X Samuel and Frederick LOWNDESDear Pat,Thank you for your nicely worded request forinformation concerning Samuel and Frederick youwould be surprised how many enquires we get frompeople who never say please or thank you, butfirst I have to point out a few things. Sadly wedo not have a photograph, that is to say we may,there are literally hundreds of photographs ofofficers, but their names were never recorded onthe reverse of the photograph, therefore from theMuseums point of view they remain unidentifiable,and your offer of Samuels photograph is greatlyappreciated. From the outset having viewed all theinformation and Census Returns, I am of theopinion that Samuel and Frederick were notbrothers but Samuel was the father of Frederick.The Cheshire Constabulary was formed in April1857; there are many thousands of records, theseare held by the Cheshire Record Office, Chester.As a retired Police officer and voluntary PoliceMuseum Researcher I am slowly extracting theserecords. Cheshire Police Officer Enrolment Recordsare held under Reference CJP7 Volumes 1-5. Thesefive volumes are very large and in poor condition,run from 1857- 22 March 1913; the informationwhich you seek concerning Samuel is recorded inVolume 3 and Frederick within Volume 4. Theinformation regarding Samuel's marriage isretained in CJP24/2, 1847-1966, and with regard totheir pension CJP20/2/1, 1857-1965.I say all this because I want to try and reassureyou that what I give you is as it appears in therespective volumes. However if you so wish, youcan of course have the records confirmed by theChester Records Office Archivist. But it would beremiss of me if I did not point out that TheRecord Office will charge you a minimum of £27 persearch per volume; therefore your total bill wouldbe in excess of £160, so please be aware. On occasions theofficer's full name is not given, but we havetried to make a match against what the MuseumRecords show. There is an entry in 1880 whenSamuel was serving at Frodsham which was part ofRuncorn Division; he appears to have beenassaulted. There are charges involved to obtainthese newspaper cuttings direct from the owner ofthe website. It is emphasized that the Museum doesnot know the contents of these cuttings and takesno responsibility for them. Died 9th December 1928 aged 53 years 8 months.During my research I came across the followinginformation taken from The Times NewspaperArchives, dated 10th December 1928, the cutting ofwhich is attached,"Frederick Lowndes aged 60 of Murray Grove, WestKirby, Cheshire a Former Inspector of the CheshireConstabulary was found dead with his throat cutearly yesterday on a path across fields betweenHoylake and West Kirby".I checked a further 12 months after the event tosee if anything further had been reported, sadlynothing. It is obviously one for you to researchfurther because if it was a Suicide there must bea Coroner's Inquest report, all I can say if itwas a Suicide then Frederick must have beenextremely distressed, in my experience it is avery scarce manner in which to take one's ownlife. On the other hand if he was murdered, as hewould certainly have had enemies, then may be theNational Archives have something.
