Chief Constables Office, Chester 10th January 1860 In consequence of the numerous Robberies that have lately occurred in the Wirral Division and which still remain undetected. The Chief Constable directs that for the present the arrangements now in force for conducting the duties be suspended and the following carried out 1st That day duty alone be performed in uniform and one hour less than at present. 2nd That all officers on night duty be in plain clothes, working their districts as circumstances may dictate. 3rd That the hours of night duty be increased one hour. 4th That Conference Points be for the present discontinued. 5th That Sergeants perform the same duties as other officers. 6th That Superintendent Smith and Inspector Hammond do visit different parts of the Division each night. 7th That no Conference on the roads take place between any officer without absolute necessity and then as quickly and cautiously as possible and that all duty be performed on the same manner. 8th That officers carry their lamps sp that the light is not seen. 9th That in the event of a Robbery occurring the officer on the beat do at once use his utmost exertions to discover the offenders and recover any property stolen, giving information as speedily as possible to his Superintendent and all officers he may meet with but, he will not leave his district for that purpose alone but pursue his enquiries. 10th That all suspicious parties met will be searched. The Chief Constable trusts that if the above orders be carried that a check will be placed upon the numerous robberies at present committed and probably lead to some detections but he reminds all officers that although the usual supervision of their duties is for the time suspended he expects they will perform them with equal regularity and should any officer be found acting otherwise he may expect to be forthwith dismissed. As each officer will be held under these orders responsible for the property in his own district should a robbery occur the Chief Constable will consider whether the officer should not be heavily fined for not being more on the alert? This order will at once be carried out and be read to all officers of the Division. By Order G. E. Oldmeadow Chief Clerk. Chief Constables Office, Chester 20th January 1860 Superintendent Smith will send to the Chief Constables office forthwith copies of all orders issued by him in respect to Drunkenness or Drunken men. Chief Constables Office, Chester 23rd January 1860 Superintendent Smith will forward to this office, copies of all Divisional Orders issued by him and any verbal Divisional Orders issued by him are hereby cancelled. The Chief Constable forbids any Superintendent issuing verbal Divisional Orders and in future a copy of Divisional Orders will be forwarded to this office. In the event of any Parish Constable warning the Coroner the officer for the district will notwithstanding obtain all particulars and fill in the usual form which will be forwarded to this office. Chief Constables Office, Chester 24th January 1860 The Court of Quarter Sessions having referred to the Chief Constable the issuing of such orders to the police as he may consider necessary in order to secure full information to the Coroner to enable the latter to form a decision as to the necessity of Inquest, order as follows 1st The attention of the police is strictly enjoining to a careful consideration of the following opinion of Lord Chief Justice Denman with a view to its being a guide to them in their important duty. Lord Denman in delivering the decision of the Court said "The merit fact of a body lying dead did not give the Coroner jurisdiction, nor even the circumstances that the death was sudden, there ought to be a reasonable suspicion that the party came to his death by violent or unnatural means. 2nd The Chief Constable directs that the police after a careful investigation into all particulars as to the cause of death shall inform the Coroner whenever a reasonable ground of suspicion exists that the death was caused by violent or unnatural means, either by the act of the deceased or by Criminal Conduct Act or negligence of another. 3rd If rumours of a suspicious nature shall arise after a body is interred it will be the duty of the Constable to report the same immediately in order that proper enquiry may be made and if such rumour have any reasonable foundation information must in that case be given to the Coroner. 4th All cases of Suicide or Suspected Suicide should immediately reported to the Coroner as if the enquiry result in a verdict of filo de se, the law requiring certain ulterior proceedings relating to the internment of the body and forfeiture of goods of the felon. 5th The police will give most especial attention to all Sudden Deaths of Infant as Infanticide is suspected to be strongly on the increase. 