper will always endeavour to have a witness present when such property id given up, particularly when the prisoner cannot himself write. In Column "Magistrates by whom Prisoner Committed" the decision of the Magistrate to be entered and if Committed for trial, a note of result of same to be entered in red ink. Superintendents Journal To contain a daily report of duty performed giving hour of leaving and returning to Station names of officers visited and hour of same and a note of all occurrences likely to be of use for future reference to be made, whenever the Chief Constable visits a Division this Book is produced. In foregoing Books will be produced at the Annual Inspection by the Government Inspector. Contingent Accounts Book To contain a copy in detail of the monthly A/c sent to Head Quarters and at the end of each quarter a copy of the Abstract in A/c with County Treasurer but the latter will not be entered until after such A/c is allowed by Sessions, which will be notified to Superintendents from this office. On no account are erasures to be made in any Book or Form, should alterations be required they will be entered in red ink. Copies of all Bills charged to Divisions, Relieving Officers and Maintenance, Conveyance or otherwise will be sent to this office. Chief Constable's Office, Chester 6th November 1862 In reference to General Order of the 4th September last Superintendents will invariably send to this office, instead of the Nets etc, a Certificate of the destruction of same and by what means destroyed. Chief Constable's Office, Chester 11th November 1862 PC Greenacre and PC J.S.Martin of Number 6 Division are promoted to 2nd Class Constables from the 15th Instant. Sergeant Hilton of Number 3 Division is promoted to 1st Class Sergeant at 25/- per week from this date. Chief Constable's Office, Chester 27th November 1862 Whenever an assault is committed on the police, in the execution of their duties in searching parties or otherwise under the "Poaching Prevention Act" such assaults will be invariably treated as separate and additional offence to that of Poaching and proceeding taken under the County Police Acts. The Office of the Chief Constable is removed a few doors off to the other side of the Canal in line of same Street and in future, letters will be addressed to 1 Egerton Street, Chester. Superintendents will send in the names of such men as they wish to recommend as assistants to their duties of Inspector of Weights and Measures.