6th In all cases of bodies being found dead from unknown causes whether by drowning or otherwise, notice will also be at once forwarded to the Coroner. 7th Constables must bear in mind that they are responsible in all cases for giving correct information of facts and the existence of rumours, and it is expected that they will exercise the utmost vigilance and intelligence so as to facilitate the Coroner in deciding whether he may consider it necessary to hold an Inquest or not. Chief Constables Office, Chester 28th January 1860 Superintendent Smith will send at an early period for the information of the Chief Constable a full explanation and defence in respect to the censure thrown at him by the verdict of the Coroner's Inquest. Superintendent Smith will send in writing to the Chief Constable the exact Orders and Instructions which he issued to the Bridewell Keeper in respect of the admission and booking of drunken men. Chief Constables Office, Chester 28th January 1860 The Bridewell Keeper will also state in writing what Orders he received from Superintendent Smith relative to the admission and booking of drunken men. Chief Constables Office, Chester 2nd February 1860 Superintendents will see that a fair proportion of coal and gas is always charged to Magistrates Rooms against County Rate. Superintendents will in future credit or charge in monthly estimates in "account current" after close of each quarter, the balance due from or to them as shown in the quarterly abstract with County Treasurer. Chief Constables Office, Chester 3rd February 1860 The Superintendents will hold in readiness the following strength and take such steps as will ensure their arrival at Birkenhead at 10 a.m. at the Town Hall on Monday 6th Instant, men must be selected for experience and physical strength. Cutlasses will be brought with the men, but carefully packed up and kept out of sight and on arrival placed in the Bridewell. Armlets will be worn under coats, as a rescue of prisoners is expected staffs and snaps to be ready Division Supt. Ins. Sgt's PC's 1 1 4 2 1 2 18 3 1 4 4 1 9 5 1 2 6 6 1 1 3 16 7 DCC 1 2 14 8 1 3 9 2 5 10 1 6 Chief Constables Office, Chester 1st February 1860 After a careful and patient and searching investigation the Chief Constable regrets to find that Superintendent Smith of the Wirral Division has without authority issued verbal Divisional Orders and Instructions on an important subject and which instructions conveyed an enormous impression contravening the General Orders of the Chief Constable and further that on the 12th December 1859 Superintendent Smith reprimanded an officer of his Division for taking to the Birkenhead Bridewell a man helplessly and insensibly drunk, and so again contravened the General Orders of the Chief Constable and induced his officers to neglect another man helplessly drunk who in that state died of "Apoplexy" and which has brought on the Superintendent a severe censure and on the police of the County an unmerited reflection. The Chief Constable therefore reprimands Superintendent Smith and in consequence of certain of the Magistrates of Wirral Division having recommended the removal of Superintendent Smith from the District the Chief Constable feels that a ready acquiescence is due and Superintendent Smith will therefore be transferred from the Wirral Division at the expiration of the present quarter. Chief Constables Office, Chester 4th February 1860 In reference to General Orders of the 3rd Instant Superintendents will take care that the strength detailed arriving at Birkenhead not later than the hour named on Monday and particular attention is to be observed that no quieter parade of the County Officers is made than can be avoided they are at once to go to the Bridewell and remain there out of sight. Chief Constables Office, Chester 8th February 1860 The Chief Constable finds it absolutely necessary to remind certain restless men in the force who are ever seeking for change their occupation upon the occurrence of any vacancy elsewhere, they must consider themselves entitled to the same claim to promotion as those who steadily adhere to their duties with a view to their advancement only in the Police Service and further the Chief Constable will in future consider the propriety of directing the resignation of such men to be sent in prior to sanctioning an application of that nature. Whenever men are ordered from their Divisions as upon the late occasion at Birkenhead, Superintendents will see that they invariably take their Great Coats. Chief Constables Office, Chester 13th February 1860 Sergeant Cooper of Number 7 Division is promoted 2nd Class Sergeant at 24/- per week from the 15th Instant. In future when any notorious or otherwise remarkable offender is made a prisoner in Divisions, 3 copies of photographic likeness will be taken of him on thin paper on first opportunity one copy to be kept at Division, the other two to be forwarded to this office. Chief Constables Office, Chester 15th February 1860 Superintendent McDermott will relieve Superintendent Smith from charge of the Wirral Division on the 26th March next and Superintendent Smith from that date will take charge of Broxton Division. The Accounts of both Divisions will be closed to the 25th March next inclusive and balances settled, certificate to that effect being sent by both Superintendents to this office. Chief Constable Office, Chester 16th February 1860 Superintendents will parade their men for being measured for new clothing by Messrs Dolans Foreman at the following places, dates and hours Tuesday 21st February, Hyde 9 a.m. Stockport 2 p.m. Macclesfield 6 p.m. Wednesday 22nd February Nantwich 9 a.m. Middlewich 2. 30 p.m. Superintendent Blake will meet the Tailor at Sandbach Station at 1. 28 p.m. and drive him to Middlewich, where Superintendent Gwynne will meet him and drive from there to the Abbey Arms at 5 p.m. Thursday 23rd February Tattenhall New Station at 9. 30 a.m. Reserve at Chester at 12 noon, Birkenhead 3 p.m. Friday 24th February Lymm at 11 a.m. Chief Constables Office, Chester 17th February 1860 PC John Martin Reserve Division a young recruit having evinced great intelligence and secretion while on duty in searching a man at 4 o'clock in the morning and making him a prisoner on discovering a quantity of stolen lead on him, is as an encouragement to others from the 18th Instant he is promoted to 2nd Class Constable and his companion PC William Whiston will receive the extra Special Duty Allowance of 5/- for the same occasion. Chief Constables Office, Chester 21st February 1860 PC Enoch Britnor of the Manchester Police having joined the Cheshire Constabulary by the permission of Captain Palin as a Detective is appointed 1st Class Constable with the rank of Acting Sergeant from the 8th Instant. Chief Constables Office, Chester 17th February 1860 In consequence of the increase of the force in some Divisions the number of officers will be as follows and Superintendents will see that this arrangement is carried out at once. For the better working of Number 7 Hyde Division and of the Mottram Section in particular Sergeant Beard will from this date cease to hold the rank of Acting Sergeant. Chief Constables Office, Chester 2nd March 1860 In reference to General Order of the 2nd ultimo Superintendents will in future send in their monthly estimates in duplicate and also see that they arrive at this office punctually on the 25th of each month. Chief Constables Office, Chester 3rd March 1860 PC Beardsworth of Number 2 Division is appointed Acting Sergeant in the Altrincham Section from this date. Chief Constables Office, Chester 8th March 1860 Superintendents are expected to be prepared at all times to state the respective merits of those serving under them and this Chief Constable is therefore surprised that 8 days have elapsed since the issue of his Order to send in names recommended for promotion and yet no return has been received from Superintendent Smith. Chief Constables Office, Chester 12th March 1860 Superintendent Smith will visit personally the jail where James Brown is at present confined in order to identify him, and will ascertain all particulars of his capture reporting the same to the Chief Constable that steps may be taken through the public press to remove the disgrace thrown on the police by the neglect which enabled him to escape. Chief Constables Office, Chester 13th April 1860 Superintendents will at once communicate any reliable information of the forthcoming "Prize Fight" to the Superintendents of adjoining Counties in addition to as before ordered and on receiving reliable information from Superintendents of other near Counties they will approach the same with any available number of their men. Chief Constables Office, Chester 14th April 1860 Acting Sergeant Shenton is appointed Sergeant in Number 8 Division from the 2nd Instant at 22/- per week and will take charge of the station and section of Bollington from and after the 19th Instant. Chief Constables Office, Chester 15th April 1860 Sergeant Burrows and 2 Constables of the Reserve Division will proceed this night with Sergeant Wood to Crewe placing themselves there under orders of Superintendent Laxton. If Superintendent Laxton telegraphs I will send men as required tomorrow morning. Chief Constables Office, Chester 16th April 1860 1st Class PC Gibson in Number 3 Division is promoted Acting Sergeant and will take charge of Tarporley Section and Lockups from the 19th Instant. Sergeant Hilton of Number 3 Division will receive the extra Special Duty Allowance of 10/- for his clever apprehension of one of the notorious begging letter imposters. Chief Constables Office, Chester 19th April 1860 In future when property in possession of Prisoners Committed to Knutsford is by wish of the Prisoners given up to their relatives or friends an entry of such delivery will be made on the back of commitment form. Chief Constables Office, Chester 20th April 1860 PC Conway, a gallant Soldier who was engaged at the battle of "Alma" and "Inkerman" was present at the capture of the Cemetery and final fall of Sebastopol and who afterwards joined the Cheshire Constabulary as a Police Constable with the character of being "one of the bravest soldiers seen by his Colonel under fire", has suddenly prostrated by permanent sickness and rendered unfit for police duty and as his very short service in the latter does not entitle him to Superannuation or Gratuity the Chief Constable is announcing that Superintendents should endeavour to obtain employment for this deserving man, as a light day porter, or in any capacity of trust without heavy or night work and the Chief Constable for that purpose will recommend him by this order, as a sober and trustworthy man, having a wife and two young twin children, and as he will be discharged from the force on the 1st proximo perhaps some member of the force might wish to raise a small subscription for him which object the Chief Constable will be glad to encourage. Chief Constables Office, Chester 23th April 1860 Superintendents are directed to take every precaution to have their main roads in their Divisions carefully and constantly patrolled from the present time until the Tuesday following the termination of Chester Races, extra vigilance being required to meet the inroad into the County of Vagabonds and bad characters attending such meetings. Sergeant Britnor will attend at Chester during the Race Week receiving further orders from this office. Chief Constables Office, Chester 30th April 1860 The following Order by the Court of Quarter Sessions are published for the information and guidance of the police " Ordered that in future the County Police be directed to take upon themselves the duty of Summoning the Coroner and Jury in all Inquests and that in future the allowance to Township Constables for such duties will be discontinued. Order that the following alterations be made in the allowance to Constables as to Coroners Inquests. For giving notice to the Coroner and to obtain Summonses for holding an Inquest per mile one way 4d instead of 6d. For delivering the Coroners Summonses to the Constables of three adjoining Townships 1/6d instead of 2/6d. For Summoning non-resident Witnesses per mile one way 4d instead of 6d". Chief Constables Office, Chester 3rd May 1860 The General Order of the 10th January last is suspended from this date and Number 6 Division will continue the system of Conference as carried out throughout the County. Chief Constables Office, Chester 4th May 1860 Superintendents will send to this office the names of 1 man in every 10 of their Divisions whom they consider best qualified to perform the duties of Acting Sergeant. PC William Egerton is appointed Acting Sergeant in Number 6 Division from this date. By Order G. E. Oldmeadow. Chief Clerk. Chief Constables Office, Chester 5th May 1860 All officers of the Cheshire Constabulary who obtain leave of absence will be placed under the following stoppages. If for a period of not more than 3 days - Nil. If beyond 3 days and not more than a week - 8d per day. If for more than a week then one half of the pay while so absent. When the quarterly pay lists are sent to Headquarters, should a Constable have left the force prior to the termination of the quarter then Superintendents will attach to the pay list the receipt of the Constable for the broken period. Chief Constables Office, Chester 7th May 1860 PC Egerton of Number 6 Division is appointed 1st Class Constable from the 4th Instant. PC Dale is transferred from the 9th Instant from Number 3 to Number 6 Division and will be stationed in the new County Building at Birkenhead. Chief Constables Office, Chester 24th May 1860 The Chief Constable has observed that in some Courts of Petty Sessions Police Constables instead of looking towards the people attending such Courts turn themselves from them and give their whole attention to the evidence and case and thus proper order in Court is and must be neglected and the Chief Constable desires therefore that Superintendents will take steps to remedy this. Chief Constables Office, Chester 26th May 1860 PC William Heaton of Number 7 Division is promoted to the rank and pay of Sergeant at 22/- per week from the 15th Instant Sergeant John Lawton of Number 9 Division is promoted to 3rd Class Sergeant at 23/- per week from the 6th Instant. Chief Constables Office, Chester 28th May 1860 PC Robert Duff of Number 7 Division who only joined the Cheshire Constabulary on the 28th February last having on the 25th Instant while on night duty evinced great vigilance and determined courage in securing after a sever contest a daring Burglar is hereby as a mark of the Chief Constables estimation of such conduct promoted to the rank of a 2nd Class Constable and will further receive the reward of 10/- as extra Special Duty Allowance for the occasion. Chief Constables Office, Chester 8th June 1860 Acting Inspectors will in future understand that their rank is only nominal in their own localities and only gives them authority to act as Senior Sergeants in their several Divisions. Sergeant Watson will succeed Acting Inspector Dalgliesh as Sergeant of the Altrincham Section with the same rank on such day as Superintendent Andrews may arrange. Chief Constables Office, Chester 15th June 1860 Acting Sergeant Percival is appointed Sergeant Number 2 Division and Sergeant Watson promoted to Altrincham Division, Dalgliesh resigned and PC Dutton is appointed Acting Sergeant and will be stationed at Lymm, the latter arrangements to take place on such date as Mr. Andrews may determine. PC Thomas Steel in Number 5 Division is promoted Acting Sergeant from the 1st Instant. Chief Constables Office, Chester 25th June 1860 The Chief Constable takes this opportunity of informing the officers of the Cheshire Constabulary who so liberally responded with their subscriptions to his appeal that a sum of £30 has been raised for PC Conway late of this force. The Chief Constable is determined that in future he will fine any police officer who allows Gypsies to be encamped in his district beyond the period of two days. Chief Constables Office, Chester 3rd July 1860 2nd Class PC John Robinson is promoted to 1st Class for having again affected a clever capture during his night duty, of a thief, since committed for trial. Chief Constables Office, Chester 9th July 1860 PC Ibell Number 5 Division will be transferred to Number 3 Division on the 14th Instant and will be stationed at Over. Chief Constables Office, Chester 17th July 1860 PC Bohan will be transferred from Number 4 Division to Number 9 Division and PC Isaac Williams resigned on the 23rd Instant. By Order. G. E. Oldmeadow. Chief Constables Office, Chester 14th August 1860 PC Elijah Burr Stockport Division will receive the extra Special Duty Allowance of 10/- for the apprehension of a Burglar when on night duty on the 18th ultimo Chief Constables Office, Chester 10th September 1860 Any member of the Police Force having a claim of any kind against Superintendent McDermott, now suspended pending examination and settlement of his accounts, will forthwith send the same to this office. Chief Constables Office, Chester 24th September 1860 Superintendents will take care on any officer quitting a Police Station that a Return of all damage to the Station done by such officer be sent to this office in order that the officer vacating be required to make good the same. Chief Constables Office, Chester 27th September 1860 The following promotions will take place from the 30th Instant. Inspector Thomas Hammond is appointed Superintendent of the Wirral Division, McDermott (Superintendent) permitted to resign. Acting Inspector Rowbottom of the Northwich Division is appointed Inspector of the Wirral Division on Inspector Hammonds promotion. Sergeant McCallen will relieve Acting Inspector Rowbottom in charge of Sandbach Section. Acting Sergeant Gibson of Number 3 Division is appointed Sergeant in Number 2 Division at 22/- per week, and transferred to that Division to be stationed at Great Budworth, Sergeant Michael Douglas resigned. PC Dale of Number 6 Division is appointed Sergeant in Number 5 Division and Sergeant Rowbottom promoted to be stationed at Middlewich. PC Mayho of Number 1 Division is appointed Acting Sergeant in Number 3 Division and will take charge of the Tarporley Station. Sergeant Garner of Number 8 Division is promoted 1st Class Sergeant at 25/- per week. Sergeant Wood of Number 4 Division, Sergeant Aston Number 5 Division and Sergeant Burrows of the Reserve are promoted to 3rd Class Sergeant at 23/- per week. Chief Constables Office, Chester 16th October 1860 Sergeant Garner and PC Fernley of Number 8 Division, and PC's Morgan, Haslam of Number 4 Division are awarded the double Special Duty Allowance for the capture of two Burglars during the nights of the 15th and 27th ultimo. Chief Constables Office, Chester 22nd October 1860 The Court of Quarter Sessions having sanctioned the appointment of Detectives in the Cheshire Constabulary, the Chief Constable desires that on all occasions where Superintendents may think it necessary they will at once order the Detectives as detailed below to attend as detailed below to attend under their orders. The Detectives reporting as soon as possible such orders to the Superintendent of the Division in which they are located and that they will detain him or them as long as required for such occasions, he further however regrets to think it necessary to express a hope that no unworthy or petty feelings of jealously which unfortunately are so prevalent amongst Constabulary Forces, will be allowed to interfere with this most important branch of the Police service. Inspector Burgess will be available for Numbers 1, 3, 4, and 5 Divisions, Inspector Britnor for Numbers 2, 7, 8, and 9 Divisions and Inspector Egerton for Number 6 Division. The several Detectives will rank as Inspectors but will not as such except on emergencies interfere with the working of Sections of the Divisions in which they are located or may be engaged, they will moreover transmit weekly from this date direct to the Chief Constable a weekly report of the duty performed by them. Chief Constables Office, Chester 25th October 1860 Superintendents will take steps that all orders from the Chief Constable not printed in the book of orders are to be read occasionally to the men of their Division. Chief Constables Office, Chester 26th October 1860 The Chief Constable has been surprised to find that an event of some public importance in the county was not at once communicated to him; he desires that in future immediate notice be sent to him of any important or unusual occurrence in the County, even though nothing of a criminal nature is attached to it. Chief Constables Office, Chester 6th November 1860 The Chief Constable desires that Superintendents will not answer the enquiries of any Society for the Protection of Trade unless it is stated that something fraudulent or criminal has occurred or is suspected. The Chief Constable issues this order because the information sought is not of a police nature but rather what an appointed agent should obtain and because actions have been already held against the Police on Account of the Information so furnished. Chief Constables Office, Chester 7th November 1860 Acting Sergeant Palin having appeared before a bench of Magistrates under the influence of drink is hereby deprived of his rank and will from the date return to his duties of 1st Class Constable. PC8 Harrison and PC Hanwright of Number 6 Division are dismissed from the force for drunkenness. Chief Constables Office, Chester 8th November 1860 PC Walter Thorburn of Number 6 Division is allowed the extra Special Duty Allowance of 5/- for capture of Robert Roberts when on duty. Chief Constables Office, Chester 10th November 1860 In consequence of a misunderstanding the Chief Constable finds that some men of the Constabulary have made away with part or the whole of their old clothing, he therefore now most positively orders that on no account shall any article of clothing in future be made away with on any pretext whatsoever. Chief Constables Office, Chester 8th November 1860 The Chief Constable finds it necessary to caution the River Weaver Constables that their first duty is to attend to the interests of the River Weaver and that only after the performing such duty are they to attend to other police matters, except always on a special emergency. Chief Constables Office, Chester 12th November 1860 PC4 William Leah is from this date appointed Acting Sergeant in Number 1 Division due to PC Palin being reduced in rank. Chief Constables Office, Chester 17th November 1860 PC Scott stationed at Runcorn will on the 21st Instant be transferred to Hyde Division. Chief Constables Office, Chester 19th November 1860 When Returns are forwarded to this office the Chief Constable does not require any letter to be written merely to say that they are forwarded unless and explanation or other important information is added in such letter. Chief Constables Office, Chester 3rd December 1860 The second issue of caps for 1860 will be made forthwith. The Chief Constable desires it may be understood that whenever a Prisoner is in a semi nude state or that his clothing in any way indecently exposes his person, that the police officer who has him in charge will take care that public decency is not offended by thus exposing him, but will equip him with a coarse smock frock or canvass trousers or other cheap slop clothing, purchased expressly for that purpose and which can be brought back when the Prisoner is delivered to jail. A Prisoner having escaped from a Superintendents Cart, the Chief Constable desires greater caution is observed so as to prevent this disgrace on the Cheshire Constabulary. Superintendents will in future not enter in their Pay Sheets or Accounts sent to Head Quarters fractions of a penny. By Order. G. E. Oldmeadow. Chief Clerk Chief Constables Office, Chester 17th December 1860 Superintendents are requested to let their men understand that no Divisional Orders for Drill, Pay etc, should on any account prevent a man at once following up a case of Felony or other offence requiring immediate attention. Whenever a conviction occurs in any Division of night or day Poaching, information will be furnished to the Excise Officer in order that the offending party may be surcharged if so considered necessary according to the Statute.
